Covert audio recordings feature in the criminal justice system in a variety of guises, either on their own or accompanied by video. If legally obtained, such recordings can provide important forensic evidence. However, the quality of these potentially valuable evidential recordings is often very poor and their content indistinct, to the extent that a jury requires an accompanying transcript. At present, in many international jurisdictions, these transcriptions are produced by investigating police officers involved in the case, but transcription is a highly complex, meticulous and onerous task, and police officers are untrained and have a vested interest in the influence of the transcript on a case, which gives rise to potential inaccuracy. This paper reports the design and results of a controlled transcription experiment in which eight linguistically trained professional transcribers produced transcripts for an audio recording of a conversation between five adults in a busy restaurant. In the context of covert recordings, this recording shares many of the typical features of covert forensic recordings, including the presence of multiple speakers, background noise and use of non-specialist recording equipment. We present a detailed qualitative and quantitative comparison of the transcripts, identifying areas of agreement and disagreement in (a) speaker attribution and (b) the representation of the linguistic content. We find that disagreement between the transcriptions is frequent and various in nature; the most common causes are identified as (i) omission of speech that is included in other transcripts, (ii) variation in the representation of turns, (iii) orthographic variation seemingly motivated by phonetic similarity, and (iv) orthographic variation seemingly not motivated by phonetic similarity. We argue that the variable nature of the transcription of “challenging” audio recordings must be considered in forensic contexts and make recommendations for improving practice in the production of forensic transcriptions.

Bail is a privilege granted to suspects at the discretion of a court. The court exercises this discretion to give temporary freedom to crime suspects pending the conclusion of court trial. Where the bail conditions become stringent, unattainable or out of reach for suspects, suspects overreach themselves and this defeats the moral intentions of ‘bailing’ and the law. This paper discusses how awaiting-trial inmates are the most victimized by the challenges of the criminal justice system in Ebonyi State and how easing bail conditions for awaiting-trial inmates could reduce suspects’ costs of victimization. Using qualitative and quantitative research approaches, a sample of 1498 respondents comprising 623 awaiting-trial inmates, 617 police officers, 145 prison officers and 113 court staff was drawn from Ebonyi State. Multi-stage and purposive sampling techniques were used to reach the respondents. Questionnaire and in-depth interviews were instruments for data collection. Findings confirmed that keeping suspects in prisons longer than necessary is traumatic to suspects. Key recommendations include easing of bail conditions for awaiting-trial inmates by cutting the high bail prices to match the economic capacity of Ebonyi State’s neighborhood or relaxing bail terms that could enable inmates to meet bail requirements.

The objective of the present study is to evaluate the quality of the marketed and self collected samples of Plumbago zeylanica L. roots on the standardization parameters. This study is planned mainly to confirm changes with quality of drug. Now a day’s more demand of herbal drugs for disease treatment, lack of knowledge of proper methodology and availability are promoting the practices of adulteration and substitution. Thus, the standardization of the plant crude drugs is necessary to maintain their therapeutic efficacy. Comparative studies were carried out to evaluate the standards of P. zeylanica L. with emphasis on organoleptic evaluation, physicochemical and phytochemical analysis. Samples were procured from local market and self collected to determine the qualitative and quantitative variations. The result indicates that self collected sample showed significant results with comparison to marketed sample.

Обсуждаются наиболее частые причины неудовлетворительных результатов экспертизы и возможные пути улучшения качества цитогенетических исследований. We report the results of quality assessment for preparation of cytogenetic slides and chromosomal analysis in the laboratories of Russian Federation in the system of the interlaboratory comparative examinations “FSVOK” in 2018-2019. Common causes of poor results of assessment and the ways for improvement of quality for cytogenetic investigations are discussed.

The quality of underwater images is an important problem for resource detection. However, the light scattering and plankton in water can impact the quality of underwater images. In this paper, a novel underwater image restoration based on non-convex, non-smooth variation and thermal exchange optimization is proposed. Firstly, the underwater dark channel prior is used to estimate the rough transmission map. Secondly, the rough transmission map is refined by the proposed adaptive non-convex non-smooth variation. Then, Thermal Exchange Optimization is applied to compensate for the red channel of underwater images. Finally, the restored image can be estimated via the image formation model. The results show that the proposed algorithm can output high-quality images, according to qualitative and quantitative analysis.

For nearly three decades, drug courts have provided a rehabilitative approach within the criminal justice system for individuals who have a substance use disorder. The goal of drug courts is to reduce criminal recidivism, and research has consistently suggested that participants that graduate drug court are less likely to recidivate than those who are terminated from the program. This qualitative study adds to the literature by asking drug court participants ( N = 42) their views on the most helpful aspects of the program that support them in graduating and how the program could be more helpful to support them in graduating. Two themes emerged from the data: (1) participants felt that interventions that are common to drug courts, such as drug testing and having frequent contact with the judge, were most helpful in supporting them in graduating the program; (2) participants felt that the agencies that offered treatment for their substance use disorders used punitive tactics and judgmental approaches that compromised the quality of treatment they received, and they felt that this was a barrier to them graduating the program. The findings are discussed in reference to drug court practice.

Currently some areas of Indonesia are being developed Badan Usaha Milik Petani (BUMP) as a form of institutional agribusiness, especially in the central area of rice production. Karawang regency is one of the regions in Indonesia who have great potential in rice production. BUMP PT Padi Energi Proklamasi is one that stands in the Karawang regency, West Java. This research aims to identify environmental external factors into opportunities and threats as well as the company's internal environmental factors that the company's strengths and weaknesses, formulate alternative strategies that the company can run according to environmental conditions and analyze the company's strategic priorities that can be run by enterprises in accordance with the company's environmental conditions. Data analysis was carried out qualitative and quantitative descriptive with EFE matrix-IFE, IE Matrix, SWOT matrix and QSPM. EFE matrix evaluation results in a score of 3.148 indicates that the BUMP PT Padi Energi Proklamasi respond both opportunities and threats that exist in the industry well. Based on the matrix IFE total weighted score is 3.684. The results obtained from processing QSPM priority strategies that can be run by BUMP PT Padi Energi Proklamasi is improving the quality of services to members through the existing facilities and infrastructure as well as government policies and others who support the business with the highest value that is equal to TAS 7.147. Socio-economic development is a systematic procedure for improving the standard of living, qualitative and quantitative characteristics of the goods consumed by the public. Based on the health situation of the population in the region, appropriate guidelines are set. In the context of regional specifics, targeted programs are being laid and implemented, which at the same time depend on the health of the population and are aimed, in fact, at improving the quality of its health. According to the subject of this article, the leading factor of socio-economic growth is the health of the population, it will be evaluated as a catalyst for the desired regional development.

Cancer of the lower jaw is one of the most common causes of the development of total defects. There are many indices and indicators to assess the quality of life of patients with this pathology, but they do not fully describe the features of their postoperative rehabilitation. The question of developing an evaluation criterion for the introduction of a special device in patients with subtotal defects of the lower jaw remains open.Material and methods. In the period from 2010 to 2021, 100 patients with subtotal defects of the lower jaw, aged 30 to 65 years old, who are being treated in the Department of Maxillofacial Surgery at the Department of Maxillofacial Surgery of the GBUZ SKKKB, were interviewed. All patients were divided into 2 groups of 50 people each. In the main rehabilitation was carried out using a special device to optimize the biomechanics of the lower jaw, in the control group, rehabilitation was carried out without one. The article presents the results of assessing the quality of life, which were carried out using a special questionnaire.Conclusions. This questionnaire makes it possible to assess the standard of living of patients using a special device at the stages of rehabilitation.

Although, the diverse activities and uses are one of the significant key factors to improve quality of streets, some places and shops in Mawlawi Street are disappeared or used by few number of people, while others are used by high number of people. Moreover, just some attractions and points of interest (POIs) are located in the Global Positioning System (GPS). This issues lead to lake of finding urban diversity in Mawlawi Street. This paper examines and find out the diversity of activities and uses that improves the quality of streets and makes successful streets in Sulaimaniya City Centre. It is also to identify POIs provided in GPS. The study employed a mix-methodology method. 330 questionnaire surveys, 20 semi-structured interview, and qualitative and quantitative observation, were conducted in Mawlawi Street. The results show that the diverse activities and choices are important key to make streets of Sulaimaniya City Center successful. There is also a need to define and insert many places on map for enhancing diversity. To secure the quality of the Street, this study suggests to improve the quality of goods and shops, provide night activities, and refresh some left places and shops along the Street.
