Public service is a part that cannot be separated from the life of the nation and state. The 1945 Constitution mandates that the state must provide good service to all citizens to fulfill their basic needs. The government is one of the providers of public services must always carry out services that are in accordance with the rules and must know the conditions of those served. In fact, the community is often disappointed with the services provided by the government in terms of licensing arrangements such as long and convoluted service procedures, the issuance of a permit is sometimes not in accordance with the time set. Problem formula What is the quality of public services in the One Stop and Manpower Integrated Services Investment Office (DPMPTSP & TK) in Bone Bolango Regency?                This research uses qualitative methods. Techniques for collecting data through observation, interviews, documentation. The results of the service quality of Bone Bolango District's One-Stop Integrated Service and Labor Service (DPMPTSP & TK) have been good, seen from the dimensions of tangibles, responsiveness dimensions, empathy (empathy) but on assurance (assurance) dimensions and reability dimensions. corrected because there is still a relationship with the relevant office in issuing a letter of recommendation so that the permit issuance is not in accordance with the stipulated time.

Measuring the quality of public services in the Building Permit in the one-stop services office of Bone Regency, using indicators of the ability of the apparatus, system services and influential factor in the service of Building permit. The data was collected through interviews, observation and documentation, as a way to know the description of the organizational structure, education and training, ability to work completion on schedule, the convenience in obtaining services, clarity of information, security and protection services to consumers in the Office of One-Stop Services (KPTSA) of Bone Regency. The factors that affect the public service of Building Permit (IMB), among others; timeliness, ease of filing, the accuracy of service, the cost of service. Factor is a barometer of the consumer or the use of the service, so whether or not the services provided by the government back to the things mentioned above. In the public service should further develop the quality of human resources and democratization, leadership model must shift from power to the approach of expertise (from macho to maestro) and democratic in spirit, close to the subordinates and apply humanistic model of bureaucracy is putting a human in its proportions.Mengukur kualitas pelayanan publik dalam Izin Bangunan di kantor pelayanan satu atap Kabupaten Bone, dengan menggunakan indikator kemampuan aparatur, sistem layanan dan faktor yang berpengaruh dalam pelayanan Membangun izin. Data dikumpulkan melalui wawancara, observasi dan dokumentasi, sebagai cara untuk mengetahui gambaran struktur organisasi, pendidikan dan pelatihan, kemampuan untuk bekerja selesai sesuai jadwal, kenyamanan dalam memperoleh pelayanan, kejelasan layanan informasi, keamanan dan perlindungan kepada konsumen di Kantor Pelayanan Satu Atap (KPTSA) Kabupaten Bone. Faktor- faktor yang mempengaruhi pelayanan publik Izin Mendirikan Bangunan (IMB), antara lain; ketepatan waktu, kemudahan pengajuan, akurasi pelayanan, biaya pelayanan. Faktor adalah barometer konsumen atau penggunaan layanan, sehingga apakah layanan yang diberikan oleh pemerintah kembali ke hal-hal tersebut di atas. Dalam layanan publik lebih lanjut harus mengembangkan kualitas sumber daya manusia dan demokratisasi, model kepemimpinan harus bergeser dari kekuasaan ke pendekatan keahlian (dari macho untuk maestro) dan berjiwa demokratis, dekat dengan bawahan dan menerapkan model birokrasi humanistik adalah meletakkan manusia dalam proporsinya.

This article aims to discuss the dimension of transparency in the process of organizing public services at the Office of Investment and Integrated Services One Door Kolaka Regency. The lack of access from citizens, limited public service information, and various maladministrations that occurred showed not an optimal improvement in the quality of public services in Indonesia. The idea of transparency in public services is that the government should be open with the availability of clear information and provide convenience to citizens in accessing services. this research uses a qualitative approach with a case study. Data is collected through interviews, observations, and documentation. The results of this study show that the process of organizing public services at the Office of Investment and Integrated Services One Door Kolaka Regency has been carried out transparently. Service executors have been open and provide all public service information needed by the community. Access to services can be reached easily by residents. Although some people have difficulty in accessing services online, the implementing officers always help and provide convenience as a form of responsiveness in public services.

In the organization of the One-Stop Investment and Integrated Services Office of Sidoarjo Regency where there is a cultural clash in the organization, the baby boomer generation has a more rigid behavior in bureaucratic activities and is not following the development of ICT. The millennial generation is very flexible with ICT, is fast paced and wants ease in working in organizations, is bored with routine, and prefers to work behind the scenes. The purpose of this research is to uncover the motive of millennial generation competence in the implementation of electronic-based public services. The research method used is qualitative. Informants are employees of the One Stop Investment and Integrated Services Office of Sidoarjo Regency who fall into the millennial generation category of 8 informants. The results of this study that the motive for developing millennial generation competence in the implementation of electronic-based public services is obtained by millennial generation employees in addition to working to meet their basic daily needs, they want to work according to the rules (standard operational procedures) and the applicable system, achievement motives or rewards, and want to develop soft competence and hard competence to be more professional at work

The Ombudsman as an external oversight body for official performance, in Fikih Siyasah (constitutionality in Islam) is included in the supervision stipulated in legislation (al-musahabah al-qomariyah). Supervision is done so that public service delivery to the community is in accordance with the rights of the community. This is done because in carrying out its duties, officials are very likely to conduct mal administration, which is bad public services that cause harm to the community. The Ombudsman is an institution authorized to resolve the mal administration issue, in which one of its products is by issuing a recommendation. Although Law No. 37 of 2018 on the Ombudsman of the Republic of Indonesia states that the recommendation is mandatory, theombudsman's recommendations have not been implemented. This is due to differences in point of view, ie on the one hand in the context of law enforcement, but on the other hand the implementation of the recommendation is considered as a means of opening the disgrace of officials. Recommendations are the last alternative of Ombudsman's efforts to resolve the mal administration case, given that a win-win solution is the goal, then mediation becomes the main effort. This is in accordance with the condition of the Muslim majority of Indonesian nation and prioritizes deliberation in resolving dispute. Therefore, it is necessary to educate the community and officials related to the implementation of the Ombudsman's recommendations in order to provide good public services for the community, which is the obligation of the government.

Under the background of government purchasing public services (GPPS), the development of NGOs faces new opportunities and challenges. To promote the development of NGOs and optimize the quality of public services. This paper analyzes the internal problems of NGOs undertaking GPPS, such as structural mismatch, low employee autonomy, high mobility and lack of professionalism, and government departments in the GPPS management loopholes, unclear regulatory responsibilities, inadequate supervision and other external factors. With the help of 7S model, this paper puts forward that the government provides a good cooperation environment for NGOs to undertake public service projects by changing management mode, strengthening system construction and training employees. NGOs define their own positioning by formulating strategic planning, matching the demand structure of public services, improving working methods, and updating service concepts. The government and NGOs work together to achieve the win-win goal of optimizing public service quality and promoting the development of NGOs.

The low quality of public services in Indonesia has long been a problem that people have always complained about. This is characterized by the complex and expensive price of services, as well as the difficulty of gaining access to public services. The need and demands for quality public services become the hope of the community is urgent to be met by the government. This is in line with the current globalization trend which is characterized by the rapid advancement of science and technology so that the world becomes limitless. Nowadays, people easily get access to information both through print and electronic media, so that people are more aware and aware of their rights in obtaining services. Bureaucratic leaders at various levels, must have the same understanding and awareness to realize shared vision through accuracy and ability to make changes, and continue to develop innovation and creativity and involve all components of bureaucracy in developing bureaucratic capacity to be able to improve the performance of public services. That to provide the best service to the community, it must meet the principles of public service implementation in accordance with the basic principles that become the basis of reference in organizing, reference work, and work assessment for each public service organizing institution

Almost every day, in various mass media, especially in newspapers, it is found that there are so many complaints and unsatisfactory opinions from the community, as the customer, towards the current implementation of public service. These complaints and unsatisfactory opinions can describe how bad the quality of the current public service is, which is benefited by the community. It may be the right time for the community to be treated as citizens, who will have rights and give priority to their rights for being served afterwards. They are not anymore being considered as clients who previously have no any choice in choosing and in determining what kind of service that they really want to. There are so many results from research, seminar and writings that are conducted by experts in which their works talk about the implementation of a good and qualified public service. Currently, however, the qualified public service has not yet implemented as should have been. The implementation of public service still acts as however it please to be and only emphasize on its own interest without considering the consumer’s importance as the party that should really be served as well as possible. For this reason, a research, which is done in Service Integrated Unit of the Jember Regency, tries to find out any factors affecting quality of the public services. The main core of the public service implementation is the quality of norm of the service executor. The matter that should be realized is that the executor is the person who should serve for the community, and the community is the one who should be served as well as possible.Keywords: Implementation of public service, legislatif

Abstract - The government as a public servant continues to strive to make positive perceptions by continuing to improve community satisfaction related to the various services that can be provided. Community satisfaction is strived to continue to increase by providing the best quality of service and continue to encourage employee performance to be more optimal in carrying out their duties. This study aims to determine the effect of service quality and employee performance on community satisfaction in the One-Stop Integrated Services Unit of the Ministry of Manpower. The sample in this study amounted to 45 people where the technique was taken by accidental sampling. The data collection method uses a questionnaire given to respondents who happened to come at the research location. Data analysis tools in this study used a regression test with a validity and reliability test conducted previously. The results of this study are simultaneous and partial service quality and employee performance have a significant influence on community satisfaction in the One-Stop Integrated Services Unit of the Ministry of Manpower where the calculated F value is 19,042 and sig 0,000. Keywords: Service Quality, Employee Performance, Community Satisfaction

Quality Of Public Service in Fulfilling Community Satisfaction in Class Of Immigration Class I Special Surabaya. Public services in accordance with Act No. 25 of 2009 on the public service is a form of services either in the form of public goods, one form of public service held by the government is meeting the needs of society in the manufacture of passports by the Immigration Office. However, in the provision of services performed, there are problems that often occur like, there is always a long queue, inadequate parking space. Special Class I Immigration Office Surabaya is one of the facilities that serve service traveling abroad. The focus of research at the Immigration Service Quality Class I Special Surabaya measured using the five dimensions of service quality (SERVQUAL) According to Parasuraman, namely Tangible, Realibility, Responsiveness, Assurance, Empathy. This study used a qualitative descriptive approach. Results from the study show that: 1) The services in Class I Special Immigration Office of Surabaya in society already said enough good can be seen from the Tangible, Realibility, Responsiveness, Assurance, Empathy. 2) Conditions of service given Class I Special Immigration Office Surabaya to communities based on Tangible, Realibility, Responsiveness, Assurance, Empathy has been said to be quite good. 3) community satisfaction with the services in Class I Special Immigration Office Surabaya already be quite good, which includes Realibility, Assurance, Empathy. But the satisfaction of the people are still not satisfied because there are said to be found lacking from the dimension Tangible, Responsiveness. 1) The services in Class I Special Immigration Office of Surabaya in society already said enough good can be seen from the Tangible, Realibility, Responsiveness, Assurance, Empathy. 2) Conditions of service given Class I Special Immigration Office Surabaya to communities based on Tangible, Realibility, Responsiveness, Assurance, Empathy has been said to be quite good. 3) community satisfaction with the services in Class I Special Immigration Office Surabaya already be quite good, which includes Realibility, Assurance, Empathy. Public services are services, both in the form of public goods and public services which are the responsibility and are carried out by the government in an effort to meet the needs of the community and in accordance with statutory provisions. One of the public services provided by the government is the One-Stop Administration System (SAMSAT). According to SAMSAT data in the city of Magelang, data on motorized vehicle ownership has increased and there has been an increase in the number of taxpayers. However, the tax payment service is considered to be less than optimal because there are still long queues when paying taxes.This also causes many people to make payments past the due date or entrust queues to brokerage services. Therefore, to overcome the problem, a mobile-based application (GO-PAJAK) was built which can be used to make tax payments by means of a vehicle document pick-up to pay motor vehicle taxes connected between drivers (SAMSAT employees) and customers (taxpayers). With this application, it is expected to improve service standards at the SAMSAT office and reduce taxpayer queues also reduce the use of brokers in administering public service administration that can increase public trust.
