Since 1 January 2021, China has banned nondegradable disposable straws in the catering industry. To promote the enforcement of the ban of plastic straws and improve the relationship between economic development and environmental protection, based on the evolutionary game method, this paper constructs the game model from the supply side and the demand side, respectively. Subsequently, through the dynamic equation, stable system evolution strategy is obtained. Furthermore, simulation is conducted to test the influence of the main parameters in the model on the evolution of system strategy. The results show that (1) the change of the government strategy mainly depends on its regulation costs and revenue, while the production strategy of a company is affected by the government and consumer strategies. (2) From the perspective of enterprise supply, government subsidies can promote technological innovation and develop new plastic straw substitutes. However, government penalties have little effect on violating enterprises. In addition, from the perspective of enterprise demand, with the collaboration of enterprises and consumers, it is easier for enterprises to carry out technological innovation. (3) Consumer acceptance of the substitutes for disposable plastic straws as well as online comments have a decisive influence on the enterprises’ selections for research and development (R&D) strategies.

The role of Innovation on small and medium enterprises (SMEs) growth is inevitable in any form of business organisation. Innovation has to do with a new idea, creative thought, and new imaginations of device of production of new product to add value to its customer. Innovation save as rebirth of product and reintroduce product in new look. This study have assess the impact of investment and technological innovation in growth of SMEs in Yobe State Nigeria. Structured questionnaire were used to gather the data, random sampling method were also adopted in surveying the 150 number of respondent. The finding shows significant relationship between innovation of product and production device and small and medium Growth, the result shows there is a relationship and the relationship is medium and positive. Moreover therefore there is impact of both investment and technological innovation on small and medium enterprises Growth The innovation has highly increase the growth of the enterprises. The study also recommend the government to consider and increase funds being allocated to grow the SMEs to make more innovations.

According the data from 1995—2008, this paper has analyzed empirically the relationship between technical investment and economic growth in Shaanxi province government. The result showed that technical investment of Shaanxi province government has greatly improved the economic growth; however, there was big gap between the whole investment scope and the specific scopes of different districts and provinces and, the technical investment take a comparative small scale on the whole finance expenditure or GDP. So, this paper pointed out some suggestions to optimize technical investment of Shaanxi government, that to improve pluralism technical investment system, help universities to enhance multi-research & exploration and enhance the establishment of the army and the people scientific and technological innovation system.

With the prominence of energy crisis and environmental pollution problem, low carbon energy technology innovation is becoming the key of global economy sustainable development. But, for the particularity of technology, the low carbon energy technology innovation has enormous risk. Therefore proportion of low carbon energy technology innovation risk through social channels slowly becomes the crux to promoting the development of low carbon energy technology innovation. As the core subjects in risk proportion of technological innovation, enterprises and social risk-sharing organizations all start to select and adjust their strategy in exploration and trial and error and to seek equilibrium point of interest, thus form a dynamic game process. In this paper, the premise of bounded rationality assumptions of evolutionary game theory has been used as an analytical tool to construct evolutionary game model of social proportion of technological innovation risk, and thus to the stability analysis for both the main strategy of evolution. Results of the evolutionary game analysis show that the participation of a third promoting force play a decisive role in the operation and development of social proportion system of technological innovation risk, thus this paper raised conceptions and recommendations for the government that they should take part in the risk prevention system of low carbon energy technology innovation as a conductor and coordinator.

Governments have adopted the rhetoric of promoting transparency, citizen engagement, and accountability through technological innovation. The provision of open government data has been encouraged as a foundational reform in that direction. This study argues that, in Paraguay’s education sector, these reforms were never capable of matching said rhetoric. Using a case study design, the research shows that the stated goals of intuitively simplifying information to facilitate citizen monitoring of funds for education infrastructure were never realistically attempted by the government. It will advocate the relevance of considering the relationship between politics, accountability, and technology to uncover transparency façades.

In the green economy, strategic emerging industries to implement Class II green technological innovation keep critical to obtain competitive advantages. The government regulation could effectively make up for the shortcomings of the negative externalities of green technological innovation. In order to further explore the impact of government regulation on Class I, II and III green technological innovation of strategic emerging industries, this article utilizes the strategic emerging industries as the main experimental subject. Through constructing a tripartite evolutionary game model of strategic emerging industries, the government and consumers, it reveals the process of the three-party discretionary selection in the process of green technology innovation, and acquires equilibrium strategies of the tripartite in the process of green technological innovation.

Encouraging enterprises to adopt green and low-carbon technological innovation is an important measure to cope with climate change and achieve low-carbon economic development. As the main stakeholders of green and low-carbon technological innovation of enterprises, what measures should the government and the public take to encourage green and low-carbon technological innovation of enterprises has become one of the focuses of research. This study constructs a tripartite evolutionary game model among the government, the public, and enterprises and then obtains the evolutionary stability strategy by analyzing the replication dynamic equation of each subject. Numerical simulation is made on the evolution path of the game under different enforcement intensities of environmental regulation means. The result shows that pollution tax, low-carbon technology innovation subsidy, and environmental protection publicity and guidance are three environmental regulation means to effectively stimulate enterprises’ green and low-carbon technology innovation. And moderate pollution tax, low-intensity publicity of public environmental protection, and high innovation incentive compensation have the highest incentive efficiency for enterprises’ green and low-carbon technological innovation. Targeted suggestions for promoting green and low-carbon technological innovation of enterprises are put forward in the end.

Purpose This paper aims to investigate the moderating effect of efficiency and non-market capability in the relationship between government involvement and resources to performance of water supply companies (PDAM) in Sulawesi, Indonesia. Design/methodology/approach This paper is explanatory in nature, i.e. it explains the relationship (causality) between the external environment variables (government involvement), internal environment variables (resources and non-market capabilities) and the performance of taps in Sulawesi through hypothesis testing. The research was conducted in six provinces in the northern peninsula of Sulawesi Island: North Sulawesi Province, Gorontalo Province, Central Sulawesi Province, Southeast Sulawesi Province, South Sulawesi Province and West Sulawesi Province. The research was undertaken from September 2011 to December 2011. The analysis unit in this research was PDAM, while the research population was the regional water company (PDAM) in Sulawesi. A quantitative approach was used for data analysis, i.e. variance-based inferential statistical analysis with structural equation modeling, known as partial least squares, with variable non-market capability acting as a moderating variable. Findings Government involvement has a significant and positive effect on the performance, indicating that the higher the government involvement, the higher the performance of a company. Efforts to reduce water loss level for PDAM is a strategic move, as they are associated with PDAM’s stakeholders. Water loss will lead to poor customer service, low contribution to the acceptance of regional governments and failure to meet natural conservation programs. On the other hand, to reduce the water loss level, considerable capital is needed for investment, for example, to finance the installation and repair of pipelines, pumps, mains water meter, customer water meter, the cost of water treatment, fuel costs and the expansion of the water source. In general, PDAM in Sulawesi still has problems in terms of expansion because of the lack of funding sources; hence, the role of regional government as the owner is expected, both in the form of financial aid and the tariff adjustment. The government should be in favor of thorough development of drinking water, as embodied in the form of finance, budget commitment and the commitment to the development of PDAM. Research limitations/implications The limitations of this study are that the data used in this study are cross-sectional, so they only describe the condition at a particular time. Also, the sample was limited to Sulawesi taps; therefore, to generalize the findings, a larger sample needs to be considered. Practical implications The practical implications of this study are that development of water supply company cannot be separated from the government’s involvement as one of the stakeholders to improve corporate performance, especially through financial assistance. In connection with it, a board of directors or management of PDAM in every department of a company constantly works on government involvement, especially financial aid to fund or investment fund sharing, to improve service to customers. Such activities run a company aimed at achieving efficiency with emphasis on the efficiency of production and distribution capacity by managing the leakage rate, the emphasis on labor costs by keeping the ratio of employees ideal, the emphasis on aspects of the supply and distribution through control of water resources and water meter mains and water customers and an emphasis on the use of raw materials or chemicals with attention to the quality of raw water. Social implications The social implications of this study are that government interventions are supported by the availability of resources according to the needs able to create efficiencies that have an impact on improving the performance of taps. Companies performing well can operate optimally in providing drinking water that meets health standards. In addition, the performance achieved allows the taps to embody the organization’s mission as a creator of jobs and local revenue for local governments. Originality/value Originality for this paper shows the moderating effect of efficiency and non-market capability in the relationship between government involvement and resources to PDAM. The originality also includes the location of this study (six provinces in the northern peninsula of Sulawesi Island: North Sulawesi Province, Gorontalo Province, Central Sulawesi Province, Southeast Sulawesi Province, South Sulawesi Province and West Sulawesi Province) as no previous research has investigated this relationship in this geography.

This study is based on the legal responsibility of the assessment of public appraisal reports they make in land procurement activities for development in the public interest. Public assessment is obliged to always be accountable for their assessment. The type of research found in this thesis is a type of normative legal research with the right-hand of the statue approach and case approach. Normative legal research is a study that provides systematic explanation of rules governing a certain legal category, analyzing the relationship between regulations explaining areas of difficulty and possibly predicting future development. . After conducting research, researchers found that one of the causes that made the dispute was a lack of communication conducted between the Government and the landlord. In deliberation which should be the place where the parties find the meeting point between the parties on the magnitude of the damages that will be given, in the field is often used only for the delivery of the assessment of the compensation that has been done.

The article examines the relationship between Western Russianism (Zapadnorusizm) and Byelorussian nationalism. Byelorussian nationalism is much younger than Western Russianism, finally shaping only in the end of the 19th century. Before 1917 revolution Byelorussian nationalism could not compete with Western Russianism. The national policy of the Bolsheviks contributed to the decline of Western Russianism and helped Byelorussian nationalism to gain stronger positions. However, Byelorussian nationalists actively cooperated with the occupation authorities during the Great Patriotic war. That caused distinctly negative attitude of Byelorussians towards the movement and collaborators. Currently, Byelorussian nationalism is supported both by the opposition and by the government. Western Russianism has no political representation, but is supported by the majority of Byelorussian population.

This article aims to explore the relationship between the Ministry of Home Affairs (Kemendagri) and the Ministry of Villages (Kemendes) from theconstitutional law and state administrative law point of view.The second concerns of this research is the disharmony and problem between the two ministries.From the constitutional law point of view, it turns out that what the Ministry of Home Affairs is doing, is closer to the object of its discussion. The method used in this research is normative legal research bycomparingthe constitutional law and state administrative law to obtain clarity regarding the Ministry of Home Affairs and Ministry of Village. The result shows that the Ministry of Village approached the science of state administrative law, namely to revive or give spirits to the village. Disharmonization began to exist since the inception of the Ministry of Village. The root of disharmony itself was the improper application of constitutional foundations in the formation of the Village Law. It would be better if the government reassess the constitutional foundation for the village.
