Perubahan kaedah pengajaran guru sejak dunia dilanda pandemik Covid-19 memberi kesan yang besar kepada sistem pendidikan negara. Para guru perlu melaksanakan pengajaran dan pembelajaran (PdP) teradun melalui penggunaan media digital dengan kaedah tradisional secara dalam talian sebagai mekanisme utama penyampaian ilmu. Oleh itu, kajian ini dilaksanakan bagi mengupas cabaran guru dan inisiatif kerajaan dalam pelaksanaan PdP. Reka bentuk kajian ini menggunakan kaedah kualitatif dengan menganalisis dokumen melalui sumber data kajian-kajian lepas, catatan perkembangan pembelajaran teradun daripada kumpulan-kumpulan e-didik di bawah KPM, telegram, laman web, petikan dan berita dari seluruh Malaysia dan luar negara. Cabaran utama yang ditemui adalah berkaitan dengan capaian internet terutama bagi mereka  yang tinggal di kawasan pedalaman. Cabaran lain pula ialah terdapat keluarga yang kurang berkemampuan dan sukar menyediakan kemudahan data dan gadget kepada anak-anak untuk meneruskan PdP secara maya.  Antara inisiatif KPM terhadap murid yang tidak mempunyai capaian internet untuk melayari Google Classroom (GC), mereka boleh menggunakan WhatsApp. KPM dan Uniceff juga menyediakan bahan pengajaran yang dibina menggunakan Google Slide bagi murid bermasalah pendengaran dan pembentangan boleh dibuat dengan sarikata. Selain itu, kerajaan juga memudahkan penggunaan GC melalui penubuhan akaun email e-didik. Kajian ini memberi implikasi kepada guru-guru agar memantapkan pengajaran teradun melalui teknologi digital secara kreatif dan inovasi dengan menghadiri kursus dan latihan dalaman secara talian. Ibu bapa dan guru juga perlu melakukan anjakan paradigma untuk menguasai ilmu pengetahuan terknologi terkini bagi menangani masalah ini. KPM perlu menggubal atau menambah baik kurikulum pendidikan sesuai dengan pembelajaran teradun ini.   The change in teachers' teaching methods since the world was hit by the Covid-19 pandemic has had a significant impact on the country's education system. Teachers need to implement blended teaching and learning (T&L) through the use of digital media with traditional online methods as the main mechanism of knowledge delivery. Therefore, this study was conducted to examine the challenges of teachers and government initiatives in the implementation of T&L. The design of this study uses qualitative method by analyzing documents through data sources of previous studies, the records of learning development blended e-learning groups under MOE, telegrams, websites, quotes and news from Malaysia and abroad. The main challenge used is related to internet access for those living in rural areas. Other challenges are also found in underprivileged families and it is difficult to provide data facilities and gadgets to children for T&L virtually. MOE provides initiative for students who do not have internet access to browse Google Classroom (GC), they can opt to use WhatsApp. MOE and Uniceff also provide teaching materials that use Google Slides for students with hearing problems and presentations that can be made with subtitles. In addition, the government also uses GC through the establishment of e-learning email accounts. This study has implications for teachers to strengthen blended teaching through digital technology creatively and innovative with live courses and training. Parents and teachers need to make a paradigm shift for the latest technological knowledge for this problem. Hence, MOE needs to formulate or improve the education curriculum in accordance with this blended learning.

Research into the opportunities offered by electronic media, as regards finding and acquiring knowledge, together with the development of new teaching and learning methods for the field of art and culture is the focus of the work being carried out by the Media Arts Research Studies (MARS) research group at the Fraunhofer Institute for Media Communication. This chapter illustrates the requirements on electronic and digital media concepts in the context of e-learning, using the very latest developments and experience in this sector as examples. In the broadest sense, the aim is to visualise information and create networked “knowledge spaces” which are accessible to users as new forms of teaching and learning through play. Experimental methods, tools and interfaces that support communication between the digital and physical spaces and investigate new forms of knowledge retrieval are being developed and tested.


Significance It reports less than 100 cases and one death, but official figures probably underestimate the reality. PNG’s health system was already in serious decline before the pandemic and the government acknowledges a high probability that community transmission continues. Impacts What may slow infections is the fact that much of PNG’s population lives in rural and remote areas. The roll-out of internet access to provincial cities and rural areas will help integrate PNG’s fragmented economy and society. Despite the Bougainville region voting strongly for independence in a non-binding referendum last year, actual independence is years away.

Summary This paper addresses teaching and learning with digital media from an educational point of view. First we introduce E-Learning as an interdisciplinary subject which benefits from a variety of different disciplines. We than shortly discuss the contribution of didactics to the knowledge corpus and methodical canon of E-Learning. Nine basic didactic questions are used to describe specific aspects of education with digital media. The paper closes by deriving three main challenges, which are relevant for the further development of E-Learning.

Teaching and learning process in SMK Negeri 1 Pangkalpinang are still conventional, where the students and teacher activities are only conducted in classroom. Various teaching concepts and techniques have been developed to complement the conventional methods that rely solely on a one-way method of learning andteaching in the classroom. One of teaching methods is currently being developed is e-learning. E-learning is Teachers’aid in distributing their materials where they must not attend in classroom, but use internet access. It is the best way to maximized the studying time in limited rooms.E-learning could help teaching and  learning process more efficient. To realize E-learning Application in SMK Negeri 1 Pangkalpinang, it can be carried out by Learning Management System (LMS) design using Moodle. Moodle (Modular Object Oriented Dynamic Learning Environment) is one off the free LMS that can be downloaded, be utilized and be modified with a license as GPU (General Public License). The E-learning website will be used as additional discussion media for discussing unfinished learning materials, and multiple-choice exams and submitted tasks.

Higher Education is the climax of the process of providing knowledge, changing learners attitude and inculcating specialized skills in individuals preparatory to taking a life-long employment with intent to earning a living and equally contributing to national economic growth and development. The Teaching and learning process is cardinal to the realization of the educational objectives of any nation. The advent of information and communication technology has made teaching and learning easier and beyond the traditional face to face interaction between the teacher and the learner. E-learning basically involving the transfer of skills and knowledge through an electronic device aims at improving the teaching/learning process. In spite of the benefits of e-learning to both regular students and distance learners, e-learning has been fraught with some challenges in Africa. Therefore, this paper discusses some of the challenges facing e-learning in Africa particularly in the Nigerian higher education system. These among others are epileptic power supply, high cost of procurement of computer hardware, inadequate infrastructure, and resistance to change on the part of the instructors, inability of learners to make use of ICT infrastructure, inadequate skilled manpower ICT, and corruption of computer storage device through viruses. Effectively managing the identified challenges means that the government would have to ensure regular power supply, lecturers and learners should be trained in the use of ICT infrastructure, and the government should evolve viable ICT policy as well as control or subsidise the price of the s of ICT infrastructure to make it affordable for both lecturers and learners. <p><em>The government has initiated access and telecommunication infrastructure equalization program in Indonesia by deploying BTS to provide signals in the frontier, outermost, and least developed (3T) regions and providing rural internet access services. Government investment through the provision of telecommunications and internet access in rural areas is expected to be able to provide economic benefits for improving the people’s welfare. This study aims to identify the economic benefits of equitable access and infrastructure in rural areas (mainly 3T villages) with the Ranti Generic IS/IT Business Value Table. Based on the study results, it can be concluded that in ideal conditions, equitable access to the internet and telecommunications infrastructure can contribute directly to cost efficiency for rural communities by reducing distribution costs and telecommunications costs. Also, the use of telecommunications and internet access can improve the people’s welfare by increasing business capacity and expanding market segmentation.</em></p>

Since the development of information technology grows rapidly, the educational institutions are offered various media or tools of instruction supporting and enhancing teaching and learning process. E-textbooks are a variety of technology which changes the experience of classroom language from traditional into paperless in reading classroom. This technology facilitates the teacher and the students to utilize computer and paper-based reading tasks in realizing the functions of the e-learning environment. It creates an atmosphere of independent acquisition and quality pedagogical strategies which can improve the efficiency of teaching and learning. The use of electronic textbook completed by hypertext and multimedia tools clearly demonstrated the advantage of this technology compared with traditional textbooks. This research is about the teacher and students’ views on using e-textbooks for reading in EFL classroom. This research aims to identify, describe, and analyze teacher and students’ perceptions on using e-textbooks technology as the paper textbooks in teaching and learning reading for Indonesian lower secondary school. Mix method of qualitative and quantitative was applied in the research. The research was conducted on an English teacher and the twenty-five eighth-grade students who used e-textbooks in reading classroom of Islamic junior high school in Lampung, Indonesian. The techniques of data collection used were interviews, questionnaires, observation, and documentation. The results showed that the teacher and majority of the students had a good perception of using e-textbooks. Considering insufficiently available textbooks provided by the government which do not meet students’ need and interest, the teacher should find out and develop many other resources for teaching and learning in the classroom. However, e-textbook technology will not displace traditional paper textbooks in the future, but they will become the perfect complement to paper textbooks.

 Education system is upgrading these days with advance technologies that are from conventional learning to E-learning and this is relevant for learner as it is providing flexibility in learning with optional choices for study to the learner with unlimited access of information. E-learning is the effective tools of teaching and learning process these days and different universities of Nepal also broadly adopting this E-learning strategy and offering for distance education or online learning. Here we study the educational situation of rural areas of Nepal comparing to urban areas as well as the barriers of E-learning. The purpose of this paper is to show the changing of learning process from the conventional learning to E-learning in the rapidly changing world and to provide a view of the state of E-learning in Nepal focusing on impact and challenges. It aims to integrate a review of literature to provide a high level comparative view of the state of education system with E-learning. The population of India counts to 1.0270 billion according to the 2001 census. 70% of this population is habited in villages or rural areas. Rural Indian population is not as fortune as the urban population in terms of access to quality education system (technical education) and information & communication technology infrastructure of cities. The Information Technology (IT) Giant India needs to take its development programs of education, health, technology, agriculture to the masses to eliminate disparities, specifically the digital divide. India has an excellent education system of more than 380 universities and 1265 engineering colleges [4] providing IT education in the country. Despite this the availability of trained manpower is in short supply as far as IT manpower is concerned. As projected in many reports India could face a shortage of 0.5 million skilled IT manpower by 2009. These statistics are indicative of the fact that there is a need of other alternatives to reduce the digital divide (Rural V/s Urban) in the country and also to fill the gap of shortage of IT trained manpower. In such a scenario e-Learning could play a vital role since its enabler, IT infrastructure is developing in India at a very fast pace as it is evident with the development of Business Process Outsourcing industry and number of telephone users in the country. The President of India in his address (4th August, 2004) to the children of the nation said “education is the catalyst of change” and ‘Information Technology is the major driving force and change agent”. To achieve the objective of providing education to all children, he announced the project “EDUSAT”, which would install 150,000 ground terminals in the country. In addition new initiative of e-Government policies of the government are encouraging the usage of information technology in all sectors of the economy including education. In the nutshell, India has a conducive environment where e-Learning could develop in future to solve many problems of education especially in rural India. Keeping this in background, author presented in this paper, various facets of e-Learning in India, present status of e-Learning activities, major organizations & their technologies for creating e-Learning information systems, regulatory framework, government initiations, impact of e-Learning technologies on the education system. In addition the paper includes a framework of e-Learning for rural India and a business case of implementation of e-learning “knowledge hubs” in Aligarh district of Uttar Pradesh.

This research analyses the impact of COVID-19 on the Spanish university system during the period of home lockdown put in place by the government of Spain between 15 March and 21 June 2020. This period did not involve a change to online teaching. Instead, it involved emergency remote teaching, wherein the content of face-to-face teaching was taught through non-classroom training using media, devices and tools available at that time. The main objective of the paper is related to the perceptions of students and teachers on emergency remote teaching regarding the face-to-face model. We applied statistical techniques of descriptive and inferential analysis over a sample of 2778 students and 221 teaching staff from the University of Cádiz. We also analysed the methodologies used, as well as the acquisition of skills, competencies and knowledge by the students in this situation, in order to detect whether this type of action can achieve sustainable education. This term refers to education that is capable of maintaining the continuous quality of the training of each student, who should acquire the required knowledge and competences regardless of unforeseen events. However, according to the results of this research, the sudden transition to e-learning, based on available technological and computer-based methods, did not guarantee sustainable education or its quality. This study establishes different possibilities for improving non-face-to-face teaching in this kind of situation. The results show greatly concerning levels of training and evaluation, as well as worse acquisition of skills. Both teachers and students declared a preference for face-to-face teaching. This perception should prompt the educational authorities to solve the existing problems in e-learning education, improving the transition and guaranteeing the sustainability of non-face-to-face education. This research highlights the areas for improvement in e-learning education in the ongoing situation, the general uncertainty in the transition, the lack of communication and the completion of a fair evaluation system. The results show that the methods used in this period must be improved to achieve sustainable teaching and learning during a pandemic. The results also emphasize the uncertainty in the educational community about the entire process. This study will help the educational authorities to improve the change of paradigm in higher education in the future.
