The article identifies that the pandemic crisis has significantly increased the role of public-private partnerships (PPPs), which enable the involvement of private sector resources and competencies for the implementation of socially significant projects. It is justified that in order to achieve the goals of PPPs in crisis conditions, the formation of an effective system of ensuring its financial and economic security becomes especially important. To conceptualize this process, the essence of the categories “financial and economic security of PPPs” and “strategy to protect the financial and economic interests of PPPs’ parties”, which constitute the theoretical basis for the formation of the system of financial and economic security of the PPP, is identified; the principles of building a system of financial and economic security of the PPP, its main purpose and objectives, its components (elements) are formulated, as: subjects of financial and economic security of PPPs, strategy to protect the financial and economic interests of PPPs, organizational and economic mechanism ensuring the protection of financial and economic interests of PPPs’ parties, the coordination mechanism for ensuring the protection of the financial and economic interests of the PPPs’ parties. It is emphasized that the allocation of such a component of the system of financial and economic security of PPPs as a coordination mechanism to protect the financial and economic interests of PPPs, is due to the specifics of PPPs, in particular: PPPs’ parties have different interests to be agreed; opportunities for complimentary use of protective mechanisms of partners, which provides a synergistic effect of PPP; the affiliation of PPPs’ parties to different levels of the hierarchy of economic management, which affects the format of their interaction and organizational support of PPPs. The expediency of creating a working group of specialists representing the PPPs’ parties and, in addition to their main functions, dealing with the financial and economic security of PPPs is justified, its tasks are defined, which allows to form organizational support for cooperation of partners to build protection of their interests on a complimentary basis.

This article revises the mission and the name of the accounting profession in the context of strengthening the economic security of enterprises under the conditions of digitalization of the economy. The authors note that in the contemporary conditions of economic management, enterprises should form and ensure the functioning of the economic security of the enterprise at the proper level. The necessity of in-depth research of economic security at microlevel was considered, the factors influencing the stability of the enterprise were highlighted. High level of economic security of the subject of management consists in guaranteeing him maximum effective and stable functioning now and in future. Subjects of economic security were individual enterprises, and objects — their economic interests. The main goals of ensuring economic security of the enterprise in the part of accounting were singled out, the tasks of accounting policy, aimed at ensuring economic security, were determined. The prospects of the accounting profession in the process of ensuring economic security and reliable safe presentation of the results of doing business in reporting are substantiated. The study contains proposals on the revision of requirements for the qualifications of accountants in order to emphasize their activities aimed at strengthening the economic security of the enterprise.

The paper analyzes the shifts in government priorities in terms of support of big and medium manufacturing enterprises amid 2008—2009 and 2014—2015 crises. Based on the data of 2009, 2014 and 2018 surveys of Russian manufacturing firms, using logit regressions we identify factors that affect the receipt of financial and organizational support at different levels of government. The analysis shows that in 2012—2013 the share of manufacturing firms that received state support shrank significantly as compared to 2007—2008; moreover, the support concentrated on enterprises that had access to lobbying resource (such as state participation in the ownership or business associations membership). In 2016—2017 the scale of state support coverage recovered. However, the support at all levels of government was provided to firms that carried out investment and provided assistance to regional or local authorities in social development of the region, while the factor of state participation in the ownership became insignificant. The paper provides possible explanation for these shifts in the criteria of state support provision in Russia.

The article describes the importance of information and analytical support for the formation of organizational support for economic security of business. The stages and principles of formation of information-analytical support for creation of system of economic safety of the enterprise are analyzed. The connection and the nature of the influence of information-analytical activity and organizational support of economic security of the enterprise are investigated. It is important for the management of each organization to develop an individual mode of working with information, especially at the stage of its accumulation and analysis. Only a detailed and step-by-step definition of the process of working with information resources of various departments and officials increases the effectiveness of organizational support of economic security of the enterprise. The quality of analytical support is the basis for building an effective system of economic security of the enterprise and one of the key factors in its development. The harmonious combination of information-analytical work and the organization of economic security is a problem for the management of the business structure and requires a constant, operational study of the economic efficiency of the existing organizational structure.Adjusting the organizational structure directly affects the company's ability to withstand threats and risks from the external and internal environment. Modernity puts forward specific conditions for the economic security of the enterprise, especially given the deepening of the role and increase the amount of available information. The information array, which is freely available, is constantly replenished, which requires decision-makers to find new methods of information processing. The article analyzes the features of using the results of information support and analytical research to form an effective organizational structure of economic security of the enterprise. The study demonstrates the need for reliable and effective information and analytical support to improve the organizational support of economic security of the enterprise.

The number of foreign citizens that a country can admit without negative consequences for its economy in general and its labor market in particular, as well as for the socio-political situation, is limited and individual for each country. In this regard, states legislations in addition to the existing conditions set quotas. The purpose of the quota is to quantitatively limit the influx of foreign nationals into a country based on its socio-economic needs and capabilities in a given period. The quota is spent in order of priority without any differentiation and is a restrictive rather than a selection mechanism for ensuring a state’s migration policy. Most often, the selection approach is mentioned in the legislations regulating labor and, in the first place, skilled migration. Only in the context of this subspecies of migration, it is possible to talk of the inequality of candidates based on the different levels of their professional competence and capacity for adaptation to the host country social environment. In the context of skilled labor migration, the role of education, work experience and the ability to communicate freely in the host state language increase significantly. This type of migration is voluntary and aims at mutual satisfaction of the needs of a state in strengthening its economy with highly professional labor force and the needs of foreign citizens in getting the best conditions for realizing their potential. The laws of the market economy shape it. A state possessing the «demand» must, in order to best ensure its own socio-economic needs, build an effective system of evaluation of the «supply» by foreign citizens.

The article is devoted to researching the activities of the Russian Federation customs authorities in the context of ensuring the economic security of the state and protecting its economic interests. The author places special emphasis on the fiscal function of the customs authorities, which is expressed in the formation of the federal budget revenues. Apart from that, fiscal function is a fundamental one from the point of view of determining the state economic potential. The article provides a detailed analysis of the mechanism of customs revenue administration, which is integral to solving the fiscal problem, and the legal foundations of which are laid both at the national and supranational levels.

In nowadays conditions, insurance provides the opportunity for market system of economic management to work in any state. To provide economic security of the person it is needed to create a mechanism of protection against internal and external threats in modern Russia. That’s why the role of citizens insurance policy is increasing as the most effective risk management institute and achieving safety of health and private property of citizens. The goal of this research is to study Russian citizens’ attitudes towards insurance policy and investment using the conception of personal economic security. The preparatory study stage was focused on theoretical understanding of economic security problems taking insurance field as an example. Empirical research consisted of four stages. There were 1793 people taking part in this research. Results of this study can be proposed in the program of improving the functioning of the insurance market in the Russian Federation in The framework of the strategy of development of the insurance market - 2020. The obtained results can be used in Politics and Economics in the development of a set of measures related to lawmaking, control of financial institutions, promotion of financial literacy of the population, preparation of courses for universities and trainings for participants of the insurance market. The typologies of policyholders which were given can be the basis to create insurance programs for the citizens.

The article focuses on the analysis of information tools system for ensuring socio-economic activity of the regions in Ukraine. The author proposes to understand the means of displaying real economic phenomena and economic interests, analyzing, assessing and making managerial decisions that have the potential to form new knowledge about the state of economic systems as information tools for the development of regional socioeconomic systems. The paper considers two different levels of social needs in regional information tools. The factors that determine the composition of user needs as to the indicated tools in the region's space are indicated; it is proposed to distinguish three users groups of information tools for providing regions’ economic security by applying distinctive feature of economic interest nature. The creation of information systems as information tools for regional systems economic-innovative development and ensuring economic security of the region is considered. The paper deals with such subsystems of information tools for regional development as analytical, internal monitoring and external monitoring.

The choice of the hierarchical principle of the structural organization of the mechanism of ensuring socio–economic security is consistent with the presentation of the role of its components in the regulation of financial and economic processes. Thus, in the performance of the functions of defence, the role of the components of the mechanism in the schemes of direct and current relations, information channels, management conclusions and administrative work is inevitable. Apart from this, the inter-element relations of the mechanism of ensuring social and economic security are mediated by financial and economic relations and, first of all, commodity–money, which is based on the coordination and specific subordination of financial and economic interests. This means that the process of ensuring social and economic security must not be strictly subordinate to the hierarchy of public administration, and be one of its intensive components, which plays a dual role. On the one hand, it has the ability to be needed as the 1st of the methods of implementation of the state financial and economic interests. But, on the other hand, the method is intended to act as a “signal link” to adjust the provisions of the financial and economic policy in an environment of large-scale dangers, which to some extent refutes its subordination to the previously adopted management conclusions. For example, the study of the structuring of the mechanism of ensuring social and economic security implemented in the Republic of Belarus shows its obvious subordinate nature in the system of public administration. In particular, the element distribution of the presented mechanism was made in coordination with the hierarchy of the management system of economic entities. This means that its capabilities are used only to some extent due to the level of restrictions in the implementation of socio-economic security. Level limitation of the control system leads to the fact that financial and economic regulators of the state and functioning of mesostructures have all chances to be “included” in an absolute measure at the macro level and only partly — at the micro level.

The task of the authors was to identify the role of country economic security in the Eurasian integration. To this end, the approaches to economic security in Europe, Russia and Asian countries are analyzed. The differences in the systems of national economic security and in the key approaches to its provision are primarily due to the historically established internal economic and geo-economic conditions. There is a fairly wide range of paradigms of national economic security, primarily the differences between the European approaches and the approach of Russia. Information on the state, principles and mechanisms of organization of national economic security systems in Asian countries is practically absent in Russian science. It was also necessary to analyze the typology of threats in order to clarify the prospects of integration of national economic security systems. The authors substantiate the position that ensuring national economic security is an important imperative of integration and development in the Eurasian space, competitiveness and economic sovereignty of countries. The article systematically organizes the facts about the types of organization of national economic security, explains the need for the countries of Eurasia active system of economic security as a response to the challenges of our time. The authors formulate the basic principles of Eurasian integration in the field of national security, involving both sovereignty and harmonization of national systems aimed at protecting economic interests.
