Climate change is altering agricultural production and ecosystems around the world. Future projections indicate that additional change is expected in the coming decades, forcing individuals and communities to respond and adapt. Current research efforts typically examine climate change effects and possible adaptations but fail to integrate agriculture and ecosystems. This failure to jointly consider these systems and associated externalities may underestimate climate change impacts or cause adaptation implementation surprises, such as causing adaptation status of some groups or ecosystems to be worsened. This work describes and motivates reasons why ecosystems and agriculture adaptation require an integrated analytical approach. Synthesis of current literature and examples from Texas are used to explain concepts and current challenges. Texas is chosen because of its high agricultural output that is produced in close interrelationship with the surrounding semi-arid ecosystem. We conclude that future effect and adaptation analyses would be wise to jointly consider ecosystems and agriculture. Existing paradigms and useful methodology can be transplanted from the sustainable agriculture and ecosystem service literature to explore alternatives for climate adaptation and incentivization of private agriculturalists and consumers. Researchers are encouraged to adopt integrated modeling as a means to avoid implementation challenges and surprises when formulating and implementing adaptation.

AbstractCities around the world are confronted with the need to put in place climate adaptation policies to protect citizens and properties from climate change impacts. This article applies components of the framework developed by Moser and Ekström (2010) onto empirical qualitative data to diagnose institutional barriers to climate change adaptation in the Municipality of Beirut, Lebanon. Our approach reveals the presence of two vicious cycles influencing each other. In the first cycle, the root cause barrier is major political interference generating competing priorities and poor individual interest in climate change. A second vicious cycle is derived from feedbacks caused by the first and leading to the absence of a dedicated department where sector specific climate risk information is gathered and shared with other departments, limited knowledge and scientific understanding, as well as a distorted framing or vision, where climate change is considered unrelated to other issues and is to be dealt with at higher levels of government. The article also highlights the need to analyze interlinkages between barriers in order to suggest how to overcome them. The most common way to overcome barriers according to interviewees is through national and international support followed by the creation of a data bank. These opportunities could be explored by national and international policy-makers to break the deadlock in Beirut.

AbstractAs climate change accelerates the frequency and intensity of natural disasters, damage to public and private property is also increasing, putting exorbitant strain on governments and communities. Societies across the world are working to adapt to climate change, but climate adaptation is currently inadequate to meet the needs of the people left increasingly vulnerable and the places that risk being irreversibly changed or destroyed. One tactic of climate adaptation is strategic retreat, sometimes referred to as managed retreat. Strategic retreat is the process by which the government or another entity purchases (buys out) developed properties that are at risk of destruction or have been destroyed by natural disasters. The structure is most often demolished, and the land is placed under a permanent easement to prevent future development. What happens next is dependent on the entities involved in the buyouts, and can range from derelict, vacant lots to full restoration of ecosystems and their abilities to mitigate flood damage. Sometimes recreational amenities, such as trails or park infrastructure, are prioritized and funded as well. Conservation organizations can leverage their expertise in conservation planning, land acquisition and restoration, policy advocacy, and partnership development to improve the implementation of strategic retreat so that nature and people can thrive in the long term. In this policy paper, we review ways that conservation organizations have and can continue to engage in buyout processes to ensure positive outcomes for communities and nature. Conservation organizations must also evolve their approaches to climate adaptation to integrate equity and redress historical injustices in land use, and contribute towards improving strategic retreat for a more just and resilient future across disaster-prone communities. This work focuses on the context of disasters and climate adaptation in the USA, though many of the principles presented are applicable around the world.

Climate change is expected to have significant impacts on hydrologic regimes and freshwater ecosystems, and yet few basins have adequate numerical models to guide the development of freshwater climate adaptation strategies. Such strategies can build on existing freshwater conservation activities, and incorporate predicted climate change impacts. We illustrate this concept with three case studies. In the Upper Klamath Basin of the western USA, a shift in land management practices would buffer this landscape from a declining snowpack. In the Murray–Darling Basin of south-eastern Australia, identifying the requirements of flood-dependent natural values would better inform the delivery of environmental water in response to reduced runoff and less water. In the Savannah Basin of the south-eastern USA, dam managers are considering technological and engineering upgrades in response to more severe floods and droughts, which would also improve the implementation of recommended environmental flows. Even though the three case studies are in different landscapes, they all contain significant freshwater biodiversity values. These values are threatened by water allocation problems that will be exacerbated by climate change, and yet all provide opportunities for the development of effective climate adaptation strategies.

In the Shiretoko World Natural Heritage area, many factors have been observed that imply effects of climate change on ecosystems, such as decreases in seasonal sea ice, changes in fishing grounds, and the appearance of non-local species. This study summarizes observed and anticipated effects of such climate change on fisheries in the heritage area and discusses policy and research needs for adapting to these changes. International research and monitoring at the scale of large marine ecosystems (LMEs) is the basis of all policy measures for adapting to climate change. Several measures need to be combined, taking into account the various socio-ecological aspects of fisheries and scales of ecosystems. Such measures of adaptation should be incorporated also into the cross-sector coordination system and the Integrated Management Plan, which were established to manage the World Heritage area. Also, culture is an important part of society, and the World Heritage programme may offer clues for creating a new and peaceful culture based on the LME.

In developing countries in general and in Vietnam in particular, flood induced economic loss of agriculture is a serious concern since the livelihood of large populations depends on agricultural production. The objective of this study was to examine if climate change would exacerbate flood damage to agricultural production with a case study of rice production in Huong Son District of Ha Tinh Province, North-central Vietnam. The study applied a modeling approach for the prediction. Extreme precipitation and its return periods were calculated by the Generalized Extreme Value distribution method using historical daily observations and output of the MRI-CGCM3 climate model. The projected extreme precipitation data was then employed as an input of the Mike Flood model for flood modeling. Finally, an integrated approach employing flood depth and duration and crop calendar was used for the prediction of potential economic loss of rice production. Results of the study show that in comparison with the baseline period, an increase of 49.14% in the intensity of extreme precipitation was expected, while the frequency would increase 5 times by 2050s. As a result, the seriousness of floods would increase under climate change impacts as they would become more intensified, deeper and longer, and consequently the economic loss of rice production would increase significantly. While the level of peak flow was projected to rise nearly 1 m, leading the area of rice inundated to increase by 12.61%, the value of damage would rise by over 21% by 2050s compared to the baseline period. The findings of the present study are useful for long-term agricultural and infrastructural planning in order to tackle potential flooding threats to agricultural production under climate change impacts.

Este artigo descreve a experiência da coalizão Adapta Sertão na experimentação e disseminação de sistemas produtivos que possam tornar o agricultor familiar do Semiárido mais resiliente aos impactos da variação climática atual e da mudança do clima no futuro. Durante as experimentações, a coalizão teve que enfrentar várias barreiras ligadas à falta de integração entre políticas públicas existentes e projetos pilotos em comunidades locais. Hoje, a adaptação à mudança do clima não está sendo considerada na implementação de obras hídricas de pequeno e médio porte, que são de grande importância porque, geralmente, conseguem beneficiar as faixas de população mais pobres e mais suscetíveis aos impactos climáticos. As experiências mostram que é preciso desenvolver, com urgência, políticas públicas inovadoras que consigam integrar o acesso à água com a disseminação de tecnologias de adaptação e de sistemas produtivos mais resilientes à seca.  Palavras - chave: medidas de adaptação, agricultura familiar, semiárido, tecnologia.  The experience of the Adapta Sertão Coalition in Disseminating Climate Change Adaptation Technologies and Strategies for Family Farmers in Semi Arid Brazil  ABSTRACTThis paper describes the experience of the Adapta Sertão coalition in testing and experimenting production systems that have the potential to make small farmers of semi-arid Brazil more resilient to current and future climate change impacts. During the different testing, the coalition had to overcome several barriers linked to a lack of integration between current public policies. For example, today climate change is not considered in the design and implementation of small and medium hydraulic infrastructures. This limits the benefits to the target groups (small farmers) that are more likely to be affected by climate change. The experiences show that it is urgent and necessary to develop public policies to better integrate access to water, dissemination of climate resilient technologies and implementation of production systems more adequate to the semi arid conditions.  Keywords: adaptation measures, family farming, semi-arid, technology.

Abstract. The overall agricultural system in the Nile Delta region is considered as one of the highest intensive and complicated agriculture systems in the world. According to the recent studies, the Nile Delta region is one of the highly vulnerable regions in the world to climate change. Sea level rise, soil and water degradation, undiversified crop-pattern, yield reduction, pests and disease severity, and irrigation and drainage management were the main key factors that increased vulnerability of the agriculture sector in that region. The main objective of this study is to conduct a community-based multi-criteria adaptation assessment in the Nile Delta using a preset questionnaire. A list of possible adaptation measures for agriculture sector was evaluated. The results indicated that the Nile Delta growers have strong perceptions to act positively to reduce the impacts of climate change. They reflected the need to improve the their adaptive capacity based on clear scientific message with adequate governmental support to coop with the negative impacts of climate change.

Since 2016, STP has been funding the implementation of greenhouses, viewed as a viable way to guarantee, increase, and diversify production; supply the market; improve farmers' incomes; and mitigate climate change impacts. The greenhouses in selected districts were based on farmers' experiences in horticultural production, available agricultural area, and capacity of rural communities to organize themselves into small farmers' cooperatives. There are also private greenhouse initiatives. This chapter analyzed the current situation of the STP greenhouse project and its socioeconomic contribution to rural communities, proposing actions for its improvement, addressing climate changes and poverty reduction. Despite several weaknesses, mainly linked to lack of knowledge and mastery of technology, greenhouse production represents a viable alternative for horticulture development. Greenhouses, properly exploited, are a mechanism to mitigate climate change effects and ensure an increase in income and consequently reduce poverty and improve individual and collective living conditions.
