Abstract. The article states that the financial and economic security of the agricultural sector is aimed at ensuring a sufficient level of efficiency of financial and economic activities; protection from external and internal dangers, improvement of financial firmness, and stability.  It is established that one of the ways to solve these problems is the application of modern approaches to determining the level of financial and economic security of agricultural sector entities in order to identify the most significant threats to the market, as well as the application of modern approaches to improving the level of financial and economic security of the Ukrainian agricultural sector.  It was found that the financial security of the country directly and proportionally affects the financial and economic security of the agricultural sector, and the presence of problems can prevent the agricultural sector from reaching the desired economic level. The basic elements of financial and economic security in agricultural entities are identified as financial resources, financial stability (solvency), and profitability of operating activities, effectiveness of financial and economic activities, the possibility and cost of attracting external financial resources. The indicators for financial and economic security of agricultural enterprises in Mykolayiv region are assessed and a model of factors influencing the indicator, which is the profitability of operating activity, is developed.  General and specialist research methods were used to study theoretical, and methodological issues of financial and economic security in the agricultural sector; monographic, causal relationships, and logical modeling are also used in determining the indicators of assessing the level of financial and economic security in the agricultural sector;  method of dynamic analysis  and — in order to assess the rate of economic growth of the main macroeconomic indicators of the country, taking into account the dynamics of their change in the market environment;  calculation-constructive, graphic — when assessing the level of financial and economic security.  It is proved that the financial and economic security of the agricultural sector is aimed at ensuring a sufficient level of efficiency of financial and economic activities in the market environment, protection from external and internal dangers, as well as creating conditions for long-term development, given globalization challenges. Place of monitoring and control of risks of financial stability of the state in the system of ensuring financial security of the state was substantiated. Methods of identifying threats to Ukraine's financial security through the current and strategic analysis of financial system development indicators were considered. Tendencies of economic development of Ukraine in the context of revealing sources of threats to financial stability of the state were analyzed. Dynamic analysis of the actual values of the financial security indicators of Ukraine as a whole and its separate components had been carried out. Threats to Ukraine's financial security were identified based on comparative and trend analysis. Reasons for the critical state of debt, banking and monetary security in the financial structure and the preconditions for the emergence of systemic threats had been investigated. Systematization of risks and threats to Ukraine's financial security by its components had been carried out. Influence of systemic threats in the financial sphere on the economic security of the state was generalized. International experience of monitoring financial stability of the state was analyzed. Additional risks to the national financial system are associated with the globalization and digitization of the state financial system that are not taken into account by valid methodological recommendations for calculating the level of economic security of Ukraine were highlighted.

The necessity of formation of financial and economic security at the enterprise in modern conditions of unstable financial situation in the country is defined. The concept of «financial and economic security» is substantiated, especially that financial and economic security is the financial and economic condition of the enterprise, through which the financial and economic interests of the company should be protected from negative external and internal factors and create the necessary financial and economic conditions for continuous successful activity and sustainable development of the enterprise. Statistics on the difficult financial security situation for both enterprises and the country are presented. The main indicators of the system and components for the formation of financial and economic security at the enterprise are analyzed. It is determined that the main factors of financial and economic security of the enterprise are: the level of financial resources; stability and firmness of the financial condition of the enterprise; balance of financial flows; the nature of financial and economic activities of the enterprise and the degree of its efficiency. Stages of formation of financial and economic security are to determine the types and causes of negative impact on the company and determine its financial condition, assessment of the current level of its security. Indicators for assessing the efficiency of the enterprise and the current state of financial and economic security of the company are presented. All these measures are aimed at ensuring the balance and sustainability of financial and economic security of the company, which consists in the effective implementation of currency, investment, settlement, stock, monetary policies, etc. as a prerequisite for the effectiveness of economic activity of the business entity. The following ways of improvement of financial and economic system are offered: improvement of normative-legal protection of all spheres of activity; ensuring the reliability of staff; protection of information used by the enterprise; effective monitoring of finances and risks of financial activity; increasing financial stability and independence by ensuring the efficiency of core activities, competitiveness of products and / or services; the right choice of strategies for market behavior.

The present day global financial-economic crisis caused by the spread of the COVID-19 pandemic actualizes the problem of improving the basic approaches to assessing the economic and financial security of systems at all levels of management. The article is aimed at disclosing the essence and analyzing the main approaches to assessing the economic and financial security of the State, region, enterprises in order to substantiate the directions of improving the methodological basis for ensuring the economic and financial security of systems at different levels of management in accordance with the novel wave of challenges and threats. On the basis of research of scientific publications, the main approaches – the indicator and the functional – to the assessment of economic and financial security of systems at all levels of management are allocated and characterized; directions of their improvement are substantiated: expansion of the existing system of indicators by means of inclusion in its composition indicators of early warning of crisis phenomena in other spheres of public life that can undermine economic and financial stability; substantiation of scientific provisions on the use of the multiplier form of the integral indicator. It is proposed to improve the official approach to computing the level of economic security of Ukraine by including the ecological security indicators in the system of economic security indicators. The emphasis is placed on the need for further development of the scenario approach to the assessment of economic and financial security of the State, region, enterprise, which allows to obtain an assessment of the level of security of the research object in the medium and long term, with an average or high degree of uncertainty.

Introduction. Under such conditions, the problem of assessing the economic security of enterprises is actualized, which is designed to identify threats that arise in the competitive environment and the internal environment of the enterprise, to identify strengths and weaknesses in the activities of the enterprise, on the basis of which management decisions are made at the strategic level, to prevent negative situations at the operational levels of enterprise management. Aim and tasks. The purpose of the study is to assessing the economic security of forest enterprises in the Ukrainian Polissya region. Objectives of the study: generalization of scientific approaches to assessing the economic security of enterprises; determination of criteria for assessing the economic security of forestry; development and testing of methods for assessing the economic security of forestry in the Ukrainian Polissya region. Results. The calculations show a high and sufficient level of economic security in the studied forestry enterprises. However, there is a decrease in financial security indicators, which requires the adoption of current and strategic management decisions to improve financial results and improve the financial condition of forestry enterprises. The main problem is the inefficient structure of exports, namely the predominance of products with low benefit and insufficient investment in the development of technical and technological base. The proposed system of criteria and indicators can be significantly expanded depending on the ability of researchers to obtain additional information about the economic activities of forestry enterprises. Conclusions. A proposed method of assessing the level of economic security of forestry enterprises, which provides for determining the compliance of the current state of the business entity development goals (desired state), provides for the use of traditional indicators covering the main areas of economic activity of forestry enterprises. It is only important that the sample of forest enterprises is formed on the basis of belonging to the common forest area, similarity of forest area and forest area of these enterprises, as well as other factors that researchers may consider essential for the choice.

The process of implementing socio-economic change at the local level is closely linked to administrative reform and financial decentralization as important tools for regulating and allocating budget funds. Problems of reforming the administrative-territorial system, the formation of budgetary policy of the regions with the expansion of powers should be based on the development of regional strategies and a comprehensive analysis of financial resources. Approaches to the economic analysis of the efficiency of the allocation of financial resources in the context of decentralization reform are becoming increasingly important. The analysis of individual indicators somewhat narrows the perception of economic processes and does not allow to assess the level of provision of funds of administrative-territorial units by areas and in general. The issues of improving the methods and tools for assessing the financial resources of local budgets in the context of decentralization are becoming important. The article proposes improved approaches to the analysis of the level of financial decentralization of local budgets on the basis of aggregate indicators by areas. The technique allows analyzing the state of resource-functional components over time. The application of integrated assessment contributes to the objective characterization of the level of financial security of the regions, the revision and development of economic opportunities in the context of limited resources of local budgets. The proposed approach contributes to the formation of an objective description of the level of financial security of the region, and hence the financial opportunities for self-development. The methodology reveals the state of resource-functional components, the dynamics of deviations of integral values, allows monitoring of quantitative benchmarks to achieve the desired level of financial stability of regions and allows focusing on objective reasons for real financial decentralization in Ukraine. The results of the analysis focus on the assessment of regional development trends in the context of financial decentralization and form the need for further research in this direction.

One of the components of the positions of strengthening the competitiveness and financial independence of Russian industrial organizations is the definition of interrelated compositions in the context of the national and economic security of the country. Verification of the information flow of a data set is to a large extent a tool base for determining key facts in the event of challenges and threats. Therefore, the main goal of the work is to build an information base and mathematically determine the relationship between individual indicators to establish the level of financial security of Russian industrial production. Dialectical research methods determine the fundamental foundations of the issue being disclosed. The proposed methodology for the integral assessment of financial security reflects individual positions in the system of assessing financial risk and combines both positive and negative features of the development of industrial production. As a result of the multi-criteria assessment and the calculated integral indicator, the article singles out groups for assessing the financial risk of industrial organizations, which is the basis for assessing the competitiveness and financial stability both at the current time and in the forecast future.

Introduction. The banking system and banks, in particular, play an important role in strengthening of national security, ensuring its sovereignty, strengthening the position of the country and its competitiveness in the international market, regulating the monetary system and the movement of financial resources in the market, etc. In their activity they experience significant influence of various types of threats, therefore, strengthening their financial and economic security does not lose its relevance, and the development of a unified approach to understanding the essence of "financial and economic security of the bank" is necessary for the development of a system for its effective support and regulation. Purpose. The article aims to explore the essence of the concept of "financial and economic security of the bank" through a detailed study and synthesis of scientists’ and practitioners’ definitions of such concepts as "security", "danger", "uncertainty", "challenge", "risk", "threat", " bank security", "economic security of the bank" and "financial security of the bank ". Method. Methods of economic analysis and synthesis are used for a detailed investigation of such concepts under study as "comparison", "generalization" and "systematization", for conduction of conclusions of research and development of author’s point of view on the essence of "financial and economic security of the bank". Results. On the basis of a detailed study of the concepts "bank security", "economic security of the bank", "financial security of the bank" and "financial and economic security of the bank" the author has provided her own definition.

Abstract. Modern views on the economic nature of countering raiding are a permanently important prerequisite for the stable development of the enterprises and the formation of a system of their effective management as the basis for ensuring economic security through the development and implementation of scenarios for countering raiders. The presented article is aimed at the use of the analytical and methodological tools regarding the introduction into the activities of the enterprise to ensure economic security in terms of countering raiding. Using the methods of forecasting and modeling the risk of raider seizure of the enterprises, scenarios for countering raiders (intensive, extensive and complex) have been developed for specifying and selecting the appropriate tools for making management decisions to ensure economic security. The results of forecasting of the enterprises activities showed a significant influence of the environmental factors (financial, economic, social, etc.) on the risk of raider seizure of the representative enterprises within the formed groups. This became the scientific basis for justifying the choice and implementation of the comprehensive scenario for preventing the risk of raider seizure which combines the strategic alternatives. The outcomes have confirmed the importance of the justification to support the choice and implementation of a comprehensive scenario for the risk preventing of raider seizure through the prism of the problems of ensuring the economic security of the enterprises in a transition economies. The comprehensive scenario of prevention of raider capture for the enterprises-representatives of the first group provides carrying out the constant analysis of financial and economic activity, introduction of mechanisms of stimulation of management and financing of risk protection. The following alternatives are proposed for the second group of enterprises with a high level of risk of raider capture, in particular: restructuring and separate accounting of the property complex, constant analysis of financial and economic activities, inclusion of government representatives in the board of directors, risk protection financing. The practical value lies in the formation and implementation of preventive and stimulating measures to counter raiding to ensure the economic security of the enterprise. This will allow the managers to use the tools to protect against raiding and strengthen of the economic security of the enterprise. The current state of most of Russia's territories is such that the development rates of specific regions remain low. This phenomenon does not allow for sustainable long-term economic security. Therefore, it is necessary to develop measures to determine the financial stability of the individual regions and territories of the country for the purposes of their development under current conditions. In this sense, the real problem is to determine the financial indicators to assess the economic security of rural areas. This can be achieved through the formation of a scientifically based action algorithm aimed at improving the situation in rural areas. The research topic is the formation of a system to identify financial indicators in the evaluation of the economic security of rural areas. The theoretical and practical significance of solving problems related to the achievement of sustainable development in rural areas determined the choice of goals, objectives, object and theme of this study. Based on the above, the object of the study is the municipal budget and agricultural enterprises as the basis for the development of rural areas. The purpose of the study is to establish the methodology for evaluating financial security in rural areas as a financial management instrument at the municipal level. The following tasks were implemented in the course of the study: selection of financial indicators based on official and expert sources; Foundation of the mathematical apparatus to calculate the comprehensive and private indicators of the financial security of the territory using the principles of qualimetry (the science of measuring quality). The proposed methodology allows to systematize the financial and economic indicators, it serves as the main calculation of the financial and economic security of the Udmurt Republic; the methodology can also be applied to other rural areas of the country.

The article examines the existing international standards and criteria of economic security as a basis for its monitoring. It shows that the processes of guaranteeing economic security are urgent in the modern world and include a significant number of procedures. The vast majority of national security strategies implement economic security through radical economic reforms, integration into world security systems, accession to economic unions and organizations. The study proved that the approaches to the criteria of economic security, the use of standards that determine the level of implementation of economic security, indicates the lack of uniform approaches to the tools for monitoring key indicators of resilience to crises and risks of the economic sphere. The author concluded that macroeconomic indicators are considered as indicators that determine the achievement of economic security; indicators of socio-economic status, functional and sectoral level; indicators of international indices that reflect the economic activity of countries. Along with this, it is advisable to improve the methodology for monitoring the implementation of economic security on the basis of an integrated combination of a set of standards and criteria of economic orientation, which will form a system of effective response to economic risks and crises.
