Many scholars have considered the relationship between the government response to COVID-19, an important social intervention strategy, and the COVID-19 infection rate. However, few have examined the sustained impact of an early government response on the COVID-19 infection rate. The current paper fills this gap by investigating a national survey performed in February 2020 and infection data from Chinese cities surveyed 1.5 years after the outbreak of COVID-19. The results suggest that the Chinese government’s early response to COVID-19 significantly and sustainedly reduced China’s COVID-19 infection rate, and that this impact worked through risk perception, the adoption of protective action recommendations (PARs), and the chain-mediating effects of risk perception and the adoption of PARs, respectively. These findings have important practical value. In demonstrating how government response and infection rate at the macro level are connected to the behaviour of individuals at the micro level, they suggest feasible directions for curbing the spread of diseases such as COVID-19. When facing such public health emergencies, the focus should be on increasing the public’s risk perception and adoption of PARs.

Abstract Background The study aimed to explore the factors influencing protective behavior and its association with factors during the post-COVID-19 period in China based on the risk perception emotion model and the protective action decision model (PADM). Methods A total of 2830 valid questionnaires were collected as data for empirical analysis via network sampling in China. Structural equation modeling (SEM) was performed to explore the relationships between the latent variables. Results SEM indicated that social emotion significantly positively affected protective behavior and intention. Protective behavioral intention had significant direct effects on protective behavior, and the direct effects were also the largest. Government trust did not have a significant effect on protective behavior but did have a significant indirect effect. Moreover, it was found that government trust had the greatest direct effect on social emotion. In addition, we found that excessive risk perception level may directly reduce people’s intention and frequency of engaging in protective behavior, which was not conducive to positive, protective behavior. Conclusion In the post-COVID-19 period, theoretical framework constructed in this study can be used to evaluate people’s protective behavior. The government should strengthen its information-sharing and interaction with the public, enhance people’s trust in the government, create a positive social mood, appropriately regulate people's risk perception, and, finally, maintain a positive attitude and intent of protection.

The UK government’s leaders initially believed that it was among the best-prepared governments for a pandemic. By June 2020, the outcome of the collision between the government’s initial confidence, on the one hand, and the aggressiveness and virulence of COVID-19, on the other, was evident. The UK had one of the worst COVID-19 mortality rates in the world. This article explores the UK government’s response to COVID-19 from a public administration and governance perspective. Using factual information and statistical data, it considers the government’s preparedness and strategic decisions, the delivery of the government response, and public confidence in the government. Points for practitioners Possible lessons for testing through application include: Use the precautionary principle to set planning assumptions in government strategies to create the possibility of government agility during a pandemic. Use central government’s leadership role to facilitate and enable local initiative and operational responses, as well as to take advantage of local resources and assets. Choose smart government responses that address tensions between the goal of saving lives and other government goals, and beware choices that are unsatisfactory compromises.

The effective control over the outbreak of COVID-19 in China showcases a prompt government response, in which, however, the allocation of attention, as an essential parameter, remains obscure. This study is designed to clarify the evolution of the Chinese government’s attention in tackling the pandemic. To this end, 674 policy documents issued by the State Council of China are collected to establish a text corpus, which is then used to extract policy topics by applying the latent dirichlet allocation (LDA) model, a topic modelling approach. It is found that the response policies take different tracks in a four-stage controlling process, and five policy topics are identified as major government attention areas in all stages. Moreover, a topic evolution path is highlighted to show internal relationships between different policy topics. These findings shed light on the Chinese government’s dynamic response to the pandemic and indicate the strength of applying adaptive governance strategies in coping with public health emergencies.

COVID-19 has spread around the world, causing a global pandemic, and to date is impacting in various ways in both developed and developing countries. We know that the spread of this virus is through people’s behavior despite the perceived risks. Risk perception plays an important role in decision-making to prevent infection. Using data from the online survey of participants in Peru and China (N = 1594), data were collected between 8 July 31 and August 2020. We found that levels of risk perception are relatively moderate, but higher in Peru compared to China. In both countries, anxiety, threat perception, self-confidence, and sex were found to be significant predictors of risk perception; however, trust in the information received by government and experts was significant only in Peru, whereas self-confidence had a significant negative effect only for China. Risk communication should be implemented through information programs aimed at reducing anxiety and improving self-confidence, taking into consideration gender differences. In addition, the information generated by the government should be based on empirical sources. Finally, the implications for effective risk communication and its impacts on the health field are discussed.

This article discusses the case of Shekinah Egan, an Irish Muslim girl who asked to be allowed to wear the hijab to school. It traces the media and government response to her demand, and frames that demand as a citizenship claim. It focuses in particular on a peculiarity of the Irish response; that the government was disinclined to legislate for the headscarf in the classroom. It argues that – perhaps counter-intuitively – the refusal to make law around the hijab operated to silence the citizenship claims at the heart of the Egan case. To this extent, it was a very particular instance of a broader and ongoing pattern of exclusion of the children of migrants from the Irish public sphere.

Purpose This study aims to examine Hong Kong’s responses to COVID-19, arguing that Hong Kong’s relatively low infection rate is due to self-discipline of citizens together with the enforcement measures introduced by the government. Design/methodology/approach This study reviewed the government policy announcements and the prevailing scholarly analyses on Hong Kong society during COVID-19. Findings It starts by examining the partial lockdown and control measures since mid-January, and the roles of different government units in enforcement were examined and assessed. Suppression of viral outbreak in Hong Kong should primarily be attributed to the appropriate lockdown and quarantine actions of the government. Originality/value However, outperformance of the frontline professionals and the highly aware, self-disciplined and mutually aided citizens in the community are also the key to the “interim success” by June 2020 in the highly accessible and densely populated city.

Background Radon is a predominant indoor air pollutant and second leading cause of lung cancer in radon-prone areas. Despite the gravity of the health risk, residents in Canada have inadequate perception and taken minimal protective actions. Better perception of a risk motivates people to take preventive measures. Scholarship about radon health risk perception is lacking in Canada. We applied a mixed methods population health approach to explore the determinants shaping perception and actions of a resident population in Canada. Methods We conducted mixed surveys (n = 557) and qualitative bilingual interviews (n = 35) with both homeowners and tenants of Ottawa–Gatineau areas. The study explored residents' risk perception and adaptations factors. Descriptive, correlational and regression analyses described and established associations between quantitative variables. Thematic, inductive analyses identified themes in the qualitative data. A mixed methods analysis triangulated both results to draw a holistic perception of the health risk. Results Residents’ quantitative perceptions of radon health risk, smoking at home, synergistic risk perception, social influence and care for family were associated significantly with their intention to test for radon levels in their home, actual testing and mitigation. These results were explained further with the qualitative findings. Residents who had dual cognitive and emotional awareness of the risk were motivated enough to take preventive actions. Caring for family, knowing others who contracted lung cancer and financial capability were enablers, whereas lack of awareness and homeownership, cost of mitigation and stigma were obstacles to preventive actions. We also explored the dual subjective and objective aspects of risk perception that are influenced by micro- and macro-level determinants. Conclusions Inducing protective action to reduce risk requires comprehensive population-level interventions considering dual perceptions of the risk that can modify the risk determinants. Future research can explore the dual aspects of risk perception and unequal distribution of the risk factors.

The outbreak of the coronavirus disease in 2019 (COVID-19) has greatly impacted the life and mental health of many people globally. The objective of this study was to investigate the factors associated with preventive behaviors and mental health among Chinese adults during their home quarantine in the COVID-19 period. An online questionnaire survey was administered in March 2020. The study participants were adults aged between 18 and 70 years old from 31 provinces in China. Of the 3878 participants, 1314 reported moderate levels of anxiety, and the remaining participants reported moderate to severe levels of anxiety. Findings revealed that females aged between 18 and 30 years old who had higher educational qualifications, greater levels of preventive knowledge, trust in the government, and resided in urban and medium-risk areas (R2 = 0.100, F = 27.97, p < 0.001) were more likely to exhibit preventive behaviors. In contrast, a higher negative emotional response was generally seen in males who had low levels of preventive knowledge and behaviors, higher risk perception of infection, lower trust in the government, and unhealthy lifestyles (R2 = 0.127, F = 32.33, p < 0.001). In addition, the high-risk perception of infection was positively associated with high odds of anxiety (AOR = 1.17, 95% CI: 1.10–1.24), whereas a greater level of preventive knowledge (AOR = 0.36, 95% CI: 0.19–0.70) and behaviors (AOR = 0.69, 95% CI: 0.57–0.84), higher trust in the government’s COVID-19 pandemic mitigation measures (AOR = 0.77, 95% CI: 0.71–0.83), and a healthier lifestyle (AOR = 0.89, 95% CI: 0.79–0.99) were negatively associated with high odds of anxiety. Results showed that a lower level of anxiety and negative emotional response were associated with better preventive behaviors against COVID-19, which were influenced by preventive knowledge, risk perception, trust in the government’s COVID-19 pandemic mitigation measures, and healthy lifestyle. Findings in this study could help formulate health interventions for vulnerable groups related to gendered vulnerabilities in the COVID-19 environment to improve their mental health and preventive behaviors, especially during the period of a pandemic.

AbstractThere is conflicting evidence on the influence of weather on COVID-19 transmission. Our aim is to estimate weather-dependent signatures in the early phase of the pandemic, while controlling for socio-economic factors and non-pharmaceutical interventions. We identify a modest non-linear association between mean temperature and the effective reproduction number (Re) in 409 cities in 26 countries, with a decrease of 0.087 (95% CI: 0.025; 0.148) for a 10 °C increase. Early interventions have a greater effect on Re with a decrease of 0.285 (95% CI 0.223; 0.347) for a 5th - 95th percentile increase in the government response index. The variation in the effective reproduction number explained by government interventions is 6 times greater than for mean temperature. We find little evidence of meteorological conditions having influenced the early stages of local epidemics and conclude that population behaviour and government interventions are more important drivers of transmission.
