Households in many cities worldwide consume substantial amounts of water, but increasing aridity will result in serious water supply challenges in the future. In South Africa, droughts are now a common phenomenon, with severe implications on water supply for urban households. Developing interventions to minimise the impacts of drought requires understanding of users’ perceptions of water scarcity, water use practices, and participation in water conservation practices. Using household surveys across different income groups (low, medium, and high) in Makhanda, South Africa, this study investigates households’ perceptions of water scarcity, water use, and conservation practices as a basis for designing pathways for sustainable water use practices. Results indicate that a substantial proportion of households were aware of water scarcity and attributed it to poor municipal planning rather than drought and wasteful use practices. Households reported good water use behaviour, but wasteful practices (e.g., regular flushing of toilets) were evident. Gender, age, education, and environmental awareness influenced water use practices, but the relationships were generally weak. Households participated in water conservation measures but felt the local municipal authority lagged in addressing water supply challenges. The implications of the study are discussed.

Water scarcity has long been recognized as a key issue challenging China’s water security and sustainable development. Economically, China’s water scarcity can be characterized by the uneven distribution of limited water resources across space and time in hydrological cycles that are inconsistent with the rising demand for a sufficient, stable water supply from rapid socioeconomic development coupled with a big, growing population. The limited water availability or scarcity has led to trade-offs in water use and management across sectors and space, while negatively affecting economic growth and the environment. Meanwhile, inefficiency and unsustainability prevail in China’s water use, attributable to government failure to account for the socioeconomic nature of water and its scarcity beyond hydrology. China’s water supply comes mainly from surface water and groundwater. The nontraditional sources, wastewater reclamation and reuse in particular, have been increasingly contributing to water supply but are less explored. Modern advancement in solar and nuclear power development may help improve the potential and competitiveness of seawater desalination as an alternative water source. Nonetheless, technological measures to augment water supply can only play a limited role in addressing water scarcity, highlighting the necessity and importance of nontechnological measures and “soft” approaches for managing water. Water conservation, including improving water use efficiency, particularly in the agriculture sector, represents a reasonable strategy that has much potential but requires careful policy design. China’s water management has started to pay greater attention to market-based approaches, such as tradable water rights and water pricing, accompanied by management reforms. In the past, these approaches have largely been treated as command-and-control tools for regulation rather than as economic instruments following economic design principles. While progress has been made in promoting the market-based approaches, the institutional aspect needs to be further improved to create supporting and enabling conditions. For water markets, developing regulations and institutions, combined with clearly defining water use rights, is needed to facilitate market trading of water rights. For water pricing, appropriate design based on the full cost of water supply needs to be strengthened, and policy implementation must be enforced. An integrated approach is particularly relevant and greatly needed for China’s water management. This approach emphasizes integration and holistic consideration of water in relation to other resource management, development opportunities, and other policies across scales and sectors to achieve synergy, cost-effectiveness, multiple benefits, and eventually economic efficiency. Integrated water management has been increasingly applied, as exemplified by a national policy initiative to promote urban water resilience and sustainability. While economics can play a critical role in helping evaluate and compare alternative measures or design scenarios and in identifying multiple benefits, there is a need for economic or social cost–benefit analysis of China’s water policy or management that incorporates nonmarket costs and benefits.

The significance of water scarcity to crop production and food security has been globally recognized as a pivotal sustainability challenge in the UN Sustainable Development Goals ( 86 ). The critical link between water scarcity and sustainability is adaptation. Various changes in water use practices have been employed to alleviate production constraints. However, the potential for these changes to influence crop diseases has received relatively little attention, despite the circumglobal importance of diseases to agricultural sustainability. This article reviews what is known about the realized effects of scarcity-driven alterations in water use practices on diseases in the field in order to raise awareness of the potential for both increased disease risk and possible beneficial effects on crop disease management. This is followed by consideration of the primary mechanistic drivers underlying disease outcomes under various water use adaptation scenarios, concluding with a vision for disease–water co-management options and future research needs.

Water scarcity is increasing in South Africa and communities need to be educated about water conservation practices. This article investigated the perceptions of Raymond Mhlaba Local Municipality’s residents concerning the use of social media for water conservation education in their community. Through a quantitative methodology, a sample of 383 respondents answered a questionnaire and the main findings were that 75 per cent of respondents did not know about the municipality’s social media platforms. This article recommends that the municipality creates awareness about its social media platforms, increases social media usage and employs persuasive strategies for participation.

Abstract. The concept of virtual water encourages a country to view agricultural crops in terms of the amount of water required to produce those crops, with a view to implementing trading policies that promote the saving of scarce water resources. Recently, increased attention has focussed on partitioning the virtual water content of crops into green and blue water (derived from rainfall and irrigation, respectively) as the latter has higher opportunity costs associated with its use and therefore impacts directly on scarcity. Maize is the most important crop traded within the SADC region. South Africa is the largest producer and exporter of maize, with the majority of its exports destined for other SADC countries. In comparison to other SADC countries, South Africa produces maize relatively efficiently, with a low virtual water content and a high green (868 m3 t−1) to blue (117 m3 t−1) water ratio. The blue water content is however higher than for maize produced in all other SADC countries, with the exception of Namibia (211 m3 t−1). Current trade patterns therefore result in a net expenditure of blue water (66×106 m3), almost all of which is exported by South Africa (65×106 m3). South Africa is one of the most water scarce countries in the region and analysis of virtual water flows indicates that current SADC maize trading patterns are influenced by national productivity as opposed to water scarcity. The virtual water content of maize was estimated for each of South Africa's nineteen Water Management Area's (WMA) and used as a proxy to represent water use efficiency for maize production. The virtual water content varied widely across all of the WMAs, ranging from 360 m3 t−1 in the Ustutu Mhlatuze to 1000 m3 t−1 in the Limpopo. A comparison of the virtual water content and production of maize (expressed as a percentage of the total national production) identified those WMAs where maize production is highly water inefficient (e.g. Lower Orange and Limpopo WMAs). Results suggest that, while a national estimate of the virtual water content of a crop may indicate a relatively efficient use of water, an analysis of the virtual water content at smaller scales can reveal inefficient use of water for the same crop. Therefore, analysis of the virtual water content of crops and trading of agricultural products at different spatial scales (i.e. regional, national and WMA) could be an important consideration within the context of water allocation, water use efficiency and alleviation of water scarcity.

The study examined the adoption of water conservation practices and challenges encountered by smallholder farmers in water resource conservation in Enyibe, Ermelo South Africa. The data were collected using structured questionnaires, observation and focus group discussion. Frequency, mean and logistics regression were used for data analysis. Age (β=1.238), sex (β=-1.497), level of education (β=-1.062), access to irrigation facilities (β=1.690), payment of water tariff (β=1.369) and agricultural extension advice (β=-.631) were significant and associated with adoption of water conservation practice. The identified constraints in the adoption process were inadequate technical guidelines, financial, government policies, and inadequate knowledge of water conservation practices. There is need to improve information, showcase the benefits of water conservation, and ensure maintenance of water conservation infrastructure. Concerted effort must be made to establish robust database on water resource conservation and sources of water utilised in the area. Keywords: Sustainable, water conservation, constraints, adoption

The blue water footprint (WF) is an indicator of freshwater required to produce a given end product. Determining the blue WF for milk production, the seasonal water use and the impact of water conservation are important sustainability considerations for the dairy industry in Ontario (Canada). In this study, a water footprint network (WFN) method was used to calculate the seasonal blue WF’s from in-barn water use data and the fat–protein-corrected milk (FPCM) production. Various water conservation options were estimated using the AgriSuite software. Results showed that the total water use (L of water·cow−1·d−1) and the average blue WF (L of water·kg−1 of FPCM) were 246.3 ± 6.8 L·cow−1·d−1 and 7.4 ± 0.2 L·kg−1, respectively. The total water use and the blue WF could be reduced to 182.7 ± 5.1 L·cow−1·d−1 (25.8% reduction) and 5.8 ± 0.1 L·kg−1 (21.6% reduction), respectively, through adaptive water conservation measures as the reuse of the plate cooler and milk house water. For example, conservation practices could reduce the milk house wash water use from 74.3 ± 8.8 L·cow−1·d−1 to 16.6 ± 0.1 L·cow−1·d−1 (77.7% overall reduction).

There is a finite supply of global fresh water available for human consumption, which is in great demand from both humans and the environment. As technology and populations increase, so do the demands and pressure on this limited resource. Demand far too often outstrips supply, requiring authorities to impose restrictions on water use. Recent research undertaken by Rand Water, in the Rand Water supply area (in and around Gauteng, South Africa) points to the desire from end users to be empowered with knowledge to make their own decisions on water use reduction, rather than to have authoritative restrictions imposed on them. This observation indicates the importance of water conservation education and awareness campaigns to facilitate the reduction in water consumption by consumers, and suggests that education is a priority in the implementation of water conservation strategies.

This study examines whether water scarcity context affects water conservation decision behaviour. We do this analysing a decision model that includes perceived message credibility, water consumption risk, and personal involvement variables. The sample consists of residents of more than 20 Spanish cities, and contexts of water scarcity (n = 420) and non-scarcity (n = 217) are compared. Spain was chosen because it is one of the most water-stressed (difference between consumption and reserves) countries in Europe, and water scarcity is a key factor affecting water conservation efforts. We employ regression analysis with partial least squares (PLS) and multi-group techniques. Two relevant findings can be highlighted. First, the most relevant variable in the model is personal involvement in water conservation practices. Second, although in general our model is not sensitive to the water scarcity context, we observe that individuals living in areas with water scarcity report greater levels of personal involvement and water conservation decision behaviour. We conclude by providing the implications for water managers and policymakers and suggesting avenues for future research.
