In-depth promotion of poverty alleviation and comprehensive implementation of the rural revitalization strategy are important strategic tasks during the period of China’s construction of a moderately prosperous society. At present, the poverty alleviation and rural revitalization are in a period of historical convergence, and the intensity of policies and investment is unprecedentedly huge. Rural revitalization is what we must continue to do after poverty alleviation. Only when the two are seamlessly connected can the results of poverty alleviation have consolidated, and rural revitalization policies can have effectively implemented. To achieve this goal, it is necessary to use the system as the support, to make up for shortcomings as the focus, to solve the problem as the orientation, and to improve the system and mechanism of rural revitalization based on consolidating the results of poverty alleviation. This article puts forward the research on the countermeasures for the revitalization and development of agricultural industries in poverty-stricken areas, which is conducive to the upgrading of agricultural products under the guidance of the rural revitalization strategy and the plan to return to poverty after 2020. It also helps to re-understand rural revitalization in the process of poverty alleviation, learn from the valuable experience accumulated in poverty alleviation, and steadily promote high-quality agricultural products.

In conditions of climate change, when temperature and precipitation fluctuations occur more and more frequently during the growing season, it is necessary to obtain high quality seedlings with "immunity" to various stress factors, including high weediness, the damage from which is associated with a decrease in yield (by 25 -35%) and with a deterioration in the quality of agricultural products. Due to the imbalance in production technology, seedlings are often weakened, overgrown, with a low yield per unit area and survival rate in the field. One of the solutions to this problem is the use of PP for pre-sowing seed treatment to increase the competitiveness of seedlings in the field.

In connection with the constant growth of demand for high-quality food products, there is a need to develop effective methods for storing agricultural products, and the registration and predicting infection in the early stages. The studying of the physical properties of infected plants and seeds has fundamental importance for determining crop losses, conducting a survey of diseases, and assessing the effectiveness of their control (assessment of the resistance of crops and varieties, the effect of fungicides, etc.). Presently, photoluminescent methods for diagnosing seeds in the ultraviolet and visible ranges have not been studied. For research, seeds of winter wheat were selected, and were infected with one of the most common and dangerous diseases for plants—fusarium. The research of luminescence was carried out based on a hardware–software complex consisting of a multifunctional spectrofluorometer “Fluorat-02-Panorama”, a computer with software “Panorama Pro” installed, and an external camera for the samples under study. Spectra were obtained with a diagnostic range of winter wheat seeds of 220–400 nm. Based on the results obtained for winter wheat seeds, it is possible to further develop a method for determining the degree of fusarium infection.

The purpose of the article is to develop instrumentarium for determination ofthe level of food security. In order to achieve the set goal, the authors use method ofmonitoring and economic & mathematical modeling of manufacture and consumption ofagricultural products. In the process of the research, the authors test this method by theexample of modern Russia and determine the existence of the problem of food security. Inorder to solve this problem, the authors develop recommendations for stabilization ofagricultural production, as a basis of country’s food security. The authors also conductanalysis of agricultural development of developed countries and determine primary tasks, solution of which will stipulate provision of the required level of food security. As a resultof the research, the authors come to the conclusion that the developed recommendationscan be directions of unified state approach to solving the problem of achievement of foodsecurity and formation of agrarian policy. At that, it should be noted that policy which isaimed at achievement of national-level goal cannot be formed without relevantinformational provision. Therefore, agriculture authorities must possess full, high-quality,and actualized information. Elements of state policy in the sphere of achievement of foodsecurity can stipulate achieving indicators which are determined by national doctrine andform optimal level of cooperation of national agriculture production and foreign partners.
