Bang Kachao, the largest green area in the Bangkok metropolitan area, delivers significant ecosystem services to sustain society free of charge. It is therefore difficult to achieve socially optimal services because of inefficient allocation of resources, over-consumption, and negative externalities resulting from market failures. This study’s purpose is to assess consumers’ willingness to pay (WTP) for enhancing ecosystem services from the Bang Kachao Green Area and to investigate factors influencing the WTP of Bangkok residents. A choice experiment was applied by interviewing 200 respondents living in the Bangkok metropolitan area. The data were collected between July and September 2016 and analyzed using a conditional logit model. The results reveal that the respondents are willing to pay 42 USD per year to improve the ecosystem services in Bang Kachao. The respondents demand clean air the most, followed by food, recreation, and bird diversity. The government of Bangkok may take proactive steps to promote agroforestry and ecotourism in Bang Kachao. A Payment for Ecosystem Services (PES) scheme may ensure the provision of ecosystem services in Bang Kachao.

Abstract Background The government investments in quality primary healthcare are the basis to strengthening the health systems and monitoring the public expenditure in this area is a way to assess the effectiveness and efficiency of the public health policies. The Brazil Ministry of Health changed, in 2017, the method of onlending federal resources to states and cities seeking to make the public funds management more flexible. This change, however, suppressed mandatory investments in primary healthcare. This research aims to determine the difference of expenditures on primary healthcare in Salvador, Bahia, Brazil metropolitan area before and after this funding reform, seeking to verify how it can impact the quality of primary healthcare services and programs. Methods This is an ecological time-series study that used data obtained in the Brazil Ministry of Health budget reports. The median and interquartile range of expenditures on primary healthcare (set as the percentage of total public health budget applied in primary care services and programs) of the 13 cities in the Salvador metropolitan area were compared two years before and after the reform. Results The median of expenditures on primary healthcare in Salvador metropolitan area was 25.5% (13,9% - 32,2%) of total public health budget before and 24.8% (20.8% - 30.0%) of total public health budget after the reform (-0.7% difference). Seven cities decreased the expenditures on primary healthcare after the reform, ranging from 1.2% to 10.8% reduction in the primary healthcare budget in five years. Conclusions Expenditures on primary healthcare in Salvador metropolitan area decreased after the 2017 funding reform. Seven of 13 cities reduced the government investments on primary healthcare services and programs in this scenario. Although the overall difference was -0.7%, the budget cuts ranged from 1.2% to 10.8% in the analyzed period and sample. More studies should assess these events in wide areas and with long time ranges. Key messages Public health funding models can impact the primary healthcare settings regardless of the health policy. Reforms in the funding models should consider the possible benefits before implementation. Funding models and methods that require mandatory investments in primary healthcare may be considered over more flexible ones.

Recent studies demonstrate that fisheries are massive contributors to global greenhouse gas (GHG) emissions. The average Korean fishing vessel is old, fuel-inefficient, and creates a large volume of emissions. Yet, there is little research on how to address the GHG emissions in Korean fisheries. This study estimated the change in GHG emissions and emission costs at different levels of fishing operations using a steady-state bioeconomic model based on the case of the Anchovy Tow Net Fishery (ATNF) and the Large Purse Seine Fishery (LPSF). We conclude that reducing the fishing efforts of the ATNF and LPSF by 37% and 8% respectively would not only eliminate negative externalities on the anchovy and mackerel stock respectively, but also mitigate emissions and emission costs in the fishing industry. To limit emissions, we propose that the Korean government reduce fishing efforts through a vessel-buyback program and set an annual catch limit. Alternatively, the government should provide loans for modernizing old fishing vessels or a subsidy for installing emission abatement equipment to reduce the excessive emissions from Korean fisheries.

The ecosystem services (ESs) provided by mountain regions can bring about benefits to people living in and around the mountains. Ecosystems in mountain areas are fragile and sensitive to anthropogenic disturbance. Understanding the effect of land use change on ESs and their relationships can lead to sustainable land use management in mountain regions with complex topography. Chongqing, as a typical mountain region, was selected as the site of this research. The long-term impacts of land use change on four key ESs (i.e., water yield (WY), soil conservation (SC), carbon storage (CS), and habitat quality (HQ)) and their relationships were assessed from the past to the future (at five-year intervals, 1995–2050). Three future scenarios were constructed to represent the ecological restoration policy and different socioeconomic developments. From 1995 to 2015, WY and SC experienced overall increases. CS and HQ increased slightly at first and then decreased significantly. A scenario analysis suggested that, if the urban area continues to increase at low altitudes, by 2050, CS and HQ are predicted to decrease moderately. However, great improvements in SC, HQ, and CS are expected to be achieved by the middle of the century if the government continues to make efforts towards vegetation restoration on the steep slopes.

Background: Although the Internet boosts business profitability, without certain activities like efficient transportation, scheduling, products ordered via the Internet may reach their destination very late. The environmental problems (vehicle part disposal, carbon monoxide [CO], nitrogen oxide [NOx] and hydrocarbons [HC]) associated with transportation are mostly not accounted for by industries.Objectives: The main objective of this article is to minimising negative externalities cost in e-commerce environments.Method: The 0-1 mixed integer linear programming (0-1 MILP) model was used to model the problem statement. The result was further analysed using the externality percentage impact factor (EPIF).Results: The simulation results suggest that (1) The mode of ordering refined petroleum products does not impact on the cost of distribution, (2) an increase in private cost is directly proportional to the externality cost, (3) externality cost is largely controlled by the government and number of vehicles used in the distribution and this is in no way influenced by the mode of request (i.e. Internet or otherwise) and (4) externality cost may be reduce by using more ecofriendly fuel system.

With a simple model of land use and market arbitrage, this paper investigates the impact of population decline – when existing homeowners compete to attract a small number of new residents – on homeownership and land use. We show that, if a strictly positive cost is required for ownership abandonment, selling used houses is impossible in the periphery, while leasing is possible. We also show that only long-life-quality houses, which require a larger initial investment and sustain greater utility for longer than conventional ones, attract new residents to the periphery. Social welfare may decrease, because the government has to maintain the slowly shrinking, less densely inhabited urban area.

Abstract Air pollution may accelerate cognitive aging, it is unclear whether large-scale interventions by Clean Air Act can mitigate the cognitive deterioration. Here, we conducted a difference-in-differences analysis based on Chinese Longitudinal Healthy Longevity Survey during 2014 and 2018. Intervention group came from where the government set a strict target of reducing air pollution, whereas control group lived in areas without reduction target. Global cognitive functions were measured using the Mini-Mental State Examination (MMSE). We found the intervention group with implementing Clean Air Act had a significantly smaller decline in MMSE score compared to the control group. Interquartile increases in PM2.5 and SO2 concentrations were significantly associated with a faster decline of MMSE score by 1.78 and 0.92 points, respectively. Implementing stringent clean air policies, especially in low- and middle-income countries may mitigate the risk of cognitive aging in older people.

Firms incur liability of foreignness (LOF) when they expand their businesses to foreign countries. This study examines the applicability of LOF in the context of financing in a foreign capital market. Using an alternative-specific conditional logit model, we investigate the cross-listing decisions of firms from 28 countries that select among eight target destinations from 1994 to 2008. These firms target capital markets with lower LOF, which is measured by institutional, economic, geographic, and cultural distance. Such preference is particularly stronger for firms with higher levels of family ownership, suggesting family owners’ tendency to be averse to risk is also manifested in financing context.

This study examines the "Economic Impact of Craftsmen Statue on Community Base Tourism Development in Tohpati village Klungkung Bali". The core concept of economic problems is the imbalance between unlimited human needs and the means of satisfying the needs of a limited number. Economics should not be emphasized through the point, but it should be emphasized as an approach to explain human behavior (Gary Becker). The economic system is a means used to regulate all economic activities in society whether done by the government or private in order to achieve prosperity and prosperity together. The Economic system can be divided into three namely: a First capitalist economic system that is all economic activity submitted to the market. Second, the communist economic system is all things governed by the government. The third is a mixed economic system that is a combination of the two economic systems above (capitalist and communist). Indonesia should adopt a mixed economic system because firstly, Indonesia is an emerging country, where market failures often occur due to uneven information or accessibility to transportation and communication facilities. The second is that there are still many Indonesian people are below the poverty line. Thirdly most Indonesians have businesses that are still classified into small and medium enterprises that still can not compete perfectly with a bigger business.

Ten years on from the enactment of the Waste Minimisation Act 2008, New Zealand’s waste policy remains sorely neglected. Successive governments have left the act largely unimplemented, allowing market failures, path dependence and fragmentation to deepen throughout New Zealand’s waste and recycling system. In 2017 a new minister assumed the waste portfolio, declaring an intention to use the Waste Minimisation Act to reverse New Zealand’s ‘rubbish record on waste’. This article outlines a range of policy solutions available to the government, analyses why these policy tools have been underutilised to date, and proffers a roadmap for overcoming the identified obstacles.
