In the contemporary world, the progressive aging of the population is both a major achievement and a huge challenge for developing countries, especially when it relates to public policies for the elderly. The scenario is particularly worrying in peri-urban spaces, which we call “territories of fragility”, in which multiple deficiencies overlap — basic sanitation, housing, accessibility, education and health — those aspects coupled with the disruption of community ties, negatively impact the aging process. In this article, we analyze the previously presented scenario through the results of a continued education project that had as students 420 professionals that currently work in the Secretariat of Social Assistance of the city of São Paulo (Brazil). The aim of the project was the improvement of the work in the social assistance services network, especially the ones that are a part of the basic social protection, aimed at the most vulnerable part of the population. The use of professional-centered training methodology takes into account what happens in the field, it is based on daily problems, on the perception of skills and abilities, on the challenges and opportunities given by occupied spaces, in a dialogical and critical perspective. In other words, the result was a collection of 420 “first-hand” narratives that unveils a reality that is the opposite of what was expected. For the enrichment of the reflection, we present the commitments to this educational process — through the narratives of teachers and supervisors — in the work of recognizing the action field, the difficulties and achievements in the implementation of the project, and in practice with the groups. Content analysis indicates, in the complexity of the narrative, how all individuals that were a part of the project overcame life-work challenges and articulated knowledge about the aging process in territories of fragility.

In order to realize a decent and beneficial life, and fulfill the rights to the basic needs of society in order to achieve social welfare for the elderly of the Badung Regency Government  through  the  social  Service  provides  social  protection  assistance  to  the elderly   in   Badung  regency  which  is   carried  out   in   a   directional,  planned  and sustainable. Distribution of social compensation to the elderly with the issuance of the rule  of  Badung  Regent  Number  38  year  2018  about  social  protection  assistance Elderly. Compensation for elderly people of Badung regency at the launching of the PEAK of the anniversary Mangupura to 9 which fell on November 16, 2018. The issue of problems used in this research is:(1) How to exercise in the provision of social protection for elderly in Badung Regency;(2)what is the inhibitory factor in the provision of elderly social    protection    assistance    in    Badung    regency. This    study    was    conducted using empiricallegal   research. Data and data sources of This    research    is    a    primer that is through field research and secondary material writing experts and the results of scientists are then processed and analyzed descriptively to get a conclusion. Based on the results  of  the  study,  it  can  be  concluded that the  implementation of  the  continued assistance of age aims to provide social assistance for the elderly in the Badung Regency, that the barriers faced by social services in the distribution of social assistance due to not synchronicity the data in the village/Kelurahan with data existing in the social service of Badung Regency. The advice given by the author is expected to have the ation between the logging conducted by the village apparatus/Kelurahan related to the number of elderly who have each region so that the social allowances can be shared evenly and precisely the target so that the aid is delivered appropriately.

Este artigo é fruto da pesquisa que teve como objetivo analisar a Proteção Social das pessoas idosas usuárias do BPC, nos municípios de Santa Cruz do Sul, Pantano Grande e Vale Verde, a partir do processo de territorialização da Política Nacional de Assistência Social (PNAS). O estudo teve enfoque qualitativo com base no método dialético crítico. Realizaram-se entrevistas semiestruturadas com 15 pessoas idosas e com sete profissionais dos CRAS nos municípios referidos, e do INSS de Santa Cruz do Sul. A análise dos dados ocorreu através da análise de conteúdo. Constatou-se que a territorialização da PNAS apresenta muitos desafios, como a necessidade de articulação com os demais agentes do território; o aumento de profissionais e sua capacitação; o esclarecimento sobre o acesso, a revisão e a manutenção do BPC; a definição de ações e estratégias que garantam a proteção social da população idosa, entre outros aspectos.

When analyzing the historical and medical aspects of the organization of medical and social services for the elderly and senile people in Russia in the late XX — early XXI centuries not only obvious achievements in this sphere, but also a number of problems requiring solution were identified. The primary role in the delivery of medical care to geriatric patients is assigned to the primary health care sector. However the work of the geriatric service in the format of a single system for the provision of long-term medical and social care based on the continuity of patient management between differ- ent levels of the health care system and between the health and social protection services is not well organized. There is no clear coordination and interaction between health care and social protection institutions, functions of which include providing care to older citizens, and it significantly reduces the effectiveness of the provision of both medical and social services.

Population change and environmental degradation have become two of the most pressing issues for sustainable development in the contemporary world, while the effect of population aging on pro-environmental behavior remains controversial. In this paper, we examine the effects of individual and population aging on pro-environmental behavior through multilevel analyses of cross-national data from 31 countries. Hierarchical linear models with random intercepts are employed to analyze the data. The findings reveal a positive relationship between aging and pro-environmental behavior. At the individual level, older people are more likely to participate in environmental behavior (b = 0.052, p < 0.001), and at the national level, living in a country with a greater share of older persons encourages individuals to behave sustainably (b = 0.023, p < 0.01). We also found that the elderly are more environmentally active in an aging society. The findings imply that the longevity of human beings may offer opportunities for the improvement of the natural environment.

The aim of the paper is to describe the supply of public services in the field of social protection - old age (represented by expenditures in group 10, class 2 of COFOG classification) in relation to the demand for these services represented by the population in the age group 62+ related to the size and region of the local government unit. The analysis of supply and demand takes place at the level of individual local governments and the results are then presented in relation to the size of the municipality and the region. Two approaches were used for the analysis. The first focuses on the description of the current situation through the categorization of local governments according to the approach to the provision of services, and the second consists in regression analysis. The results of the regression analysis suggest that the size of the municipality and the region do not play as important a role in terms of access to the provision of the examined services as indicated by the first, descriptive analysis. To find a "pattern" for local authorities to decide on access to services for the elderly, further research will be needed that takes into account several socio-economic indicators.

Исследование посвящено вопросам организации медицинского и социального обслуживания переселенцев пожилого возраста на уровне первичной медико-санитарной помощи (ПМСП) на Украине, определению основных задач и особенностей организации и предоставления им паллиативной и хосписной помощи (ПХП) в условиях пандемии COVID-19. По результатам социологического исследования с использованием методов опроса, экспертных оценок были проанализированы социально-психологические характеристики переселенцев пожилого возраста, особенностей их социальной адаптации, финансирования и медико-социального обслуживания. Были определены пути улучшения организации амбулаторной помощи переселенцам старшего возраста на уровне ПМСП, включающие структурную модернизацию и оптимизацию организационного обеспечения. Внедрение доступных и экономически обоснованных подходов позволяет усилить взаимодействие специалистов учреждений здравоохранения и социальной защиты, оптимизировать соблюдение стандартов и принципов медицинской помощи. В рамках организации ПХП базовыми являются европейские подходы формирования стратегии непрерывности предоставления паллиативной помощи в условиях пандемии COVID-19. Внедрение предлагаемых подходов в организации медицинской и социальной помощи на уровне амбулаторий ПМСП и обеспечение доступной ПХП являются актуальными для переселенцев пожилого возраста, находящихся в группе повышенного риска при пандемии COVID-19. This work aimed to study the organization of medical-social services for the elderly internally displaced persons at the level of primary medico-sanitary aid (PMSA) in Ukraine, assessment of the main tasks and specifics of organization and provision of palliative and hospice care (PHC) under COVID-19 conditions. As a result of the sociological investigation, using the questionnaire methods and experts’ evaluations, we have analyzed the socio-psychological characteristics of the elderly internally displaced persons, the specifics of their social adaptation, financing and medico-social servicing at the level PMSA, including structural modernization and optimization of organizational provision. The introduction of an affordable and economically viable system allows for the interaction of specialists from health care and social protection institutions, and optimizes compliance with the standards and principles of medical care. Within the framework of the PНC, we use the European approaches of formation of the strategy of palliative care expansion under COVID-19 pandemic. One of the main tasks is the provision of constant PHC. Introduction of the organization-structural system of the medical-social care at the PMSA level and provision of accessible and highly qualitative constant PHC are actual for the elderly displaced people, who are in the group of high risk COVID-19 death group.

AbstractThis article discusses the evolution of social protection in Latin America and proposes a conceptualisation and contextualisation of new forms of social assistance. It begins by outlining the main features of social protection prior to the ‘lost decade’ of the 1980s and the changes enforced by crises and structural adjustment. It then focuses on the new forms of social assistance emerging in the region, especially conditional and unconditional income transfers and integrated anti-poverty programmes. The article draws out their common features, identifies possible underlying conceptual frameworks, and places their introduction and evolution within the broader context of the new dynamics of poverty and vulnerability in the region.

The number of the elderly in the overall population is increasing, which poses a need to seek an adequate model of organizing social care of the elderly. Most of them get social safety through the social welfare system. A functional and sustainable social welfare system requires application of efficient management and technique models based on the theoretical premises of contemporary management. The role and the importance of old people's protection in a social welfare system is becoming a topic of great importance both for theoreticians and the practitioners in the social sector area. This research analyzes the management functions and the roles of managers in running social protection of the elderly in the example of the social welfare system in the Republic of Srpska. A decentralized system, such as the one existing in the Republic of Srpska, brings along a number of organizational problems which points out to a need to apply the theoretical bases of managerial processes. The results obtained via empirical analyses indicate a number of deficiencies and obstacles in the implementation of social protection of the elderly in the social welfare system of the Republic of Srpska which are result of the insufficient and inconsistent application of the basic managerial elements. The obstacles emerging from this analysis indicate that there are chances and opportunities to improve the system and enhance the development of new forms of protection by applying managerial theories. .

The fast transition to fully online studies due to the pandemic made the universities around the world question many of their accepted notions on teaching foreign languages in general and English for Specific Purposes (ESP) methodology in particular. Putting stress on the synchronous remote teaching and learning has proven to yield a reductionist perspective missing asynchronicity, the dimension which makes reconsider the whole educational process. With its shift from the sole focus on learning terminology to training skills in authentic professional contexts, the task-based approach has long excelled in meeting the diverse needs of students. Thus, the research question is how well task-based teaching (TBT) solves the problems raised with asynchronous learning in a university ESP course. The research of available literature on TBT yielded the framework for constructing an extended task applicable in the advanced medical English. The case study with 120 first-year students of medicine organised around an informational interview with health professionals demonstrated easy adaptability of the task to the asynchronous nature of the educational process. Personal observations by the course instructor, summaries of student-conducted interviews, and student written feedback proved the responsiveness of the method to the learners’ needs and the potential of the approach in terms of motivation. The emphasis on self-directed learning, however, threatens the systematicity of the acquired language skills, as a more controlled teaching environment would not allow “skipping” any learning step. Additionally, TBT does not solve the problem of the voluminous teaching load.

Decreased immune functions have been suggested as a cause for the increased incidence of autoimmunity, malignancy, and infection in the elderly population. To assess the possible role of changes in macrophage function in the aging process we studied the Fc receptor- mediated clearance of IgG-coated erythrocytes in 56 healthy normal volunteers by following the removal of radiolabeled autologous erythrocytes. An age-related decrease in Fc-mediated clearance rates in both female and male subjects was found, which suggests a physiological decline of this macrophage function in older individuals.
