The focus of this paper is a case study on the municipality of San Javier in Spain. The aim of the analysis was to provide a working model for the integration of the assessment and conservation of built heritage into broader projects devoted to the sustainable restoration of natural spaces undergoing evident declines in habitability. With a population of 31,905, San Javier is located on the edge of the Mar Menor, which is one of the largest permanent salt water lagoons in the Mediterranean. It forms part of the coastal region of the Autonomous Community of the Region of Murcia in the southeast of the Iberian Peninsula. San Javier is one of four municipalities that administer this unique ecosystem. However, despite being designated as a protected natural site since its 14 beaches are one of the most important national and international tourist destinations in this Autonomous Community, since 2016, it has suffered one of the worst environmental crises in its history. One of the outcomes of this situation is that the government bodies involved have begun to seek new models for the area’s complete regeneration that would enable sustainable growth and also include the social and economic sectors that have, to date, played a secondary role in managing the area. In this regard, cultural heritage should play a key role. The aim of this study was to demonstrate that the region’s cultural heritage, despite the complex issues involved in its management, especially for the local administrative bodies, can contribute to the creation of new models for regeneration. Besides the added value of cultural prestige provided by this area’s unique cultural landscape, which is a further legacy of the region’s history and artistic development, engaging with cultural heritage facilitates the revival of traditional systems that contribute to environmental improvement. Finally, this paper provides tools that enable local groups, and, above all, the residents themselves, to identify with the values of their cultural heritage.

Abstract Selokan Mataram, a 31.2 km irrigation canal linking Opak and Progo Rivers in the Province of Yogyakarta, initiated and built by Sultan HB IX during the Japanese Occupation, has essential historical values and cultural heritage. It was built to provide water for agricultural activities in the area. At the moment, however, the Selokan Mataram is under the pressure of urbanization and rapid development. Such pressures are threatening its heritage values. This paper aims to examine Selokan Mataram from a cultural landscape perspective, examine the values of its cultural heritage, and document the pressures, threats, and efforts that the government has undertaken to preserve it. This research uses a case study approach, where data and information are obtained through secondary data, field observation, and interviews with multiple sources. The research argues that Selokan Mataram is a ‘cultural landscape’ that is important to Yogyakarta. It has and fulfills important values to be registered as a cultural heritage. At the same time, as one crucial cultural landscape, Selokan Mataram and the surrounding area is threatened by the rapid development of the city where the local government is not fully able to manage and control it. This research recommends that Selokan Mataram should be declared as a cultural heritage area, so that efforts can be further supported and strengthened to preserve it.

This study aims to determine how the strategies used by Muslim women who do UMKM songket Batubara in developing their businesses. The sample used in this study were four MSME actors of songket Batubara, and the approach used was an inductive qualitative approach. In this study, the data analysis tools used were SWOT analysis (Strength, Weakness, Opportunities, and Threats). The results of the analysis show that this study produces a triple helix stakeholder model in this study as: a. Academics in this case are a source of knowledge with the latest theories and are relevant to the business developed by Batu Bara songket business actors run by Muslim women in Batu Bara to gain a competitive and sustainable advantage. b. Business is an entity that carries out business processes in creating added value and maintaining sustainable growth. c. The government acts as a regulator as well as a controller that has regulations and responsibilities in developing businesses. The government also has a role to coordinate stakeholders who contribute to the development of women's businesses in the treatment of Batu Bara songket cloth. Based on the results of the SWOT analysis, it can be seen that the Stakeholders are implementing the SO (Strength and Opportunities) strategy, which is a strategy in which the company uses the strengths and opportunities it has to run its business.

This article aims to discuss the specificity of three author’s projects to elaborate about the partnership between traditional economic sectors and design as added value regarding cultural heritage as framework for sustainable solutions. The scenery of intervention is the refurbishment of a single-family home that motivated the creation of three types of products: an entrance door, an armed chair with a footstool and eight carpets. The three projects started from hand drawings of one of the architects of the architecture office in charge of the assignment. In this text it is considered the concept of home and surrounding objects from an organic, human centred perspective, recalling, among others, essays as Bauen Wohnen Denken from Martin Heidegger and Rationalism and Man from Alvar Aalto as key texts that give the note of this text’s approach. The analysis goes further by addressing the product’s development process through the immersive collaboration of the architects with the client, technicians, workers of the chosen factories, namely metalwork, carpentry/carving and hand knotting. Finally, in this article it is to remark that these projects are a significant example to illustrate the partnership that can be experienced between arts & crafts production and design proposals. In effect, the craft industry that remains in the market with competitive parameters is the one that adapts techniques and skills of the tradition and innovates in concepts.

AbstractThis article is based on a combination of anthropological and geographic approaches to seascape as an aspect of the cultural landscape. Following McCall Howard, Wickham-Jones, Ingold, and Arnason, we understand the term seascape as a “holistic term to describe the depth and complexity of human relations with the sea, the modes of human habitation of the sea, the importance of the sea to maintaining livelihoods, and the connections between land and sea.” We analyze the cartographic materials chronologically from the Franziscean Cadaster to present day and determine how the use of the Canal of St. Bartholomew has changed through time. Once a part of saltpans, providing salt water for salt production and a transport route, it is now a scenic place for leisure and a protected area. As a part of the Sečovlje Salina Nature Park, the canal was poorly managed and is now a liminal site of nonregulated berths for pleasure vessels. For these reasons, this contested seascape is represented as “Texas,” an ecological disgrace, and a boat cemetery. This area is used for many contested activities, which at the same time contribute to environmental vulnerabilities and the destruction of natural and cultural heritage.

Abstract The article systematizes the knowledge about the Valencian Autonomous Community and the activities of its authorities in the field of language policy. The author has reviewed the legal solutions strengthening the status of a regional language in public space and discussed the main laws that emphasize the importance of the language as a cultural heritage of Valencia. The article also presents statistical data on the situation and ways of using the language by the inhabitants of Valencia. The last part of the article discusses the Valencian-language media market. The regional government financially supports the presence of the language in public space. The position of the Valencian language remains constant, albeit low, both among the population and in the media, Therefore, the subsidies proposed by the government of the Valencian Community should change this situation and strengthen the presence of the Valencian language among the population of the region.

The author analyzes factors that led to a deeper fall in output and profitability in the real sector of the Russian economy in comparison with other segments during the acute phase of the financial crisis. It is argued that some contradictions in the government anti-recession policy, activities of the financial sector and natural monopolies lead to pumping out added value created in manufacturing and agriculture, increase symptoms of the «Dutch disease», etc. It is shown that it may threaten the balanced development of the Russian economy, and a set of measures is suggested to minimize these tendencies and create a basis for the state modernization policy.

Candi Village in Bandungan District is one of the Chili Supply Sub-district for Semarang Regency and surrounding area has agro-climate suitable for the development of various agricultural commodities supported by wide market opportunity, so it is suitable for agricultural business development. The purpose of this research is to identify the distribution pattern of red pepper, to know each value of commodity chains and distribution, to design alternative distribution pattern of red pepper.Population in this research is 88 respondents from 735 of member of chilli farmer in Desa Candi with total area of 150,3 hectare consisting of rice field, moor and yard. Methods of data analyst using quantitative approach is done by using Margin Marketing Analysis. The results include: (1) The pattern of distribution of existing farming business grows naturally in accordance with the developments and needs of the perpetrators, the actors in this pattern are farmers, wholesalers, collectors, wholesalers, retailers, consumers. (2) The value of the red chili commodity chain in this naturally grown pattern often makes pricing more dominant by traders, so farmers receive prices slightly lower than market prices. (3) Some obstacles faced in distributing red peppers are the difficulty of changing the mindset of the community about advanced farming, this is best utilized by market participants (chain of distribution) who are more informed and always keep abreast of market dynamics. Conventional marketing pattern by farmer cause price level accepted by farmer in general relatively smaller compared to price received by trader. Suggestions shorten the chain of distribution patterns, increase the added value of products and improve the bargaining position of farmers and for the government always guide / accompany farmers in getting accurate market information, which can be used as farmers in bargaining, Increased market transparency can act as a trigger for the functioning of a market, improved competition and increased adaptation to meet the needs of supply and opportunity to compete with market prices. Desa Candi di Kabupaten Bandungan adalah salah satu Kecamatan Penyedia Cabai untuk Kabupaten Semarang dan sekitarnya memiliki agroklimat yang cocok untuk pengembangan berbagai komoditas pertanian yang didukung oleh peluang pasar yang luas, sehingga sangat cocok untuk pengembangan bisnis pertanian. Tujuan dari penelitian ini adalah untuk mengidentifikasi pola distribusi cabai merah, untuk mengetahui masing-masing nilai rantai komoditas dan distribusi, untuk merancang alternatif pola distribusi cabai merah. Populasi dalam penelitian ini adalah 88 responden dari 735 anggota petani cabai di Desa Candi dengan total luas 150,3 hektar yang terdiri dari sawah, tegalan dan pekarangan. Metode analis data menggunakan pendekatan kuantitatif dilakukan dengan menggunakan Analisis Pemasaran Margin. Hasil meliputi: (1) Pola distribusi usaha pertanian yang ada tumbuh secara alami sesuai dengan perkembangan dan kebutuhan pelaku, pelaku dalam pola ini adalah petani, pedagang besar, pengumpul, pedagang besar, pedagang besar, pengecer, konsumen. (2) Nilai rantai komoditas cabai merah dalam pola yang dikembangkan secara alami ini sering membuat penetapan harga lebih dominan oleh para pedagang, sehingga petani menerima harga yang sedikit lebih rendah daripada harga pasar. (3) Beberapa kendala yang dihadapi dalam mendistribusikan paprika merah adalah sulitnya mengubah pola pikir masyarakat tentang pertanian maju, hal ini paling baik digunakan oleh pelaku pasar (rantai distribusi) yang lebih banyak informasi dan selalu mengikuti perkembangan dinamika pasar. Pola pemasaran konvensional oleh petani menyebabkan tingkat harga yang diterima petani pada umumnya relatif lebih kecil dibandingkan dengan harga yang diterima pedagang. Saran mempersingkat rantai pola distribusi, meningkatkan nilai tambah produk dan meningkatkan posisi tawar petani dan bagi pemerintah selalu membimbing / menemani petani dalam mendapatkan informasi pasar yang akurat, yang dapat digunakan sebagai petani dalam tawar-menawar, Peningkatan transparansi pasar dapat bertindak sebagai pemicu berfungsinya pasar, meningkatnya kompetisi dan peningkatan adaptasi untuk memenuhi kebutuhan pasokan dan peluang untuk bersaing dengan harga pasar.

Author through deeply analysing the context and situation of developing a model linking sustainable tourism with preserving and promoting the specific tangible and intangible cultural heritage values of Quang Ninh province in the previous period thereby proposing a system of appropriate solutions to develop models of cultural tourism, heritage tourism, rural tourism, community tourism...in close association with specific values conservation and promotion of tangible and intangible cultural heritage, livelihood development and sustainable multidimensional poverty reduction for ethnic minorities groups in the current Industry Revolution 4.0 trend.

IntroductionQuality-adjusted life year (QALY) has been recommended by the government as preferred outcome measure for Health Technology Assessment (HTA) in India. As country-specific health-related quality of life tariff values are essential for accurate measurement of QALYs, the government of India has commissioned the present study. The aim of this paper is to describe the methods for the Development of an EQ-5D Value set for India using an Extended design (DEVINE) Study. Additionally, this study aspires to establish if the design of 10-time trade-off (TTO) blocks is enough to generate valid value sets.Methods and analysisA cross-sectional survey using the EuroQol Group’s Valuation Technology (EQ-VT) will be undertaken in a sample of 2700 respondents selected from six different states of India using a multistage stratified random sampling technique. The participants will be interviewed using computer-assisted personal interviewing technique. The TTO valuation will be done using 10 composite TTO (c-TTO) tasks and 7 discrete choice experiment (DCE) tasks. Hybrid modelling approach using both c-TTO and DCE data to estimate the potential value set will be applied. Values of all 3125 health states will be predicted using both the conventional EQ-VT design of 10 blocks of 10 TTO tasks, and an extended design of 18 blocks of 10 TTO tasks. The potential added value of the eight additional blocks in overall validity will be tested. The study will deliver value set for India and assess the adequacy of existing 10-blocks design to be able to correctly predict the values of all 3125 health states.Ethics and disseminationThe ethical approval has been obtained from Institutional Ethics Committee of PGIMER, Chandigarh, India. The anonymised EQ-5D-5L value set will be available for general use and in the HTAs commissioned by India’s central HTA Agency.

Hitzarmen horrek, hain zuzen ere, espazio horietako ibai-arrantza, itsaski-bilketa eta akuikultura arautzen ditu, bai eta horietan egindako arau-hausteen ikuskapena eta zehapena ere, eta konstituzioa onartu eta ia berrogei urtera, ez du zuzenketarik izan araudi berrira egokitzeko. Hau da, alor horietan eta ur horietan Euskal Autonomia Erkidegoak duen eskumen esklusibora egokitu gabe dago oraindik. RESUMEN: El trabajo aborda la inconstitucionalidad, en lo que a España se refiere, del Convenio hispano-francés de 14 de julio de 1959, relativo a la pesca en el Bidasoa y Bahía de Higuer; tratado que regula la pesca fluvial, el marisqueo y la acuicultura en esos espacios, así como la inspección y sanción de las infracciones al mismo, pero que casi cuarenta años después del vigente bloque de constitucionalidad no ha sido enmendado para adaptarlo al mismo. Esto es, a la competencia exclusiva de la Comunidad Autónoma Vasca en esas materias y en esas aguas. Para corregir esta anomalía se propone que los órganos competentes de la Comunidad Autónoma Vasca soliciten al Gobierno del Estado la enmienda del Convenio en el marco de los procedimientos instaurados por los arts. 49, 50 y 51 de la Ley 25/2014, de 27 de noviembre, de Tratados y otros acuerdos internacionales; procedimientos que contemplan la participación autonómica. ABSTRACT: The article deals with the unconstitutionality, as far as Spain is concerned, of the Spanish-French Convention of July 14, 1959, concerning fishing in the Bidasoa and Higuer Bay; treaty ruling river fishing, shellfish and aquaculture in these waters as well as inspection and punishment of violations of it. Nevertheless, nearly forty years after the current block of constitutionality it has not been adapted to it; this is the exclusive competence of the Basque Autonomous Community in these areas and in those waters. To correct this anomaly the request by the competent bodies of the Basque Autonomous Community for the amendment of the Convention to the Government of the State in the framework of the procedures set up buy articles 49, 50 and 51 of the Law 27/2014, of 27 November, of treaties and other international agreements; procedures including regional participation, is proposed.
