Globalization of the economy, revolutionary technological changes in production processes, and trade liberalization necessitate the deepening of research on theoretical and methodological aspects of the formation of new models to manage industrial development. The paper highlights a number of theoretical provisions that can serve as conceptual guidelines for the modernization of the industrial management system in Ukraine in the context of modern globalization and technological challenges. In particular, the paper emphasizes that the intellectualization of industrial production necessitates the intellectualization of management processes. The specifics of strategizing the innovative development of the industry are considered. Recommendations for the formation of a "scientific and information shell" of the management system based on the coordination of government, business, educational and scientific institutions, NGOs in the modernization of industrial policy and implementation of a new model of industrial development management are suggested. The basic functions of modernization of the industrial management system (worldview, epistemological, genetic, adaptive, social, economic, ecological, and political) are highlighted. The fundamental schemes to implement the new model of management of industrial development and its intellectualization at the macro level are offered. The importance of the regional level of modernization of industrial development management is noted. In this context, the concept of «smart specialization» based on the idea of taking full account of the benefits and capacity of a particular region, and «good governance» concept is emphasized to deserve special attention.

At present time, the issue of defining indicators of sustainable development corresponds to the processes of modern economy development such as digitalization, technological convergence. They are going to replace mining from GDP of industrial countries and decease environmental pressure by expanding economy of knowledge. For the first time, the knowledge index was calculated by the World Bank. It should be noted that the World Bank calculated the indices for each individual country. This would allow developing the necessary decisions and government policies to build a knowledge economy. This goal is pursued by the authors of the article, but in relation to the sustainable development of the mining regions of Russia. The article discusses various approaches to assessing the regional knowledge index, and proposes a new methodology for its assessment based on the main determinant of the matrix and its logarithm. Based on the proposed methodology, the knowledge index was evaluated, which shows the conditions for the knowledge economy development in the mining regions of Russia. The rating of the mining regions of Siberian Federal District was built. The main conditions affecting the formation of the knowledge economy in the mining regions of Siberia in the context of their sustainable development are identified.

The relevance of the presented research is determined by the absence of any generally accepted methodology for assessing the economic results of the implementation of ecological management at the Russian enterprises. The introduction of the environmental management system at the enterprises is due to the demand of the world market, which main prerequisites are the tightening of requirements for goods, caused by the globalization processes by foreign consumers. The authors have defined the types of effects obtained by the industrial enterprise as the result of the implementation of the environmental management system. Three main types of effects were analyzed: social, economic, ecological. The research assessed the existing methods of calculating the economic efficiency of environmental measures and determined the possibility of their application for calculating the economic efficiency of the implementation of the environmental management system at the industrial enterprise. The author ’s hypothesis on the existence of an image component of the economic effect in the implementation of the environmental management system at the enterprise is proposed. Prerequisites for implementation of environmental management are considered and comparative analysis of environmental management and environmental control is carried out. The model of the system of implementation and confirmation of environmental management is proposed.

Purpose: the aim of the work is to study the problems of innovative development of the Republic of Kazakhstan and its regions, to consider the management of innovative development of regions on the basis of integrated management (sharing project and scenario approaches). Methods: the methods of system analysis, the concept of system-integrated management, including the combined use of project and system approaches, outlined the methodological outline of the study. Results: the proposed theoretical and methodological approaches to the management of innovative development of the region; considered the concept of project management of the region, made the transition from consideration of the economy itself to a complex of state programs for their development, taken as an interconnected system. The state programs themselves are considered as a set of projects (programs). Further it is proposed to use scenario management for their analysis and implementation. A cybernetic model of the region's innovative development management system is proposed. Conclusions and Relevance: to manage the innovative development of the country and its regions, it is possible and necessary to use the transition and system management of a complex of strategic and planned development programs of the country and its regions, which are an integrated system of interrelated documents. The cybernetic model of the region's innovative development management system allows making a transition to using an integral approach of sharing scenario and project management in system modeling of the formation and implementation of IRR programs and effectively selecting management solutions for the further implementation of development programs (projects).

We consider the requirement of the standard EN 9100: 2018 to analyze the enterprise context, which allows realizing the opportunities arising from the context and anticipate possible risks, taking into account the strengths and weaknesses of the enterprise quality management system. The criteria for identifying influencing factors are their relationship with the goals of the enterprise and relationships with stakeholders. As an effective mechanism for monitoring the current state of the business environment (context) of an enterprise, a SWOT analysis can be used that provides the necessary information about the opportunities and sources of improvement, the degree of probable threats, and possible consequences of alternative development strategies. As an example, we consider the components of the internal environment of an aviation engineering company as sources of strengths or weaknesses of the quality management system, and as sources of opportunities or threats (risks). The strengths and weaknesses of environmental factors are analyzed. An indicator of the degree of influence of each factor is determined. The significance of each factor is assessed from the standpoint of the opportunities or threats (risks) present in it, and the probability of occurrence of events associated with each of the factors that provide opportunities or carry threats is also assessed. The mutual influence of the considered factors is presented in the form of a directed graph. The results of the analysis of the strengths and weaknesses of the enterprise, based on the degree of their influence on each other. The analysis of opportunities and threats. An assessment of their significance and the likelihood of occurrence of events associated with them. In order to visually determine how the strengths and weaknesses of the internal environment affect the realization of opportunities and the neutralization of threats, a vector of the development direction of the organization associated with the current state of the internal environment is constructed in the coordinates of the SWOT analysis matrix. It is concluded that SWOT analysis can be an effective mechanism for monitoring the current state of the business environment (context) of an enterprise. The SWOT analysis provides the necessary information about the opportunities and sources of improvement, the degree of probable threats, and possible consequences of alternative development strategies.
