Globalization of the economy, revolutionary technological changes in production processes, and trade liberalization necessitate the deepening of research on theoretical and methodological aspects of the formation of new models to manage industrial development. The paper highlights a number of theoretical provisions that can serve as conceptual guidelines for the modernization of the industrial management system in Ukraine in the context of modern globalization and technological challenges. In particular, the paper emphasizes that the intellectualization of industrial production necessitates the intellectualization of management processes. The specifics of strategizing the innovative development of the industry are considered. Recommendations for the formation of a "scientific and information shell" of the management system based on the coordination of government, business, educational and scientific institutions, NGOs in the modernization of industrial policy and implementation of a new model of industrial development management are suggested. The basic functions of modernization of the industrial management system (worldview, epistemological, genetic, adaptive, social, economic, ecological, and political) are highlighted. The fundamental schemes to implement the new model of management of industrial development and its intellectualization at the macro level are offered. The importance of the regional level of modernization of industrial development management is noted. In this context, the concept of «smart specialization» based on the idea of taking full account of the benefits and capacity of a particular region, and «good governance» concept is emphasized to deserve special attention.

This study presents methods for finding and utilizing demand-oriented data to meet public demands for creating sustainable and inclusive regulation policies. It attempted to analyze these methods scientifically, by collecting information on public demands. The results confirmed that there is a demand for policy that utilizes consensus in the regulation standards of newly emerging services. They also indicated that the legal system should be in alignment with the priorities associated with the setting of standards for regulation-related policies. Additionally, a group network analysis revealed that standards were linked to area management, confirming that area management should also be considered when resolving regulatory issues related to new industries and services. Finally, the results suggested that a land management system for regulatory policy is needed to allow for the autonomous formulation of regulatory policies through the small-scale management of land. The present study can be used to better comprehend civil complaint data and as a reliable reference in the policymaking process, ensuring more sustainable and adaptive regulations.

Ensuring the economic security of the region is one of the key tasks of the management of the federal entity. By ensuring economic security, the priorities of the management of the region are determined, so that the system of economic security should be integrated into the development management system of the socio-economic system of the region and perform an information and analytical function in it, which requires the development and introduction of economic security monitoring tools into the regional development management system. The article formulated an algorithm integration tools for monitoring threats to economic security in the regional economic development of the control system the methodical approach to assessing threats to regional economic security.

Purpose: the aim of the work is to study the problems of innovative development of the Republic of Kazakhstan and its regions, to consider the management of innovative development of regions on the basis of integrated management (sharing project and scenario approaches).Methods: the methods of system analysis, the concept of system-integrated management, including the combined use of project and system approaches, outlined the methodological outline of the study.Results: the proposed theoretical and methodological approaches to the management of innovative development of the region; considered the concept of project management of the region, made the transition from consideration of the economy itself to a complex of state programs for their development, taken as an interconnected system. The state programs themselves are considered as a set of projects (programs). Further it is proposed to use scenario management for their analysis and implementation. A cybernetic model of the region's innovative development management system is proposed.Conclusions and Relevance: to manage the innovative development of the country and its regions, it is possible and necessary to use the transition and system management of a complex of strategic and planned development programs of the country and its regions, which are an integrated system of interrelated documents. The cybernetic model of the region's innovative development management system allows making a transition to using an integral approach of sharing scenario and project management in system modeling of the formation and implementation of IRR programs and effectively selecting management solutions for the further implementation of development programs (projects).

Introduction. In modern conditions of innovative economy, business development management acts as a general economic vector of rational consumption of resources and efficient functioning of production systems. It is known that even those companies that have similar potentials often differ in the results of their activities. Under these conditions, the difference in results can be explained only by the unequal degree of accuracy of the target orientation of the control system. In other words, other things being equal, the magnitude of the result will be greater the more successful the business development management system in an innovative economy.The purpose of the study is to define and substantiate the management system of business development in an innovative economy.The methodologyof scientific research is general and special methods of research of economic phenomena: analysis and synthesis – to determine the complex concepts of business development management; extrapolations – to identify new trends in business development and changes in the economy; grouping and classification – to systematize the factors influencing business development, etc.Conclusions and prospects for further research. Features of formation by business development which includes a set of means and methods of the directed influence on interests of business which are in constant dynamic transformation under the influence of external and internal conditions with orientation on rational use of resources and maintenance of necessary proportions of functioning of its economic complex are substantiated. It is determined that the special place of business development management in the conditions of innovative economy is due to the fact that it guarantees the integration of economic processes. The formation of a business development management system reflects the ability to streamline processes in business in accordance with the inherent internal laws of economic activity.

Countries with the most developed scientific and technological complex will take leading positions. A significant role in the development belongs to fundamental science, which is the only source of new knowledge. The creation of a R&D management system focused on global technology leadership is required. The new state research and development management system should be formed taking into account the external challenges and threats, the strategic goals of the state development, the development dynamics and the current status of research and development. It is also necessary to take into account the laws of scientific and technological development. The research and development management system requires significant changes to achieve the goals of national development appointed.
