Abstract OBJECTIVE To identify the conceptions of professionals regarding interfamily violence against children and adolescents. METHOD A qualitative study conducted with 15 professionals who had taken children and adolescents under their care as a result of interfamily violence. Data were collected between November, 2013, and March, 2015, through semi-structured interviews. Data were organized and analyzed using the Textual Discourse Analysis technique. RESULTS The professional discourse highlighted that some legal aspects regarding the handling of interfamily violence against children and adolescents are neglected; an omission supported by the justification of professionals to preserve the family. We highlight the confrontation between the concept of family as a caregiver and the family that commits violence against children, in addition to the positioning of professionals, which does not include the family or the aggressor in the intervention process in facing situations of interfamily violence attended to by the services. CONCLUSION Acting against interfamily violence requires professionals to do away with some pre-established concepts in ordee to put the actual needs of victims and families into evidence.

An increase in cases of sexual violence against children triggers various health problems in children, both physical, psychological and social. This paper aims to explore the sexual violence on children, risk factors and the impact of sexual violence on children. This study of sexual violence in children refers to various empirical literature studies. Furthermore, the collection of information was analyzed using the problem tree analysis approach to find out the risk factors and their impact on children. Cases of sexual violence in the community are difficult to detect because of the lack of recognition from victims. This is because the offender called pedophile comes from within the family (familial abuse) or can come from outside the family environment (extra-familial abuse) who have established close relationships with children. Sexual violence is generally motivated by the problem of weak protection from parents which is also strengthened by socio-economic problems, low access to reproductive health education and less optimal law enforcement. Therefore, children who have experienced sexual violence find it difficult to avoid physical, biological, psychological and social risks. Children who have experienced sexual violence find it difficult to avoid physical, biological, psychological and social risks. Therefore, it is necessary to increase the capacity of parents in the prevention of sexual violence against children and law enforcement needs to complete the system of early detection and rapid response to the incidence of sexual violence against children.

This article presents an analysis of the confrontation of the State to act against sexual violence against children and adolescents, with a common name to the terms children and adolescents, with the objective of discussing public policies. Efforts are concentrated on the legal and regulatory aspects for sustainability and implementation of public policy programs in the Brazilian state. Initially, consideration was given to the definitions and concepts of public policies based on the main doctrines and researchers on the topic, such as Wildasky (1979); Maria Paula Bucci (2006), guidelines for making political decisions are added in the structuring and formulation of concrete actions, as indicated by Enrique Saraiva (2006). Then, it dialogues with the list of the main public policies arising from the action of the Brazilian state, listing the main ones: Statute of the Child and Adolescent (ECA) through Law No. 8,069 of July 13, 1990; the creation of the National Council for the Rights of Children and Adolescents (CONANDA) in 2000, among other programs in the following years, including the National Plan to Combat Child and Youth Violence (PNEVSCA), the Integrated Actions Program and References for Confronting Child and Youth Violence in the Brazilian Territory (PAIR) and the Sentinela Program, which constituted a set of social assistance measures to assist children and adolescents who are victims of sexual exploitation. In addition, it discussed the international conventions adopted by the United Nations (UN) for the rights of children and adolescents, as well as considerations about the indicators of sexual violence against them. Finally, it was concluded that the National Plan to Combat Violence against Children and Adolescents in the Brazilian case was important as a policy outlined and implemented in its different phases as a cycle of public policies, and that despite the progress, the current perspectives are outlined by the state as incipient and without the necessary resources as required. In this sense, the state’s policy focuses precisely on responding to various situations of violence in the context of social vulnerability.

ABSTRACT Objective: to understand the context of care addressed to the families involved in family violence against children and adolescents (IVCA), as produced in the context of the Primary Health Care (PHC), from the vantage point of the practitioners of a municipality in the State of Sao Paulo. Methods: qualitative research of the social-strategic type, based on the Complexity Paradigm. The participants were 41 health practitioners in five health units of the municipality under study, pertaining to the five districts of the municipality. Data collection was done through 5 focus groups and 10 semi-structured interviews from April 24th 2013 to December 12th 2013. Data analysis was oriented by the comprehension and contextualization mindset and based on the dialogic, recursive and hologramatic principles. Results: two main issues regarding the care provided by the Health of the Family team were identified: the context of this violence (the domestic space) and the power relations that prevail in the territory where this violence surfaces. The community health workers are the targets of specific attention because they experience the live/work dialogic in this same area. Conclusion: paying attention to the territory, and considering the complexity of contexts and dimensions is inherently linked to the design of care to families involved in IVCA in the PHC environment.

Violence against children and adolescents is a public health issue worldwide that threatens physical and mental wellbeing and causes irreparable harm. Reports on this violence are an essential way to prevent it and to protect the children and adolescents. Thus, the objective of the present study was to evaluate the prevalence of physical injuries that occur in domestic environments and reported to the Child and Adolescent Protection Network. This retrospective study was conducted at the Epidemiology Center of the Municipality of Curitiba. A total of 10,483 reports for the years 2010 (5,112) and 2011 (5,371) were analyzed and from them were selected reports of physical injuries that occurred in the family environment. The children and adolescents were 0-17 years old, comprising 322 cases of physical abuse within the family in 2010. Out of these, 57.1% were male and 42.9% were female, and 58% (187) presented head and neck injuries. There were 342 reports in 2011, 49% were male and 51% were female; head and neck injuries corresponded to 65% (222) of the reported cases. The prevalence of injuries increased by 6% and head and neck injury increased by 19% between 2010 and 2011. It may be concluded that physical abuse is associated with a high prevalence of head and neck injury, which is easily observed by the health and education professionals. Notification organs should be created in Brazilian hospitals and health centers, which is essential to conduct epidemiological surveillance and appropriate policies.
