Purpose. To analyze the current state of innovation and environmental projects, to develop management strategies and algorithms for project environmental and economic management in subsoil use, to propose a mathematical model of the system of perception and support of solutions for effective environmental and economic management. Methodology. Different methods of cognition were used for scientific research both general and special. Analytical study on the state and realities of innovation in Ukraine in general and in particular in the mining industry, identification of trends in world practice were conducted based on using the methods of content analysis, quantitative and qualitative comparison. Methods of scientific abstraction and systematization were used to develop strategies and basic algorithm of project environmental and economic management in subsoil use. Mathematical methods were used to develop a mathematical model and coordinate it with the developed algorithm of project environmental and economic management for subsequent use in the system of perception and support of decisions. Findings. A systematic approach to the definition of management strategies and an algorithm of project environmental and economic management for the implementation of effective economic and environmental management of mining enterprises is proposed. A mathematical model designed for use in the system of perception and support of decisions for effective environmental and economic management has been developed. An analytical study on the state of innovation in Ukraine in general and in particular in the extractive industry has been conducted. This provided an opportunity to identify trends in the dynamics of change regarding the introduction of innovations and identify the causes of existing trends. Originality. The study identified threatening trends in the practice of introducing innovation. To solve production and scientific problems in the presence of significant challenges, new tools for finding optimal solutions in the environmental and economic management of subsoil use were proposed. Using a systematic approach, a mechanism for selecting strategies, an algorithm of project environmental and economic management and an original mathematical model have been proposed. Practical value. The results of the study can be used both to create new tools for information support of environmental and economic management, and by scientists and practitioners to develop effective solutions for the management and implementation of innovative projects in subsoil use.

Support for management decision-making in emergencies (firefighting), in uncertain conditions of its occurrence and uncertainty of its development is necessary for the organization of optimal distribution of the forces and resources of operational units involved in firefighting, and the knowledge of the Manager. The process of our research is limited only to the case of fire. Taking into account the fact that the data in the fire-extinguishing card does not always coincide with the state of the object where the fire occurred and the unpredictability of the direction of fire propagation, the decision-maker in this situation will organize work to obtain reliable information. These features allow us to consider the object where the fire occurred as a complex system. In this case, the main difficulty of information and analytical support for operational groups, as a management entity, is that at the first stage, the decision-maker in the operational group, without having complete reliable information, organizes its clarification. With the correct organization of their work, the task force ensures maximum efficiency of using the units of the Ministry of emergencies of Russia, when solving their combat tasks. At the same time, it can collect information about an emergency when it receives a notification of its occurrence, as well as on the way of the operational units to the specified area. The issues that determine the development of documents in different periods of the operational situation are considered, and the actions of the decision-maker in the operational group during fire extinguishing are highlighted separately. In this mathematical model, in which the transition of the system from the state of “fire occurrence” to the state of “fire extinguished” is modeled, the properties of a continuous Markov process are used. The solution of Kolmogorov’s system of differential equations determines the probability that characterizes the competence of the decision-maker in the task force.

The relationship between innovation activity and competitiveness is considered in the article. The stronger the competition, the more active the business entities develop and implement them, providing an innovative basis for their own strong competitive position and competitiveness of Ukraine. So, in fact, in Ukraine, there is a “gap” between the possibilities for generating innovations and the conditions for their generation and implementation. The possibility and necessity of the innovative development of Ukraine based on the use of a sufficiently powerful innovative potential and other factors contributing to the innovative development of the economy are substantiated. This requires the state to create conditions for protecting competition, defining a system of strategies and developing a strategic plan for its implementation. A set-theoretic model of the strategy system and a model of the mechanism for implementing the general strategy of economic management – the strategy of innovative development are proposed. To implement the strategy of innovative development of Ukraine, it is offered to develop intellectual-oriented entrepreneurship as an innovative strategy. The implementation of the chosen innovation strategy should be carried out in two strategic areas: increasing human capital and activation the formation of human potential, the creation of conditions for the implementation of intellectual-oriented entrepreneurship. It was proposed to include in the strategy system a number of key functional strategies that are consistent with the overall strategy and ensure its implementation: educational – development of intellectual abilities and competencies, structural-sectoral – priority development of high-tech and non-material-intensive industries and active use of knowledge potential for the modernization of all sectors of the economy, organizational and structural – the formation of a cluster model of the economy. Ukraine needs an information strategy for information support of innovative economic development and a mechanism for its implementation. This book examines state–migrant relations in four countries with a long history of migration, regime change, and democratic fragility: Turkey, the Dominican Republic, Mexico, and the Philippines. It uses these cases to develop an integrative theory of the interaction between “diaspora-making” by states and “state-making” by diasporas. Specifically, it tackles three questions: (1) Under what conditions and in what ways do states alter the boundaries of political membership to reach out to migrants and thereby “make” diasporas? (2) How do these migrants respond? (3) To what extent does their response, in turn, transform the state? Through historical case narratives and qualitative comparison, the book traces the feedback loops among migrant profiles, state strategies of diaspora-making, party transnationalization, and channels of migrant engagement in politics back home. The analysis reveals that most migrants follow the pathways established by the state and thereby act as “loyal” diasporas but with important deviations that push states to alter rules and institutions.

SUMMARYThis paper describes sensitivity analyses and expectations obtained from a mathematical model developed to account for the effects of host nutrition on the consequences of gastrointestinal parasitism in sheep. The scenarios explored included different levels of parasitic challenge at different planes of nutrition, for hosts differing only in their characteristics for growth. The model was able to predict the consequences of host nutrition on the outcome of parasitism, in terms of worm burden, number of eggs excreted per gram faeces and animal performance. The model outputs predict that conclusions on the ability of hosts of different characteristics for growth to cope with parasitism (i.e. resistance) depend on the plane of nutrition. Furthermore, differences in the growth rate of sheep, on their own, are not sufficient to account for differences in the observed resistance of animals. The model forms the basis for evaluating the consequences of differing management strategies and environments, such as breeding for certain traits associated with resistance and nutritional strategies, on the consequences of gastrointestinal parasitism on sheep.

Abstract Background At the moment we have more than 177 million cases and 3.8 million deaths (as of June 2021) around the world and vaccination represents the only hope to control the pandemic. Imperfections in planning vaccine acquisition and difficulties in implementing distribution among the population, however, have hampered the control of the virus so far. Methods We propose a new mathematical model to estimate the impact of vaccination delay against the 2019 coronavirus disease (COVID-19) on the number of cases and deaths due to the disease in Brazil. We apply the model to Brazil as a whole and to the State of Sao Paulo, the most affected by COVID-19 in Brazil. We simulated the model for the populations of the State of Sao Paulo and Brazil as a whole, varying the scenarios related to vaccine efficacy and compliance from the populations. Results The model projects that, in the absence of vaccination, almost 170 thousand deaths and more than 350 thousand deaths will occur by the end of 2021 for Sao Paulo and Brazil, respectively. If in contrast, Sao Paulo and Brazil had enough vaccine supply and so started a vaccination campaign in January with the maximum vaccination rate, compliance and efficacy, they could have averted more than 112 thousand deaths and 127 thousand deaths, respectively. In addition, for each month of delay the number of deaths increases monotonically in a logarithmic fashion, for both the State of Sao Paulo and Brazil as a whole. Conclusions Our model shows that the current delay in the vaccination schedules that is observed in many countries has serious consequences in terms of mortality by the disease and should serve as an alert to health authorities to speed the process up such that the highest number of people to be immunized is reached in the shortest period of time.

Successful management of patients with chronic tinnitus is an important health issue. One of the tinnitus management strategies used at our Tinnitus Center is a combination of tinnitus retraining therapy (TRT) with physiotherapy and psychological management [called modified TRT (MTRT)]. We have used this type of management for over a decade and have described the protocol in detail elsewhere. In the present study, we wanted to determine the effect of MTRT on the well-being of tinnitus patients 3 years after treatment onset. One hundred and thirty patients with chronic tinnitus were assessed using psychometric instruments immediately before 7-day MTRT, immediately after the therapy and 3 years later. Patients with very severe tinnitus-related distress associated with major depression and a risk of suicide were excluded from this study. MTRT resulted in a sustained reduction of tinnitus-related distress. Moreover, the quality of life of patients had increased, as assessed by a separate questionnaire. The effect of MTRT was influenced by the degree of tinnitus-related distress and by the patients' age, the latter being gender dependent. Hearing loss and tinnitus duration had only a minor influence on the therapeutic effect. Abstract Collective investors play an extremely important role in the financial system of the state and in the economy. They operate in the financial market as institutions that enable households and businesses to convert savings into investments. Investment funds are the most conventional institutions which are dealing with financial intermediation. The main purpose of the submitted paper is to characterise the essence of investment funds operation in the role as financial intermediaries, to present the investment strategies and to characterise the methodology for measuring the effectiveness of capital management entrusted by the clients. The author has formulated a research hypothesis, according to which, the strategies of capital location policy used by the investment funds have an impact on the level of their performance, while funds holding higher risk portfolios perform better compared to the funds using passive investment strategies

Уровень инновационной активности в регионе определяется поддержкой со стороны государства и региональных властей, использующих различные инструменты ее стимулирования. Implementation of the tasks set by the RF President and aimed at providing for sustainable economic development, overcoming technological lagging and attainment of the global leadership provides conditions for a transition to a different, innovative development model. The article considers several approaches to the formation of this model at the regional levels. The level of innovation activity in the region largely depends on the support offered by the state and regional authorities which use various tools of stimulating this activity.

This paper describes the aerohydrodvnamics of processes in chambers of Gorlov's hydro-pneumatic power system. The mathematical model is developed to determine the main parameters of the processes: water and air velocities, air pressure in the chamber, the periods of time required to fill and empty the chambers and the output of energy during the cycle. The results obtained are in agreement with experimental data and model tests.
