The features of the participation of military personnel of the Armed Forces of Ukraine (AFU) in multinational military exercises held in our country and abroad in 2014–2016 are considered. The occupation of the Crimean Peninsula by the Russian Federation (RF), the veiled appearance of Russian troops on the territory of Donetsk and Lugansk regions, which marked the beginning of the so-called "Hybrid warfare" forced the leadership of our state to intensify contacts with the member countries of the North Atlantic Treaty Organization (NATO), and pay considerable attention to multinational training, as within the framework of the Partnership for Peace program. During military exercises («Saber Guardian / Rapid Trident»), «Flaming Thunder», «Flaming Sword», «Anakonda», «Hunter», «Combined Resolve» etc.), military personnel exchange knowledge and combat experience, strengthening partnerships, compatibility, and ability of the military of Ukraine, NATO member states, and their partners to work together. The features of the AFU servicemen's peacekeeping activities at the initial stage of the modern Russian-Ukrainian war (United Nations operations in Côte d'Ivoire, Liberia, Afghanistan, the UN Stabilization Mission in the Democratic Republic of the Congo etc.) are considered. It was stated that during peacekeeping operations, military personnel mainly patrolled the areas of responsibility, transported United Nations (UN) personnel, escorted humanitarian aid, controlled the ceasefire, as well as the withdrawal of troops. The paper retrospectively covers the peacekeeping activities of the servicemen of the Armed Forces of Ukraine during the independence of Ukraine. The Ukrainian military's peacekeeping activities were authorized by the Resolution of the Verkhovna Rada of Ukraine "Pro uchast batalionu Zbroinykh Syl Ukrainy v Myrotvorchykh Sylakh Orhanizatsii Obiednanykh Natsii u zonakh konfliktiv na terytorii kolyshnoi Yuhoslavii" (1992). The author focused on the characteristics of peacekeeping activities of the Ukrainian military in the countries of the former Yugoslavia (Bosnia and Herzegovina, Eastern Slavonia, Macedonia, Serbia, Montenegro, Croatia), on the African continent (Angola, Sierra Leone, Sudan, Liberia, Côte d'Ivoire), countries of the Middle East (Lebanon, Tajikistan, Kuwait, Iraq) and others. It is noted that servicemen of the Armed Forces of Ukraine (AFU) during peacekeeping operations mostly patrol areas of responsibility, engaged in the transportation of United Nations personnel, escort humanitarian cargos, control the ceasefire, and withdrawal of troops. International peacekeeping operations vary in duration (from several months to several years), funding, and the number of personnel involved. Usually, the results of Ukrainian peacekeepers were highly praised by the leadership of international security organizations. Participation of Ukrainian Armed Forces servicemen in North Atlantic Treaty Organization (NATO) programs, Partnership for Peace, international peacekeeping activities under the auspices of the United Nations, Organization for Security and Cooperation in Europe (OSCE) brings our country closer to NATO membership, contributes to strengthening its international prestige. The main historical and contemporary participation of the Armed Forces of Ukraine in peacekeeping operations are described. The key notions of peacekeeping are defined showing this definition as the main rational tool for preventing and resolving disputes, threats, conflicts at the national, regional and global levels is the modern peacekeeping system. The main laws of Ukraine concerning peacekeeping operations are characterized with defining objectives for these operations.The attention is focused on the Ukraine’s participation in different international peacekeeping operations including 26 operations which ended and 8 ongoing operations. An important aspect of Ukraine’s participation in peacekeeping on the African continent is its coordinated actions with the United Nations on the diplomatic settlement of conflicts and the adherence to official statements regarding them.Peacekeeping missions are currently operating in Liberia, Congo, Sierra Leone, Sudan (Darfur and Juba) and other African countries. In particular, these are peacekeeping missions such as: the United Nations Mission in Liberia (UNMIL), the UN Mission in Côte d’Ivoire (ONUCI), the African Union – United Nations Operation in Darfur (UNAUMID), the UN peacekeeping operation in the Democratic Republic of the Congo (MONUSCO), demilitarization and peacekeeping in the disputed area of Abyei (UNISFA), the UN Mission in the Republic of Southern Sudan (UNMISS), UN Multidimensional Integrated Stabilization Mission in Mali (MINUSCA).Ukrainian peacekeeping potential is analysed. Participation of the armed forces of Ukraine in peacekeeping operations of the United Nations is one of the priority foreign policy tasks of our state, successful implementation of which positively influences strengthening of the national authority of Ukraine, promotes development of cooperation with Euro-Atlantic and regional security structures and has an exceptional significance for the national interests of our country. Ukraine claims to be a full-fledged subject of international relations, increases its credibility and demonstrates a peaceful policy.

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.

In the context of the reform of the Armed Forces of the Russian Federation and a significant increase in the proportion of military personnel doing military service under contract, the issues of manning the troops with healthy, physically developed citizens with high moral and business qualities are of paramount importance. Of particular importance in the selection of candidates for military service under the contract is the conduct of laboratory and instrumental studies, professional and psychological selection, determination of the level of citizens’ physical fitness. The Federal Law «On Military Duty and Military Service» defines a two-stage system for medical examination of citizens entering military service under contract, which is necessary as a barrier in order to prevent citizenswho do not meet the necessary requirements for military personnel from entering the Russian Armed Forces. At the first stage (preliminary examination), the military and medical examination of citizens was carried out by specialist doctors working in medical organizations of the outpatient-polyclinic link of municipalities at the place of citizens’ permanent residence. Medical specialists of the regular military medical commission of the military commissariat of the constituent entity of the Russian Federation participated in the second stage (final examination) of the military medical examination. During the five-year period under study, 5,133 citizens (72.9 %) were selected out of 7,043 candidates for military service under contract, who fully met all the criteria for defenders of the Fatherland.

Relevance. The level of suicides, according to several authors, is one of the most significant indicators of mental health in society, including in the armies of the world.Intention. To analyze suicides and their existing prevention system in the Russian Federation population and Armed Forces in 2007–2018.Methodology. Mental disorders and behavioral disorders (F00–F99 by Chapter V, the International Classification of Diseases of the 10th revision) were analyzed according to 3/MED Form in the military units, where ≥ 80 % of the military personnel served. The longterm trends of the main statistical indicators of suicides and mental disorders among military personnel compared to the Russian population have been established.Results and Discussion. In 2007–2018, the level of suicides in the Russian Armed Forces was (12.00 ± 1.35) per 100 thousand military personnel and was 1.7 times lower than in the population of Russia (20.12 ± 1.56) per 100 thousand (p < 0.001). The level of suicides seems to decrease among the military personnel of the Russian Armed Forces. When analyzing the longterm incidence of mental disorders and the level of suicides in the personnel of the Armed Forces of Russia, no significant correlation was found. At the same time, in a cohort of officers and ensigns, a statistically significant correlation was established between the level of suicides and the general incidence of the Chapter V diseases (r = 0.87; p < 0.01), including stressrelated neurotic and somatoform disorders (F40–F48; r = 0.72; p < 0.01), mental and behavioral disorders associated with the use of psychoactive substances (F10–F19; r = 0.89; p < 0.001). In the military conscripts, there was a correlation between the level of suicides and general morbidity related to Chapter V diseases (r = 0.72; p < 0.05), including personality and behavior disorders in adulthood (F60–F69; r = 0.81; p < 0.01) and organic, including symptomatic, mental disorders (F00– F09; r = 0.76; p < 0.05). It was revealed that among the officers and military personnel under the contract, family and domestic causes of suicide prevailed in contrast to the draft servicemen. Meanwhile somatic and mental diseases as a predominant cause of suicide accounted for a relatively small proportion.Conclusion. Psychoprophylactic measures should be aimed at early detection of servicemen prone to suicidal behavior, effective assistance in resolving militaryprofessional difficulties and domestic problems, as well as at improving their adaptation to military service. Special attention should be paid to the early detection of people with addictive disorders, especially alcohol abusers.


normally only gradually, and this situation is not universally the case. There is growing understanding of the need for security arrangements which underpin the economic and political co-operation whose value is so clear to most decision-makers. Those who wish to see greater co-operation from the Latin American states in the non-proliferation and arms control fields should attempt to understand these phenomena and make a greater effort to bring the Latin Americans along. The North can help a great deal in educating key members of the civilian elites in these countries about defence matters. This would go a long way to easing some of the issues of civil-military relations mentioned. Showing more transparency ourselves in the working of arms control groupings can help to reduce concerns in these countries about their ability to resist excessive northern pressures if they accept the objectives sought by those countries in such groups. Working with nascent but interested elements of civil society, from universities and research centres for example can help to build the constituency for these objectives in key countries. And efforts to show the military that collaboration does not necessarily mean the end of a legitimate degree of armed forces influence in the security area and more widely in foreign policy, and that arms control does not necessarily imply ruin for them and their families, need to be made and indeed should be more closely studied in order to address these real concerns. There is thus a good deal which can be done. But culture remains formative and vital to states and individuals. These societies are the result of a lived historic experience and only an understanding of the very real security concerns they have will allow us to obtain more support from them in security fields which are, as in the past, still offering great challenges globally and regionally.

This article examines the factors that inhibit the ability of female peacekeepers to make a unique contribution to peacekeeping operations based on their gender. The debates are examined in relation to the claims made about their ability to enhance operational effectiveness and reach out to the local population as women, compared to the actual experiences of South African peacekeepers’ deployed in the Democratic Republic of Congo (drc) and in Darfur/Sudan. The argument is made that factors stemming from both the military and operational context affect the optimal utilization of women in various ways. As most national armed forces tend to draw their peacekeeping troops from the infantry, women come under tremendous performance pressure when deployed and are obliged to assimilate masculine values in order to be recognised as ‘good’ soldiers. It is argued that this, coupled with the hyper-masculine peacekeeping environment which is hostile to women, undermines their optimal utilization, as well as their ability to infuse a more gendered approach in peacekeeping.

This chapter examines the UN’s peacekeeping operations. A peacekeeping operation may be defined as a UN-authorized, UN-led force made up of civilian and/or military personnel donated by states or seconded by the Secretariat, physically present in a country or countries with a view to facilitating the maintenance of peace, generally after a conflict has ceased. Many consider that for an operation to be peacekeeping, it must take place with the consent of the host state. However, this may or may not be a legal requirement, depending on the constitutional basis of the operation. The chapter discusses the fundamental characteristics of peacekeeping; categories of peacekeeping; legal basis for peacekeeping; peacekeeping and consent; peacekeeping and the use of force; peacekeeping and impartiality; functions of peacekeeping operations; UN Transitional Administrations; and the future of UN peacekeeping.

Under Ecuador’s “third wave” democracy that began in 1979, the armed forces have exhibited considerable autonomy vis-à-vis civilians in government, as measured by (a) military intervention in politics and (b) the armed forces’ spread into internal security. Perhaps most noteworthy, military participation in politics and internal security increased significantly during the second half of the 1990s, in a permissive environment: as a result of their rule in the 1970s, the armed forces enjoyed a positive reputation within society as an institution capable of getting things done, without committing human rights abuses. Within that context, a traumatic military role crisis prompted the armed forces to expand their political and internal security roles. The armed forces lost their traditional mission of defending Ecuador’s southern border against Peru in the late 1990s, due to the resolution of that border dispute. In its search for institutional justification, the military proactively intensified its participation in politics and internal security. That extensive internal security work not only served as an indicator of military autonomy vis-à-vis civilians but it also made the armed forces ineffective and unreliable in responding to the civilian government’s basic national defense requirements, as evinced by the military’s response to a new sovereignty threat. When Colombian guerrilla crossings into northern Ecuador became a salient border threat in the 2000s, the armed forces focused on internal security in the north and not border defense.
