This article analyses the differences in the level of transparency and quality of information on the institutional websites of Spanish councils depending on whether the mayor’s office is held by a woman or a man. We focus on 605 Spanish municipalities with more than 10,000 inhabitants in which women mayors represent 26.3% (n = 159) of the total. The method is based on 52 quantitative indicators divided into two thematic blocks related to municipal transparency and to information for participation. The principal results reveal that municipalities led by women yield better results in terms of compliance with the indicators evaluated, with 50.68%, compared to the municipalities in which the mayor is a man, with 38.13%. In addition, a more detailed analysis reveals how women mayors obtain better results in all groups of indicators: transparency, quality of the information published on municipal websites and tools provided for citizen participation. The study reveals how the increase in elected women has a positive influence on the implementation of policies that allow for more transparent information and communication and that promote greater inclusion of citizens in the public debate.

Public perception of immigration content at the TPI East Jakarta Class I Immigration Office is very important in determining the quality of information and understanding of immigration provided to the public by focusing on social media Instagram. With some literacy regarding public perceptions it can produce a public view of immigration content that has been disseminated through social media Instagram TPI Class I Immigration Office, East Jakarta. This can be used as study and learning material in seeing some of the shortcomings that must be addressed by the TPI East Jakarta Class I Immigration Office regarding public perceptions of immigration content. With the descriptive qualitative research method, it explains that there are still gaps or shortcomings of immigration content disseminated through social media Instagram TPI Class I Immigration Office, East Jakarta. So it is very necessary to make several further research studies related to public perceptions of immigration content so as to harmonize understanding between the information provider and the recipient of the information.

This chapter deals with accessibility, a relevant and important concept for every citizen in the improvement of their quality of life in any environment or daily situation. Specifically, an empirical study about accessibility in the public health centers of a Basic Health Area (BHA) of Jaén is carried out. From this study, accessibility deficiencies in health buildings are revealed, and explicit proposals are provided with the aim of improving accessibility in different scopes such as information and communications. The improvement plans based on the use of Technology, Information, and Communication (TIC) tools help sensory disabled users that attend to the Health Center.

Currently, cities are being reconstructed to smart cities that use an information and communication technology (ICT) framework alongside the internet of things (IoT) technology to increase efficiency and also share information with the public, helping to improve the quality of government services citizens' welfare. This large, diverse set of information called big data is obtained by ICT and IoT technologies from smart cities. This information does not have any meaning of its own but a high potential to make use of smart city services. Therefore, the information collected is mined and processed through use of big data analytic techniques. The environmental footprints in smart cities can be monitored and controlled with the help of ICT. Big data analytic techniques help enhance the functionalities of smart cities and the 4G and 5G network provides strong connectivity for professional devices.

KPP Pratama Manado is a place provided by the government for the public or taxpayer in carrying out their obligations to report on each asset or wealth or income they have. Along with the times in the advancement of information and communication technology, KPP Pratama Manado provides convenience for taxpayer in reporting SPT (Surat Pemberitahuan Tahunan) by providing e-Filing. The e-Filing system is an online tax reporting system that has been provided by the government for taxpayer. However, the lack of knowledge of taxpayer on e-Filing system affects taxpayer still reporting annual SPTs manually. KPP Pratama Manado should further improve the grade and quality of e-Filing system so that they can be used more optimally by taxpayer.Keywords: SPT, e-Filing, taxpayer


Recent years have seen resurgent interest in the potential capacity of transparency—the public availability of information—to improve democratic governance. Timely, accurate, granular, and freely available information is generally regarded as intrinsically valuable, as well as having many instrumental benefits. In development, transparency and accountability are generally thought to help plug the leaky pipes of corruption and inefficiency, channel public spending more efficiently, and produce better services. In the field of electoral governance, openness about the rules and procedures, outcomes, and decision processes used by electoral authorities is widely assumed to build public trust, improve policymaking, and facilitate accountability. In the age of WikiLeaks, Twitter, and Google, open governance—expanding information and communication—often seems like an unqualified good. Nevertheless, beyond popular buzzword sloganeering, evidence suggests that the impact of transparency on the quality of governance and elections remains mixed. Transparency also has a dark side, threatening trust, privacy, and security. To understand these issues more fully, this book seeks to assess the early-21st-century drive toward open electoral governance and to identify several conditions predicted to determine the success of transparency policies in strengthening electoral integrity. The chapters of this book look at transparency in electoral governance at the international and state levels, as well as within civil society.

E-governance is the public sector’s use of information and communication technologies (ICT) with the aim of improving information and service delivery, encouraging citizen participation in the decision-making process and making government more accountable, transparent, and effective. Effective and efficient e-governments deploy information and communication technology systems to deliver services through multiple channels that are accessible, fast, secure, reliable, seamless, and coherent. To implement better government-to-government (G2G), government-to-business (G2B), government-to-enterprise (G2E) and government-to-citizen (G2C) services a good governance should not only utilize ICT, it has to be also serious about implementing natural language processing (NLP) Techniques to reach up to the masses and make e-governance successful one. This chapter shows the need of applying NLP technologies in the field of e-governance and also tries to focus on the issues, which can be resolved very easily with the help of these modern technologies. It also shows the advantages of applying NLP in e-governance.

AbstractIn this study, we explore a strategy to strengthen the library’s role of enhancing the quality of life for residents by identifying relationships between user satisfaction with library services and their quality of life. Questionnaires were distributed to public library users and normal distribution (skewness and kurtosis) and reliability of the measurement tools were validated. The results of this study show that satisfaction with the library staff has a positive influence on the participants’ living satisfaction, self-efficacy, and emotional stability. Second, an evaluation of their satisfaction with the library overall showed a significantly positive influence on their living satisfaction as well positive thinking. In conclusion, investment in libraries leads the public to be satisfied with their overall life, think of their future positively, have confidence to perform their roles successfully, and gain a sense of freedom with continuing stability.

Requirement of transparency in all sector is unavoidable, not only in governance but also at public company or regional company especially in carrying out the principles and appropriate policy in accordance with Good Corporate Governance standard. The good corporate governance principles determined by The Minister of ‘BUMN’ consist of: The transparency, Independence, Accountability, Responsibility and Fairness. In the case of transparency, ‘Bapepam’ give an example of the transparency practice for the public company. Some regulation of the transparency practice consist of: (1) Open information, (2) The quality of information, (3) The involvement of competence, (4) The supporter profession, (5) The limit of transaction material and the transaction of conflict interest, (6) Independent Commissary, and (7) Law Enforcement. The regional company of  ‘Pasar Surya’ is the public company owned by the local Government in Surabaya. The writer is interested in uncovering whether ‘Pasar Surya’ has done the transparency what society desires. As the comparison, the writer uses the base regulations of the transparency practice for the public company. The writer pays attention to the characteristic difference at each company. The transparency practice which ‘Pasar Surya’ has done is in accordance with The Regional Regulation and The Mayor’s Decision.Basically ‘Pasar Surya’ has done the transparency activity but it is necessary to re-examine to get the target of good corporate governance.
