An overview of the current state of the problem of building a quantum computer and its hypothetical use for breaking cryptographic protocols is presented. The necessary parameters are considered. An overview of existing quantum algorithms and post-quantum cryptographic protocols that are strong with respect to them is presented. The problem of constructing a quantum computer is considered in comparison with the development of the theory and practice of conventional mechanical and electronic computers. The results of contests on the topic of post-quantum cryptography are presented.

In recent years, technical means of perimeter security are becoming more widespread, which is due to their increasing efficiency of protection from unauthorized access by intruders to protected facilities. The high competition  of  manufacturers  of  such  means  has  led  to  the  emergence  of  a  variety  of  technical  solutions  for detection means (hereinafter referred to as DT) operating on different physical principles and designed to solve specific problems. The main purpose of the DT is to ensure the detection of the facts of intruders' penetration through  the  guarded  obstacle.  Considering  that  the  methods  of  intruders'  penetration  are  varied  (destruction of fences, climbing over the fence, digging under the fence, etc.), the creation of an effective security system using only one type of DT is a problematic task. At the same time, the autonomous use of many types of DT leads to the fact that there will be a large number of technical means in the duty room, which increase not only the  time  and  financial  costs  for  their  maintenance,  but  also  increase  the  requirements  for  the  competence  of the duty personnel. Research Institute of Electronic Computers has developed the complex VM 8018, designed to automate the process of protecting extended perimeters of objects for various purposes, including sections of the state border, perimeters and premises of outposts, extendedperimeters of industrial and military facilities, as well as controlling executive devices (electric drives for gates and gates, lighting etc.), video surveillance.

Due to the spread of new methods of committing fraudulent actions using electronic devices, the problem arose to provide you with adequate characteristics of criminal law for the development of measures leading to counteracting such crimes. The objective of the article was to identify common methods in Ukraine of committing fraud using computers, to assess the characteristics of criminal law that these crimes have, and, in turn, to determine measures to counter them. Methodologically, this is a documentary investigation. The scientific novelty of the study's findings was to identify methods of performing fraudulent actions using electronic computers that will improve the legal qualification of crimes and affect the prosecution of persons guilty of committing such illegal actions. Measures to prevent such criminal offences were also developed. The results of the study help improve the work of law enforcement agencies in Ukraine, in determining recurrent methods of committing fraudulent actions using electronic means and their proper qualification, providing an opportunity to prosecute those who commit such illegal actions and develop ways for cybercrime research and prevention in general.

This chapter traces the links between the notion of Satisfiability and the attempts by mathematicians, philosophers, engineers, and scientists over the last 2300 years to develop effective processes for emulating human reasoning and scientific discovery, and for assisting in the development of electronic computers and other electronic components. Satisfiability was present implicitly in the development of ancient logics such as Aristotle’s syllogistic logic, its extentions by the Stoics, and Lull’s diagrammatic logic of the medieval period. From the renaissance to Boole algebraic approaches to effective process replaced the logics of the ancients and all but enunciated the meaning of Satisfiability for propositional logic. Clarification of the concept is credited to Tarski in working out necessary and sufficient conditions for “p is true” for any formula p in first-order syntax. At about the same time, the study of effective process increased in importance with the resulting development of lambda calculus, recursive function theory, and Turing machines, all of which became the foundations of computer science and are linked to the notion of Satisfiability. Shannon provided the link to the computer age and Davis and Putnam directly linked Satisfiability to automated reasoning via an algorithm which is the backbone of most modern SAT solvers. These events propelled the study of Satisfiability for the next several decades, reaching “epidemic proportions” in the 1990s and 2000s, and the chapter concludes with a brief history of each of the major Satisfiability-related research tracks that developed during that period.

The development of information and cognitive technologies began with the advent of electronic computers. Today, with progress in the fields of grid computing and robotics, most of the tasks of electronic computers are able to solve without human assistance, thereby forming artificial intelligence. Robots and computers can not only perform a range of routine physical activities more efficiently and at lower cost than humans, but today they are also increasingly capable of performing activities that include cognitive abilities that were previously considered too difficult to automate, for example, the acceptance of tacit judgments, the perception of emotions. This predetermines the neo-industrial role of the convergence of information and cognitive technologies, which should form a platform for neo-industrial development. The latter is possible with the accelerated diffusion of convergent technologies in industry, in which they must replace production technologies that have reached their limit. Such a technological transition should be based not on the branch, but on the supra-branch principle of structural genesis. In its turn, to do this, it is necessary to take into account both the benefits and risks of neo-industrial modernization of industry based on convergent technologies. This is the social effect of information-and-convergent neo-industrialization.

This material is a complex panorama, where the main object enters the problem of the intersection of intellectual mesoareals between modern man and representatives of the cyber community with the code name “Bairn-Bala Robots”. The philosophical significance of the phenomenon under consideration was condemned by the latest information and technotronic challenges that crossed the cognitive boundaries of young cyber providers, choosing new platforms of communication infrastructure as an alternative form of free technotronic education. One of the main issues of interpretation is to identify the causal relationship of the attitude of the children's society in the process of developing a project in order to decipher the anthropomorphic type of biomechanical humanoid, thanks to digital products and technology of the modern IT industry. A review of analytical processing of information collection on cyber sciences, automation of electronic computers, electronic control systems and informatization of educational infrastructures showed that the formation of adaptation of technotronic-informational consciousness and behavior of an individual during the last stages of social formation were generated in parallel with the laws of evolutionary development. Thus, the phenomena of the cyber environment were identified as a scientific collection of information, in the role of a robot-poser, which contributed to the emergence of a new ecosystem of educational-technotronic communication "Bairn-Bala Robots".
