Perkembangan sektor  industri dalam pembangunan di Indonesia tidak terlepas dari peranan Industri Kecil Menengah (IKM). Kabupaten Ciamis merupakan kabupaten yang berada diujung selatan provinsi jawa barat yang juga memiliki peranan potensi IKM sebagai daya tarik peluang pengembangan yang mampu menghasilkan Industri Kecil Menengah (IKM) tersebut terdiri atas usaha kecil menengah sebanyak 91 dan 39 jenis usaha didominasi oleh yang menguasai sektor IKM dan perekonomian masyarakat dengan olahan makanan ringan khas. Penelitian ini bertujuan untuk: (1) Mengidentifikasi sektor basis yang ada di Kecamatan Cihaurbeuti menggunakan metode Location Quotient (LQ). Serta  (2) Menentukan Strategi  pengembangan dari sektor prioritas IKM Makanan Ringan Olahan di Kecamatan Cihaurbeuti menggunakan metode Analitycal Hierarchy Process (AHP) Berdasarkan hasil pada analisis Location Quotient (LQ) diperoleh hasil yakni, terdapat tiga sektor IKM yang menjadi sektor basis di Kecamatan Cihaurbeuti. Dalam perhitungan LQ ini, IKM Makanan Ringan Olahan termasuk sektor basis dengan indeks LQ  rata rata > 1yaitu 2,96. Berdasarkan hasil pada Analitical Hierarchy Process (AHP) dengan analisis menggunakan prinsip dekomposisi dan comparative judgement diperoleh strategi pengembangan IKM Makanan Ringan yaitu, pada Pertumbuhan Industri dengan tingkat kepentingan 51% dan untuk alternatif pengembangan industri yang menjadi fokus adalah Nilai Produksi dengan tingkat kepentingan 22%.

Penelitian ini bertujuan untuk menganalisis sektor unggulan apa saja yang merupakan sektor dasar pembangunan ekonomi maritim dan merumuskan strategi kebijakan dalam pembangunan ekonomi maritim di Kabupaten Halmahera Selatan. Penelitian ini merupakan penelitian deskriptif denga metode yang digunakan adalah survey. Data yang digunakan dalam penelitian ini adalah data primer yakni kuesioner dan data sekunder yakni data Produk Domestik Regional Bruto (PDRB) Kabupaten Halmahera Selatan dan PDRB provinsi Maluku Utara tahun 2013-2017 menurut lapangan usaha dan harga konstan. Analisis digunakan dengan metode Location Quotient (LQ) dan Analytical Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa sejumlah sector merupakan sektor basis kabupaten Halmahera Selatan selama lima tahun. Analisis strategi kebijakan pembangunan ekonomi maritim Kabupaten Halmahera Selatan menunjukkan bahwa ada tiga kriteria yang dapat dikembangkan untuk peningkatan pembangunan ekonomi maritim.Kata Kunci: Sektor Ekonomi Unggulan, Pembangunan Ekonomi Maritim This study aims to analyze what leading sectors are the basic sectors of maritime economic development in South Halmahera Regency. This research is descriptive study with method used is survey. The data used in this study are primary data namely questionnaires and secondary data namely Gross Regional Domestic Product (GRDP) of South Halmahera Regency and GRDP of North Maluku province periode 2013-2017 according to business field and constant prices. The analysis is used by the Location Quotient (LQ) and Analytical Hierarchy Process (AHP) methods. The results showed that a number of sectors were the base sectors of South Halmahera district for five years. Analysis of the maritime economic development policy strategy in South Halmahera District shows that there are three criteria that can be developed to increase maritime economic development.Keywords: Leading Economic Sectors, Maritime Economic Development

Karimun Regency is the one of the regions that is in the development of increasing economic growth and has considerable business opportunities to increase regional economic growth. Karimun regency has natural resources that are still very potential to be developed. Business sector distribution indicators to see the rate of economic growth can be indicated by the number of Gross Regional Domestic Product, indicate that the average growth of the economic sector that provides a largest distrbution from 2010-2017 is the agriculture, forestry and fisheries sector which is equal to 17,05%  and subsector which provides the largest distribution is the fisheries sector in the amount of 71,61%. However, from 2010-2017 the agriculturue, forestry and fisheries sector experienced a slowdown in economic growth of 2,76%. This research aims to analyze the base sector in the fisheries sector using the approach Location Quotient (LQ) method, afterwards the sector which is the potential sector or base is analyzed using the approach Analytical Hierarchy Process (AHP) to determine the leading commodities in the base sector. Results of this research indicate that the sector is the base sector and the main concern of the regional government in increasing regional economic growth in the fisheries sector is the capture fisheries  subsector with the value of LQ > 1, that is 1,32 and the leading commodities in the capture fisheries subsector are cuttlefish with a growth of 0,40 the followed by large pelagic fish 0,30 andthen shrimp commodities of 0,17 and the last is small pelagic fish of 0,12.Keywords : Regional Economic Growth, Fisheries Sector, Location Quotient, Analytical Hierarchy Process

ABSTRAKPenelitian ini dengan Judul Rencana Aksi Pengembangan Agroindustri Kabupaten Bondowoso dengan tujuan memberikan arahan pengembangan agroindustri secara menyeluruh terhadap pembangunan ekonomi di Kabupaten Bondowoso.Metode yang digunakan adalah metode Analisis Deskriptif. Analisis Tipologi Klassen dan Location Quotient (LQ), Analisis Matriks IFE dan EFE Selanjutnya,  dilakukan  analisis  Matrik  SWOT  untuk  mengetahui kekuatan, kelemahan, peluang dan ancaman yang melekat dalam upaya pengembangan agroindustry, Analitycal Hierarchy Process (AHP) dan Analisis manajemen strategis.Hasil Penelitian Rencana Aksi Pengembangan Agroindustri diantaranya yaitu: Klaster Kopi Rakyat dan Padi Organik telah terbentuk di Kabupaten Bondowoso. Teknologi tepat guna yang dibutuhkan bagi pengembangan agroindustri di Kabupaten Bondowoso adalah teknologi yang sesuai dengan skala UKM (agroindustri rakyat) yang dapat dikembangkan lebih besar di masa depan dan dapat bekerjasama dengan perusahaan besar atau eksportir. Belum terdapat lembaga pemasaran khusus produk agroindustri baik dari inisiatif pemerintah maupun swasta. Akses permodalan bagi UKM masih lemah dan masih membutuhkan fasilitasi dan dukungan regulasi dari pemerintah daerah maupun provinsi. Klaster agroindustri bambu merupakan prioritas untuk disiapkan pada tahun 2016 dan dimantapkan dalam periode 2016-2020. Koordinasi dan sinkronisasi program agroindustri antar SKPD masih perlu ditingkatkan dengan membentuk Kelompok Kerja (Pokja) khusus agroindustri, sehingga dapat memberikan arah kebijakan dan program yang lebih jelas bagi semua pemangku kepentingan.Kata kunci : Agroindustri, Produk Unggulan, UKM.

Plantation commodities in West Aceh Regency are one of the regional economic potency that need to be developed because this regency has enormous land potency and plays an important role in improving the regional economy and the socio-economic life of the community. This study aims to 1) find out the leading commodities of smallholding plantation in each sub-district in West Aceh Regency, and (2) the drafting a strategy for developing smallholding plantation commodities in West Aceh Regency. Location Quotient (LQ) and Shift Share Analysis (SSA) method were used to determine leading commodities. Factors of strengths, weaknesses, opportunities, and threats were analyzed descriptively. The development of a smallholding plantation strategy uses the A'WOT approach. A'WOT is a combination of Analytical Hierarchy Process (AHP) with Strengths, Weaknesses, Opportunities, Threats (SWOT) methods. The results of the study show that the commodities of smallholding plantation in West Aceh Regency are oil palm, rubber and coconut. the main strengths factor for the development strategy of smallholding plantation commodities is the potency of large land but has not been used optimally, the main weakness factor is access to capital which is still very limited while the opportunity factors that are the main factors are the contribution to the regional economy is very high and the main threats factor namely environmental issues. The application of the strategy to the development of smallholding plantation commodities, namely strengths-opportunities, namely the development of strengths by exploiting opportunities.

<p>This study is conducted to assess and analyze whether urban areas Medan - Binjai - Deli Serdang optimal functioning as an economic driver of the region with the carrying capacity of the existing potential of the region that will have implications for the use of space.</p><p>This research is applied research with descriptive approach. To answer the research questions, then we do the analysisi on the Location Quotient (LQ), Specialization Index (SI), Typologi Klassen, MPE (Model Comparison Exponential) and AHP (Analytical Hierarchy Process) on various approaches commodity/sector seed, and the constellation of the region and produce factors driving the economy of the dominant and main policies.</p>Results shows that the urban area Medan- Binjai - Deli Serdang meet six criteria of 7 criteria primemover for Binjai and Deli Serdang, but the third growth region are no synergy and grow together. Based on analysis of AHP and MPE obtained utilization policy consists of four (4) sectors of economy, infrastructure, environmental, and socio-cultural. Carrying capacity of the commodity which has the function of competitiveness and cities in the region MEDAN - Binjai - Deli Serdang implications on the use of space is an attempt to create patterns and structures of space.

Local governments should be able to take pay attention to plan action in efficient way in developing economy of the regency, in order to optimise the economic advantages in the region and to encourage local economic growth. For this purpose, it should be considered to design development planning through selecting sub-sectors and prime products in further design plan of action for the region. This research aims to determine selective prime commodities and sub sector potential through three methods which areas: 1) Location Quotient Analysis, 2) Analytical Hierarchy Process (AHP) 3) Exponential Comparation Method /MPE. The results show that the plantation sub-sector is selected as sector basis of the economy with the value of LQ=1,3694 or LQ>1. In line with the plantation subsector which is nominated as the prime subsector in Tolitoli regency with weight priority value of 0.2927, then the cloves product is selected as prime commodity in the Region with the MPE total weight of 13.1416, and this commodity is nominated as commodity basis with the LQ value of 13.5754.

Kambing merupakan salah satu ternak ruminansia yang paling banyak dikembangkan, salah satunya di Kabupaten Lumajang. Saat ini, ternak kambing di Kabupaten Lumajang telah memiliki pangsa pasar yang menjanjikan, tidak hanya pasar domestik tetapi juga pasar internasional. Penelitian ini bertujuan untuk  menganalisis perwilayahan dan strategi pengembangan peternakan kambing di Kabupaten Lumajang, untuk mencapai tujuan tersebut diperlukan informasi: wilayah kecamatan yang menjadi basis usaha peternakan kambing; wilayah kecamatan yang melokalisasikan dan menspesialisasikan usaha peternakan kambing; efek pengganda usaha peternakan kambing; dan alternatif strategi pengembangan yang paling efektif dan efisien dalam mendukung pengembangan usaha peternakan kambing di Kabupaten Lumajang. Metode analitik pada penelitian ini berupa analisis Location Quotient, lokalisasi, spesialisasi, Basic Service Ratio, Regional Multiplier, dan Analytical Hierarchy Process. Dari hasil penelitian didapat bahwa terdapat 10 wilayah kecamatan basis usaha peternakan kambing di Kabupaten Lumajang, dan usaha peternakan kambing tidak terlokalisasi dan terkonsentrasi pada suatu wilayah kecamatan tertentu. Usaha peternakan kambing secara kontinu mempunyai efek pengganda baik di wilayah basisnya maupun non-basis. Sementara kriteria yang menjadi prioritas pengembangan adalah kriteria input, sedangkan alternatif yang menjadi prioritas pengembangan adalah modal.

An increasingly rapid technological progress in the era of globalization in the business world, so do not rule out the possibility that a decision-making is something that is very vital in determining the decisions to be taken in the face of competitive business world. Decision making can be influenced by several aspects, this can affect the speed of decision making by the decision maker in which decisions must be quick and accurate. Lecturer Performance Assessment Using the Analytical Hierarchy Process is a decision support system that aims to assess faculty performance according to certain criteria. This system of faculty performance appraisal criteria to map a hierarchy, where each hierarchy will be performed pairwise comparison, the pairwise comparisons between criteria, so to get a comparison of the relative importance of criteria with each other. The results of this comparison is then analyzed to obtain the priority of each criterion. Once completed and performed an assessment of alternative options to be compared and calculated to obtain the best alternatives according to established criteria.
