Abstract: Land Acquisition for public interest in Kulon Progo Regency is a procedure that must be implemented before initializing the new airport, which will replace the function of Adisutjipto airport. It facing much rejection during the process, so that it takes long time in completion. That also causing the identification and inventory process to be inhibited so that the land valuation process can’t be done perfectly. Their compensation won’t be given directly to the land owner, but through the consignment procedure that deposited at the District Court. This research is conducted by descriptive qualitative method. The results show that the assessment of the land is done well, although there is a discretionary decision, so that re-assessment is conducted in different time. The payment mechanism of compensation through consignment also done according to procedures, although the requirement of rejection letter from the party who is not eligible can’t be fulfilled, because it can be suspended due to the large interest for the land acquisition process of the new airport. Keywords: land assessment, consignment, land acquisition Intisari: Pembangunan bandara udara baru yang dapat menggantikan fungsi bandara udara Adisutjipto sudah tidak dapat dielakkan lagi. Pembangunan bandara udara baru dilaksanakan melalui prosedur Pengadaan Tanah untuk Kepentingan Umum. Penolakan terhadap pembangunan bandara udara terjadi dalam kegiatan tersebut. Penelitian ini bertujuan untuk mengetahui mekanisme penilaian dan mekanisme konsinyasi terhadap bidang tanah yang mengalami penolakan oleh pihak yang berhak pada kegiatan pengadaan tanah tersebut. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan studi kasus dan pendekatan perundang-undangan. Hasil penelitian menunjukkan bahwa dalam pelaksanaan penilaian bidang tanah secara keseluruhan sudah sesuai prosedur yang ada, akan tetapi terdapat putusan diskresi terhadap bidang tanah yang sebelumnya tidak dapat dilakukan penilaian secara keseluruhan kemudian dilakukan penilaian ulang di luar waktu yang telah ditentukan. Mekanisme pembayaran ganti kerugian melalui konsinyasi sudah sesuai dengan peraturan perundang-undangan yang berlaku, hanya dalam proses permohonan registrasi konsinyasi terdapat satu syarat terkait dengan surat penolakan dari pihak yang berhak yang tidak dapat dilampirkan, hal tersebut dapat ditangguhkan mengingat besarnya kepentingan kelancaran proses pengadaan tanah pembangunan bandara udara baru ini. Significant work is currently being done around the world to protect the rights of the child, pay special attention to the upbringing of minors, create the necessary conditions for them to organize their time properly, take measures to prevent them from interfering in crime and to impose penalties and impunity on juvenile offenders. In this article analyzed features of inflicting of penalties to a juvenile, peculiarities of criminal prosecution of minors, improving institutions which discharge from liability and penalty based on international experience, in particular, convicting other noncustodial penalties and other legal measures at the period of COVID-19 and further development, introducing special principles for juvenile in criminal law, the impact of punishments imposed on juvenile offenders, As well as, issues of prevention and prophylaxis of youth delinquency, measures should be taken to prevent youth delinquency, problems and solutions on this field, reforms, the forms and methods of work of government agencies involved in the prevention of delinquency among young people, causes and conditions of juvenile systemic crime, domestic legislation on prevention and prophylaxis of youth delinquency and peculiarities of appointing punishment to minors are studied. The following article expresses a number of suggestions for improving the legislation system of juvenile delinquency, features of imposing them punishment and release of them from punishment.

Global coronavirus disease 2019 (COVID-19) is an infectious disease caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). The disease was first identified in December 2019 in Wuhan, the capital of China’s Hubei Province, and has since spread globally, resulting in the ongoing 2019–2020 coronavirus pandemic that has an impact which would be disturbed the personal productivity in the community. The dependent variable which is threat of COVID-19 (Thr_Cov-19), vulnerability of COVID-19 (Vul_Cov-19), and the unexpected change in society factors and one independent variable that is personal disturbance factors is used in this paper. Moreover, using as an indicator which will determine disturbance of personal productivity (D_PP) in the society. Since multiple regression by partial least square-structural equation modeling is used to examined of data by following unstructured method. Moreover, the resulting point out three dependent variables significantly influences on the independent variable of personal productivity in the society. As a matter of fact, this study concludes the foremost influence factor on D_PP in society due to COVID-19 risk factors such as Thr_Cov-19, Vul_Cov-19, and unexpected changed in the society factors. This study contributes to introductory study but vibrant understanding in stimulating the prediction of personal productivity in the society due to the COVID-19 attacks.

The debate about developing countries having to choose between economic growth and biodiversity protection has been going on for a long time. This paper sought to add to existing literature written on that topic by exploring the relationship between economic growth and biodiversity loss. It argued that in the long term, developing countries need to protect biodiversity as a prerequisite for economic growth to occur and that the severe impact of biodiversity loss on vulnerable indigenous communities is a reason enough to make the protection of biodiversity a priority. The researcher first identified the primary reasons for why biodiversity occurs, then advocated for the prevention of biodiversity by exploring two impacts of biodiversity loss: the impact on indigenous communities and the impact on economic growth. The paper then briefly also explained the policies that both governments, as well as nongovernment actors, can implement in order to tackle biodiversity loss and protect our environment.

This paper explores how the “meanings” of technology use are being culturally negotiated between Western educators and native Iñupiat Eskimo learners at schools across the Alaskan Arctic region, as part of a wider examination of the impact of the Western product and process technologies embodied by these schools upon the socio-cultural consciousness of the non-Western learners whose educational needs they seek to serve. There are two distinct aspects to this intercultural negotiation between educators and learners: (a) attempts of the former to reconcile their practices with the latter’s values, standards, and expectations; and (b) efforts of the latter to culturally appropriate the non-indigenous technologies being made available to them. It is expected that professionals working in a range of organizational contexts within our field may be able to gain insight from the remarkably universal nature of the problems and solutions involved in this extreme and instructive situation of socio-cultural tension

Agricultural land is a limited natural resource with increasing economic value. This study analyses land rental relationships in Slovakia, including legal rental regulations, and identifies the impact of certain factors, such as the European Union Common Agricultural Policy (CAP) payments, and geographical and economic factors on land rental prices. From the results of econometric models, it was found that certain CAP payments have an effect on rental prices, mainly the single area payment scheme (SAPS), payments for agri-environmental-climate schemes (AECS), and animal welfare, which were found to have positive effects. Other important factors found to influence rental prices are economic indicators (such as total revenue share of total costs, share of revenue from agricultural production in terms of total revenue, share of production costs as a percentage of total costs, wages, and number of employees) and geographical factors (such as region or partial production areas). However, the distance of the farm from the district city (LAU 1) and the share of farmland affected by natural constraints do not considerably affect rental prices in Slovakia. Land consolidation is a statistically significant factor according to the models; however, its impact is almost zero. Knowledge of these factors constitutes important know-how, not only for policy makers but also for the actors operating in the land rental market (e.g., landlords, tenants, experts on land valuation, and real estate agents).

Cu-Al catalysts were synthesized by the co-precipitation method to study hydrolysis of hydrogen cyanide. During the synthesis, the impact of Cu/Al molar ratio, pH value and calcination temperature was investigated and the best synthesis condition was found. The results indicate that the remove of hydrogen cyanide first increases and then decreases with increasing Cu/Al molar ratio, pH value and calcination temperature, which reaches the maxima and remains above 95% at 360 min when Cu/Al molar ratio is 2:1, pH value is approximately 8.0 and calcination temperature is 400°C around. The analysis of X-ray diffraction (XRD) shows that Cu content is the main influence factor at Cu/Al molar ratio below 2:1 whereas crystallinity of catalysts is the key factor at Cu/Al molar ratio above 2:1.

In this article we extend the application of ISCSI protocol to the data storage field of mobile device. First of all, we describe the implement principles and advantages of ISCSI protocol, and discuss the problems and solutions in the design. Then we implement the interface design based on the Android platform, port the ISCSI kernel-mode module, and design the ISCSI communication interface for multiple layers of Adroid system. After that we propose a local cache policy based on the linear mapping method of Device mapper. At last, we analyze the impact of the cache policy on the improvement of system performance according to the experiment results. In a word, we supply a feasible storage solution to solve the problem that there is not enough storage capacity in the mobile device and satisfy the instant accesses from users.
