The article deals with the topical issues of the research of staff incentive and en-gagement essence at the enterprises of both budgetary and commercial spheres in the context of their effective management and improvement of innovative activity. The article states that the incentive and engagement scheme, based on a comprehensive assessment of staff, makes it possible to accomplish a number of important tasks: to identify the degree of professional compliance of a candidate with the requirements for specific job functions; to calculate the ratio of “cost-result of work” of an individual employee; to compare the labour costs of different employees in the team and identify factors that affect significant deviations in performance; to work out the optimal mechanism of staff incentive and engagement aimed at solving the identified problems; to determine the criteria for assessing the effectiveness of motivational and stimulating tools. On this basis, business entities form an objective need to develop effective instruments for tangible and intangible incentives, as well as to improve the existing ones and develop new methods of staff assessment. At the same time, the existing tools of staff incentive and engagement do not fully meet the needs of modern organizations. This contradiction determined the choice of the topic for our research. The purpose of the research is to develop methodological approaches and practical recommendations for improving staff incentive and engagement scheme. In our opinion, the methodology for assessing the effectiveness of the employee incentive scheme should consist of a set of indicators that evaluate “economic effectiveness”, “social effectiveness”, “effectiveness for employers” and “effectiveness for employees”. The author proposes the methodology of assessing the effectiveness of the incentive scheme, which will best reflect the specifics of an enterprise activity. This methodology includes a set of indicators to evaluate the “economic” and “social” components of the effectiveness, as well as to take into account the effect for both employees and employers. The article considers the identified disadvantages of employee incentive schemes in organizations of both budgetary and commercial spheres, which determines the necessity of a more in-depth and comprehensive study of the features and problems of employee incentives in organizations of any sphere. Thus, the use of the proposed methodology will make it possible to comprehensively assess the effectiveness of employee incentive schemes in both budgetary and commercial areas and on the basis of the obtained results will promote making reasonable management decisions.

With the advent of the blockchain era, employee incentives need to open up new ideas. The application of blockchain technology can promote the advantages of traditional equity incentive schemes and avoid weaknesses. Although there is still no mature ESOP on-chain solution on the market, and ESOP onchain still needs to consider a series of legal issues. The combination of equity incentives and blockchain technology is feasible. Due to the consensus mechanism of blockchain technology, grant and exercise information is recorded at each node on the chain. The implementation of the plan will be open and transparent throughout the process, avoiding the possibility of dark box operations. This is conducive to enhancing the credibility of the enterprise and enhancing employees’ trust in the enterprise, which can really play an incentive role.

Agents’ decisions to exert effort depend on the incentives and the potential costs involved. So far, most of the attention has been on the incentive side. However, our laboratory experiments underline that both the incentive and the cost side can be used separately to shape work performance. In our experiment, subjects work on a real-effort slider task. Between treatments, we vary the incentive scheme used for compensating workers. Additionally, by varying the available outside options, we explore the role of implicit costs of effort in determining workers’ performance. We observe that incentive contracts and implicit costs interact in a nontrivial manner. In general, performance decreases as implicit costs increase. Yet the magnitude of the reaction differs across incentive schemes and across the offered outside options, which, in turn, alters estimated output elasticities. In addition, comparisons between incentive schemes crucially depend on the implicit costs. This paper was accepted by Yan Chen, decision analysis.

The paper seeks to analyze international leasing in the context of searching for and attracting financial assets with a view to maintain financial activities of Ukrainian enterprises. Based on the analysis, the article provides certain conceptual and methodological approaches along with practical recommendations as to the application of the international leasing tool set for the financing of Ukrainian machine-building enterprises, which will contribute to enhancing the competitiveness of Ukraine’s economy in the context of modern economic realia. During the study, the following research methods were employed: a comparative analysis – to identify the specific methods of financial incentives for machine-building enterprises; scientific generalization and systematization – to assess and classify the instruments for promoting financial and economic activity of Ukrainian enterprises. The research findings, conclusions and recommendations are substantiated by a comprehensive approach. Benefits of international leasing in Ukraine compared to other investment sources (self-financing, bank loans) at different discount rates and lease agreement terms have been identified.

The subject of the study is a set of basic theoretical, scientific and methodological provisions and practical recommendations for analyzing trends in the system of international business and increase the effectiveness of institutional support for enterprises participating in international business. In the course of the research such concepts as "foreign economic activity", "international entrepreneurship", "international business" are considered. The latter is proposed to be considered as a system of business processes implemented by business entities outside of their own country and aimed at achieving strategic goals. Research methods. General scientific and special methods are used in the work, which allow to systematically solve problem tasks in the chosen direction of the research. In the course of the research such methods are used as: method of theoretical generalization; system analysis; graphic and analytical methods. Results. An analysis of the impact of the coronavirus pandemic on the activities of international market players has been made. A comprehensive analysis of the volume, commodity, geographical structure of exports and imports of goods in Ukraine in 2018-2020. It is determined that Ukraine overwhelmingly exports raw materials and imports high-tech goods. Despite the decline in foreign trade, the general trend indicates that exports and imports will grow in the long run. An objective analysis of the functioning of the Ukrainian business system with the help of many world ratings, which allow us to assess the place of Ukraine in the global conditions of development, in comparison with the economies of other countries. As a result of the study, it was determined that Ukraine is inferior to other countries in the world in trade, regulatory policy, national branding, etc., and has the best position in the field of budget transparency. The results of the analysis indicate the need to implement effective organizational and economic principles aimed at improving the quality of Ukraine's business system. The analysis and construction of the profile of the national business system allowed to identify the main problems in the system of international business and begin to form measures to address them. The practical significance of the obtained results is that the theoretical provisions and practical recommendations obtained by the author as a result of the study can be used in developing directions for the transformation of national international business in a crisis.

The purpose of the article is to substantiate theoretical provisions and develop practical recommendations for the development of reporting on sustainable development in terms of environmental impact on the environment and society in accordance with international standards developed under the Global Reporting Initiative. Objectives of the study: to study the content of non-financial reporting compiled in accordance with the standards of the Global reporting initiative (GRI) and propose new methodological approaches to the development of accountability in the field of sustainable development. The work provides recommendations on the organization of accounting for the environmental impact of the organization with the use of information technology: proposed the use of additional accounts for accounting and developed forms of reports containing information of a social nature.

The analysis of the prospects for improving the efficiency of public administration in education is conducted in the article. First of all, the concept of “public administration” was analyzed, its differences and similarities with the concept of public governance were determined. It was decided to determine the perspective of the study of public administration processes by the educational process, taking into account its orientation to public needs and a human-centered approach. The concept of public administration is theoretically designated as a set of processes for managing public systems in order to ensure the goals of sustainable development through the implementation of the functions of organization, execution, order and control. These functions are schematically presented and described in the article. To continue the analysis, trends in the development of the education system in Ukraine and abroad were identified. The problematic aspects have been analysed and prospects for their correction have been identified. Having analyzed, it was determined that the basic processes that require improvement in the public administration system in education are organizational, financial, reputation, and digitalization processes. An algorithm was developed to increase the implementation of the processes of public administration of educational processes, taking into account the basic requirements of society for the education system

The article states that the economic activity of any enterprise is almost impossible without the occurrence of receivables, because between business entities there are constantly different conditions for buying or selling products, goods, works and services. Scientific and methodological approaches to the management of receivables and payables are studied. Accounting and analytical tools to increase its efficiency are substantiated. It is proved that the occurrence of receivables and payables is a normal feature of the economic activity of the enterprise, and every business entity is interested in optimizing its volume. Settlements with debtors and creditors are related to inflows and outflows. The organization of accounting, analysis and effective management of settlements with debtors and creditors is of strategic importance to businesses and the results of this process affect the financial stability, tax base of the enterprise, the formation of income and expenses and, consequently, to achieve strategic goals its development in market conditions and ensuring competitiveness, profitability of economic activity. Attention is focused on the fact that the excess of accounts payable poses a threat of large debts of the enterprise and, as a result, loss of solvency. At the same time, timely identify inadmissible types of receivables and payables, which, first of all, include overdue debts to suppliers, overdue debts to customers for more than three months, overdue debts on wages and payments to the budget, extrabudgetary funds. A critical analysis of the views of individual scholars was conducted and it was noted that the existing classifications of debt are incomplete and cover only one feature.

Changes to the remuneration of medical practitioners are currently being considered in Australia. In this paper, we provide a discussion of financial incentives in healthcare markets and their effects on health professionals’ behaviour. After defining incentives, the paper focuses on the design of incentive schemes for the health workforce. It discusses several issues that should be considered when designing incentives, illustrated with some Australian examples. What are the objectives of the incentive scheme? What types of incentives can be used and under what circumstances? What is the empirical evidence around the effects of incentive schemes? What unintended consequences might exist? The paper concludes with a set of principles around which incentives can be designed. These principles might be used to inform the current debate about revisions to the incentives that are faced by medical practitioners in Australia.

This study aimed to determine what the current practice is with regard to short-term incentive schemes for middle managers. This was done by means of a quantitative study through a structured research survey completed by a sample of forty-eight organisations. The design elements, performance measures and payout practices of the various schemes in use were surveyed, as well as the participants’ view on the perceived effectiveness of their short-term incentive schemes. Evidence shows that the majority of organisations have a short-term incentive scheme in place for middle managers, and that the type of scheme used in most of the organisations is a performance-related bonus scheme, introduced mainly to drive business performance and reward superior performance.

Goal. The purpose of the paper is to provide scientific substantiation of theoretical and practical recommendations for the development of gastronomic tourism, using the potential of the restaurant industry. Methodology: research is made up analysis and systematization and synthesis. The basic objects of gastronomic tourism are determined, the potential of restaurant business as a tourist destination is researched. Results: The concept of "restaurant tour", perspectives of development of domestic gastronomic tourism and restaurant business as an object of tourist trip in Lviv is substantiated. The scientific-theoretical approaches to the definition of the essence and objects of gastronomic tourism are revealed; - the potential and opportunities of the sphere of restaurant business in the development of modern tourist infrastructure, including through the development of gastronomic tourism; - measures of development of the domestic restaurant business as a perspective direction of gastronomic tourism and an independent object of tourist trips are offered. Scientific novelty: systematized, generalized and substantiated firms / tour operators who have developed restaurant routes in Lviv for the development of gastronomic tourism. Practical significance: Gastronomic tourism has significant prospects for development, and the organization of gastronomic tours, restaurant gastronomy tours contributes to the revival of national culinary traditions. Business entities in the sphere of restaurant business should become an important part of the development of gastronomic tourism, playing an important role in shaping the quality of life, providing public health and shaping the tourist image of the regions.
