Judicial record-keeping, which in its content refers to judicial activity of a security, auxiliary nature, received an impetus for its development in connection with the amendments to the 1993 Constitution of the Russian Federation that entered into force on July 4, 2020. The introduction of innovations, which will take place through the organizational, guiding activities of the bodies of the judicial community – the Council of Judges of the Russian Federation and the bodies of the judicial community in the constituent entities of the Russian Federation and the improvement of regulatory regulation by authorized entities will allow realizing the needs of society in a new quality of relations between the judiciary and citizens of the Russian Federation. The article substantively defines the problems of the development of normative regulation in the course of ensuring arbitration proceedings, organizing constitutional and legal judicial statistics, exercising the rights of citizens to use the national language in the process of conducting judicial proceedings. In connection with the findings, options are proposed for generating ideas in the field of organizational support of justice.

he article presents an analytical review of the All-Russian Library Congress, held in Vladimir — the Library Capital of Russia 2018 — on 12—18 May 2018. The Congress was devoted to the theme “Ba-sing on the Past, We Build the Future. The Role of Cultural Heritage in Transforming the Librarianship in Russia”. The Congress held an open Discussion on the concept of librarianship development in the Russian Federation; it adopted the Guidelines on local lore activities for public libraries of the Russian Federation and approved the Regulations on the Council for Professional Qualifications in the Field of Library and Information Activities, planned for creation under the Russian Library Association. The Congress worked in various formats: pre-session events, plenary sessions, section meetings by library types and activity areas, and special events. The 19th Exhibition of Publishing Products, New Information Technologies, Goods and Services complemented the Congress. The Congress determined Tula to be the Library Capital of Russia 2019.

The presence of professional highly qualified personnel in the civil service, together with modern information technologies, is possible thanks to the existence of a democratic state governed by the rule of law. The professional activity of civil servants acts as a subsystem within the civil service system. The study of the peculiarities of personal and professional development of the individual in the civil service will contribute to the disclosure of the psychological mechanisms of this process, the resolution of a number of pressing questions about the methods and possibilities of optimizing professional and personal development, which in turn will contribute to improving labour efficiency. To study the features of personal and professional development of the individual in the Russian Federation Civil Service. Survey among civil servants and comparative analysis of the results obtained in all study groups; statistical processing of the results. 120 respondents took part in the study: federal-state civil servants (40 people) and civil servants of other types (80 people). The main problems and features of personal and professional development of the individual in the civil service of the Russian Federation are identified and the main directions of optimization of the studied process are determined. The process of personal and professional development of civil servants, as will be shown in this study, is an overall result of the professional education and additional professional education, including retraining, advanced training, and internships. The main directions of optimization of the studied process are the following: improving scientific, methodological, and organizational support; increasing the motivation for professional activity and career advancement; improving the efficiency of additional professional education; developing a program for personal and professional self-development; introducing additional forms and technologies for improving professional skills of state civil servants.

The intensive care unit for nephrological patients is the first such intensive care unit in the Russian Federation and is unique in its specificity. The main task of the ICU department No. 2 is to provide an intensive care complex aimed at restoring and maintaining the vital functions of organs and systems in patients with kidney diseases of various origins, as well as in patients after kidney allotransplantation. The department is equipped with the most advanced equipment for the treatment of multi-organ pathology, including therapeutic plasma exchange, therapeutic plasmapheresis and double cascade plasma filtration.

The paper provides an analytical review of the most significant socio-economic initiatives of the Russian Federation over the past 20 years. The considered period of time is divided into intervals due to the introduction of sanctions by foreign states against the Russian Federation after reunion with Crimea. The complex of strategies of the pre-sanction period, including the doubling of GDP and the "May" decrees of the Russian President in 2012, were mainly related to domestic politics and, in general, were not fully implemented. In particular, the goal of doubling the GDP was only half completed. The trajectory of the Russian Federation as an energy power faced geopolitical confrontation in the European market, which led to the cancellation and complications in the implementation of the South Stream and Nord Stream 2 transnational gas pipeline projects. The anti-crisis strategy of import substitution proclaimed after the announcement of sanctions against the Russian Federation ended with very modest results, although initially it assumed a rise in the development of high-tech industries. The goal-setting of 2018 in the form of national projects and its further revision in 2020 led to an unfinished reboot of the guidelines for domestic socio-economic development. In the face of acute foreign policy confrontation, the Russian Federation demonstrates a high solidarity with global development initiatives, including the Paris Agreement on Climate, as well as antiquated policies and mass vaccination of the population. Despite the already incurred and expected socio-economic damage from joining global development initiatives, this line of behavior of the Russian Federation is sustainable. The analysis of the rhetoric in the national security strategy of the Russian Federation, which has been dynamically changing after 2014, shows the strengthening of the orientation of the Russian Federation towards the East (India, China), as well as an emphasis on the movement towards unity with the Belarusian and Ukrainian peoples.

Stable economic development, timely neutralization of challenges and threats are the most important prerequisites for economic security of Russia and its regions. Uneven spatial development of the Russian Federation and the increasing differentiation in the regional development are listed as the main challenges and threats to economic security in the Economic Security Strategy of the Russian Federation for the period up to 2030. The socio-economic development of the Caspian regions is characterized by significant disparities, which determined the purpose of the research. Particular attention is paid to the study of inter-regional differentiation as a threat to economic security. An analytical review of the indicators of socio-economic development in these constituent territories of the Russian Federation allowed for identification of various risks and threats to economic security. The analysis allowed the author to conclude that when assessing threats to the economic security of the regions, it is necessary to take into account territorial, sectoral features, multi-ethnicity, etc. Hence, it is necessary to enhance the quantitative assessment indicators, complementing them with qualitative level indicators. In order to achieve the necessary objectivity, depth and comprehensiveness in understanding, taking into account the realities of modernity, the author recommends assessing state's economic security in the regions and the policy of ensuring it from an interdisciplinary perspective, relying on economic science as well as on other areas of scientific knowledge.

Introduction. Every year, at the facilities of the oil refining and petrochemical industries of the Russian Federation and the Republic of Kazakhstan, emergency situations occur with the emissions of dangerous substances, fires and explosions leading to human casualties, major material damage to the economy and ecology of regions and states. To reduce the number of accidents at the facilities under consideration, first of all, it is necessary to determine the primary source - the cause of which the emergency occurred. Goals and objectives. The main aim is analysis of annual quantitative changes in the number of accidents and their consequences, identification of the main cause-and-effect relationships of accidents. Methods. To obtain the results, general scientific and special methods of scientific knowledge were used: analysis, synthesis, generalization, which were based on the provisions of the theory of systems, information theory. The results of the study. An assessment of the frequency of occurrence of fire-hazardous events, their cause-and-effect relationships was carried out by means of an analytical review of accidents that have already occurred at the facilities of the oil refining and petrochemical industry of the Russian Federation and the Republic of Kazakhstan for 2015-2019. Conclusions. The analytical review of the statistics of emergency events at the facilities of the oil refining and petrochemical industry in Russia and Kazakhstan for 2015-2019 showed no tendency to reduce both the number of accidents and their consequences. The predominant types of accidents occurred were fires and explosions, the main fatally damaging factor for people was thermal burns. Main causes of accidents and their antecedent factors of development were determined. The results of the study provide a clear picture of the problems that exist at the facilities of the oil refining and petrochemical industry of the Russian Federation and the Republic of Kazakhstan. It was shown that open technological installations of NNP facilities are the most dangerous and allow us to imagine, simulate and consider scenarios for the development of an emergency situation at this type of installations.
