It would take up too much time to discuss or list all of them, instead I will take points of interest from articles already written for guidance to Local Government in treating Maori Land, and from another article from the Maori Dominion Council written to assist the Government in forming the new 'Maori Bill'.

AbstractNot all teachers utilize ICT in organizing learning activities although they have understood that such learning strategies which really sup- port or help level the learners mastery of the subject ma er. Constraint the use of ICT by teachers are: no access, no adaanya means of ICT, learning does not integrate ICT, teachers have no knowledge of ICT, and no lack of willingness of teachers to utilize ICT. So the solution of problems utilization of ICT are: conducted socialization constantly about the potential, the bene ts and importance of ICT in learning ac- tivities so that there is policy support, not only from the central govern- ment, local government, private agencies but also from the head school, (2) conducted more intensive training with a more lax or inadequate so it is possible for teachers to put into practice the results of training in the classroom, (3) the teachers responded to the advancement of ICT positively by action through the use of ICT in learning activities be a professional duties, and (4) implemented the procurement of ICT tools in schools gradually and berkelajuta, either through the government, the private sector and the community. AbstrakBelum semua guru memanfaatkan TIK dalam menyelenggara- kan kegiatan pembelajaran yang diampunya walaupun mereka telah memahami bahwa strategi pembelajaran yang demikian ini sangat menunjang atau membantu tingkat penguasaan pe- serta didik terhadap materi pelajaran. Kendala pemanfaatan TIK oleh guru adalah: tidak adanya akses, tidak adaanya sa- rana TIK, pembelajaran tidak mengintegrasikan TIK, guru tidak memiliki pengetahuan tentang TIK, dan tidak adanya kemauan guru untuk memanfaatkan TIK. Sehingga solusi dari kendala pemanfaaatan TIK adalah: dilakukan sosialisasi yang terus- menerus tentang potensi, manfaat, dan pentingnya TIK di da- lam kegiat-an pembelajaran sehingga ada dukungan kebijakan, tidak hanya dari pemerintah pusat, pemerintah daerah, instansi swasta tetapi juga dari kepala sekolah, dilaksanakan pelatihan yang lebih intensif dengan waktu yang lebih longgar atau memadai sehingga dimungkinkan bagi guru untuk mempraktekkan hasil pelatihan di dalam kelas, para guru merespons kemajuan TIK secara positif dengan tindakan nyata melalui pemanfaatan TIK di dalam kegiatan pembelajaran yang menjadi tugas profe- sionalnya, dan dilaksanakan pengadaan perangkat TIK di seko- lah secara bertahap dan berkelajutan, baik melalui pemerintah, pihak swasta maupun masyarakat.

In carrying out his duties as Governor, which is an extension of the central government in each province, the Jambi Governor must control the policies that have been imposed by the regional government at the city and district levels in tackling COVID-19. However, in reality until now the system of government in the regional government is still running its own government so it does not coordinate with the Governor as the leader in his regional province. This condition is certainly a problem in running the government system so that it needs to be studied more deeply related to the role of the Governor of Jambi. The subject matter studied in this study is related to the role of the Governor of Jambi in controlling local government policies. So in this case the research method used is a legislative and analytical approach. The research materials used are primary, secondary and tertiary legal materials and data collection techniques, namely literature studies and qualitative analysis techniques. The results of the discussion are that until now the role of the Governor of Jambi has not been carried out in controlling local government policies because the regional government in running its own government is still alone so that it lacks synergy in running the government system in order to cope with the spread of covid-19.

It is now many years since I first began to examine air so as to obtain decidedly those bodies which have from the earliest times been sup­posed to exist in it, bringing with them, on certain occasions, some of the worst results. About eight years ago (that is, in 1869), after giving a short summary of some of my work in the Journal of the Scottish Meteorological Society, I used these words :—“For a satisfactory investigation of the subject, one must look to the multiplication of these experiments, and perhaps to the establishment of a department at some Observatories for Chemical Climatology and Meteorology.” Afterwards, in 1872, I published an octavo volume on Chemical Clima­tology, embodying many of my results, and intended to be a beginning of work to be continued by a public body. Indeed some of the work was done whilst I was acting under the Government and was published in Government Reports. It was often my intention to begin a movement which might result in a fuller recognition of the claims of Chemical Climatology; but I have not gone further than speaking of it to Mr. Scott, and proposing it to the Local Government Boards since the time when I published the proposal alluded to; at least I may say I have not gone further in a distinct public manner.

Abstract, The problem of poverty is now a very serious discussion. Not just for some countries, but in some areas has become the subject of discussion. The problem of poverty is also found in Trenggalek regency, the poverty that is encountered is not only about economy but poverty is also in the speed between rich and poor. Judging from some of the issues at Trenggalek, one of them is uneven and also the serious attention of the district government to combine this poverty. Similarly, it also affects the human-human in Trenggalek District. The local government should create a service facility for the change and its regional development. It is also implemented by the government of Trenggalek regency, where the problem of poverty is still high enough for Trenggalek regency government to find innovative solutions with the implementing program of GERTAK (Gerakan Tengok Bawah Kemiskinan). Through the program, Trenggalek District Government can be the solution of the poverty problem in Trenggalek. Trenggalek Regency is one of the areas implemented by GERTAK. The research method used to overcome GERTAK innovation is a qualitative method. From the research result, that is GERTAK give service of soccer aid to society in service implementation to be able to overcome or solve poverty problem and also social / human gap between rich and poor. Keywords: Poverty, Innovation, Service Abstrak, Masalah kemisikinan saat ini telah menjadi pembahasan yang sangat serius. Bukan hanya untuk beberapa Negara, namun dibeberapa daerah pun telah menjadi permasalahan pokok pembahasan. Permasalahan kemiskinan ini juga ditemui pada Kabupaten Trenggalek, kemiskinan yang ditemui pun tidak hanya perihal ekonomi namun kemiskinan tersebut juga berada pada kesenjangan antara kaya dan miskin. Melihat dari beberapa hal yang menjadi pokok masalah kemiskinan di Trenggalek, salah satu nya adalah tidak merata nya perekonomian dan juga perhatian serius dari pemerintah kabupaten untuk dapat menangani kemiskinan ini. Sehingga hal tersebut juga berdampak kepada kesenjangan sosial-manusia yang ada di Kabupaten Trenggalek. Pemerintah daerah harus mampu membuat inovasi program pelayanan untuk perubahan serta pembangunan daerah nya. Hal tersebut juga di implementasikan oleh pemerintah Kabupaten Trenggalek, dimana melihat masalah kemiskinan masih cukup tinggi sehingga pemerintah Kabupaten Trenggalek mencari solusi yang inovatif yakni dengan menerapkan program GERTAK (Gerakan Tengok Bawah Masalah Kesmiskinan). Melalui program tersebut, pemerintah Kabupaten Trenggalek berharap dapat menjadi solusi dari permasalahan kemiskinan di Trenggalek. Kabupaten Trenggalek adalah salah satu daerah yang melaksanakan GERTAK. Metode penelitian yang digunakan untuk meneliti inovasi GERTAK adalah metode kualitatif. Dari hasil penelitian, bahwa GERTAK memberikan layanan jemput bola pada masyarakat dalam pelaksanaan pelayanan untuk dapat menaggulangi atau menuntaskan masalah kemiskinan dan juga kesenjangan sosial/manusia antara kaya dan miskin. Kata Kunci : Kemiskinan, Inovasi, Pelayanan

Background: The hawking of wares by children has been a serious issue confronting the Nigerian society. Children hawk in some of the most horrible conditions conceivable, where they face a serious risk of injury, chronic illness, kidnapping, rape or death. Objective: The focus of this study was to assess the perceived effects of street hawking on the well-being of children in Anyigba, Dekina Local Government Area of Kogi State. Methods: The population of this study consists of parents of the street hawkers in Anyigba while cross-sectional survey design was used through the purposive sampling technique to choose the sample size of one hundred and sixty-two (162) respondents. The validated structured questionnaire and In-Depth Interviews (IDIs) served as the instruments for the data collection respectively. The hypotheses were tested using Chi-Square at a predetermined 0.05 level of significance. The quantitative data were analysed with the aid of the SPSS (version 20). Results: The results indicated among others that street hawking had significant social implications and physical consequences on children's moral behaviour as well as health status in the study area. Conclusion: The study, therefore, concluded that the government of Kogi State should carry out an enlightenment campaign through the media and religious institutions on the negative consequences of street hawking are recommended as panacea. Also, the child right act instrument and its implementation should be strengthened in order to curb street hawking in the study area.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

Corruption is pervasive in Nigeria at all levels. Thus, despite recent gains in healthcare provision, the health sector faces numerous corruption related challenges. This study aims at examining areas of corruption in the health sector with specific focus on its types and nature. A sample size of 480 respondents aged 18 years and above was drawn from the eight Metropolitan Local Government Areas of Kano State, using the multistage sampling technique. The results revealed evidence of corrupt practices including those related to unnecessary-absenteeism, diversion of patients from the public health facilities to the private sector, diverting money meant for the purchase of equipment, fuel and diesel, bribery, stealing of medications, fraud, misappropriation of medications and unjustifiable reimbursement claims. In order to resolve the problem of corrupt practices in the healthcare sector, the study recommended the need for enforcement of appropriate code of ethics guiding the conduct of the health professionals, adoption of anti-corruption strategies, and strengthening the government monitoring system to check corruption in public health sector in order to ensure equitable access to healthcare services among the under-privileged people in the society.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts

Achievement test is of very important assessment tool to evaluate the student’s current level of knowledge and skill acquired from classroom instruction. This test is designed to evaluate the student’s level of achievement in a particular subject for a particular class prescribed under the board or the university. In other words, to assess how much the pupils have achieved the educational objectives in teaching learning process at the end of the course and if achieved then to what extent, it has been achieved. Achievement tests are proved to be very helpful in various ways to the people who are involved in the field of education such as the teachers, the administrators, the planners, to the parents as well as for the students. The teacher very carefully develops and conduct achievement test in the class which enable the teacher to get an overall idea of the progress or the level of achievement of his students in the subject area. The teacher can determine the pupil’s strength and weakness in the subject area. So, based on this the teacher can take necessary remedial instructional strategies for the betterment of the pupil’s progress. In the same time, it also provides feedback for the teaching efficiency of the teacher.As with the time changes there have been many educational reforms taken place and in between syllabus had also been changed under different Boards of Studies. In order to maintain uniform standard of education the Government has formulated a policy to implement NCERT syllabus common to all School Boards throughout the country and accordingly the State Board of Secondary Education, Assam (SEBA) follow NCERT syllabus and to evaluate students’ achievement in terms of the policy formulated by the Board. Till now, no any standardized achievement test has been conducted for the secondary school students of Assam. Therefore, the investigators felt to construct and standardize an achievement test in the subject General Science which will definitely help in educational research.
