The role and place of science libraries during the transfer to digital science information and online user services is examined. The authors argue that in these circumstances of transfer to digital communication and Internet-based services and facilities, the peer-reviewed journals still maintain their role as a key publication format and promptly deliver research findings to researchers and experts. Open access has not been widely adopted in fundamental sciences: the scholarly information awareness system has to be financed by the government. The network of academic and research libraries make the part of this system. Based on the experience of the centralized library network (CLN) of the Russian Academy of Sciences Library for Natural Sciences (RAS LNS), the possibilities of the vast academic library network are explored. The structure of full-text collection of CLN RAS LNS is analyzed. This collection core is made primarily of the National Electronic Subscription materials comprising the world most established academic journals. With the Internet, these resources can be delivered directly to researcher’s workplace via the two channels under the National Electronic Subscription program, i. e. via his/her organizational subscription or via the library providing services to his/her organization. Both channels should be integrated in the system where the core resources are provided directly to the organization, and individual components demanded by individual researcher – via the library network. This system of science information provision has been for several years efficiently functioning at CLN RAS LNS. The need for similar system for the outside of National Electronic Subscription program is substantiated.

The resources and services provided by the Library for Natural Sciences of Russian Academy of Sciences are considered both in open access and to Library for Natural Sciences authorized users — scientists of academic institutions. Library for Natural Sciences heads the Centralized library system, which includes the Central Library and 50 of its branches in the RAS institutions located in Moscow region. The main objective of Library for Natural Sciences RAS is to provide information support for fundamental research conducted in these organizations. The methods used to solve this problem are based on the extensive use of computer and network technologies. The results of Library for Natural Sciences activity in this area are the resources and services provided to users on the Library for Natural Sciences RAS website (http://benran.ru). The article describes basic materials presented on this website, including summary online Library for Natural Sciences RAS Centralized library system catalogues, Central Library image catalogue, system for the remote ordering of books, journals and copies of their fragments; systems of links to network resources “Natural Sciences in the Internet”, supported by Library for Natural Sciences specialists, problem-oriented information systems, formed by the Library for Natural Sciences staff.

To ensure the effective functioning of the national innovation system it is required an appropriate innovation infrastructure, which is a set of economic entities providing technical, informational, human, financial, organizational-methodical and (or) other support to subjects of innovative activity necessary to create knowledge, technologies, transformation them into new products and services. A key part of the regional innovative infrastructure is a structure of patent information support of innovation processes undertaken by the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences. Analytical and patent information play a leading role in strategic planning and management of innovation and intellectual property, scientific-technological and marketing problems, understanding the general level of achievements in the field of science and technology. In this regard, the most important activity of infrastructure elements of the innovation patent information support is to ensure access of economic entities to a variety of resources to effectively address issues of protection, disposition and use of rights to results of intellectual activity. These elements of the innovation infrastructure should become so called «connecting bridges» from knowledge to innovation. The author proposes the exchange mechanisms for commercialization of scientific-technological developments. Launching the project Novosibirsk Center to Support Innovation and Technology created on the base of the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences plans to change the approach to innovations that should help to solve the regional basic problems.

The proposed article, based on new archival documents identified in the archives of the Russian Academy of Sciences, with the involvement of researchers in the history of ethnic minorities on the territory of the USSR, Russia, reveals the role and place of the Laz ethnic minority in the south within Abkhazia and Georgia. Laz, as an ethnic minority, have undergone all those difficulties of transformation, including negative ones. Destructive measures were taken against them by the Government of the USSR – forced resettlement, deportation. Mohamed Vanlishi, Laz by nationality, being a member of the government of the Adjarian ASSR, minister, writer, sent a letter to L. Be-ria, the content of which touched Beria's feelings. The Lazes were returned from the special resettlement to their own homes. This side of the life of the ethnic minority of Georgia – Laz was reflected in the documents of "Stalin's special folder" The publication mentions many of the current representatives of the Laz in different periods of the his-tory of Georgia and Abkhazia and ethnic minorities living on their territory. The life of the Laz was also influenced by the policy carried out in Georgia to implement the "crys-tallization of society", pursuing the formation of statehood with one ethnic community, one culture. Introduction. The development of the problem itself in the scientific works of the author and other researchers is briefly stated. This is also a kind of reaction to complaints from the Laz themselves that the history of the ethnic minority is not being paid enough attention to. Little is known in the historiography of the Laz and their leaders, who led various kinds of movements for freedom and justice, the solution of social problems in society, the involvement of the Laz in party and state building. The content of punitive measures taken against Laz is partially revealed, the reasons and possibilities to overcome the built system in relations between the state and society, ethnic minorities are shown. Methods. The content of the article is based on different research methods. First of all, the method of historicism, a sequential presentation of the series of events that charac-terize the content of historical events, their relationship with accompanying events. It is also important to use the prosopographic method of presenting material about the main political figure of the Laz, representatives of the highest authorities. By using the narrative method, the ethnic community of the Laz is more widely represented and its participation in solving many issues in national state policy, the interaction of the ethnic community itself in the system of interethnic ties. The use of the information method is of particular value for building up an event series. This method is also quite applicable to the analysis of national processes taking place in the region where the Laz live. In the presentation of the article, the method of comparative historical analysis was also ap-plied. Results. This article was based primarily on archival documents about the holes, identi-fied in the archives of the Russian Academy of Sciences. This allowed a broader charac-terization of the Laz as an ethnic minority. Along with the well-known materials, show the settlement of Laz in the territory of the regions of residence. The documents of the archive make it possible to reveal the role and place of the Section for the Study of the National Question created in the structure of the Communist Academy. The forms and methods of work in the Communist Academy in the study of the history of the national question and ethnic minorities have been clarified.

Статья написана по материалам Рудно-Петрографического музея ИГЕМ РАН и Библиотеки Геологической литературы БЕН РАН в ИГЕМ РАН. В здании Института геологии рудных месторождений, петрографии, минералогии и гео- химии Российской академии наук (ИГЕМ РАН), помимо профильных научных и аналитических лабораторий, располагаются Библиотека геологической литературы (БГЛ) и Рудно-петрогра- фический музей (РПМ). БГЛ является единственной специализированной академической геологической библиотекой в Москве и содержит крупнейший в России фонд геологической литературы. БГЛ была факти- чески создана в 1880 г. как книжный фонд Минералогического музея Императорской АН в Санкт- Петербурге и дальше развивалась в тесной связи с его научной деятельностью. В 1938 г. би- блиотека получила название «Библиотека отделения геолого-географических наук». С 1973 г. и по настоящее время библиотека является научно-исследовательским отделом БЕН РАН с наименованием «Библиотека геологической литературы в ИГЕМ РАН». Рудно-петрографический музей (РПМ) ИГЕМ РАН располагает современной систематиче- ской коллекцией горных пород и большинства руд. История коллекций музея тесно связана с Санкт-Петербургской Кунсткамерой. Начало петрографической коллекции музея было поло- жено академиком В.И. Вернадским в 1908 г. Архивные материалы и коллекции РПМ, имеющие более чем 200-летнюю историю хранения, представляют несомненный научный интерес. Рудно-петрографический музей ИГЕМ РАН и Библиотека геологической литературы БЕН РАН развивают научные и гуманитарные связи с музеями и институтами геологического и естественно-научного профиля, в первую очередь с академическими учреждениями, имеющими с ними общие исторические корни. Apart from fi eld-oriented research and analytical laboratories, the building of the Institute of Geology of Ore Deposits, Petrography, Mineralogy, and Geochemistry of the Russian Academy of Sciences (IGEM RAS) also houses also the Library of Geological Literature (LGL) and Ore-Petrographic Museum (OPM). LGL is the only specialized academic library of geological literature in Moscow and owns Russia’s largest collection of geological literature. LGL was actually established in 1880 as a book fund of geological literature at the Mineralogical Museum of the Imperial Academy of Sciences in St. Petersburg and developed further hand in hand with its scientifi c activities. In 1938, the library received the name of “The Library of the Department of Geological and Geographical Sciences. Since 1973 up to present, the library is a research department of the Library of Natural Sciences of the Russian Academy of Sciences, and is referred to as The Library of Geological Literature at IGEM RAN (the Institute of Geology of Ore Deposits of the Russian Academy of Sciences). The Ore-Petrographic Museum (OPM) at IGEM RAN possesses types. The history of the museum collections is closely related to St. Petersburg’s Kuntskammer. The start of the petrographic museum collection was made by V.I. Vernadsky in 1908. Archive materials and collections of OPM, whose history of preservation stretching back over 200 years, are of undoubted academic interest. The Ore-Petrographic Museum at IGEM RAN and the Library of Geological Literature of BEN RAN extent scientifi c and humanitarian relations with a broad circle of museums and institutes specializing in the fi eld of geology and natural science, fi rst and foremost, with academic institutions, with which are connected through common historical roots.

Changes taking place in the society have a significant impact on libraries functioning. The areas of activities of scientific libraries that provide information support to scientists and specialists are expanding and modifying, which requires upgrading professional competencies of employees, causing constant professional development of their human resources and intensifying methodological support of activities. The State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS), being the scientific and methodological center of the Siberian Branch of the Russian Academy of Sciences (SB RAS) libraries, initiated work on elaboration of a concept for developing human resources of libraries included in the library system (59 libraries of local library subsystems of Novosibirsk, Buryat, Irkutsk, Kemerovo, Krasnoyarsk, Omsk, Tomsk, Tyumen and Yakutsk scientific centers). The article presents a draft concept proposed for discussion, which provides characteristics of the current situation. The concept defines goals, objectives, principles, directions, mechanisms, organizational and functional structure, targets for the development of human resources potential of SB RAS libraries, as well as vectors of development of SPSTL SB RAS methodological work with the staff of libraries of research institutions. Attention is paid at the development of vertical and horizontal coordination relationships (organizational, functional, methodological and technological), a set of measures is determined that are to ensure the project implementation and the set of goals achievement, lists of librarians’ competencies are proposed. Based the results of the discussion of the document in the library community, elaboration of the strategy for the human resources of SB RAS libraries development is planned, which implementation will increase the efficiency of information support for the scientists and specialists of scientific institutions.

The Russian Academy of Sciences Library (RASL) is a unique institution being at the same time one of the largest libraries to provide research information support in various fields, and a scientific institution of the Russian Academy of Sciences carrying on its own research projects in a number of scientific areas. An important direction of the RASL's activity is science popularization. To satisfy users by information services and to communicate with professionals, social networks are increasingly used. A task of RASL's activities in social networks is informing about the library's possibilities and attracting young readers. Joint analysis of the functionality and user audience of common social networks and library's objectives has justified choosing VKontakte, Facebook, Instagram for RASL's representation in social media. The authors reveal peculiarities of the target audience for each networks, develop the publication plan taking into account the specificity of the target audience and the type of published information. The main RASL's representation in social networks at the initial stage of activity has been chosen VKontakte as the most effective platform in the Russian Internet segment. The paper shows statistical indicators of VKontakte RASL's page got by using the built-in functions of the service (www.vk.com), which permit to analyze the activity for 9 months since the beginning of its work. The obtained demographic and quantitative indicators confirm the activity effectiveness that consists in increasing the visitors’ number at the page. The audience age analysis shows that above 2/3 of readers are young people under 35 years old. This circumstance corresponds to the desired target audience. The official library site analysis based on Google Analytics indicates an increase in the number of visitors to the library website (www.rasl.ru) from social networks.

The subject of this research is the historical role of Russian scientific community in studying the Arctic and Subarctic territories during the years of Great Patriotic War. The key goal consists in demonstrating the contribution of scholars to accumulation of scientific knowledge on the northern region in the context of solution of the priority government objective and establishment of scientific organizations on the European North of Russia in first half of the XX century. The main tasks of this research lie in reconstruction of the process of creation and activity of oil shale laboratory of the Base of Academy of Sciences of the Soviet Union on studying the North under the authority of Professor D. N. Kursanov, who dealt with the questions of utilization of solid fossil fuels of the Komi ASSR. This topic did not receive due coverage within the scientific literature. For solution of the set tasks, the author attracted the unpublished archival materials from the Archive of the Russian Academy of Sciences, Scientific Archive of the Federal Research Center “Komi Scientific Center of Ural Branch of the Russian Academy of Sciences” and National Archive of the Komi Republic; writings of the staff members of the indicated laboratory published based on the research results in 1940s, as well modern researchers of the depths of Russian North. The article explores the history of establishment of scientific department, development of scientific programs and plans, organization of interaction of academic community with the government and economic branches of the Komi ASSR. The main conclusions consists in the proof that the scientific-organizational activity of D. N. Kursanov led to conducting strategic research of defense designation on the problems of studying oil shale of the mineral deposit on Ayyva River, utilization of oil shale for motor fuel generation, and elaboration of new chemical products for defense industry. It is underlined that the high level of explorations and pilot surveys carried out by national scholars in these directions contributed to the development of new shale-chemical industrial sector of the country in the later years.
