For several decades Naples has exemplified the deficit of legitimacy that now outstandingly mars public life in Italy and across many democracies. Drawing on ethnographic evidence from extended anthropological field research, this article examines the increasing gap between rulers and the ruled, which jeopardizes the authority, therefore legitimacy, of governance. With a focus on this major Italian city, the discussion leads to the conclusion that this gap and its ramifications are a substantial threat to democracy that urgently needs to be understood in depth and comprehensively, eschewing both conceptual superimposition and ideological bias organic to vested interests.

The article examines the phenomenon of so-called civic apps, applications for smartphones and web largely used by Russian social movements in their fight against corruption, roads in poor condition, street faults and other public problems. Developed by independent programmers and anti-Putin activists, these applications become a means of collective action and empowerment, redefining traditional repertoires of contention. They help citizens participate in public life by mapping, documenting and photographing different urban problems and hence enable citizen expertise and facilitate citizen control. The aim of this article is thus to understand how such small-scaled actions as pothole reporting or mapping street faults can become a means of empowerment and counter-democracy tools. The article is based on two years of field research and focuses on four cases of civic applications. Analyzing technical aspects, the genesis and design of these apps, the author provides an account of new repertoires of contention and new forms of citizenship created with the help of these tools.

Seven zoonoses — human infections of animal origin — have emerged from the Coronaviridae family in the past century, including three viruses responsible for significant human mortality (SARS-CoV, MERS-CoV, and SARS-CoV-2) in the past twenty years alone. These three viruses, in addition to two older CoV zoonoses (HCoV-229E and HCoV-NL63) are believed to be originally derived from wild bat reservoir species. We review the molecular biology of the bat-derived Alpha- and Betacoronavirus genera, highlighting features that contribute to their potential for cross-species emergence, including the use of well-conserved mammalian host cell machinery for cell entry and a unique capacity for adaptation to novel host environments after host switching. The adaptive capacity of coronaviruses largely results from their large genomes, which reduce the risk of deleterious mutational errors and facilitate range-expanding recombination events by offering heightened redundancy in essential genetic material. Large CoV genomes are made possible by the unique proofreading capacity encoded for their RNA-dependent polymerase. We find that bat-borne SARS-related coronaviruses in the subgenus Sarbecovirus, the source clade for SARS-CoV and SARS-CoV-2, present a particularly poignant pandemic threat, due to the extraordinary viral genetic diversity represented among several sympatric species of their horseshoe bat hosts. To date, Sarbecovirus surveillance has been almost entirely restricted to China. More vigorous field research efforts tracking the circulation of Sarbecoviruses specifically and Betacoronaviruses more generally is needed across a broader global range if we are to avoid future repeats of the COVID-19 pandemic.

Employees (N = 170) of a City Hall in Italy were administered a questionnaire measuring collective efficacy (CE), perceptions of context (PoC), and organizational commitment (OC). Two facets of collective efficacy were identified, namely group and organizational. Structural equation models revealed that perceptions of top management display a stronger relationship with organizational collective efficacy, whereas employees’ perceptions of their colleagues and their direct superior are related to collective efficacy at the group level. Group collective efficacy had a stronger relationship with affective organizational commitment than did organizational collective efficacy. The theoretical significance of this study is in showing that CE is two-dimensional rather than unidimensional. The practical significance of this finding is that the PoC model provides a framework that public sector managers can use to increase the efficacy of the organization as a whole as well as the individual groups that compose it.

SummaryAs a terror tactic, suicide terrorism is one of the most lethal as it relies on a human being to deliver and detonate the device. Suicide terrorism is not confined to a single region or religion. On the contrary, it has a global appeal, and in countries such as Syria, Iraq, Afghanistan, and Pakistan it has come to represent an almost daily reality as it has become the weapon of choice for some of the most dreaded terrorist organizations in the world, such as ISIS and al-Qaeda. Drawing on over two decades of extensive field research in five distinct world regions, specifically the Middle East, Western Europe, North America, Russia, and the Balkans, the author discusses the origins of modern day suicide terrorism, motivational factors behind suicide terrorism, its global migration, and its appeal to modern-day terrorist groups to embrace it as a tactic.
