The article features an innovative approach to the development of information readiness of pedagogical staff for the performance of their professional activities in full-time distance postgraduate learning. The essence and components (motivational, cognitive, operative and personal) of pedagogical staff's readiness for professional activity are characterized. Indicators of the distribution of teachers by levels of their information readiness (low, medium, high) for professional activity are given. The article also highlights methodology and results of the empirical study of the levels of pedagogical staff's information readiness for their professional activity, testifying to the insufficient level of development of such readiness with a considerable number of educators. It is shown that a high level of such readiness is peculiar to only one-tenth of the participated educators, who have deep and complete knowledge, skills and experience of work with information. They are characterized by developed personal qualities that provide active character and responsible attitude to the professional activity in the conditions of uncertainty. Other respondents have a partial (or nonexistence) awareness of possible negative consequences from the use of information, insufficient willingness to bear responsibility, as well as an inability to understand the regularities of information processes in the context of uncertainty, etc. The essence of experience technologies of the development of information readiness of pedagogical staff to professional activity in conditions of part-time distance teaching in postgraduate education is revealed. It also highlights the specific features of the implementation of experience technologies regarded as a tool for specialist training on the basis of practical experience and their application in the process of professional development. It emphasizes the effectiveness of experience technologies in non-linear forms of training, which create the conditions for learners to make a conscious choice of learning content and forms of their own professional development.

Comprehensive analysis of scientific studies of national and foreign scientists showed that the problem of the teachers’ professional development improvement has been represented in theoretical and practical philosophical, psychological and pedagogical science. The analysis of development of the postgraduate education tendencies, life-long professional education of adult learners, long-term scientific and pedagogical experience have revealed the relevance of research in the improving of the teachers professional development. This research has been appropriated by the increased requirements for postgraduate education and traditional approaches to the development of the teachers’ professional competences and by the necessity to cope with the existing stereotypes, changing attitudes and approaches to the teachers’ professional growth.The aim of the research is to identify the spheres of improvement for the professional development of teachers in the system of postgraduate education.The interpretation of the teachers’ professional development has been defined as an increase of their professional competence in the result of practical experience and prolonged purposeful and coordinated self-education in the conditions of formal, non-formal and informal adult education.The main directions of improvement of Ukrainian teachers’ professional development in our in-service teacher training include: 1) systematic implementation of educational innovation in postgraduate education content; 2) development of the blended forms of teacher training for providing educational possibilities for various special optional courses, trainings and seminars on full-time training conferences, consultations, participation in online conferences, electronic forums, chats on the distance remote basis; 3) creation of a system of the various modular courses and teacher trainings, which provides a clear definition, diagnosis and monitoring of professional competence components, based on a modular educational technology and which is one of the modern innovations in adult education; 4) development of partnership subject-subject interaction in in-service training, where the participants of training activities are oriented to the professional development, personal and professional growth.The results of studies have stated that a comprehensive personal training for teachers should be oriented to the development of their willingness to increase the effectiveness of the professional activities. In the further researches we consider the necessity of studying and generalization of international and national databases on the teachers’ continuous professional development.

Abstract The content of professional mobility of future economists in the writings of foreign scientists have been presented. The components of future economists’ professional mobility formation have been considered. It has been established that the possession of a combination of these components enables future specialists to achieve a high level of generalized professional knowledge, improve them and acquire them on their own, and also determines the ability to set professional goals, choose ways to achieve them and to control this process. It has been determined that an integral part of professional mobility is the activity of a person, professional development and personal growth of the learner. A professional mobile specialist who is capable of professional development, possessing theoretical knowledge in the field of economics and other basic sciences, is able to critically treat information, find and use information rationally, organize his day-to-day educational and professional activities, independently and promptly solve the task of a problem nature, quickly switch from one activity to another. It has been established that a professionally mobile specialist should be capable of professional development, be theoretically knowledgeable in the field of economics and other basic sciences, critically treat information, find and use information rationally, organize his day-to-day educational and professional activity, solve problems independently and promptly, quickly switch from one activity to another. As the modern labor market necessitates the training of specialists in various fields of activity, it substantiates the requirements for the formation of social and professional qualities of a future specialist on the basis of general knowledge, as well as on the development of the ability to solve non-standard professional tasks, think alternatively, constantly be ready to improve professional activity and specialists’ training, be capable of constant development for performance of various tasks.

Methods of training in advanced training groups formed from the staff of personnel divisions of the MIA of Russia, which involve the use of anti-corruption education at different stages of professional activity are discussed in the article. A comprehensive approach to the formation of anti-corruption behavior, which allows using various forms of training of police officers in their relation is described. The effectiveness of this approach in the system of professional development was shown. A comprehensive approach allows the training process to pay attention to the needs and difficulties in the field of corruption prevention without spending time on basic training information. Several stages in the organization and content of training are considered. Each of them corresponds to different stages of professional development of specialists of personnel divisions of internal affairs bodies. Described in detail every stage is aimed at a separate audience and has its own value. The possibilities of anti-corruption education are presented, starting with the selection of personnel for service in the internal affairs bodies and ending with the preparation for dismissal. The anti-corruption educational activities carried out at the present time are analyzed. Methods of intensifying each of them and the possibilities of optimal inclusion in the developed complex of content and forms are determined. The proposed approach can be used for majority posts. It is not limited to human resources units. In addition, the developed methodological material can be used by students in the course of their professional activities in the field after studying at advanced training courses.

The author has studied the peculiarities of academic motivation of final-year cadets (n=323) of higher education institutions with specific educational conditions. It has been determined that the dominant motivation for their professional training is internal motivation. They make independent decisions about their professional activities and seek to continue their service within the National Police. Adequate and situational types of professional motivation are typical for cadets. Respondents are aiming for theoretical knowledge. The motives for the professional activities of final-year cadets do not affect their motivation to acquire theoretical knowledge, but they affect the acquisition of professional skills and abilities. The “romantic halo” of the profession remains in the perception of the profession by final-year cadets, but the material component also becomes important. The status of the profession in society and its material remuneration, as well as the curiosity of the chosen profession have significant influence on the motivation of future professional activities of fourth-year cadets. The motivating factor for internally motivated cadets is a sense of effectiveness, as well as status and state’s high salary for labor of law enforcement professionals. Externally positively motivated cadets in case of the decrease in the status of the profession, unrealized career ambitions or the reduction of the material rewards of law enforcement officers may begin to perform their duties formally or may leave the service. Externally negatively motivated cadets are not interested in performing professional duties. On the basis of the obtained data, the author has concluded on the importance of mentoring in the process of professional development of young specialists and the continuation of professional training in the system of postgraduate education and service training of police officers. The author has emphasized the importance of further motivation of final-year cadets within professional activity, in particular the introduction of a “motivational” package for police officers by the state.

The article deals with the problem of improving the quality of training future navigators according to the strategic goals of the modernization of the educational process in Ukraine’s marine higher educational institutions, based on the humanistic paradigm, which requires special attention to the formation of future navigators’ communicative self-efficiency. The study of this problem is of particular relevance, since it is one of the main professional characteristics for representatives of the senior command navigators that enables them to carry out professional activities productively, adequately and at a high level: to organize the coordinated work of the crew, especially consisting of specialists of different nationalities, religious denominations, mentalities; competently and skilfully communicate with seaport employees, representatives of foreign companies, etc. The paper presents the conceptual provisions of A. Bandura, the founder of the theory of self-efficiency, its role and importance in person’s life as well as those of J. Caprari and D. Servon, D. Matsumoto (communication), educators (self-efficiency), (communicative self-efficiency) in the context of importance and the need to develop and form these phenomena for improving the quality of the training aimed at future navigators in higher education institutions of maritime profile. The phenomenon “communicative self-efficiency of the future navigators” has been defined; its essence and structure have been considered, the latter consisting of three components: reflexive (self-identification with navigators as model professionals, the presence of adequate self-assessment of their own actions in the field of professional communication, a stable reflexive position), cognitive-operational (awareness of the communicative sphere of maritime professional activity, skills, professional communication abilities); affective-behavioural (confidence in the possibility of productive communication in professional activities, emotionality, activity, responsibility, ability to self-regulate and self-sustain). The forms and methods for the formation of communicative self-efficiency of cadets of marine universities involved into the experiment have been presented: reflective workshop, keeping a reflective diary, which gave the cadet the opportunity to conduct self-analysis of their own professional actions and enhance self-understanding regarding the presence of the necessary professional personal qualities for performing their future professional activities effectively and building a positive Self-concept of the future navigator; the organizing dialogue “The role of the reflective component in developing future navigators’ communicative self-efficiency”, the technology “Developing confidence in self-efficiency and productive communication of future navigators in their future independent professional activities”, the training module “Communication skills”, etc. Keywords: communication, self-efficiency, communicative self-efficiency, future navigator, marine higher educational institution.

One of the most important terms for the development of modern Ukrainian society is the need for training such experts in any field, which are able to carry out their professional activity effectively, especially in conditions of the constant changes in the social and economic environment. Reforms in many spheres of Ukrainian society's life cause the needs for highly qualified specialists of the new generation who, after graduating from higher education establishments, receive, in addition to deep theoretical knowledge, practical training for performing high-level professional activities that will lead Ukraine to new world standards. Thus, in this article author exposes current tendencies of professional training for specialists in public administration. The professional activity of managers in any field is considered as a system of actions aimed at solving professional tasks within the framework of management communication. The author emphasizes that taking into account the current trends that have been studied in this scientific work, it is important to notice that the field of public administration is a complex formation of interrelated elements and the effectiveness of this will depend on a qualitative system of professional training for future specialists.

Purpose of the study: To determine problems of novice university teachers without pedagogical education face in professional, psychological, and motivational spheres of induction and compare the frequency of the detected problems in these spheres of induction process within the groups of novice university teachers with and without pedagogical education. Methodology: An exploratory inductive approach was adopted in this study. 93 novice educators took part in the series of surveys. The researchers applied the quantitative method to collect data using a questionnaire. The study involved quantitative data analysis containing the descriptive statistical analysis and the correlation analysis in SPSS Version 23 (IBM Corp., 2016), which provided the researchers with new insights and detailed results. Main Findings: All novice university teachers face problems of adaptation to professional activity. Comparison of novice university teachers with and without pedagogical education resulted in the following findings: the difference between the values of novice teachers with and without a teaching degree is, in most cases, statistically significant. It makes it possible to conclude that university teachers without pedagogical education need support via additional educational programmes. Applications of this study: This study can be useful in planning the curriculum for postgraduate students. Educational authorities should take into consideration the identified difficulties faced by young university teachers without pedagogical education in the process of planning the curriculum for postgraduate education programmes and professional development programmes. Novelty of this study: This research is particularly relevant for improving the professional culture of specialists in the field of education and contributes to the solution of the professional adaptation problem faced by novice educators. The obtained results can enhance the educational programmes of the professional development of young university teachers.

Introduction. The socio-economic and political processes taking place in modern Russia pose new challenges to the student youth, as the most active subject of these processes. Ten years ago, it was enough for a qualified engineer to have professional knowledge, skills and abilities, but today, according to the requirements of higher education, he must have a management culture, information competence and legal literacy. The purpose of the study is to study the legal literacy of students of a technical university. Materials and methods. The materials of the study were the data of an anonymous sociological survey of 124 respondents – students of the Stupino branch of the Moscow Aviation Institute (National Research University) of the 2nd, 3rd and 4th courses of full-time and part-time education by filling out Google forms. The obtained data allowed us to study the knowledge of the students of the technical university in the field of the basics of legal literacy. Results. Analysis of the data of a sociological survey of students' opinions showed that the overwhelming majority (96.5%) support the introduction of in-depth study of law enforcement practice in the educational process of a technical university. Students admitted (94.4% of respondents) that knowledge of the basics of civil, labor, tax, administrative and other branches of law will help them in their professional activities; 38.4% believe that they need additional knowledge in the field of law, while 62.9% had experience in concluding a civil contract (purchase and sale of an apartment, car, contract, delivery, provision of services, etc.), but 41.5% used the services of specialists (realtor, labor dispute commission, lawyers, etc.). Conclusion. Today, legal literacy of students determines the understanding of their role, opportunities and responsibilities in society, knowledge of their rights and obligations. Obtaining the necessary legal knowledge and skills for professional activity will allow students to independently understand the current laws, legal norms, understand them and apply them in their professional activities.

Purpose. Studying the level of development of certain professionally significant psychological qualities of future specialists in extreme professions, such as volitional self-regulation, propensity to take risks, motivation to achieve success or overcome failure. Methods. Carrying out an ascertaining experiment: psychological testing using the techniques: «Motivation of success and fear of failure» (questionnaire by A.A. Rean), «Research of the propensity to take risks» (questionnaire of A.G. Shmelev), «Level of volitional self-regulation» (questionnaire A.V. Zverkov and E.V. Eydman). Findings. The results of studying the level of development of volitional self-regulation, self-control and perseverance, motivational orientation and propensity to risk of the 1st and 3rd year students of the University of Civil Protection of the Ministry of Emergency Situations of Belarus are presented. The conditions of professional activity of specialists in extreme professions are briefly considered. Strong-willed efforts for workers in extreme activities are necessary to overcome such external obstacles as difficulties in professional activities, various hindrances, confronting with other people or life circumstances. It can be concluded that the majority of respondents are characterized by a high level of volitional self-regulation, perseverance and self-control. The overwhelming majority of the first and third year students were diagnosed with pronounced motivation to achieve success. It has been found that almost all respondents participating in the study had an average level of propensity to take risks. Application field of research. The presented results can be used to work out a program for the development of professionally important psychological qualities, skills and abilities of extreme profile specialists aimed at forecasting the main conditions and regularities of their formation.

The article identifies tools for modeling communicative situations during the professional English classes of future maritime officers, considering the multicultural component of their professional activities. The author identifies the principles of modeling communicative situations during the professional English classes, which the teacher should follow: he principle of continuity, which is a system-creating factor in the gradual introduction of the knowledge system, skills and abilities of the essence and specificity from the first to the fifth courses, in further postgraduate education, contributing to the integrity of this process; the principle of professional orientation, the essence of which is the orientation of the tasks, content, methods and forms of organization of the educational process for the future specialists’ profession; the principle of dialogue that determines the scope of future maritime officers: communication with crew members, briefing, giving orders, etc., forming the theoretical and professional development of future specialists; it facilitates subject-subject connections, resulting in cadets mastering skills and abilities to take into account the position of the interlocutor, to organize and cooperate with the crew members, to adequately perceive and transmit information; the principle of complexity, which consists in the interconnection of the components of the educational process, ensuring the integrity of the influence on the formation of the personality of the future marine officer, as under the influence of studying various disciplines of cadets formed readiness for professional activity in the multicultural environment. Author gives examples of modeling communicative situations for various courses, taking into account their level of English. For the senior maritime students, the teacher may give more complicate communicative situations and use exercises such as brainstorming, choosing true/false statements, and choosing the right option (matching) with subsequent discussion in groups or pairs. The author concludes that the modeling of communicative situations helps to build an effective model of communication between representatives of different nationalities and cultures, solving intercultural conflicts
