ECONOMIC RISK OF DEVELOPMENT OF THE TERRITORIES OF ADVANCED SOCIO-ECONOMIC DEVELOPMENT

The Russian economy needs a qualitative leap in the rate of economic development. The peculiarity of Russia development is the functioning of municipalities and entire regions with a single industry specialization of the economy. In the context of macroeconomic instability, the above-mentioned territories need preventive support. The instrument of such support since 2015 has been the territories of advanced social and economic development, initially created in the Far East, and since 2016 in single-industry towns. Purpose of the research is to identify and analyze the risk phenomenon of deviations from the goal of socio-economic development of territorial economic entities that have received the status of TASED resident. The city of Naberezhnye Chelny was chosen as the object of study as the first monoterritory with the status of TASED. The objectives of the research work are to detail the essential characteristics of TASED their actualization in the context of the identified problems. The relevance of creating TASED in cities with a single industry economy is determined, the importance of TASED as a zone of favorable economic activity and the emergence of growth points, as well as an institution for the development of the economy of territorial entities, is emphasized. The advantages of TASED as a certain type of territorial formations for residents of TASED are substantiated, and, on the other hand, possible risk factors of deviations from the development goal of TASED are identified and the directions of the search for anti-risk management decisions are identified. In the process of writing, general scientific methods of theoretical and empirical knowledge were used: the method of scientific abstraction, the method of analogies, the logical method, methods of analysis and synthesis, the method of formalization, the method of classification, system, statistical, structural, functional, economic analysis.

In the process of diversifying the economy of single-industry towns, a contradiction may appear between the homogeneous professional composition of the population and the need for personnel with diverse professional and qualification characteristics. Elimination of this risk lies in the field of diversification of vocational education. The task of the study was to diagnose the degree of diversification of secondary vocational education in single-industry towns with the status of a territory of advanced socio-economic development. The definition of this characteristic was considered as the definition formed to date, one of the prerequisites for the implementation of the program for the development of single-industry towns. The present research features the existing differences between single-industry cities with the status of territory of advanced socio-economic development in terms of the degree of diversification of secondary vocational education. The authors analyzed the mid-level training programs and programs for training skilled workers and employees that are being implemented in the 2017/18 school year. On this basis, a typology of single-industry towns was developed and proposed. This typology can form the basis for the development of a set of strategies for the diversification of free software for single-industry towns of different types. This, in turn, will make it possible to introduce into the development program of each single-industry town a project to transform the vocational qualification structure of the population in accordance with the needs of a diversifying economy, which will increase the level of complexity of the program for developing a single-industry town as a whole.

This article examines the socio-economic development of monotowns in Kazakhstan on the example of Zhezkazgan city. The authors analyzed the satisfaction of citizens with the living conditions in monotowns, as well as identified the problems of sustainable development and prospects for socio-economic transformation of this region. The results of the study showed that the main problem of a monotown is its dependence on the city-forming enterprise. At the same time, respondents expressed a high desire to migrate to other regions (78% of respondents).

The article presents an analysis of the dynamics of the population of the priority geostrategic territories of the Russian Federation. They are highlighted in the "Strategy for the Spatial Development of the Russian Federation until 2025" as territories that are of particular importance for the development of the country as a whole and are distinguished at the same time by special life conditions and the functioning of the economy due to their geographical location. Population dynamics for such territories is both a factor determining socio-economic development and an indicator of the effectiveness of this development. The components of the population dynamics - natural growth and migration flows - are of particular importance. The article describes all four groups of priority geostrategic territories of Russia - isolated from the main territory of the country (exclaves), located in the North Caucasus and the Far East, in the Arctic zone of the Russian Federation. For each group, trends in population dynamics have been identified since the 2010 census, taking into account the components of natural growth and migration. The multidirectional aspect of the main demographic processes in the priority geostrategic territories of the country is revealed - natural growth is combined with the migration outflow of the population, and the migration inflow - with natural decline. At the same time, in the exclave and North Caucasian territories, the population is growing, and in the Far Eastern and Arctic territories it is decreasing. The features of both groups of priority geostrategic territories in comparison with Russia as a whole and of individual constituent entities of the Russian Federation and municipalities within groups of territories are shown. The latter became possible due to the use of the database "Municipal Russia", that summarises demographic statistics for all urban districts and municipal areas of the country, including those located in priority geostrategic territories. As a result of the analysis of the population dynamics, directions have been identified that can lead to an improvement in the demographic situation in the priority geostrategic territories of the country, and, accordingly, will contribute to the socio-economic development of not only these territories, but the entire Russian Federation

Despite the fact that the FPV is one of mechanisms of public stimulus for the socio-economic development of the Far East, providing a business support package, currently it doesn't have a significant impact on the regional development. The actual performance of residents' activity does not meet the planned results

The Manipuri communities are very industrious. Very rich or extremely poor families are rare among them. So they do not work as day labourer or rickshaw puller. This is the expression of their modernism. This study was conducted an informative research work on the effects of modernization on the socio-economic development of Manipuri people. Five sampling areas were selected purposively – Kewa para, Sibganj, Noya bazar, Lama bazar and Sagar dighir par Manipuri para of Sylhet city in Bangladesh. Following a systematic sampling, a total number of 100 Manipuris participants were selected from the 20 families from each of the 5 sampling. This study also revealed that most of the respondents 73% have educational qualification between SSC to Master Degree. Above 28% respondents are slight modern and 24% respondents are modern. So it proved that impact of modernization on profession. The observed that the Manipuri people are suffering from various diseases like diarrhoea, dysentery, gastric, coughing, rheumatic fever. Around highest 60% respondents are took allopathic treatment. It was a positive response to modernization. The finding of the current research might be helpful to future national policies of Bangladesh.

In this article, the author examines the reasons for social stratification of the country’s regions and singles out the difficult socio-economic situation of the majority of single-industry municipalities in Russia as one of the main ones. The aim of the study is to analyze the efficiency of use of human resources in the country as a whole, as well as the current state of single-industry towns and create a step-by-step plan for their modernization and restructuring as a necessary vector for sustainable economic development. The article emphasizes the need to integrate efforts on the part of the state, society and business in solving social problems in certain territories. The study was carried out using the following methods: observation, modeling, method of scientific abstraction, analysis and synthesis. The study result was development of a universal step-by-step plan for development of single-industry municipalities, substantiation of the possibility of its application as one of the factors for the effective use of human resources in a particular territory.
