Local infrastructure development is a crucial goal for sustainable development, for which local governments take charge of developmental policies. This implies that the capacity of the local government determines the performance of the developmental policies—local infrastructure development. In this sense, this study investigated the impact of local government capacity, measured via the quantity and the quality of human and financial resource factors, on its performance. Moreover, the study examined which of the multidimensional government capacity components affect performance, controlling a competition effect or spillover effect among localities. The study analyzed panel data containing six years (2013–2018) of information on 152 local bodies in Korea, employing the spatial autoregressive model, which is useful for controlling geographical spatial effects. The data show that, unlike the quality factors, the quantity of government capacity does not have a significant effect on its performance. Furthermore, the data also indicated that there are competition effects in relation to the performance of local development. The results imply that local governments need to improve the quality of managerial government capacity in order to increase their sustainable development performance.

AbstractSustainable development is usually investigated from a global or national rather than a regional or local perspective. However, it is local communes that decide on the directions and dynamics of local development and on achieving the sustainable development goals. In the article, new insights are provided into how sustainable development can be further embedded into regional development practices by improving the management quality of local government units and through a contemporary approach to sustainable local development. The study attempts to show the relationship between the implementation of quality management methods by local governments, commune characteristics and sustainable development.

AbstractAchieving the Sustainable Development Goals (SDGs) is a long-term task, which puts forward high requirements on the sustainability of related policies and actions. Using the text analysis method, we analyze the China National Sustainable Communities (CNSCs) policy implemented over 30 years and its effects on achieving SDGs. We find that the national government needs to understand the scope of sustainable development more comprehensively, the sustained actions can produce positive effects under the right goals. The SDGs selection of local governments is affected by local development levels and resource conditions, regions with better economic foundations tend to focus on SDGs on human well-being, regions with weaker foundations show priority to basic SDGs on the economic development, infrastructures and industrialization.

As the capital of the province of East Kalimantan, Samarinda City developments has a rapid progress from year to year. Samarinda City Development has a tendency oriented towards infrastructure development without regard to the existence of the quality of the existing environment. Imbalance of development in Samarinda city is to start decreasing the water catchment area, so its make increasing intensity of flood in the Samarinda City. The purpose of this study was to analyze the impact of changes in land use in the Samarinda city on the ability of the water catchment area. This research method using descriptive approach, the data collection system of primary and secondary. Intensity flood in the Samarinda city  is increasing from year to year, this condition happened as a problem that always occurs during the rainy season. Current development trends, always take an area that should be an infiltration  area for Samarinda City. Culture and inadequate infrastructure conditions such as lack of system of drainage and polder, was another factor causing the high intensity of flood  in Samarinda City. Therefore, the relevant regulations development guidelines for Samarinda  City must consider all aspects of planning, in this case especially the important of a balance of cultivated land and protected areas or zones.Keywords: Changes in land use; intensity of puddles; Samarinda

Local governments are increasingly developing electronic participation initiatives, expecting citizen involvement in local community affairs. Our objective was to assess e-participation and the extent of its change in local government in Greece. Using content analysis for 325 Greek municipal websites, we assessed e-participation status in 2017 and 2018 and examined the impact of change between these years. The assessment regards two consecutive years since the adoption of digital technologies by municipalities has been rapid. The main findings show that Greek local governments have made significant small- to medium-scale changes, in order to engage citizens and local societies electronically. We conclude that the integration of advanced digital technologies in municipalities remains underdeveloped. We propose that Greek municipalities need to consider incorporating new technologies, such as mobile apps, social media and big data, as well as e-decision making processes, in order to eliminate those obstacles that hinder citizen engagement in local government. Moreover, the COVID-19 outbreak has highlighted the need for enhancing e-participation and policymakers’ coordination through advanced digital technologies.

The article examines the objectively existing in modern conditions of economic agents' activity the need to introduce and apply approaches based on the use of quality management methods in internal corporate management. The authors noted that one of the global trends of the XXI century. Is the structural transformation of the world economy associated with the active development and implementation of information and telecommunication (digital) technologies in the real economic processes of both society and business. The authors assess the approach widespread in Russia based on quality management methods in the formation of control systems for the activities of economic agents of the national economy in the context of digital transformation in order to ensure their sustainable development; the analysis of the formation of promising directions for the development of communities, declared by UNESCO, in conditions of instability, complexity and uncertainty was carried out; the toolkit for digitalization of quality management of the education system is considered, in particular, the use of project-based learning to improve the quality of knowledge obtained and assess the impact on the sustainable development of universities, the education sector in general and economic agents of the national economy, taking into account digitalization and global risks. The authors see further areas of research in modeling risks and assessing their impact on ensuring sustainable development of economic agents, socio-economic processes of the national economy and society as a whole by quality management methods in the context of digitalization of the economy.

The Quality of Life of Suburbanities: A Case Study of the Gdańsk Agglomeration The article explains the meaning of the concept of ‘quality of life’, placing emphasis on its subjective dimension. As the concept is more and more discussed in the literature, the author intends to examine the satisfaction within public spaces for which local government is responsible. According to research made in Canada it is worth measuring not only satisfaction as such but also the importance of its constituent dynamics. Therefore, a survey made in the suburbs of the Gdańsk agglomeration asked respondents about their satisfaction with public transport, roads, environment, etc., including questions about the relative importance of such issues. The combination of satisfaction and importance provide the overall quality of life. At the end of the paper the author considers if there is a chance to improve the quality of life through a brief analysis of local governments expenditure.

Purpose The purpose of this paper is to provide empirical evidence about the influence of the size of local government, the quality of local government financial statements, the level of local government response to the disclosure of financial information and the local political environment on the transparency of local government in Indonesia. Design/methodology/approach The study sample consisted of 34 regional governments (provinces) in Indonesia in 2016, using purposive sampling and multiple regression analysis. Findings The results showed that the quality of financial reporting through the audit opinion and political environment have a significant positive effect on the transparency of local government in Indonesia. On the other hand, the size of the local government and local government response rate on the regulation do not affect the transparency of local government in Indonesia. Originality/value The agency, legitimacy and institutional theory have an important role in the underlying local government transparency practices in Indonesia. The results of this study should be used as the basis of thought and study to determine the factors that affect the performance of local governments from the financial and non-financial aspects.

As one of the 10 most polluted rivers in the world, Citarum river pollution has become the world’s spotlight. The pollution that occurred along the Citarum River in West Java has been the concern of the local government. Pollution not only comes from a plant and household, but also from industries. In this study the authors use descriptive quantitative method, where researchers will describe and compare the existing variables to see the possibilities that arise. Variable used is the number of industries that exist and how the impact against BOD. Biochemical Oxygen Demand (BOD) is a measuring instrument that is widely used to see the quality of oxygen levels in the water. In this paper shows that there is a possibility if BOD increases if the number of industries increases.

Application of Internal Control System and Regional Financial Accounting System in management of local government financial statements is a very important thing. This financial statements of local governments must meet the following characteristics : relevant, reliable, comparable, and understandable.  The purpose this study to examine the influence of the Internal Control System,Regional Financial Accounting System on the quality of goverment financial statements. The population in this study are all working in BPKAD Bolaang Mongondow Utara.  The sample in this study is the staff / employees of the financial part of the respondents were 30 respondents. The samples were selected by using a purposive samplingmethod. Data was collected by distributing questionnaires to the respondents directly concerned. Technical analysis of the data used is multiple regression with SPSS 22. The result showed that : the Internal Control System has a significant effect on the quality of government financial statements and the Regional Financial Accounting System has a positive significant effect on the quality of goverment financial statements.Keywords : Internal Control system, Regional finsncisl accaounting system, quality of goverment financial statements.
