Informatization of the education system causes the active use of information and communication technologies (ICT) by the subjects of the educational process, which positively affects its effectiveness and promotes the formation of teacher’s professional competency. One of the components of professional competency is the digital competency which means the teacher’s ability of systematic, logical use of ICT, indicates its modernity, mobility and competitiveness. Despite the variety of solutions for its development, the education system of the New Ukrainian School needs to find the new ways in this direction. One of them is the development of an innovative e-learning resource - the e-platform mobiSchool, adapted to the conditions of continuous education informatization, and containing the web-tools for designing and creating the authentic electronic environments (web-prototypes) of educational institutions. Experimental implementation of mobiSchool points to positive results in the continuous improvement and development of teachers’ digital competencies. The basis of the development is the principles of accessibility, intelligibility, personal orientation, the motivation and interest formation. The specified resource is different from the similar ones: it is a cross-platform that does not require the purchase of additional equipment; users are provided with tutorial support; it is enough for users to get input from the developer; users get different access levels (administrator, teacher, student, parents); it is adaptive - for each educational institution it develops its unique web-prototype; unites and implements all the functions of educational process - educational, developing, training, stimulating (motivational) and organizational (managerial); it can be used for all forms of learning.

One of the priority areas of modernization of the educational system in Ukraine is decentralization. That indicates the development of the industry on a democratic basis. As a result, educational institutions today have a high level of autonomy in various aspects of activities - from the preparation, adoption and implementation of internal documents that regulate the educational process and guide the vector of institution`s development (charter, development strategy, regulations of the educational process, etc.) to self-assessment activities.Today educational institutions have managerial and financial autonomy, that allows to create a democratic space in the field of education, where decisions are made by those who directly influenced by its consequences. In such circumstances, the head of the educational institution has the key role in the process of implementation of educational reforms in school, he is a translator of modernization changes in daily work. Not only the autonomy and expansion of the powers of the head of the educational institution increased, but also requirements for professional training of managerial staff, their knowledge, skills and competencies are strengthened. The introduction of new strategies and concepts, the needs for educational, financial management, planning and monitoring of activities in market conditions, the introduction of information and communication technologies, the use of distance-learning technologies require the head to acquire new professional competencies. The challenges faced by the education manager when organizing work in a pandemic, the need to respond quickly to changing and unpredictable external conditions require flexibility and speed of management decisions. Modernization of education during the independence of Ukraine has necessitated special training of managers and directed the focus of academic educators and managers to study the training of managers in the field of education.In the context of globalization and European integration, it is important to study the approaches and experiences of foreign countries. Because of similarity of historical conditions and culture, experience of Poland as our closest European neighbor is interesting for pedagogical analysis. As the process of decentralization in Ukraine is still in its becoming and the education system in Poland is already successfully implementing that, the object of study of the article is the training of managers in the field of education in Poland. The article considers the scientific and normative principles of educational management in Poland, defines the legal requirements for applicants for managers positions in educational institutions and analyzes the basic course plan for education management. Одним із пріоритетних напрямків модернізації освітньої системи в Україні за часів незалежності є децентралізація, що свідчить про розвиток галузі на демократичних засадах. Як наслідок, сьогодні заклади освіти мають високий рівень автономії стосовно різних аспектів діяльності – від підготовки, прийняття та виконання внутрішніх документів, які регулюють освітній процес та спрямовують вектор розвитку закладу (наприклад, статут, стратегію розвитку, положення по освітній процес тощо) до проведення самооцінювання діяльності. Наразі заклади освіти мають управлінську та фінансову автономію, що дозволяє створити демократичний простір в освітній галузі, де рішення приймають ті, кого безпосередньо стоються його наслідки. У таких умовах роль керівника закладу освіти є ключовою у впровадженні освітніх реформ на місцях, він є транслятором модернізаційних змін у щоденну роботу. Підвищується не тільки автономія та розширення повноважень керівника навчального закладу, а й посилюються вимоги до професійної підготовки управлінських кадрів, їхніх знань, умінь та компетентностей. Впровадження нових стратегій і концепцій, необхідність здійснення освітнього, фінансового менеджменту, планування і моніторингу діяльності у ринкових умовах, впровадження інформаційно-комунікативних технологій, застосування технологій віддаленого навчання вимагають від керівника набуття нових професійних компетенцій. Виклики, з якими стикається менеджер освіти під час організації роботи в умовах пандемії, необхідність швидкого реагування на мінливі та непередба-чувані зовнішні умови потребують гнучкості та швидкості управлінських рішень. Модернізація освіти за часів незалежності України зумовила потребу у спеціальній підготовці керівних кадрів та направила фокус вчених педагогів й управлінців на вивчення питання підготовки менеджерів освітньої галузі. У контексті глобалізації та євроінтеграції актуальне вивчення підходів і досвіду зарубіжних країн, зокрема найближчого європейського сусіда – Польщі, але не скільки через територіальну близькість, скільки через подібність історичних умов, які проходили системи освіти у двох країнах на зламі ХХ–ХХІ століть. Оскільки процес децентралізації в Україні фактично ще знаходиться на етапі становлення, а система освіти в Польщі вже успішно реалізовує таку політику, об’єктом дослідження статті є підго-товка управлінських кадрів у галузі освіти Польщі. У статті розглянуто наукові та нормативні засади освітнього менеджменту в Польщі, визначено законодавчі вимоги до претендентів на керівні посади закладів освіти та проаналізовано базовий план курсу з управління освітою. Ключові слова: освітній менеджмент, керівник закладу освіти, управління освітою, підготовка менеджерів освіти, децентралізація освіти.

AbstractToday, modern educational models are concerned with the development of the teacher-student experience and the potential opportunities it presents. User-centric analyses are useful both in terms of the socio-technical perspective on data usage within the educational domain and the positive impact that data-driven methods have. Moreover, the use of information and communication technologies (ICT) in education and process innovation has emerged due to the strategic perspectives and the process monitoring that have shown to be missing within the traditional education curricula. This study shows that there is an unprecedented increase in the amount of text-based data in different activities within the educational processes, which can be leveraged to provide useful strategic intelligence and improvement insights. Educators can apply the resultant methods and technologies, process innovations, and contextual-based information for ample support and monitoring of the teaching-learning processes and decision making. To this effect, this paper proposes an Educational Process and Data Mining (EPDM) model that leverages the perspectives or opinions of the students to provide useful information that can be used to enhance the end-to-end processes within the educational domain. Theoretically, this study applies the model to determine how the students evaluate their teachers by considering the gender of the teachers. We analyzed the underlying patterns and determined the emotional valence of the students based on their comments in the Students Evaluation of Teaching (SET). Thus, this work implements the proposed EPDM model using SET comments captured in a setting of higher education.

The present article considers the results of implementing the distance learning technologies at Vinnytsia National Pirogov Memorial Medical University in the process of mastering the discipline "Internal Medicine". Today, the amount of information that is so necessary for obtaining, understanding and mastering knowledge is growing rapidly. Given the current pace of development of education, today it is quite important to find innovative forms of quality organization of the educational process. This led to the introduction of information technology in education and the formation of a separate type of learning - distance learning. Now in Ukraine, distance learning is widely developing at all levels of education, this makes it possible to individualize the process of acquiring knowledge, abilities, skills and methods of human cognitive activity, which occurs mainly through the indirect interaction of participants in the educational process distant from each other in a specialized environment, functioning based on modern information and communication technologies.

The relevance of the chosen topic is determined by the importance of interaction between teachers and students in modern higher education, as well as the need to cover the psychological features of such interaction from the point of view of developing a qualitative assessment of their role and place in the educational process of a higher educational institution. The purpose of the study is to formulate psychological aspects of “teacher-student” communication within the educational space to identify methods of its regulation. The leading approach of the research is a combination of theoretical analysis of the main aspects of pedagogical interaction between teachers and students in an educational institution taking into account the main functions and tasks of each of the groups under consideration and structural synthesis of the features of this type of interaction based on psychological factors of communication on the scale of a higher educational institution. The research considers issues related to the psychological features of pedagogical interaction between teachers and students in modern higher education. Qualitative indicators of communicative relations of subjects of the educational process, in particular teachers and students, are determined. The key psychological features of pedagogical interaction in the “teacherstudent” system are highlighted, including the development of trust in the authority of the teacher, taking into account students' individual factors in the process of studying subjects within the programme, maintaining a positive psychological climate in subject-subject relations. The necessity of developing a qualitative assessment of the level of communication between teachers and students as an objective factor for further assessment of the overall level of their pedagogical interaction effectiveness and the psychological characteristics of each of the groups under consideration is emphasised. The results and conclusions of the research are of practical value both for modern applicants for higher education and for representatives of the teaching staff of modern higher educational institutions concerned with the problems of building high-quality communication among each other, taking into account the individual characteristics and qualities of each group

The article is devoted to the problem of bullying and anti-bullying policy in school institutions. The problem of bullying, from a scientific point of view, began to be studied at the end of the 20th century. Today, this issue is covered in all laws and programs related to ensuring a safe educational environment for participants in the educational process. Bullying, as a social and pedagogical problem, has been actively studied since the beginning of the development of information and communication technologies, which contributed to the rapid dissemination of not only verbal, but also media information: photo and video facts about manifestations of bullying between children. The article presents the results of the research "Unicef", "La Strada-Ukraine", which indicate the prevalence of the phenomenon of bullying among children. The essence of the concept of "bullying" is revealed, as well as categories that are close in meaning: "violence", "aggression", "bullying", "bullying", "conflict". The structural components of the roles of the bullying process are described: initiators or offenders, helpers of offenders, defenders of the victim, victims and observers. The article provides data on anti-bulging programs in foreign countries and focuses on the problem of anti-bulging policy in educational institutions of our country. Three main approaches that make up the anti-bullying policy of schools are analyzed: disciplinary, restorative and an integrated approach, which is implemented using two directions: managerial and educational. The directions of anti-bullying policy at school are presented, namely managerial and educational. The managerial direction is organized and implemented by the head of the educational institution. The constituent components of activities in this area are an analysis of the current situation in an educational institution, the development of an official position of the institution regarding bullying and informing all participants in the educational process about it, the development of rules of conduct for all participants in the educational process and informing about them, defining the responsibilities and responsibilities of participants educational process in relation to the rules of safe behavior in an educational institution, instructing employees, students and parents. Whereas the educational direction is characterized by informing, explaining, developing the skills of tolerance and non-violent communication of all participants in the educational process.

The article highlights the results of the research on information and communication technologies potential possibilities for preschool education quality improvement. During conceptual-diagnostical, organization-preparational, formational and test-generalizing stages of pedagogical experiment in educational establishments there were created necessary material-technical conditions for effective use of ICT in different spheres of preschool education. The research of pedagogical software required for qualified preschool education and other digital educational resources was carried out. It was provided teachers training to use ICT in organization of preschool education and in personal professional development, as well as created methodological support for the implementation of ICT in sphere of preschool education. It has been proved that the quality of preschool education characterizes both the educational process and its results, reflects the level of achieving the aim and tasks of education, upbringing and development of preschool age children and also the level of fulfillment of teachers’, children’s and their parents’ expectations from the use of ICT in the educational process at preschool educational establishments. This article ascertains a significant potential of ICT in the development of preschool teachers IC-competency, organization of education, upbringing and development of children of the upper preschool age, testifies to the importance of cooperation with parents of preschoolers. It presents the experience of using ICT as a didactic tool, which contributed to a more effective realization of the tasks of the main lines of education, which are defined as a basic component of preschool education: “Child’s personality”, “Child in the society”, “Child in the environment”, “Child in the world of culture”, “Child’s game”, “Child in sensory-cognitive space” and “Child’s speech”. The article reveals the significant potential of the use of information and communication technologies for raising the parental awareness about the quality of educational services in the preschool educational institution, as well as for establishing a partnership between the teaching staff and the parent community on all issues of preschool education.

This aticle deals with problems of distance learning in the national universities. The basic pedagogical problems of distance learning. Dedicated pedagogical problems that arise in the implementationof information and communication technologies in the educational process and the organization of pedagogical training system. A number of tasks are presented that require immediate solutions to optimize the use of information and communication technologies in the education system, both in a single educational organization and in the education system as a whole. Some options for solving the problems of distance education are proposed. The necessity of creating an institute of tutoring, as well as the main differences between the teacher of the traditional educational process and the tutor are considered.

Today the world is in the process of rapid informatization and digitalization of society in all its spheres. The way and pace of life of a modern man is not similar to the life of previous generations. The spread of the coronavirus disease, known as COVID-19, has necessitated acceptance and adaptation to new working and learning conditions for educators from different countries. Educational institutions around the world are responding to numerous prohibitions and quarantine rules with the transition to distance learning. The crisis has already caused an online boom for education and forced teachers to be preparedto deal with this atypical situation. The most powerful source today is digital technology, or as they call it - digital learning tools, which implies competent use of the latest gadgets. Of course, global changes in public life cannot take place without changes in the educational space, so our education system now follows the experience of advanced European countries and implements many programs for the formation and development of digital literacy, including at the educational level. Definitely, Ukrainian education system follows the experience of advanced New Ukrainian School provides for the widespread use of information and communication technologies by each teacher in their own professional and pedagogical activities, which is an essential way to update and informatize the education content in different education institutions of our country. This process is impossible without the systematic use of electronic educational resources (EER) during the educational process, because they definitely create a modernized content of educational space and provide equal access to educational online materials to each participant in the educational process regardless of location, age or other aspects.

This article shows the numerous benefits created in the 7th-13th century A.D. by a primary education institution named Kuttab. Kuttab is an educational institution that teaches the Qur'an to be read and memorized, history to be studied, and Arabic verses. This article utilizes an approach to literature research, gathering different references related to Kuttab. The empirical content process then evaluates the relation, and conclusions are drawn from the reference analysis. This paper concludes that with education in Madrasah Ibtidaiyah, Kuttab institutions have a similar curriculum. The excellence of Kuttab focuses more on memorizing the Qur'an so that in the golden age (7-12 years), Kuttab students will remember the entire material of the Qur'an, in addition to teachers who have excelled and skills. Unlike Ibtidaiyah madrasahs, which do not focus students on memorizing the Qur'an, and as teachers in Kuttab, teachers are also far from professionalism. In comparison to the current madrasah Ibtidaiyah curriculum, the learning materials in Kuttab are thin.Keywords : curriculum, kuttab, madrasah, teacher, student.

Введение. Статья посвящена разработке теоретических положений и практических рекомендаций. В статье рассматриваются аспекты деятельности и развития региональных университетов с позиции уникальности учебных заведений. Представлен обзор научной литературы, содержащей исследование национальных программ цифровизации экономики в целом и ее отдельных направлений. Изучены работы, посвященные рассмотрению тенденций развития, цифровизации и безопасности экономики и ее субъектов, в том числе региональных. Дано видение региональных университетов в системе образования в целом, в инновационной среде, в условиях цифровизации системы, в структуре технологического предпринимательства. Отмечена актуальность исследования уникальности деятельности региональных университетов в условиях активизации дистанционного формата обучения при необходимости предотвращения распространения коронавируса. Данные и методы. Проведен анализ эмпирических данных, опросов и исследований, касающихся развития регионального университета в цифровой экономике. В основу структурного анализа особенностей развития положен принцип уникальности деятельности университетов с учетом их традиций и опыта, специфики региона. Представлены результаты изучения тенденций мирового развития системы высшего образования в региональном разрезе. Предложена классификация особенностей развития региональных университетов, основывающаяся на ряде признаков, определяющих уникальность подхода к подготовке высококвалифицированных специалистов в условиях цифровизации экономики. Полученные результаты. В соответствии с особенностями развития выделены и структурированы аспекты, определяющие сохранение уникальности или переход к стандартизации деятельности регионального университета. В числе особенностей - ориентация деятельности университета на внутреннюю или внешнюю сторону региональной образовательной системы; статус учебного заведения в системе образования с точки зрения масштабности реализации проектов различных уровней; традиционные и креативные подходы к организации образовательного процесса; репутация университета в академическом и бизнес-сообществе; степень включенности в систему цифровизации; широта специализации вуза; ориентация показателей успешности деятельности университета на процесс или результат. Заключение. Результаты исследования могут быть использованы в качестве теоретической базы для изучения ряда вопросов цифровизации экономики, науки и образования. С практической точки зрения, полученные результаты будут способствовать совершенствованию организации образовательного процесса в региональных университетах. Introduction. The works devoted to the consideration of trends in the development, digitalization and security of the economy and its subjects, including regional ones, are studied. The vision of regional universities in the education system as a whole, in the innovative environment, in the conditions of digitalization of the system, in the structure of technological entrepreneurship is given. The relevance of the study of the uniqueness of the activities of regional universities in the context of the activation of distance learning in the need to prevent the spread of coronavirus is noted. Data and methods. The analysis of empirical data, surveys and studies related to the development of a regional university in the digital economy is carried out. The structural analysis of the development features is based on the principle of the uniqueness of the universities ' activities, taking into account their traditions and experience, and the specifics of the region. The results of the study of trends in the global development of the higher education system in the regional context are presented. A classification of the features of the development of regional universities is proposed, based on a number of features that determine the uniqueness of the approach to training highly qualified specialists in the conditions of digitalization of the economy. The results obtained. In accordance with the peculiarities of development, the aspects that determine the preservation of uniqueness or the transition to standardization of the activities of a regional university are identified and structured. Among the features are the orientation of the university's activities to the internal or external side of the regional educational system; the status of the educational institution in the educational system in terms of the scale of implementation of projects at various levels; traditional and creative approaches to the organization of the educational process; the reputation of the university in the academic and business community; the degree of involvement in the digitalization system; the breadth of the university's specialization; the orientation of the university's success indicators to the process or result. Conclusion. The results of the research can be used as a theoretical basis for studying a number of issues of digitalization of the economy, science and education. From a practical point of view, the results obtained will contribute to improving the organization of the educational process in regional universities.
