This paper studies the relationships between network capabilities and innovation development in the context of two types of innovation networks: scientific knowledge networks (SKN) and technological knowledge networks (TKN). Focusing on two types of network capabilities, namely acquisition capability and control capability, the paper uses spatial regime models to compare the impacts of multiple factors on different spatial regimes. The main conclusions are the following. First, as regards SKN, the political-administrative hierarchy has shaped the spatial evolution of acquisition capacity, forming a pattern consisting of three dominant cities (Beijing, Shanghai, Nanjing), three subsidiary cities (Guangzhou, Hangzhou, Wuhan), and multiple lesser centers (Tianjin, Chengdu, Xi’an). Moreover, high control capability cities are mainly clustered in the coastal areas, specifically, one monocentric city (Beijing) and two polycentric metropolises (Shanghai, Wuhan). Second, for TKN, cities with high acquisition and control also are mainly found in coastal areas, with Shanghai and Beijing dominating network capabilities. The model’s analysis confirms the positive effect of network capabilities on innovation development, especially in scientific knowledge networks, and the driver for regional innovation development appears to have shifted from global pipeline (globalization) to local buzz (localized talents). This paper concludes with suggestions regarding network capabilities’ potential to reduce regional inequality and achieve sustainable development of regional economies.

Recent failures in COVID-19 prevention and control in some of the richest countries raise questions about the relevance of Sustainable Development Goals (SDGs) in the fight against pandemics. To examine this issue, we adopted the measure of countries’ progress for the SDGs in the SDG Index Scores (SDGS) and employed two analytical devices. The first was regression-aided adjustment of the number of deaths and confirmed cases. The second was the use of robust regressions to control the undue influence of outliers. The results are mixed. Between the SDGS and the adjusted infection rates, we found no significant correlation; however, between the SDGS and the adjusted death rates, the correlation was negative and statistically significant. These results provide a nuanced contrast to the hasty conclusions some of us might be tempted to draw from apparent positive correlations between SDGS and the cases and the deaths. The SDGs represent the fruit of painstaking global efforts to encourage and coordinate international action to enhance sustainability. We find the results reassuring, in that they suggest that the countries with higher SDGS have been able to control the devastation of deaths from COVID-19 more effectively, despite being unable to control the propagation of infections.

Problem setting. The functioning of legal relations of use and environmental protection is currently regulated by a number of regulations of different legal force and direction. All this legislation is aimed at ensuring a safe environment, stopping the negative climate change caused by industry, agriculture, low energy efficiency of buildings, lack of waste management system, as well as reducing carbon sequestration by the ecosystem. The object of research is the legislation that regulates the legal relationship regarding the use and protection of the environment in the field of innovation. The subject of the study is the state of the regulatory framework and legislative regulation of legal relations regarding the use and protection of the environment in the field of innovation. Analysis of recent researches and publications. Legal relations on the use and protection of the environment in the field of innovation have repeatedly attracted the attention of researchers. In particular, A.P. Hetman considered the issues of environmental and legal component of innovative entrepreneurship, G.V. Anisimova studied issues of environmental and legal aspects of regional innovation system, V.L. Bredikhina in the field of research were issues of legal support of environmental safety in the field of implementation innovation policy. Krasnova M.V. considered the introduction of innovative dominants of sustainable development in the environmental legislation of Ukraine. In addition, the scientific literature analyzed the legal basis for the introduction of innovative technologies in agribusiness (Bakai Yu. Yu.); legal support for the introduction of ecologically oriented innovations in Ukraine (Lebedeva T.M.), ecological innovation management in the mechanism of sustainable development (Zadykhailo D.D.). However, the study that would be aimed at analyzing the legal regulation of the use of environmental protection in the field of innovation was not yet, which prompted us to choose this topic of scientific work. Target of research is to identify and make proposals to current legislation in certain areas. The scientific novelty of the study is to make proposals to consolidate amendments to current legislation and proposals for the development of separate documents to regulate the functioning of legal relations of use and environmental protection in the field of innovation. Article’s main body. The normative-legal acts are researched, the scientific specialized literature is analyzed according to the chosen theme of scientific work. The need to amend the current legislation, the importance of developing regulations aimed at applying existing and developing new mechanisms to ensure the use and protection of the environment in the innovation sphere are identified and emphasized. Conclusions and prospects for the development. After analyzing the legal support for the functioning of legal relations of use and environmental protection in the innovation sphere, we came to the conclusion that today there is an urgent need to develop and implement a special legal act that would establish a set of measures to develop innovation in the use and environmental protection. The purpose of such a document, first of all, should be the mechanism of implementation of previously adopted regulations, expanding access to environmental information of the population, including interaction between scientific and educational institutions, the introduction of modern advanced technologies. As already noted during the dissertation, the issue we are considering goes far beyond just environmental legislation, so it should also be noted that the necessary harmonization of legislation between other institutions of law – economic, civil, tax and more. In addition to the above, I would like to emphasize that the Law “On Environmental Protection, acting as the main legislative document in the field of environmental relations does not enshrine issues of innovation, environmental innovation.


It is reasonable to use digital technologies to organize and support an innovation system that simplify and promote interactions between innovation activity participants by performing a situational analysis of big volumes of structured and unstructured data on innovation activity subjects in the regions. The aim of the article is to substantiate the essence, peculiarities and features of integrating blockchain platforms with Big Data intelligent analytics for regional innovation development. The study was carried out as based on materials describing the development of this concept both in the whole world and its spread in the Russian economy.

This chapter examines how humankind's complex relationship with water evolved historically to create today's water paradox. There is a significant difference between how water is managed and used for economic development today compared to past eras. Starting with the Agricultural Transition around 10,000 years ago, economic development was spurred by harnessing more water resources. Rather than threatening sustainable development, exploiting and controlling water resources was the key to building successful and long-lasting economies. Although the relationship between exploiting water resources and economic development has changed, many of the water institutions and innovations have not. Water may appear to be cheap, but it is only artificially so. Instead, the current market, policy, and governance institutions underprice it, and so people continue to use water excessively as if it were not scarce. Most of the innovations are also geared toward expanding command and control of water resources, not toward reducing use as economies develop.

Scientific knowledge entails rigour and control, both as a process of creating a reasoned view of reality and also as the product of results that shape the dissemination of science. The publication is critical for the development of science and the career of the academic/scientist. This article discusses some aspects of writing in science, in a stance that starts from the authors’ scientific area – Sociology/Social Sciences –, using the scientific publication in specialized journals as a paradigmatic case. The results allow concluding that writing in science does not provide the indication of principles to be pursued and that it is shaped as more than rigid self-sufficient rules for the production of a scientific-type text. This topic is particularly relevant in the current context, in which the process of scientific publication is undergoing a profound reformulation.

In this study, the authors examine the functioning of eco-industrial parks in terms of sustainable development and the paradigm of the circular economy. The purpose of the article is to substantiate the principles of functioning of eco-industrial parks in terms of sustainable development and the paradigm of the circular economy. The methodological basis of the study is a systematic approach to the functioning of eco-industrial parks in terms of sustainable development and the paradigm of circular economy and the use of general economic and specific methods of scientific knowledge, including the method of analysis, synthesis, deduction, monograph and others. The conclusions of the study are the justification of the vision of development policy in terms of sustainable development and the formation of a circular economy in the direction of creation and operation of eco-industrial parks. The tools of ensuring the formation and functioning of eco-industrial parks in the conditions of sustainable development and the paradigm of the circular economy are proposed and the consequences of its introduction are substantiated.
