This article discusses upon the problems of employment, which are one of the main goals of the macroeconomic policy of any state. The following types of unemployment are considered in the article: frictional, structural, institutional, cyclical, voluntary. Current level of unemployment in the Republic of Karakalpakstan was studied. In conclusion, some proposals were developed to increase new job places and reduce unemployment.

This article discusses the current state of migration of Kazakhstan in the digital economy, the difference between rural and urban migration. The problems of labor market development were raised, the main directions of solving the problem of migration were presented. The digital economy is a system that promotes the circulation of goods and the development of services through the exchange of digital information and online trade, based on the introduction and use of digital computer technologies in economic sectors, automation of processes in the economy. The digital economy is based on computer technology, mobile communications, and the Internet. All processes are related to big data processing. Digital technology, methods and digital information are the main components of the economy and production. The digital economy is a type of economy based on digital resources, a new type of economic relations.The article justifies the need for special attention to the analysis of population migration, labor market transformation and mobility of highly qualified personnel in order to develop the digital economy and ensure competitive advantages. In the demographic structure of the population of Kazakhstan, much attention is paid to migration in the Northern and Central regions of the Republic of Kazakhstan, among the temporary labor migrants leaving Kazakhstan in search of work, the population of the Northern regions of the Republic prevails.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

The article notes that the growing popularity of healthy lifestyles contributes to the increase in consumption of fruits and berries. At the same time, the analysis of the dynamics of the gardening industry for 2000-2018 shows that the problem of providing fresh fruits and berries to the population remains one of the most important. Based on actual data, linear and logarithmic models of time series of key industry indicators for the period 2010 – 2019 have been compiled. Calculations showed that in the Russian Federation as a whole the trend of reduction of sown areas of perennial fruit plantations will continue with growth of yield and gross fees. In this regard, the issues of distribution and introduction of gardens of intensive type are updated. An overview of the views of domestic scientists-gardeners on the concept of “intensive garden” is given. It has been established that the distribution of intensive gardens is possible only if there are favorable natural and climatic conditions and a developed scientific and production base of nursery management. The current state and problems of gardening in one of the leading regions – the Republic of Dagestan - are considered. A significant technological lag of region in the further development of intensive horticulture has been identified. Various directions of intensification process in horticulture as the main and necessary condition of growth of efficient and sustainable production are summarized.

The article analyzes the current situation with the access of farms to credit resources in the country and the world, a new approach to facilitating farmers ' access to credit resources is proposed. Surveys within the framework of the farm data monitoring system on the information base of the Center for Agrarian Research under the Ministry of Agriculture of the Republic of Azerbaijan revealed the current state of access of agricul-tural producers to financial and credit resources. The new approach addresses issues related to the imple-mentation of intermediary and guarantee functions by research institutes of the agricultural sector. The posi-tive influence of the latter on creditworthiness is shown due to the mediation between the bank and the farmer.
