We analyze the factors that determine human capital formation in the rural and urban sectors of Nepal and decompose the intersectoral difference into variables underlying supply and demand for human capital. In particular, we examine the role of access to primary and secondary schools as well as the socioeconomic, demographic, and geographic characteristics of households. Our results are based on Nepal Living Standards Survey data for 2004 and 2011. We find that access to schooling has a significant impact on the level of human capital, especially in rural areas. Our Blinder–Oaxaca decomposition attributes a large portion of the rural–urban gap to socioeconomic and demographic variables. Yet, the results reinforce our claim that an improvement in schooling access and road infrastructure is also necessary, particularly in the vast rural sector of Nepal, if human capital development is to provide a greater contribution to national welfare.

The article is devoted to research of dynamics of disposable resources of rural and urban households; components of disposable resources of households depending on the place of residence (per household member on average); structure of consumer expenditures of rural households based on official statistics for 2018–2020. The presented findings may serve as a basis for justifying the trends in social and economic conditions necessary for the growth of human capital in rural areas.

Abstract In modern conditions, human capital is of great importance in the production of the value of goods and services. At present, the social and living conditions of people in rural areas lag far behind urban ones. Russia has identified a socially oriented model of society development among the development priorities for the coming years, which involves the support of social spheres of the economy that determine the conditions for human capital development. The article discusses the main conditions for the formation of human capital in rural areas of North Asia, which covers the territories of the least populated federal districts – Siberian, Ural and Far Eastern. The selected entities are different in terms of economic development and infrastructural potential. The article highlights the main factors in the formation of human capital and the conditions for its development in this region. The importance of the role of the state in ensuring the availability and improving the quality of social services, reducing the differences between rural and urban living conditions is shown.

Background/Context School leaders are central to state and district human-capital reforms (HCRs), yet they are rarely equipped with the skills to implement new evaluation, professional development, and personnel data systems. Although districts increasingly offer principals coaching and training, there has been limited empirical work on how these supports influence principals’ HCR-related practices. Purpose Drawing on a two-year, mixed-methods study in the Los Angeles Unified School District (LAUSD), this article examines the role of principal supervisors in HCRs. We ask: What role did principal supervisors (Instructional Directors [IDs]) play in the implementation of human-capital reforms? What did high-quality coaching on the part of IDs look like in this context? Research Design Our two-part analysis draws upon survey and interview data. First, we conducted descriptive analyses and significance testing using principal and ID survey data to examine the correlations among principals’ ratings of ID coaching quality, ID coaching practices, and principals’ implementation of HCRs. Second, we conducted in-depth interviews, using a think-aloud protocol, with two sets of IDs—those consistently highly-rated and those with mixed ratings—who were identified using principals’ reports of coaching quality. Following interview coding, we created various case-ordered metamatrix displays to analyze our qualitative data in order to identify patterns in coaching strategy and approach across IDs, content, and contexts. Findings First, our survey data indicate that receiving high-quality coaching from IDs is correlated with stronger principal support for and implementation of HCRs. Our survey findings further illustrate that IDs support a wide range of principals’ HCR activities. Second, our think-aloud interviews with case IDs demonstrate that coaching strategy and approach vary between consistently highly-rated and mixed-rated coaches: Consistently highly-rated IDs emphasize the importance of engaging in, or defining HCR problems as, joint work alongside principals, while mixed-rated IDs often emphasize the use of tools to guide principal improvement. We find that, on the whole, the consistently highly-rated IDs in our sample employ a nondirective approach to coaching more often than mixed-rated coaches. Conclusions These findings contribute to a growing literature on the crucial role of principal supervisors as coaches to improve principals’ instructional leadership and policy implementation. While exploratory, this study offers the first steps toward building greater evidence of the connections between high-quality coaching and policy implementation, and it may have implications for the design and implementation of professional development for principal supervisors and the selection and placement of supervisors with principals.

The article discusses the problems that arise when monitoring the conditions for the development of human capital in rural areas, since, despite the sufficient number of works on monitoring the human capital in rural areas or the agricultural sector, the integral system of quantitative socio-economic indicators for assessing the human capital development conditions in rural areas remains poorly studied. First of all, a basic concept of monitoring is given, as well as an applied concept - monitoring the human capital development conditions in rural areas, which is understood as a system of constant monitoring, collection, registration, storage and analysis of several key parameters that assess the conditions for the formation and development of congenital and accumulated physical, mental and personal abilities and qualities of the population of rural areas, as well as acquiring knowledge and skills that can be used by them in order to deliver economic income or social effect. The monitoring process is presented in detail in the relationship of this category with concepts close to it (diagnostics, as a preliminary stage, monitoring as the main stage, appropriate policy development, as the final stage). The diversity of monitoring indicators used in the social sphere of human life is reflected: for rural areas, for the agrarian sphere, for the regional socio-economic system, for the development of municipalities' social and labor systems, for social factors of the region's development, etc. The authors' idea of an integral system of indicators for monitoring the human capital development conditions in rural areas is given, which is a combination of six blocks: health care, education, culture and sports, demography and migration, infrastructure, as well as socio-economic conditions.

Education promotes progress and economic and social growth, improves the quality of life of the population. The first objective of the study was to identify people's income according to the years of schooling, the second was to estimate the income gap according to gender, residence and working conditions, the third was to identify the return of education, work experience towards the income of the Peruvian inhabitants. Parametric tests and the two-stage Heckman model were used to obtain the results. The data come from the National Household Survey. Income differs according to schooling. There are gaps in earned income. For one more year of education, the monetary return amounts to 12,46%, if it is a woman, it is 13,23%, if it is a man, it is 11,51%, if it resides in an urban area it amounts to 10,62%, if it is a resident in rural areas it amounts to 9,83%. Topicality. Subjective educational, professional, moral and psychological properties of a person which were important at all times, nowadays receive special significance in the context of the formation of a global knowledge economy,. It now becomes an axiom that a person, his knowledge and skills, his ability to creativity is the main productive resource and the main value of society. Valuable measure gets an economic importance in the sense that, in the case of its deformation, all society's efforts, expenditures of government and intergovernmental institutions, households and other actors in sufficient (or high) cost of human capital achievement will fail in forming the main value and the main productive resource of society. Aim and tasks. The purpose of the article is to study the functional role, international features of the formation of human capital and their manifestations in the national economy. Research results. The most developed countries are those which have a high level of human capital development. The functional role of human capital in world development is realized through qualitative improvement of the human potential of the country, the formation of the abilities and needs of its population, plus the characteristics of the contribution of these non-market investments to economic growth, efficiency and competitiveness. Human capital, like all kinds of capital, is not objectively predetermined, it is the result of the joint efforts of the man himself, his family, enterprise, and state. For a person, these efforts are associated with labor costs, time and financial resources, for enterprises and the state - mainly with the financial costs associated with economic and social development. The financial cost of a qualitative improvement of the workforce, which means its transformation into human capital, takes the form of investment � all kinds of investments into a person, that can be valued in cash or another form and are purposeful, that contribute to the growth of labor productivity and increase income level. Investments in human capital in comparison with investments in other types of capital are distinguished by a number of peculiarities that influence the decision making of the subject in relation to the choice between current consumption or savings for the purpose of further investment and accumulation of human capital. Each of the subjects, investing in individual human capital, pursues its own goals and sees in his own way the future benefits of its accumulation. The dynamics, structure and volume of these investments shows that they differ significantly in the industrialized countries and in Ukraine. The volumes of investments into different components of human capital in Ukraine are lower than in Western countries, the USA, and Japan. As a result, in the last decades there has been a deformed structure of investment in a person, which complicates its quantitative and qualitative reproduction. Conclusion. International tendencies of human capital development are manifested in the following: the formation of a human-centric concept and the humanization of world development; growth of the role of financial markets in investing in human capital; a large proportion of human capital in the national wealth of highly developed countries; high and stable expenditures on human capital development at all levels of the economy; rapid response of the educational sphere to structural changes in the economy; the transformation of knowledge into the most extensive sphere of investment. In the system of reproduction of human capital in modern Ukraine has accumulated a number of acute problems of socio-economic and moral-ideological nature, which, due to the unfavourable development of events, could lead not only to the progress of the economic system, but also to its destruction.
