The article formulates and reveals the main mechanisms and technologies for managing the introduction of environmental and economic franchising tools in management, which allows to ensure the implementation of the target functions of the modern environmental management system and environmental protection, taking into account current problems and risks of different nature.The essence and content of basic and specific functions of nature management and environmental protection of the state are revealed. This allowed to determine the list of necessary for the implementation of economic, types of environmental and economic franchising in the context of ensuring the transition of the state and its regions to sustainable development in resource constraints as a result of increasing and rationalizing the use of natural resources.The importance and significance of ecological and economic franchising for the development of the national system of sustainable management are described. The following are formulated and detailed: a economic and legal conditions and grounds for the effectiveness of the tools of environmental and economic franchising in Ukraine; financial and environmental policies of the state. This became the basis for substantiation: a set of tasks to achieve sustainable management of socio-economic systems and territorial natural economic formations, a format for implementing effective environmental innovation projects to address environmental issues, and an innovative composition of search tools and methods. new opportunities and reserves to attract investment to increase the level of economic, environmental, social, industrial and natural resource security of the state as a whole. It is shown that the introduction of franchising requires not only changes in production and economic and organizational and managerial structures, but also the restructuring of thinking and ways of doing business at all levels, which take care of spatial management of sustainable development of the state and its regions.

Abstract The procedure of assessing the project’s influence on the environment during which, inter alia, the compliance of the implemented project (eg concerning technical infrastructure, linear investments, or processes that affect the forms of nature) with the requirements of the environmental protection is verified, constitutes an environmental management instrument. Especially the environmental authorities leading or consulting this procedure may apply different limits and concepts of the action. At the same time they are limited by legal determinants. The aim of this article is to identify the most significant organizational problems that have arisen during the application of this procedure at the level of regional directors of environmental protection throughout the country. As a part of the study to fulfill the aim of the research, an analysis of all cases conducted by them was carried out. This led to a dispute and a consequence in the form of an appeal against the issued decision on the environmental conditions and the outcome of the appeal by the Director General of Environmental Protection. This article has verified the substantive scope of the issues, the ways to resolve conflicts and their impact on the regional and national development. Based upon these results, the proposals for changes of the environmental management system have been formulated.

The problem issues and points of inhibition of the introduction of public-private forms of sustainable management of European type in the national economy of Ukraine are determined in order to ensure the effective implementation of the relevant principles and mechanisms in the system of sustainable development of the state and its territories, in particular in the context of water, land, forest and mineral resources. The main limitations of the system, as well as the factors of deterrence and directions of the development of public-private relations in Ukraine are revealed.

The purpose of this study is to determine the main directions of development of green entrepreneurship on the basis of environmental responsibility. The relevance of this study is due to the need to identify the main directions of green business development to solve environmental problems, based on the basic principles of environmental responsibility. It is believed that environmental responsibility is the basic basis for the formation of socially responsible green entrepreneurship, whose mission is environmental improvement on the basis of sustainable development. It is established thatit is expedient to consider ecological responsibility on levels (the state, the enterprises, the public).As the experience of successful companies shows, environmental responsibility can be integrated into the value and business of the company.The analysis revealed the main tools to stimulate green entrepreneurship: environmental taxes, "green" investments, instruments of stimulating influence on green entrepreneurship. It is established that in Ukraine the main responsibility for the implementation of sustainable development lies with the state and enterprises. The research revealed shortcomings in the organization of supervision measures and control over the targeted use of funds for the implementation of environmental programs. Also the imperfection of the regulatory framework, the inefficiency of the accounting, reporting and monitoring system, the ineffectiveness of measuresmonitoring the results of each project within a specific program to solve environmental problems. It is established that local governments and enterprises are two important participants in the environmental management system in Ukraine. Therefore, it is important to regulate environmental responsibility at the national, including regional, and corporate levels.

Started in 2007, the PN2 MEMDUR project’s main objective is to design, develop, test and implement in Dambovita County an advanced management system which has to assure the evaluation of the environmental risk in order to administrate the crises situations, in accordance with the demands required by the sustainable development on local, regional and national level. This paper tries to emphasize one of the most important parts of the project which manages the recorded data collected from the measuring workstations. Those workstations measure several parameters in fixed or mobile points.

The article analyzes the importance of the Framework Convention on the Protection and Sustainable Development of the Carpathians of 2003 (Carpathian Convention). Carpathian Convention created favourable conditions for the conservation of landscapes and biological diversity of mountain ecosystems of the Carpathian region. Carpathian Convention is a framework instrument, in other words, it determines the general principles concerning the solution of environmental, social and economic problems of the region. The Protocol on Conservation and Sustainable Use of Biological and Landscape Diversity to the Framework Convention on the Protection and Sustainable Development of the Carpathians has been analyzed. The advantages of international cooperation of the countries of the Carpathian region in achieving a common comprehensive result – conservation of biodiversity and improvement of social and economic level of the region and its inhabitants on the grounds of sustainable development have been defined. Carpathian Convention coordinates the economic needs with the social and environmental protection, promotes the conservation of the unique and authentic cultural and natural heritage of the Carpathian ecoregion for present and future generations. Framework Convention on the Protection and Sustainable Development of the Carpathians provides the creation of the Carpathian ecological network as a type of ecological networks at the sub-regional level, which is a part of the Pan-European ecological network. Ukraine consistently follows the bilateral and multilateral agreements, concluded with neighboring countries, concerning the protection of the environment and is involved in the creation of cross-border elements of the national ecological network. The peculiarities of the Carpathian network of protected areas have been considered. The Carpathian network of protected areas is a special form of international cooperation in environmental protection, which consists in determining by the Conference of the Parties to the Carpathian Convention the list of protected areas and in approving of regulations about them. The Conference of the Parties to the Carpathian Convention encourages the administrations of these protected areas to participate actively in international cooperation and exchange of experience in the field of the conservation of the unique biological and landscape diversity, and to reduce the negative impact on the environment of the region of the Ukrainian Carpathians. The author proves that the Carpathian Convention, except the traditional approaches concerning the protection of separate areas and species, recognizes the necessity of a broader approach to the conservation of nature. Parties to the Carpathian Convention are obliged to improve the conservation and sustainable management on the areas that are outside of protected areas, with the help of the ecosystem approach. Such an ecosystem approach to the sustainable management is applied to the spatial planning, integrated water management, agriculture, forestry, transport, infrastructure, industry, energy, tourism and cultural heritage conservation. Herewith, the interests of environmental protection shall be taken into account during the development and implementation of the economic and social policies

Modern approaches to the development of nature management are focused on the formation of a system of sustainable development of regions. Forest territories act as an edifier, which has a global impact on the state of all ecosystems under the conditions of increasing anthropogenic pressure, reducing biodiversity and reducing the productivity of natural ecosystems When creating the ecological frameworks of territories, various research methods are proposed: information-analytical, comparative-geographical, the method of route survey of the territory, and cartographic. The reduction in the area of natural ecosystems leads to a significant reduction in the biodiversity of the most diverse groups of organisms. The extinction and significant reduction of species (very often even background for certain territories) leads to a decrease in genetic biodiversity, and, as a consequence, a disruption to evolutionary processes.

The article analyzes the motivation systems of the organization's personnel and their features, forms and types of motives. The main technologies for providing motivational personnel potential are identified. The description of the invariant of the state civil service personnel profile is presented. Variants of the motivational profile for the staff Of the Department of nature management and environmental protection of the city of Moscow have been developed, taking into account the level of responsibility for making managerial decisions. Specific procedures for managing the motivational profile of the Department's civil service personnel are outlined.


Today, environmental pollution is a global problem. Industrialization, rapid urbanization, technological advances, economic developments and increasing world population have brought environmental pollution with them. Environmental pollution has reached a level that threatens human health and safety. Environmental management systems are useful and important in many ways such as reducing the negative effects of businesses on the environment, creating a safe working environment, preventing pollution, reducing costs, reducing risks, improving environmental performance, and improving corporate image. The aim of this study is to emphasize the importance of ISO 14000 environmental management system standards for sustainable development and environment in business. In this direction, the study explains sustainable development, sustainable environment, the characteristics, importance, development, stages, standards and benefits of the ISO 14000 environmental management system for businesses.
