Support for management decision-making in emergencies (firefighting), in uncertain conditions of its occurrence and uncertainty of its development is necessary for the organization of optimal distribution of the forces and resources of operational units involved in firefighting, and the knowledge of the Manager. The process of our research is limited only to the case of fire. Taking into account the fact that the data in the fire-extinguishing card does not always coincide with the state of the object where the fire occurred and the unpredictability of the direction of fire propagation, the decision-maker in this situation will organize work to obtain reliable information. These features allow us to consider the object where the fire occurred as a complex system. In this case, the main difficulty of information and analytical support for operational groups, as a management entity, is that at the first stage, the decision-maker in the operational group, without having complete reliable information, organizes its clarification. With the correct organization of their work, the task force ensures maximum efficiency of using the units of the Ministry of emergencies of Russia, when solving their combat tasks. At the same time, it can collect information about an emergency when it receives a notification of its occurrence, as well as on the way of the operational units to the specified area. The issues that determine the development of documents in different periods of the operational situation are considered, and the actions of the decision-maker in the operational group during fire extinguishing are highlighted separately. In this mathematical model, in which the transition of the system from the state of “fire occurrence” to the state of “fire extinguished” is modeled, the properties of a continuous Markov process are used. The solution of Kolmogorov’s system of differential equations determines the probability that characterizes the competence of the decision-maker in the task force.

Purpose. To analyze the current state of innovation and environmental projects, to develop management strategies and algorithms for project environmental and economic management in subsoil use, to propose a mathematical model of the system of perception and support of solutions for effective environmental and economic management. Methodology. Different methods of cognition were used for scientific research both general and special. Analytical study on the state and realities of innovation in Ukraine in general and in particular in the mining industry, identification of trends in world practice were conducted based on using the methods of content analysis, quantitative and qualitative comparison. Methods of scientific abstraction and systematization were used to develop strategies and basic algorithm of project environmental and economic management in subsoil use. Mathematical methods were used to develop a mathematical model and coordinate it with the developed algorithm of project environmental and economic management for subsequent use in the system of perception and support of decisions. Findings. A systematic approach to the definition of management strategies and an algorithm of project environmental and economic management for the implementation of effective economic and environmental management of mining enterprises is proposed. A mathematical model designed for use in the system of perception and support of decisions for effective environmental and economic management has been developed. An analytical study on the state of innovation in Ukraine in general and in particular in the extractive industry has been conducted. This provided an opportunity to identify trends in the dynamics of change regarding the introduction of innovations and identify the causes of existing trends. Originality. The study identified threatening trends in the practice of introducing innovation. To solve production and scientific problems in the presence of significant challenges, new tools for finding optimal solutions in the environmental and economic management of subsoil use were proposed. Using a systematic approach, a mechanism for selecting strategies, an algorithm of project environmental and economic management and an original mathematical model have been proposed. Practical value. The results of the study can be used both to create new tools for information support of environmental and economic management, and by scientists and practitioners to develop effective solutions for the management and implementation of innovative projects in subsoil use.

For successful fighting large fires, it is required to develop new and improve existing decision-making mechanisms with the objective to increase the efficiency of actions of the involved fire-fighting units. When making decisions, the fire extinguishing manager must consider the efficiency of possible solutions. Assessment of the efficiency of each possible option is predictive and depends on the system of criteria used. The decision-making process in such conditions is associated with the use of formalized multi-criteria selection procedures, which, in fact, implement multi-criteria optimization. When choosing a multi-criteria solution, the fire extinguishing manager proceeds from his subjective ideas about the importance of the tasks to be solved at each site. Therefore, it is advisable for each fire protection object to develop its own management decision support system that allows to implement multi-criteria optimization based on the preferences of the fire extinguishing manager. The chosen solution option should ensure that several goals of the fire control system are achieved at once. Methodology is considered related to multi-criteria assessment, which can be used for an objective study of the actions of personnel to extinguish a fire for using them rationally in future. The proposed multi-criteria model for making managerial decisions makes it possible to study a wide class of problems of supporting the control of the fire extinguishing process based on the results of monitoring the actions of fire-fighting units. Practical application of the theoretical results in the form of a management information support system allows reducing the subjectivity and improving the efficiency of the management decision-making process when extinguishing fires.

Abstract Background At the moment we have more than 177 million cases and 3.8 million deaths (as of June 2021) around the world and vaccination represents the only hope to control the pandemic. Imperfections in planning vaccine acquisition and difficulties in implementing distribution among the population, however, have hampered the control of the virus so far. Methods We propose a new mathematical model to estimate the impact of vaccination delay against the 2019 coronavirus disease (COVID-19) on the number of cases and deaths due to the disease in Brazil. We apply the model to Brazil as a whole and to the State of Sao Paulo, the most affected by COVID-19 in Brazil. We simulated the model for the populations of the State of Sao Paulo and Brazil as a whole, varying the scenarios related to vaccine efficacy and compliance from the populations. Results The model projects that, in the absence of vaccination, almost 170 thousand deaths and more than 350 thousand deaths will occur by the end of 2021 for Sao Paulo and Brazil, respectively. If in contrast, Sao Paulo and Brazil had enough vaccine supply and so started a vaccination campaign in January with the maximum vaccination rate, compliance and efficacy, they could have averted more than 112 thousand deaths and 127 thousand deaths, respectively. In addition, for each month of delay the number of deaths increases monotonically in a logarithmic fashion, for both the State of Sao Paulo and Brazil as a whole. Conclusions Our model shows that the current delay in the vaccination schedules that is observed in many countries has serious consequences in terms of mortality by the disease and should serve as an alert to health authorities to speed the process up such that the highest number of people to be immunized is reached in the shortest period of time.

Subject. The article assesses the effectiveness of investments in higher education. Objectives. The aim is to assess the performance of investments in higher education for a Master’s student at the Peter the Great St. Petersburg Polytechnic University, in the field of Economics, Business Analyst Specialty. Methods. The methodology, presented in the study, includes three stages. The first assesses the demand for skills, the second assesses how the supply of skills match the demand, and the third – the effectiveness of investments in higher education, based on the developed mathematical model, scenario analysis, and decision tree. Results. We revealed that for a business analyst, the most important categories of skills are project management, decision-making, organizational competencies, communication, and knowledge of corporate software. The most required skills in these categories are the knowledge of business processes, project documentation, systems thinking, teamwork, communication, and well-bred speech. The analysis of correspondence between the competencies required by employers and those acquired in the training process showed that Master’s graduates meet the demand for the position of a business analyst in the labor market by 69%. Conclusions. The evaluation of the effectiveness of investment in higher education for a Master’s student of the Peter the Great St. Petersburg Polytechnic University, in the field of Economics, Business Analyst Specialty, shows that it is more profitable for a Bachelor graduate to continue studying for a Master's degree, rather than go straight to work.

Background and Purpose: Kansas is a rural state lacking geographically distributed Primary Stroke Centers. Of the 128 hospitals in the state, 88 are designated as Critical Access (< 25 beds). The IV r-tPA treatment rate in the state of Kansas is less than 2%. The pre-transport death rate for patients experiencing stroke is 55.4% .The Kansas Initiative for Stroke Survival (KISS) is a non-government task force with the goal of improving stroke survival among Kansans. The task force encourages hospitals to meet the criteria as Emergent Stroke Ready and based on this status engage with their individual communities, emphasizing the need to seek immediate assistance by EMS and arrive at the closest Emergent Stroke Ready hospital. Methods: The Kansas State Stroke Task force determined requirements for a facility to be considered Emergent Stroke Ready. This information was distributed to all acute care hospitals, asking them to attest to their current Emergent Stroke Ready status. Responding facilities were provided access to a 24 x 7 Stroke Support Line - providing access to stroke specialists for the purpose of guiding evaluation and treatment decisions for r-tPA administration or need to transfer to a higher level of care. Also provided is a community education kit. Data is reported through a monthly online survey or GWTG database. Results: In the first phase of the KISS project - forty-two hospitals attested as Emergent Stroke Ready Hospital or were certified Primary Stroke Centers representing an increase from 7% to 33% of hospitals in the state. The post-KISS implementation IV r-tPA treatment rate for the reporting Emergent Stroke Ready Hospitals was 48% compared with a pre-KISS treatment rate of 6%. The post-KISS implementation transfer rate was 26.7% compared with a pre-KISS transfer rate of 18%. Conclusions: The KISS program resulted in a significant increase in the number of Emergent Stroke Ready facilities, stroke patients reporting to their local hospitals, stroke specialist consultations and use of IV r-tPA. A low-cost, statewide program that provides standardized protocols and direct phone consultation can improve access to stroke specialists and approved stroke treatment while offering a cost effective, feasible alternative to telestroke.

A mathematical model involving a decision maker and an expert is investigated. Through analyzing the model, we obtain several results on the expert’s information acquisition and disclosure strategy. When withholding information is costly to the expert, in equilibrium, an expert with a higher withholding cost acquires less information but discloses more acquired information. We also examine which expert is optimal to the decision maker among a group of experts with different costs of withholding information.

The article is devoted to defining the concept and methods of interaction of the State Border Guard Service of Ukraine with other law enforcement a. The meaning of the concept of "methods" is revealed. It is proposed to understand the methods of interaction of the State Border Guard Service of Ukraine with other law enforcement agencies as a set of tools used by these entities within the current legislation to organize and maintain relations between them to ensure border security, prevent smuggling, illegal migration and transnational crime. Features of such administrative methods of management as regulatory, administrative and normative are considered. It is noted that regulatory methods take place in the interaction of the State Border Guard Service of Ukraine with other law enforcement authorities. It is determined that persuasion as a universal method of management in the interaction of the State Border Guard Service of Ukraine with other law enforcement authorities is absent, and an example of the method of coercion is liability for non-compliance with acts of the State Border Guard Service of Ukraine. Such organizational methods in interaction of the State Border Guard Service of Ukraine with other law enforcement authorities as planning, forecasting, method of information support, method of decision making, methods of organizing the implementation of decisions and monitoring their implementation, methods of instructing and work with personnel are singled out. Emphasis is placed on economic methods in the interaction of the State Border Guard Service of Ukraine with other law enforcement authorities. The results of the survey show the problems in the use of methods of legal regulation, prohibitions, coercion, coordination, control in the management of the State Border Guard Service of Ukraine, which affect the effectiveness of its interaction with other law enforcement authorities and should be studied separately.

Innovative (patent information research, elaboration of new methods and their implementation) and environmental management, the using of human-contaminated soils, soil protection against pollution and its prevention are the basic directions of the strategic management of soil resources. In conditions of intensive anthropogenic pressure the assessment of the ecological status of soils is an important factor, which reduces the risks of soil degradation and to propose ways to restore their productive and ecological functions on the further development of functional - ecological approach in soil science (Dobrovolsky, Nikitin, 1986, 1996). Therefore, urgent and important in theoretical and practical aspect is the elaboration of new technical decisions (methods) of soil quality assessment to create conditions to improve and to prevent the reduction of the level of productivity of soils and plants, the deterioration of their quality. The purpose of the investigations – the analysis of information sources existing patent information base of Ukraine and Russia on the issue of the environmental assessment of soils and perform patent research. Tasks perform patent research: the technical level of the object; analysis of scientific and technical activities leading developers; studying trends existing way to do that; techno-economic analysis of technical solutions/inventions that meet the objectives of the development; the study of the newness and novelty of the developed object and its constituent parts; investigated of the feasibility of its legal protection. It was considered the features of assessment of the soils environmental status in the investigation of the current patent-information database in Ukraine and Russia, components of which are developed new technical decisions. It was reviewed the providing patent information to assess the ecological status of both contaminated and uncontaminated soils. By analysis it was found that the patent-information support of Ukraine and Russia relative to existing methods of soils ecological status assessment is presented by the following ways: the ways of assessing of the soils research background concentrations, mobile, gross or water-soluble forms of trace elements and heavy metals; estimates based on bioassay and bioindication in combination with chemical analytical measurement indicators; comprehensive and expert evaluation of the properties of soils and its contamination; assessment of soil quality, considering the physical, physic-chemical and others properties; assessment of soil pollution using GIS technology, etc. The technical result of the developed methods is to improve the objectivity of assessment of changing soil quality and accuracy of the expert-analytical assessments of functional suitability of soils certain territory to growing different crops on a permanent or constant impact factor of pollution; for zoning for maximum efficiency use of different methods, methods of remediation of contaminated soils or soil improvers of different nature and micronutrients using to optimize the trace element status of soil and plants, soil quality; to evaluate the effectiveness of the testing results of the elaborated technical decisions in different soil-climatic zones.

One of the important factors limiting social and economic development of Russia is considered to be the state and efficient functioning of transport and logistic infrastructure. The creation of a modern road and transport net-work is one of the factors providing sustainable eco-nomic growth, implementation of social programs and, eventually, improvement of the quality of human life. Interaction of financial state interests and private business through mechanisms of state-private partner-ship has to become the main objective of modern Rus-sian state policy in favor of intensification process of capital investments increase in transport infrastructure. The use of such mechanism will allow carrying out projects which the state and business cannot im-plement alone. It will help to reduce social problems, will become the driving force of Russian economy, will promote the establishment of the international financial center in the Russian Federation. The purpose of the study is to research compre-hensively the existing funding mechanism and distribu-tion of budget funds for creating transport infrastruc-ture with economic substantiation possibility of attract-ing and using non-budgetary sources.
