Accurate pronunciation has a vital role in English language learning as it can help learners to avoid misunderstanding in communication. However, EFL learners in many contexts, especially at the University of Phan Thiet, still encounter many difficulties in pronouncing English correctly. Therefore, this study endeavors to explore English-majored students’ perceptions towards the role of pronunciation in English language learning and examine their pronunciation practicing strategies (PPS). It involved 155 English-majored students at the University of Phan Thiet who answered closed-ended questionnaires and 18 English-majored students who participated in semi-structured interviews. The findings revealed that students strongly believed in the important role of pronunciation in English language learning; however, they sometimes employed PPS for their pronunciation improvement. Furthermore, the results showed that participants tended to use naturalistic practicing strategies and formal practicing strategies with sounds, but they overlooked strategies such as asking for help and cooperating with peers. Such findings could contribute further to the understanding of how students perceive the role of pronunciation and their PPS use in the research’s context and other similar ones. The work considered a system of knowledge control of the Kharkiv National Automobile and Highway University. It was shown that the quality of higher education depends mainly on the level of student training, the qualifications of teaching staff, the organization of the learning process, the efficiency of monitoring the quality of the education, and also factors allowing to improve the quality of education in the university. Assessment of the knowledge quality received by the students in the "Chemistry" discipline was carried out among the students of the Automobile Faculty of the KHNADU, entered the first year of the Bachelor of full-time education, during 2014/15–2018/19 academic years. The control was carried out with the help of traditional pedagogical practice types – the main (preliminary, final, and control of residual knowledge) and periodical (current and thematic knowledge tests). Statistical research on the performance of the main types of students' knowledge control, as more significant, shows that the important part of educational activity in university is an effective organization of its control. It was established that main principles of the control of students’ knowledge received during learning subject are the regularity and systematical conduct, the objectivity of assessment of the level of students' skills, the ability to identify the actual level of learning educational materials by the students, the timeliness of identification of the gaps in the learning process by the teacher and applying ways to overcome them. The internal and external factors affecting the performance of students during studying the "Chemistry" discipline have been distinguished. The internal factors are the knowledge level before entering the university and the motivation for learning the subject. The external are an organization of the educational process, self-organization of student learning activity, teaching methods and forms and professionalism of the educator, quality of additional services (holding consultations and individual lessons), educator-student relationship. It was identified that during studying the "Chemistry" discipline, the influence of the factors that students had before entering the university is weakened, and the external factors, which appeared in the process of studying in university, have a significant impact.

Universities play an important role in the economic development - knowledge economy. Previous studies proposition that universities significantly contribute to the economic development of the countries. Countries implement policies to efficiently connect higher education and the economy. This study explores the relationships between the university performances measured by the world university rankings and the gross domestic product. We employed the data from the World Bank and two university rankings for a period of 2011-2016. We ran correlation analysis followed by t-test analysis for confirming the linear and non-linear relationship. For robustness, we used chi-squared test for independence. The result shows there is a positive non-linear relationship between university performances and GDP. Indicators for citation and research suggests the quality of the research matters more than the mere research and publications. We may conclude that the “research quality” of the university intensive in researching can contribute indirectly to the economic development of the countries.

Several researchers dealt with the balanced performance card, notably Kaplan and Norton, as they tried to use this card to measure the strategic performance of economic units across its four dimensions. This card is one of the most important approaches to measuring and evaluating the performance of economic units. The different units of their activities identify strengths and reinforce them, and deficiencies and treatment, and hence emerged the importance of adoption of the card in the economic units in general and educational in particular, to measure and evaluate performance by adopting the card in the field of education In addition, there are additional benefits to the previous benefits, which may include the continuous development of the curricula, tools and methods used by the faculties at the university to achieve its objectives in raising the level of education at this stage and measuring its impact on the quality level using the hexagonal diffraction and developing its objectives to meet the evolving needs of society, By improving quality by reducing defects and obstacles. The aim of the research is to clarify the concept of the four-dimensional performance card concept and the concept of educational quality, in addition to the concept of hexagonal diffraction, and the relationship between the balanced performance card on educational quality and measuring its effect using hexagonal diffraction.

Introduction. The implementation of the strategic goal of Russia’s entry into one of the five largest economies in the world actualises the research aimed at identifying conditions for improving the quality of human capital, one of which is the creation of an integrated system of training and professional growth of scientific and scientific-pedagogical personnel. The aim of the present research was to substantiate the statement that the strategy of reforming higher education inRussia leads to the loss of tacit knowledge in higher education as a basis for determining the quality of educational and scientific activities. This process has a negative impact on the formation of the system of training and professional growth of scientific and scientific-pedagogical personnel (both in content and procedural aspects).Methodology and research methods. The methodological framework of the research was based on a systematic approach and an inductive method. The following general scientific methods were employed: analytical review of statistical sources and literature on the discussed issues, generalisation and comparison. The method of comparative analysis was used to assess the dynamics of changes in funding standards of universities in Sverdlovsk region, Chelyabinsk region and the Republic of Dagestan. Results and scientific novelty. The author substantiates the validity of the thesis on the loss of tacit knowledge in higher education, indirect confirmation of which is a significant reduction in the protection of PhD and doctoral theses with a significant decrease in patent activity in universities and activity to generate income from the results of intellectual activity. It is proved that the existing system of normativeper capita financing is the main “tool”, providing the loss of tacit knowledge: the level of a teacher’s workload is increased that it is impossible to carry out research related to the courses, which leads to a decrease in the quality of education. A formula for calculating the number of students, which ensures the performance of the average salary of the teaching staff at a certain number of disciplines per teacher, is proposed. On the example of the direction “Management”, it is shown that even through annual allocation of 25 budgetary places the teacher of profile disciplines will teach not less than 5 academic disciplines. In the absence of commercial recruitment comparable to the budget and additional sources of funding, the number of teaching staff will be reduced and the number of courses per teacher will increase. The proposals for preservation and reproduction of the personnel potential of state universities, involving the changes in the performance indicators of universities and the development of financial instruments that stimulate their achievement, are formulated.Practical significance. The materials and results of the research paper can be used by education authorities to develop the university strategy in terms of forecasting the volume of reductions in the number of teaching staff and the income that the university should receive to preserve its human resources.
