Chinese government has proposed a national contribution plan that involves achieving the peak CO2 emissions by 2030 and carbon neutrality by 2060. To explore the pathway of achieving carbon neutrality, we tried to use resources taxes and land reclamation deposits as compulsory ecological compensation (CEC). In order to test if CEC can affect CO2 emissions, energy intensity was selected as the intermediate variable. We found that the CO2 emissions trend in China is consistent with environmental Kuznets curve hypothesis and proved that CEC displayed a spillover effect on energy intensity. Likely, energy intensity presented a spillover effect on CO2 emissions. Therefore, CEC will spatially affect CO2 emissions. The generalized spatial two-stage least-squares estimate model was used to identify the impact mechanism of coal production on energy intensity with CEC as the instrumental variable. The results indicated that reducing coal production in neighboring regions may cause the mitigation of local CO2 emissions. Finally, regression analyses carried out by region suggested regional cooperation should be carried out in the process of carbon mitigation.

The spot inspection policy has been widely applied in environmental protection in China. This paper collects environmental enforcement announcements and green patent data published by Chinese government agencies from 2006 to 2015. First, it studies the impact of spot inspection on green innovation with the spatial Durbin model. Then, it analyzes spatial heterogeneity according to the eastern, central, and western regions including 29 provinces. The spot inspection policy significantly increases the green innovation of a current region with a negative spillover effect on neighboring regions. Even though this policy has the best performance in the eastern region, it leads to pollution transfer into the western region, while being ineffective in the central region. Further, analysis on the spatial spillover effects of the 29 provinces proves that 21 provinces have a positive spillover effect, while eight provinces have a negative spillover effect. The research study shows that although spot inspection is generally beneficial to green innovation, pollution transfer and policy failure exist because of spatial heterogeneity.

The purpose of the study is to examine the adaptation of coal mining enterprises to the requirements of the Climate Agenda and the prospects for a low-carbon future of the Kuzbass region. The subject of the research is the impact of coal mining on the conservation of the region’s biocapacity and the future "green" development of Kuzbass on the basis of mine reclamation. The following tasks are tackled: 1. to show the role of mining enterprises in the movement of the region's economy towards a low-carbon future, 2. to determine the relationship between the coal production and the area of mined lands for the period 2013-2019, 3. to reveal the need to increase the mine reclamation rate and conserve the biodiversity of the region's ecosystem, 4. to forecast the growth of the area of mined land with an increase in coal production of more than 300 million tons, provided that the current socio-economic situation in the region remains unchanged. Research methods are elements of a systems approach, regression analysis, building a one-factor linear regression model using the IBM SPSS Statistics software.

As a vital element affecting economic efficiency, the impact of marine industrial structure upgrading on marine economy has become a hot topic, and China is not an exception. This paper analyzed the dynamic relationship of marine industrial structure upgrading and marine economy efficiency to verity the “structural bonus” and “cost disease” effects. The results confirmed the existence of cost disease in China’s marine economy, although occasionally it illustrated structural bonus effects with the improvement of the regional marine economy efficiency. The spatial Durbin model (SDM) was introduced to study the spillover effect of local marine industrial structure upgrading (MISU) on the adjacent regions’ marine economy efficiency, and this spillover effect was verified to have agglomerate characteristics in China’s coastal areas. Then several countermeasures were proposed to realize marine ecological civilization and promote regional cooperation in the development of China’s marine economy.

China’s policy of subsidies and rewards for grassland ecological protection (PSRGEP) aims to maintain the ecological function of grasslands and increase the income of herder households. Since 2011, the Chinese government has invested more than 150 billion yuan in this policy, making it currently the largest grassland ecological compensation project in China. Based on a survey of 203 herder households in Xin Barag Left Banner, Inner Mongolia Autonomous Region, this study used the Lorenz curve and Gini index to describe the imbalance in the distribution of compensation funds. Then, the integrated livelihood capital scores before compensation were used as a baseline. The changes in ranking and standard deviation of the scores after receiving compensation funds were analysed to draw a conclusion about the impact on the income gap between herder households. Finally, we described the absolute income gap through a group comparison. The results show that the distribution of compensation funds is unbalanced (Gini index is 0.46). According to the order of compensation funds from high to low, the top 20% of sample herder households received 49% of the total funds. Given the unbalanced distribution, households with better family economic conditions received more compensation funds. After receiving the compensation funds, the change in the ranking of the household’s livelihood capital integrated score was small, but the standard deviation increased from 0.1697 to 0.1734, and the Gini index of the households’ capital integrated scores decreased from 0.35 to 0.34 (the coefficient of variation decreased from 0.66 to 0.63). The group with the highest integrated livelihood capital score received 3.6 times the compensation funds of the group with the lowest score. As a result, under the promotion of PSRGEP, the local absolute income gap has widened, but the relative income gap has reduced. This study evaluated the current distribution of compensation funds for PSRGEP, which could provide a scientific basis for managers to optimize the fund distribution in the future.

In order to control sulfur dioxide (SO2) emissions, the Chinese government in 1998 implemented the Acid Rain and Sulfur Dioxide Emission Control Zones policy (known as the Two Control Zone or TCZ policy). In a panel analysis of the impact of the TCZ policy on China`s industrial SO2 emissions, two-way fixed-effects models show that it did not significantly reduce either per capita SO2 emissions or SO2 intensity in China. The study also reveals that instead of the traditional inverted U-shaped Environmental Kuznets Curve, the relationship between income growth and sulfur pollution in China favors an N-shaped pattern. The empirical results indicate that the TCZ policy has not had a consistent, longterm impact on sulfur pollution control. This is in accord with previous studies and the actual situation in the two control zones. This paper presents two policy recommendations for improving the mitigation of SO2 pollution in China.

Innovation agglomeration plays a decisive role in improving the input–output scale and marginal output efficiency of factors. This paper takes carbon emissions as the unexpected output and energy consumption as the input factor into the traditional output density model. The dynamic spatial panel Durbin model is used to analyze the mechanism for innovation agglomeration and energy intensity to affect carbon emissions from 2004 to 2017 in thirty Chinese provinces. Then, we test the possible mediating effect of energy intensity between innovation agglomeration and carbon emissions. The major findings are as follows. (1) The carbon emission intensity has time-dependence and positive spatial spillover effect. That is, there is a close correlation between current and early carbon emissions, and there is also a high-degree correlation between regional and surrounding areas’ carbon emissions. (2) Carbon emissions keep a classical inverted U-shaped relation with innovation agglomeration, as well as with energy intensity. However, the impact of innovation agglomeration on carbon emissions in inland regions of China does not appear on the right side of the inverted U-shaped curve, while carbon emissions are subject to a positive nonlinear promoting effect from energy intensity. (3) When the logarithm of innovation agglomeration is more than 3.0309, it first shows the inhibition effect on energy intensity. With the logarithm of innovation agglomeration exceeding 5.0100, it will show the dual effect of emission reduction and energy conservation. (4) Energy intensity could work as the intermediary variable of innovation agglomeration’s influence on carbon emissions. Through its various positive externalities, innovation agglomeration can produce a direct impact on carbon emissions, and through energy intensity, it can also affect carbon emissions indirectly.

COVID-19 has made a bad influence on economic and society including cultural and tourism industry in China,2020.The industry has received a huge loss in the first quarter of the year and the situation is getting worse in the near future. It is believed that there will be a long impact for the country even the world. In order to recover the industry, Chinese government has published series of policies to support the enterprises and clusters to reduce the bad influence of COVID-19. This paper mainly uses filed survey and documentary research to map the real situation of the industry. It tries to find the policy demand of the industries and then analyze the policies published by government to conquer COVID-19. Meanwhile it will focus on whether the supply meet the demand and give suggestions on how to promote the policy efficiency in the post period of COVID-19 in China. The global warming has become a serious issue in the world since the 1980s. The targets for the first commitment period of the Kyoto Protocol cover emissions of the six main greenhouse gasses (GHGs). China is the world's largest CO2 emitter and coal consumer and was responsible for 27.3 percent of the global total CO2 emission and 50.6 percent of the global total coal consumption in 2016 (BP, 2017). As China plays an important role in the global climate change, China has set goals to improve its environmental efficiency and performance. In 2011, the Chinese government for the first time announced an intent to establish carbon emission trading market in China. Eight regional emission trading schemes have been operating since 2013 (seven pilot markets during the 12th Five Year Plan period and one pilot market during the 13th Five Year Plan period) including provinces of Guangdong, Hubei, and Fujian, and cities of Beijing, Tianjin, Shanghai, Shenzhen, and Chongqing. The goal of these regional emission trading pilot markets is to help the government establish an efficient carbon emission trading scheme at national level. Some researchers have been focused on examining the impact of emission trading schemes in China using CGE model by constructing different scenarios and ex-ante analysis using data prior to emission trading pilot markets implementation. While this paper tries to conduct an ex-post analysis with data of 2005-2017 to evaluate the impact of emission trading pilot markets in China at provincial level using difference-in-difference (DID) model. By including both CO2 and SO2 as undesirable outputs to calculate Malmquist-Luenberger (ML) Index to measure green total factor productivity, this paper plans to evaluate the impact of carbon emission trading pilot markets in China via emission reduction, regional green development, synergy effect and influencing channels. This paper tries to answer the following research questions: (1) Do emission trading pilot markets reduce CO2 emission and increase regional green total factor productivity? (2) Is there any synergy effect from emission trading pilot markets? (3) What are the influencing channels of emission trading pilot markets? BACKGROUND The rapid spread of COVID-19 has created a severe challenge to China’s healthcare system. Hospitals across the country reacted quickly under the leadership of the Chinese government and implemented a range of informatization measures to effectively respond to the COVID-19. OBJECTIVE To understand the impact of the pandemic on the medical business of Chinese hospitals and the difficulties faced by hospital informatization construction. To discuss the application of hospital informatization measures during the COVID-19 pandemic. To summarize the practical experience of hospitals using information technology to fight the pandemic. METHODS Performing a cross-sectional on-line questionnaire survey in Chinese hospitals, of which the participants are invited including hospital information staff, hospital administrators, medical staff, etc. Statistical analyzing the collected data by using SPSS version 24. RESULTS A total of 804 valid questionnaires (88.45%) are collected in this study from 30 provinces in mainland China, of which 731 (90.92%) were filled out by hospital information staff. 473 (58.83%) hospitals are tertiary hospitals while the remaining 331 (41.17%) are secondary hospitals. The majority hospitals (82.46%) had a drop in their business volume during the pandemic and a more substantial drop is found in tertiary hospitals. 70.40% (n=566) of hospitals have upgraded or modified their information systems in response to the epidemic. The proportion of tertiary hospitals that upgraded or modified systems is significantly higher than that of secondary hospitals. Internet hospital consultation (70.52%), pre-check and triage (62.56%), telemedicine (60.32%), health QR code (57.71%), and telecommuting (50.87%) are the most used informatization anti-pandemic measures. There are obvious differences in the application of information measures between tertiary hospitals and secondary hospitals. Among these measures, most of them (41.17%) are aiming at serving patients and most of them (62.38%) are universal which continue to be used after pandemic. The informatization measures are mostly used to control the source of infection (48.19%), such as health QR Code, etc. During the pandemic, the main difficulties faced by the hospital information department are “information construction projects are hindered” (58.96%) and “increased difficulty in ensuring network information security” (58.58%). There are significant differences in this issue between tertiary hospitals and secondary hospitals. The shortcomings of hospital informatization that should be made up for are “shorten patient consultation time and optimize consultation process” (72.51%), “Ensure network information security” (72.14%) and “build internet hospital consultations platform” (59.95%). CONCLUSIONS A significant number of innovative medical information technology have been used and played a significant role in all phases of COVID-19 prevention and control in China. Since the COVID-19 brought many challenges and difficulties for informatization work, hospitals need to constantly improve their own information technology skills to respond to public health emergencies that arise at any moment.

AbstractIntegrated renovation projects are important for marine ecological environment protection. Three-dimensional hydrodynamics and water quality models are developed for the Maowei Sea to assess the hydrodynamic environment base on the MIKE3 software with high resolution meshes. The results showed that the flow velocity changed minimally after the project, decreasing by approximately 0.12 m/s in the east of the Maowei Sea area and increasing by approximately 0.01 m/s in the northeast of the Shajing Port. The decrease in tidal prism (~ 2.66 × 106 m3) was attributed to land reclamation, and accounted for just 0.86% of the pre-project level. The water exchange half-life increased by approximately 1 day, implying a slightly reduced water exchange capacity. Siltation occurred mainly in the reclamation and dredging areas, amounting to back-silting of approximately 2 cm/year. Reclamation project is the main factor causing the decrease of tidal volume and weakening the hydrodynamics in Maowei Sea. Adaptive management is necessary for such a comprehensive regulation project. According to the result, we suggest that reclamation works should strictly prohibit and dredging schemes should optimize in the subsequent regulation works.
