The rapid development of modern technologies and the emergence of large-scale world projects with the involvement of a scientific, political and commercial conglomerate contributes to the comprehensive development of digitalization, including the IT industry, thereby promoting and improving developments related to electronic computers. The article is devoted to the study of the latest developments in the field of supercomputer technologies in Russia and abroad. An overview of operating supercomputers occupying the first lines in the world TOP-500 rating is given. The main Russian successes in this direction are formulated. Possible perspective tasks are described that would allow Russia to strengthen its positions in the international arena.

Thus far, digital transformation had a strong impact on business and society. The large-scale adoption of digital technologies changed social relationships and opened up to new opportunities for higher education. Currently, the interplay between innovation and digitalization become are among the most important assets for the educational system. In this light, this chapter aims to explore how digital skills and competencies modify the issue of co-creation in higher education. The authors use the case study analysis to explore such theme. The Little Genius International case is presented and discussed: an international alternative school in English for digital natives recognized as the best benefit corporation for the world. The main contribution of the chapter is that it outlines what are the new digital skills and competencies enabling a better understanding of the concept of students' co-creation in HEIs.

In recent years, the rapid development of cloud computing brings significant innovation in the whole IT industry. For the local tasks scheduling on each computational node of the top model of weapon network, an open task scheduling framework was introduced a task accept control scheme based on the tasks based on load balancing, quality of service (QoS) and an improved constant bandwidth server algorithm was presented. The result of simulation shows that the scheduling policies can improve the schedule speed when the number of tasks increases and can meet the demand better for the real time requirementsof the tactical training evaluation system for complexity and Large-scale.

With the globalization and rapid development every filed is taking an increasing interest in physical geography and human economics. There is a surging demand for small scale world map in large formats all over the world. Further study of automated mapping technology, especially the realization of small scale production on a large scale global map, is the key of the cartographic field need to solve. In light of this, this paper adopts the improved model (with the map and data separated) in the field of the mapmaking generalization, which can separate geographic data from mapping data from maps, mainly including cross-platform symbols and automatic map-making knowledge engine. With respect to the cross-platform symbol library, the symbol and the physical symbol in the geographic information are configured at all scale levels. With respect to automatic map-making knowledge engine consists 97 types, 1086 subtypes, 21845 basic algorithm and over 2500 relevant functional modules.In order to evaluate the accuracy and visual effect of our model towards topographic maps and thematic maps, we take the world map generalization in small scale as an example. After mapping generalization process, combining and simplifying the scattered islands make the map more explicit at 1 : 2.1 billion scale, and the map features more complete and accurate. Not only it enhance the map generalization of various scales significantly, but achieve the integration among map-makings of various scales, suggesting that this model provide a reference in cartographic generalization for various scales.

Introduction. Banking project investments as one of the important factors of economic development of any country should be investigated. Despite the relative novelty of project financing in Ukraine, it should be studied because this process has been widely used for a long period in the world, which is confirmed by the implementation of large-scale projects. The purpose of the article is the implementation of a comparative analysis of bank project financing in Ukraine and the world during the pre-crisis macroeconomic situation, as well as the development of appropriate proposals for further development of the mentioned investments. Results. It substantiated the promotion project financing would be impossible in the conditions of the predominance of the short-term loans and the unwillingness of banking institutions to participate in the financing of infrastructure and investment projects. The factors hindering the development of bank project financing in Ukraine were determined. Significant potential for the rapid development of project financing has been fully confirmed by the corresponding market demand. However, for the development of project financing in Ukraine it is necessary to realistically and in detail assess the viability and profitability of projects. Also, the most effective leverage can and should be appropriate changes in the legislation that might give the guarantee bilateral protection of investors and creditors, as well as describe the approaches to the formation of a simplified mechanism for this type of financing.

Abstract With the rapid development of single-cell sequencing techniques, several large-scale cell atlas projects have been launched across the world. However, it is still challenging to integrate single-cell RNA-seq (scRNA-seq) datasets with diverse tissue sources, developmental stages and/or few overlaps, due to the ambiguity in determining the batch information, which is particularly important for current batch-effect correction methods. Here, we present SCORE, a simple network-based integration methodology, which incorporates curated molecular network features to infer cellular states and generate a unified workflow for integrating scRNA-seq datasets. Validating on real single-cell datasets, we showed that regardless of batch information, SCORE outperforms existing methods in accuracy, robustness, scalability and data integration.

AbstractThe problem of identity theft is current all over the world. Nowadays we can even observe a tendency for an increasing occurrence of this kind of behaviour. The rapid development of new communication tools and the Internet has made it easier to commit a crime of identity theft than ever before. Despite this seemingly obvious trend in the world, in Poland since 2011, when this phenomenon was criminalized, convictions for identity theft are still one of the rarest situations. Identity theft as a proportion of general identified offences in 2017, according to Police statistics, was only .30%. The paper will present selected legal aspects of identity theft from the Polish Criminal Code, as well as criminological analysis of the phenomenon in Poland. The results of research on identity theft conducted in the District Court in Białystok on court files that ended in a final court judgment covering the years 2011–2016 will also be presented. In the course of the research process, seven cases were found and examined. The analysis was enabled by using a questionnaire, which included forty-nine questions grouped into categories, i.e. characteristics of the perpetrator of the crime, characteristics of the victim, description of the committed act, as well as the course of the pre-trial and judicial proceedings. In the paper, an attempt will be made to find an answer to the question of why the dark number of identity theft crimes in Poland is still great, and this will help characterize identity theft in the area of Białystok.

The IT sector basically consists of software and services, Information Technology Enabled Services (ITES) and the hardware segments which is called as projects. All these three have jointly contributed expansively towards the development and growth of all the countries in the world. Out of these, the software projects and services industry itself is a trillion dollar industry contributing tremendously towards the growth of the world economy. With the rapid development of online video data, how to find the required information has become an urgent problem to be solved. This article focuses on sports videos and studies video classification and content-based retrieval techniques. Its purpose is to establish a mark and index of video content and to promote user acquisition through computer processing, analysis, and understanding of video content. Video tennis classification has high research and application value. This article focuses on video tennis based on the selection of the basic frame of each shot and proposes an algorithm for classification of shots based on average grouping. Based on this, we use a color-coded spatial detection method to detect the type of tennis match. Then, it integrates the results of audiovisual analysis to identify and classify exciting events in tennis matches. According to statistics, although the number of people participating in tennis cannot enter the top ten, the number of spectators ranks fourth. Four tennis tournaments, masters, and crown tournaments are held every year around the world. Watching large-scale international tennis matches has become a pillar of leisure and vacation for many people. Tennis matches last from two hours to four hours or more, and there are countless large and small tennis matches around the world every year, so the number of tennis records created is staggering. And artificial intelligence technology is rarely used in tennis in the sports world (5%), but football has reached 50%. Therefore, when dealing with such a large amount of data, we urgently need to find a fast and effective video retrieval classification method to find the required information. The experiment of tennis video classification research based on machine learning technology proves that the accuracy of tennis video classification reaches 98%, so this system has high feasibility.

Quarantine has paralyzed business activity in all parts of the world. For Ukrainian entrepreneurs, this test has complicated the already difficult economic situation. This article analyzes how the priority of business development threats has changed since the beginning of the pandemic in the world. With the onset of the pandemic, the greatest threat to business development was the risk associated with human capital, which outpaced the risk of the supply chain and the return to territorialism. Contrary to the global trend, in Ukraine this year the risk of staff shortages has moved from the first line, where it has been for the last few years, to the fourth. In particular, a characteristic feature of the labor market in Ukraine has been the large scale of hidden unemployment with a relatively small scale of growth of officially registered unemployment. Moreover, the Ukrainian labor market was negatively affected by the COVID-19 pandemic in several areas. First, the development of the situation on the Ukrainian labor market is influenced by changes in the segment of the national economy, the operation of which is focused on the domestic market of Ukraine. Secondly, in that segment of the national economy, the functioning of which is focused on the foreign (world) market. Third, the development of the situation on the Ukrainian labor market is influenced by changes in the current situation with the direct migration of labor from Ukraine abroad. After all, Ukraine is a fairly large net exporter of labor and labor services on the world market. This approach to the analysis of the Ukrainian labor market in terms of the impact of endogenous (external) factors on its development in a pandemic provides an opportunity to build more reasonable scenarios for the transformation of this market depending on the further course of the COVID-19 pandemic in the world. The pandemic has led to a rethinking of the urgency and importance of digital transformation. Company executives mostly point to the acceleration of digitalization during quarantine. The pandemic has also led to a major overhaul of supply chains, both for its suppliers and for the company as a provider of services and goods.
