The relationship between innovation activity and competitiveness is considered in the article. The stronger the competition, the more active the business entities develop and implement them, providing an innovative basis for their own strong competitive position and competitiveness of Ukraine. So, in fact, in Ukraine, there is a “gap” between the possibilities for generating innovations and the conditions for their generation and implementation. The possibility and necessity of the innovative development of Ukraine based on the use of a sufficiently powerful innovative potential and other factors contributing to the innovative development of the economy are substantiated. This requires the state to create conditions for protecting competition, defining a system of strategies and developing a strategic plan for its implementation. A set-theoretic model of the strategy system and a model of the mechanism for implementing the general strategy of economic management – the strategy of innovative development are proposed. To implement the strategy of innovative development of Ukraine, it is offered to develop intellectual-oriented entrepreneurship as an innovative strategy. The implementation of the chosen innovation strategy should be carried out in two strategic areas: increasing human capital and activation the formation of human potential, the creation of conditions for the implementation of intellectual-oriented entrepreneurship. It was proposed to include in the strategy system a number of key functional strategies that are consistent with the overall strategy and ensure its implementation: educational – development of intellectual abilities and competencies, structural-sectoral – priority development of high-tech and non-material-intensive industries and active use of knowledge potential for the modernization of all sectors of the economy, organizational and structural – the formation of a cluster model of the economy. Ukraine needs an information strategy for information support of innovative economic development and a mechanism for its implementation. In the situation of globalization of the world economy, the nature of development of all sectors of the economy, including the agrarian sector, is inextricably linked with active innovation activity. As the foreign and already Russian experience of high-tech sectors of the economy shows, business entities achieve opportunities for innovative development through the involvement of stakeholders (subcontractors, suppliers and consumers) in setting up joint ventures and products, combining economic activities with the goal of more effective joint strategic development. Today, these are agro-clusters, in which both branches of integration of large (including agricultural holdings), and medium and small forms of management are possible, while preserving their legal and economic independence, with legislative and financial support of the state (public-private partnership), should be considered the most promising form of associations of economic entities.

Purpose. To analyze the current state of innovation and environmental projects, to develop management strategies and algorithms for project environmental and economic management in subsoil use, to propose a mathematical model of the system of perception and support of solutions for effective environmental and economic management. Methodology. Different methods of cognition were used for scientific research both general and special. Analytical study on the state and realities of innovation in Ukraine in general and in particular in the mining industry, identification of trends in world practice were conducted based on using the methods of content analysis, quantitative and qualitative comparison. Methods of scientific abstraction and systematization were used to develop strategies and basic algorithm of project environmental and economic management in subsoil use. Mathematical methods were used to develop a mathematical model and coordinate it with the developed algorithm of project environmental and economic management for subsequent use in the system of perception and support of decisions. Findings. A systematic approach to the definition of management strategies and an algorithm of project environmental and economic management for the implementation of effective economic and environmental management of mining enterprises is proposed. A mathematical model designed for use in the system of perception and support of decisions for effective environmental and economic management has been developed. An analytical study on the state of innovation in Ukraine in general and in particular in the extractive industry has been conducted. This provided an opportunity to identify trends in the dynamics of change regarding the introduction of innovations and identify the causes of existing trends. Originality. The study identified threatening trends in the practice of introducing innovation. To solve production and scientific problems in the presence of significant challenges, new tools for finding optimal solutions in the environmental and economic management of subsoil use were proposed. Using a systematic approach, a mechanism for selecting strategies, an algorithm of project environmental and economic management and an original mathematical model have been proposed. Practical value. The results of the study can be used both to create new tools for information support of environmental and economic management, and by scientists and practitioners to develop effective solutions for the management and implementation of innovative projects in subsoil use.

Today in Russia there is a definite situation in the field of innovative development, characterized by a number of distinctive features. In a dynamic environment of industrial production and entrepreneurship, the need for the formation and development of non-proprietary resources is beyond doubt. The dynamics of productivity growth, the development of new high-tech production systems, the growth of the patent base in enterprises, trends in innovative development in general in the sector of the economy and large-scale production.The state of development of the economic system, depending on the structure of the innovation development of the subjects. At the same time, the innovative development of companies is manifested both in investments in advanced production technologies and in the production of high-tech products. The purpose of the scientific article is to analyze the innovative development in the Russian Federation.The goal necessitated the following tasks:1. To analyze the indirect indicator of innovation development – the volume of domestic expenditures on research and development in the context of country adaptability;2. To analyze the innovation activity of organizations by districts of the Russian Federation;3. To produce a factor analysis of indicators on the innovative development of the Russian Federation;4. Formulate recommendations for improving innovation activities in Russia.The article used modern methods and tools for integrated analysis based on the systematization and structuring of thematic material. The article identifies the problems of state regulation of innovation in construction and substantiates the main directions of improving its efficiency. The Bloomberg Innovation Index was used to assess the general state of innovation in Ukraine. Dynamic analysis of Ukraine's position in the ranking of the Bloomberg Innovation Index as a whole and by individual sub-indices of 2018–2020 revealed such problems as the reduction of production of high-tech goods, labor productivity, intensity of research and development. The study of innovation management was performed using a situational approach. It is established that the state regulation of innovation is mainly based on the methods of indirect influence. It is emphasized that in the conditions of economic crisis it is expedient to prefer methods of direct state regulation. The analysis revealed a range of problems related to forecasting and programming of innovation development, organization and coordination of relevant bodies in the implementation of innovation policy, regulation, financial and investment support for innovation, insufficient stimulation of demand for innovative products, unsatisfactory state of protection of intellectual property rights. The problems of state management of innovation activity are specified. The imbalance of the branch, national and regional programs of innovative development coordinating was revealed. Problems and directions of development of infrastructure of innovative activity are defined. Perspective directions of technological renewal of construction are defined, in particular development of resource-saving, energy-efficient technologies, introduction of Building Information Modeling technologies. The organization of public and private mortgage funds is offered, which will allow to receive financial resources at a low interest rate. It is established that the underdevelopment of the financial market of Ukraine most slows down the solution of problems of financing innovative activities in construction through the attraction of credit, venture capital, state budget funds for innovative development of the construction sector.

The development of a knowledge economy is a key priority for innovative progress and for ensuring the country’s competitiveness through the efficient use of intellectual resources and human capital. Our paper is focused on a necessity to find out the influence of human capital in providing innovative development and the formation of knowledge economy, to develop measures for its formation, accumulation, preservation, reproduction in order to increase national competitiveness at the world market. The foundation of the knowledge economy is productive knowledge and quality education that contribute to the intellectual capital embodiment into productive activities. A detailed analysis of the current state and problems of the education and science spheres has been carried out, international ratings have been analyzed and the place of Ukraine in them is determined in the article. An estimation of financial losses of the economy in connection with the outflow of students to study abroad is hold in the article. By using the trend modeling method we propose to estimate the effect of the predicted values of the components of innovation activity on the Global Innovation Index. Results show that Ukraine position in the Global Innovation Index rating will strengthen, which can testify, about the redistribution of financing of the innovation sphere in favor of private institutions and investors. The transition to a knowledge economy involves an understanding of the decisive influence of science, the latest technologies, innovations in the global economy, and enables the resource-oriented countries to leave this status and become a countries of high-tech and high skilled development, based on the transformation of knowledge into a source of value and the driving force of economic progress.

The theoretical basis of innovative development is analyzed in the article. Global trends that motivate countries to use models of innovative development are determined. Requirements to the model of innovative development are formulated: flexibility (possibility of adaptation to concrete management systems); scientific (use of modern achievements of management science and involvement of external consultants), adequacy (response to changes in the external environment); creativity (focus on the creative potential of managers); rationality (optimization of organizational relations); reliability (proper information support); efficiency (cost savings); multivariate (availability of alternative management decisions in each situation). The models of innovative development, which are effectively used abroad, are analyzed, in particular: orientation towards leadership in science and implementation of large-scale projects; focus on creating a favorable innovation environment and rationalizing the structure of the economy; focus on creating an innovative infrastructure and society’s acceptance of the role of scientific and technological innovations. It is proved that the classical format of «Asian» model is inappropriate for Ukraine, but it is possible to form its domestic modification with the active participation of universities. A model for managing innovative development consisting of two subsystems is proposed: managing and managed. It is substantiated that the control subsystem in this model is the state and regional government, and the managed subsystem is, first of all, a set of business entities and their associations within which the managerial influence on goods and services, personnel, finance, technology, marketing, etc. It is specified that the model of innovative development of the national economy constantly provides new opportunities for the management system and creates an intellectual foundation for the effective implementation of innovations.

Raising of economic efficiency and sustainability of the national agroindustrial production in conditions of fast development of science, machinery and technology, high market competition, and integration processes expansion is largely conditioned by development activation, implementation and investment support of innovations. Enough attention is paid to the issues of sustainability, innovative development and investment activity in modern economic literature. At the same time, the problem of investment support for sustainable innovative development of agroindustrial complex is still studied poorly, which makes scientific research in this field relevant. Based on brief retrospective analysis, an improved understanding of the sustainable development of the agroindustrial complex, as well as in the context of its components, is proposed in the paper. It is shown that the basis for sustainable agroindustrial complex development in modern conditions is the increase of innovative activity at all the management levels. As a result of the study, a list of the main regulatory and legal acts regulating the issues of innovation activity and the privileges and incentives established by them for business entities, including agrarian ones, were systematized. The main problems preventing activation of innovative development of agroindustrial production are listed. In order to solve these problems the authors within the research framework developed a concept of investment support for sustainable innovative development of the agrarian sector, which includes eight interrelated consecutive blocks. Implementation of the proposed concept will contribute to more complete involvement of potential financing sources and their effective use in the investment activities, thereby ensuring competitiveness of the national agroindustrial complex and its sustainable development, considering interests of the current and future generations. 


The market economy opens wide opportunities for intensification of innovation, so therefore its characteristic feature is the acquisition, use of new knowledge and transformation of knowledge and technologies into a full-fledged factor of production. One of the characteristic features of the market economy and the national economy in general is the ability to attract foreign direct investment, which determines the rapid pace of the country's economic development. Foreign investments, in turn, are indispensable for Ukrainian enterprises in today's realities. Foreign direct investment indicates the long-term interest of foreign investors in the functioning of enterprises, it also stimulates development of enterprises through access to foreign capital. It is a way of development stimulation of enterprises through access to foreign capital. Thus, FDI is a way of combating the problem of low domestic savings. The dynamic development of market relations in Ukraine in the context of the transitive type market transformation requires new approaches to economic management both at the macro level and at the level of individual enterprises. The problems of creating such mechanisms for managing the activities of enterprises, which, in addition to ensuring a sufficient level of solvency, liquidity and profitability, would contribute to the direct growth of the general level of scientific and technical knowledge and, as a result, its use in order to boost business efficiency. In general, innovation is a novelty in the field of engineering, technology, labor organization or management, based on the use of scientific advances and best practices. Innovation is the result of innovative activity, as an activity aimed at transforming research and development or a new approach to the process of providing services. As a result of research the basic problems of financing of innovative activity of the enterprises are studied. Emphasis is placed on the fact that innovation activity involves attracting investment resources of foreign business entities to the process of development and implementation of innovations.

The article emphasizes that increasing of efficiency and competitiveness of Ukrainian industry can be achieved only by its transition to an innovative development way. The aim of the article is to analyze the indicators of innovation activity, invention and to develop proposals for the implementation of a number of measures in the context of the implementation of state regional policy to stimulate innovative development of industry. The article analyzes the indicators of innovation activity of Ukrainian industry in 2014-2019. The analysis of indicators of innovation activity of industrial enterprises, conducted in terms of technological levels of industrial development, shows the lack of stable trends in the dynamics of innovation activity. The general trend for all levels of produce-ability during the analyzed period is a decrease in the volume of sold innovative products. In general, the analysis of the main indicators of innovative activity of industry shows a decrease in the role of high-tech industries in the production and implementation of innovations. The existing potential of the regions in terms of inventions and utility models is analyzed. The analysis of the distribution of applications for inventions and utility models from national and foreign applicants-legal entities by type of industrial activity shows a decrease in inventive activity of enterprises in most types of industrial activity. The priority technical directions of patenting of inventions and utility models in the regions with the highest inventive activity are presented. It is emphasized that the low level of technological development of industry causes insignificant volumes of exports of high-tech products. The analysis shows a critically low level of high-tech exports in the regions of Ukraine, and somewhere its absence at all. It is claimed that the implementation of state regional policy in the regions of Ukraine is associated with the application of an integrated approach to the development and implementation of regional strategies. The use of an integrated approach will contribute to: improving the efficiency of the use of public funds aimed at the implementation of regional and local development projects, national, regional and sectorial programs, as well as programs for the development of problematic regions and the modernization of industry and infrastructure development in general. Under these conditions, the priorities of smart specialization of the regions are competitive advantages and guidelines for structural modernization of their economy.

The aim of the work was to evaluate the dynamics of regional innovation development and compare the Russian regions according to their innovation efficiency, used resources, and achieved results. To estimate direct and indirect innovation effects, this study used the data on Russian regions according to variables of the innovative product volume, the share of high-tech products in the gross regional product (GRP) structure, the number of used patents, and investment in innovation activity for 2006–2017. To obtain a representative sample, a cluster analysis was applied as a preliminary step, which made it possible to select a group of regions that were most advanced in terms of their innovative development. Output-oriented data envelopment analysis models were applied for Malmquist Productivity Index calculation. The obtained results indicate the average growth of total factor productivity of regional innovation development over time. The main source of innovative development is largely derived from the economy of scale, while the effectiveness of regional innovation systems is basically increasing through broader resource bases, rather than through its effective utilization. The research findings can be applied to diagnose regional innovation effectiveness, justify public investment in research and development (R & D), and identify the priorities of regional innovation policy for specific regions.
