Coronavirus infection caused by a new strain of SARS-CoV-2 virus contributed to an increase in the number of infectious patients. The Ministry of Health of the Russian Federation and Rospotrebnadzor took over the organization of work to combat the pandemic. In Moscow, medical and preventive events were organized by the Government of the capital and the Department of Health of the city. As soon as possible, it was decided to reassign medical institutions to infectious hospitals for the treatment of patients with COVID-19 or with suspicion of it. “Maternity hospital No. 8” – the branch of State Clinical Hospital named after V. P. Demikhov was redesigned as a hospital on March 13, 2020. The decision was due to the presence of isolated boxes and an intensive care unit in the institution. The task was solved in one day: the first patients with coronavirus infection were admitted to the hospital for medical care at 17:00 on March 13, 2020.

Risk-oriented approach in the implementation of control (supervision) activities is an important state task that affects the country economy. As part of the implementation of the priority area of reforming control and supervision activities, the Federal Law «On the state control (supervision) and municipal control in the Russian Federation» was adopted, which comes into force on July 1, 2021. In order to implement the Federal Law «On state control (supervision) and municipal control in the Russian Federation», it is advisable to revise the regulation on the federal state energy supervision. It is required to study the issue of taking into account the risks of causing harm (damage) to legally protected values when carrying out control (supervision) activities in relation to the subjects (objects) of the energy sector, as well as criteria for assigning it to the risk category and indicators of the risk of mandatory requirements violation. Currently, the only criterion for assigning the harm (damage) to the risk category is the dependence on the established and (or) transmitted capacity of the energy facilities used, which is nonobjective due to the changes in the normative-regulatory framework for the implementation of control and supervision activities. It is required to study the issue of categorization depending on the established (transmitted) capacity of the object, the amount of economic damage as a result of the implementation of emergency situations and (or) emergency incidents (in value terms), the number of people killed (irretrievable losses), the number of people whose vital functions were disrupted as a result of the implementation of emergency situations and (or) emergency incidents.

The objective of this study was to estimate the seroprevalence ofToxoplasma gondiiinfection in 394 patients of intensive care unit (ICU) in a hospital between April 2010 and March 2012 and analyze the association betweenT. gondiiinfection and ICU patients according to the species of disease.Toxoplasmaserology was evaluated by ELISA method using a commercially available kit. Data of patients were obtained from the patients, informants, and medical examination records. Seventy-four (18.78%) of 394 patients were positive for anti-T. gondiiIgG antibodies demonstrating latent infection.Of these, the highestT. gondiiseroprevalence was found in the age group of 31–45 years (27.45%), and the lowest was found in the age group of <30 years (12.5%). In addition, females (21.6%) had a higher seroprevalence than males (18.36%). With respect to the species of disease, the patients with kidney diseases (57.14%), lung diseases (27.84%), and brain diseases (24%) had highT. gondiiseroprevalence. The present study represents the first survey ofT. gondiiseroprevalence in ICU patients in China, revealing an 18.78% seropositivity. Considering the particularities of ICU patients, molecular identification, genetic characterization, and diagnosis ofT. gondiishould be considered in future study.

ABSTRACT In this paper the author draws from experience gained at the new ENL (ExxonNefigas) Export Terminal at DeKastri in the Russian Federation. The Terminal received first oil in late September 2006, to export through 5 new build tankers loading at the new Single Point Mooring facility. The oil is produced to the east of Sakhalin, and is pumped via the Chaivo Terminal across Sakhalin Island and the Tartar Straights to mainland Russia. Once ashore the pipe route turns south to DeKastri, a total run of approximately 230 kilometres. The main task set was to prepare for and conduct a Tier 1 Drill for Offshore and Shoreline Response, so as to demonstrate to the Russian Authorities the ENL capability and level of readiness. There was a large amount of equipment to be commissioned, stored in a dedicated Oil Spill Response (OSR) warehouse within the terminal. Equipment is also located on 2 dedicated vessels used for mooring and icebreaking duties. The response team to be trained were all Russian Nationals, many of whom had already attended nationally accredited courses but lacked practical experience. For this reason the priority for training was to assess the most likely scenarios along pipelines, the terminal and the SPM, and to conduct a series of exercises building up to weekly Drills that encompassed all aspects of a real mobilisation. The acting team lead had to supervise briefings, select appropriate equipment, and identify logistics and safety and welfare arrangements. At the operational location the seasonal variation of the weather is a huge factor, so it was vital to run exercises to cover all eventualities both onshore and offshore. As well as the preparation of the team and equipment response procedures had to be examined and modified, introducing a system to ensure complete readiness of all the factors that contribute to an effective Tier 1 response. The paper will explore the process of preparing for first and identify issues faced along the way.
