A Discourse on gender is still a controversial issue today. The emergence of various inequalities in society as well as majority injustice occurs in women. The differences in roles between men and women also characterize the culture in society. The role of women is considered limited in the domestic realm, taking care of their children and husbands, while men are not limited. Religion is accused of being one of the causes for the differences between men and women. Therefore this thesis focuses on: (1) How do Amina Wadud and Zaitunah Subhan interpret the verses on women's freedom? (2) What are the similarities and differences in the interpretations of Amina Wadud and Zaitunah Subhan? This study uses a qualitative method with library research techniques or library research, which collects a variety of literature such as books, journals, theses, and theses that are in accordance with the topic of discussion. The results of this study include (1) interpreting the pronunciation of qawwamun in QS. al-Nisā: 34 Amina, interpreting as a leader. By setting two conditions, men have advantages over women. Second, provide for his wife with his own assets. While the meaning of the verse is to imply the functional relationship between men and women. Meanwhile, Zaitunah interprets the pronunciation of qawwāmūn as protector, or person in charge. Regarding nuzhūz, Amina interpreted it as a hormonal disorder, while oliveah interpreted nuzhūz as defiance related to the relationship between humans and their gods. Regarding the progress of women in the public domain, Amina and Zaitunah agree that women should be given the same opportunity to develop themselves. Biological differences according to the two are not reasons in limiting women's movement space. (2) in interpreting the verses Amina and Zaitunah use different methods. Amina Wadud used her hermeneutic method while Zaitunah Subhan used the maud}ū'ī(thematic) method

Abstract: This article discusses the Asnaf zakat according to contemporary scholars, namely Yusuf Al-Qardawi and Wahbah Al-Zuhayli. This work aims to explain the similarities and differences in the thoughts of the two figures regarding asnaf zakat. The method used is library research by examining the books of the two figures, namely Fiqhuz Zakat and Islamic Fiqh wa Adilatuhu. It can be concluded that the thoughts of Yusuf Al-Qardawi and Wahbah Al Zuhayli on the eight groups of zakat recipients are not much different. It's just that there is a slight difference that is most significant in the fi sabilillah group where Yusuf Al Qardawi argues that this group is extended to the meaning of fighting in the way of Allah such as charity for the public interest, this is in accordance with the opinion of some scholars who expand the meaning of fi sabilillah. Meanwhile, according to Wahbah Al-Zuhayli the meaning of fi sabilillah is soldiers who fight but are not paid by the state, this is in accordance with Q.S ash-Shaff: 4. And from their opinion, Yu>suf Al Qard{awi's thoughts are the most relevant to the condition of the Indonesian state. The istinbath method used by the two figures is dominant in ijma'. And what influenced his thinking the most was the role of the teacher and the social conditions of the two figures.

Abstract: Based on Law Number 2 of 2012 concerning Land Acquisition for Development in the Public Interest, the Openness Principle is one of the ten principles as the basis of the implementation of development. This principle is significant because its complex role can lead to conflicts and disputes. In this paper, discussions are divided into two parts: 1) how the implementation is expected to be applied according to the acquisition procedure in theory; and 2) the reality that occurs in the field. The first discussion was conducted by reviewing the applicable regulations and the methods or concepts of development of the openness principle. Meanwhile, the second discussion about the reality on the field was conducted by elaborating case studies regarding problems in land acquisition. The results of this study indicate that there are gaps in the implementation of the openness principle between theory and reality in regards of land scarcity, economic inequality, and information asymmetry among the involved parties. In conclusion, the implementation of the openness principle is significant with the role of information in land acquisition.Intisari: Berdasarkan Undang Undang Nomor 2 Tahun 2012 tentang Pengadaan Tanah Bagi Pembangunan Untuk Kepentingan Umum, Asas Keterbukaan adalah salah satu dari sepuluh asas yang menjadi dasar pelaksanaannya. Asas ini menjadi signifikan karena perannya yang kompleks dapat menimbulkan konflik dan sengketa. Artikel ini akan membagi pembahasan menjadi dua bagian: pertama, bagaimana implementasi yang seharusnya diterapkan pada prosedur pengadaan secara harapan, dan kedua, membahas mengenai realita yang terjadi di lapangan. Secara harapan pembahasan dilakukan dengan melakukan library research atau studi terhadap peraturan yang berlaku dan metode-metode atau prinsip perkembangan dari asas keterbukaan. Realitas di lapangan akan dielaborasi dari studi kasus mengenai permasalahan dalam pengadaan tanah. Hasil dari penelitian ini menunjukkan ada gap dalam implementasi asas keterbukaan antara harapan dan realitas di lapangan yang bersumber dari kelangkaan sumber daya/tanah, ketimpangan ekonomi dan asimetri informasi di antara para pihak yang terlibat. Tulisan ini menyimpulkan bahwa implementasi asas keterbukaan signifikan dengan peran informasi dalam pengadaan tanah.

Märta Tikkanen’s poetry collection Århundradets kärlekssaga ( The love story of the century, 1978) is a confessional book on life in a family where the husband and father is an alcohol abuser. It is also a love story about a married couple who love one another despite the terrible challenges posed to the relationship by alcoholism. The poetry collection became one of the most influential books in contemporary Nordic fiction, its themes on gender roles and alcohol abuse setting the trend in the Nordic discussion of women’s liberation. Märta Tikkanen’s courage to tell her own private story inspired other women to confess their gender equality problems to the public. The alcohol abuse of Märta Tikkanen’s husband Henrik Tikkanen was seen as an allegory for the more general problems in the relation between men and women. My essay introduces Märta Tikkanen’s poetry collection and discusses how the poems develop the theme of gender and alcohol. I will also compare her description of their marriage with Henrik Tikkanen’s self-portrait in his autobiographical novella Mariegatan 26, Kronohagen (1977). The analysis refers to contemporary research on gender and alcohol abuse and discusses how the poems contribute to a public recognition of the relationship between gender and alcohol abuse. The essay discusses the reception of Märta Tikkanen’s influential poems and explores her treatment of alcohol and gender in relation to other Nordic confessional or fictional books on alcohol abuse.

The nature of the relationship between the public administration and politics and the subsequent role of the administration appear to be incompatible with the emergence of an administrative elite. After analysing the reasons for this incompatibility, the article explores the impact of the measures taken in the wake of the economic crisis on the civil service and its reform, and also the prospects for the development of a senior civil service. The key, and also the challenge, to any change in this direction remains the rebalancing of the relationship between the public administration and politics. Points for practitioners What might interest practitioners is the issue of the conditions of effectiveness of civil service reform in times of economic crisis and significant pressure.

Researched are systemic aspects of the process of implementing national projects in Russia. Attention is focused on effectiveness of solving key problems of development of the public administration system in the context of the relationship between the state and society under modern conditions. The institution of public control in Russia is characterized through prerequisites of formation, organizational and legal status and main functions. The work defines the place and role of the institution of public opinion in the system of public administration and public control, substantiates its regulatory mechanisms, factors and agents of influence. In the aspect of systemic relationship between public administration and public control, the specificity of implementation of national projects in the transforming Russian society is revealed. A sociological vision of the “reset” of conceptual foundations of interrelationships between the public administration system and the institution of public control both at the stage of “entering” the space of national projects and in the process of their implementation is presented. It has been proved, that at the present stage the main integrating factor is consolidation of society through an updated "state-society contract". The analysis of historical and modern practices of public participation made it possible to draw a conclusion about the increase in the function of “co-management” of public control bodies in the interaction of state and public structures.

The economic and political changes in the world, from the 1970s, changed the political education of the Public Institutions of Higher Education in the world. The direction of these changes was clear: the university approachedthe market and the company and created interaction mechanisms that did not exist. The article therefore reviews the academic literature that interprets the relationship between university and market/company from two perspectives: approaches that positively position of interactions, exposing their motivations, interests and forms of interaction, especially the notions on Knowledge Economy and Entrepreneurial University; approaches that observe this interaction critically and reflectively, exposing the problems of interaction, its negative aspects and the reflection of the true role of the public university from the perspective of Academic Capitalism.

In popular culture the relationship between science and religion has often been portrayed as one of conflict. The impact of the conflict thesis can be observed in church leaders’ hesitancy in talking about science and religion in the public domain. It was this finding that led Revd Professor David Wilkinson (cosmologist and theologian) and Professor Tom McLeish (physicist and Anglican lay reader) to form the project ‘Equipping Christian Leadership in an Age of Science’ funded by The Templeton World Charity Foundation. The data presented in this article (collected during 2015-2018) is derived from two discreet pieces of research. The first consisting of a survey of over 1,000 church leaders and interviews with 20 senior church leaders and, the second, with a strategic focus on ministerial training comprised of 12 interviews with church educationalists. This paper reflects on the findings from both pieces of research – covering topics such as church leaders’ enthusiasm towards science, how church leaders view the relationship between science and religion and the role of compartmentalisation in ministerial training. The article is unique in providing sociological analysis on the relevant data and including a personal reflection by David Wilkinson – the project’s director – on the implications of the research for ministerial training and science.

AbstractPurpose of this study was to describe the meaning of ezer kenegdo and to know position and role of women in the family. The research method used is qualitative research methods (library research). The term of “ ezer kenegdo” refer to a helper but her position withoutsuperiority and inferiority. “The patner model” between men and women is uderstood in relation to one another as the same function, where differences are complementary and mutually beneficial in all walks of life and human endeavors.Keywords: Ezer Kenegdo; Women; Family.AbstrakTujuan penulisan artikel ini adalah untuk mendeskripsikan pengertian ezer kenegdo dan mengetahui kedudukan dan peran perempuan dalam keluarga. Metode yang digunakan adalah metode kualitatif library research. Ungkapan “ezer kenegdo” menunjuk pada seorang penolong namun kedudukannya adalah setara tanpa ada superioritas dan inferioritas. “Model kepatneran” antara laki-laki dan perempuan dipahami dengan hubungan satu dengan yang lain sebagai fungsi yang sama, yang mana perbedaan adalah saling melengkapi dan saling menguntungkan dalam semua lapisan kehidupan dan usaha manusia.Kata Kunci: Ezer Kenegdo, Prerempuan, Keluarga.

This article is based on a research project that explores the proliferation of information and communication technology (ICT) in public services. Furthermore, the research explores how the enhanced presence of ICT relates to efforts to increas-ingly individualise the service delivery. It can be argued that enhanced individualisation requires increased levels of discretion and flexibility. At the same time, this flexibility needs to be implemented within a standardized framework to ensure due process and to meet demands for efficiency. As local-level work practices in the public services are increasingly being enabled through ICT, the information systems can thus be seen to offer ’standardized flexibility’. Hence, the information systems work as both enablers of flexibility and as controllers of the same. This research explores how this duality manifests empirically at the local-level of the Norwegian employment and welfare services (NAV). It focuses on the in-terface of the information systems and local-level employees. In this article, I portray the role of the information system, Arena, with regard to how the front-line employees structure and organize their work. This portrayal reveals that the information system reflects an ideal world which is out of tune with local working conditions. The employees are thus facing gaps between the ideals of the system and their actual work context. The main purpose of the paper is to illustrate how the employees deal with this gap; I identify three types of responses and strategies. Moreover, I suggest that the relationship between the information systems and different kinds of local responses may be fruitfully analysed by drawing an analogy with choreography and dancing. The second purpose of this article is thus to outline how the metaphor of choreography may provide a suitable theoretical lens for analysing ICT-enabled standardization of work.
