Efforts to address water scarcity have traditionally relied on changing the spatial and temporal availability of water through water importation, storage, and conveyance. More recently, water managers have invested heavily in improving water use efficiency and conservation. Yet as new supply options become harder to find and/or appropriate, and demand hardens, society must consider other options to, if not reduce scarcity, minimize the impacts of such scarcity. This paper explores the role water markets are playing in addressing water scarcity in the American southwest: a water-limited arid and semi-arid region characterized by significant population growth rates relative to the rest of the US. Focusing on three representative southwestern states—Arizona, California, and Texas—we begin by highlighting how trends in water supply allocations from different water sources (e.g., surface water, groundwater, and wastewater) and water demand by different water users (e.g., agricultural, municipal, and environmental) have changed over time within each state. We then present recent data that shows how water trading has changed over time—in terms of value and volume—both at state level and sector level aggregates. We end with a discussion regarding some institutional adjustments that are necessary for water markets to achieve their potential in helping society address water scarcity.

In this study, we explore the long-term trends of floodplain population dynamics at different spatial scales in the contiguous United States (U.S.). We exploit different types of datasets from 1790–2010—i.e., decadal spatial distribution for the population density in the US, global floodplains dataset, large-scale data of flood occurrence and damage, and structural and nonstructural flood protection measures for the US. At the national level, we found that the population initially settled down within the floodplains and then spread across its territory over time. At the state level, we observed that flood damages and national protection measures might have contributed to a learning effect, which in turn, shaped the floodplain population dynamics over time. Finally, at the county level, other socio-economic factors such as local flood insurances, economic activities, and socio-political context may predominantly influence the dynamics. Our study shows that different influencing factors affect floodplain population dynamics at different spatial scales. These facts are crucial for a reliable development and implementation of flood risk management planning.

This paper provides an overview of the Special Issue on water supply and water scarcity. The papers selected for publication include review papers on water history, on water management issues under water scarcity regimes, on rainwater harvesting, on water quality and degradation, and on climatic variability impacts on water resources. Overall, the issue underscores the need for a revised water management, especially in areas with demographic change and climate vulnerability towards sustainable and secure water supply. Moreover, general guidelines and possible solutions, such as the adoption of advanced technological solutions and practices that improve water use efficiency and the use of alternative (non-conventional) water resources are highlighted and discussed to address growing environmental and health issues and to reduce the emerging conflicts among water users.

<p>Nearly one-sixth of US river basins are unable to consistently meet societal water demands while also providing sufficient water for the environment. Water scarcity is expected to intensify and spread as populations increase, new water demands emerge, and climate changes. Improving water productivity by meeting realistic benchmarks for all water users could allow US communities to expand economic activity and improve environmental flows. Here we utilize a spatially detailed database of water productivity to set realistic benchmarks for over 400 industries and products. We assess unrealized water savings achievable by each industry in each river basin within the conterminous US by bringing all water users up to industry- and region-specific water productivity benchmarks. Some of the most water stressed areas throughout the US West and South have the greatest potential for water savings, with around half of these water savings obtained by improving water productivity in the production of corn, cotton, and alfalfa. By incorporating benchmark-meeting water savings within a national hydrological model (WaSSI), we demonstrate that depletion of river flows across Western US regions can be reduced on average by 6.6%-23.5%, without reducing economic production. Lastly, we employ an environmentally-extended input-output model to identify the US industries and locations that can make the biggest impact by working with their suppliers to reduce water use “upstream” in their supply chain. The agriculture and manufacturing sectors have the largest indirect water footprint due to their reliance on water-intensive inputs but these sectors also show the greatest capacity to reduce water consumption throughout their supply chains.</p>

This paper's goal is to determine whether the degree of labor market tightness affects the frequency of discrimination charges. State-level panel data on enforcement and litigation actions from the US Equal Employment Opportunity Commission, along with disaggregated labor market statistics, allow us to assess the effects of labor market conditions on discrimination based on race or ethnicity, and how these effects vary across states and over time. Our findings have implications for how macroeconomic policies might be used to promote equal opportunity in the labor market.

Existing water governance systems are proving to be quite ineffective in managing water scarcity, creating severe risk for many aspects of our societies and economies. Water markets are a relatively new and increasingly popular tool in the fight against growing water scarcity. They make a voluntary exchange possible between interested buyers and sellers of water rights. This paper presents direct evidence from seven water markets around the globe to document key economic and ecological challenges and achievements of water markets with respect to water scarcity. We specifically approach water markets as localized cap-and-trade systems, similar to those for carbon emissions. We examine whether water use remains within the set limits on use of water rights (i.e., under the cap), the degree to which water markets help protect the health of ecosystems and species, and whether (as predicted by economic theory) the explicit pricing of water is accompanied by improving efficiency, as less productive water users decide to sell water to more productive water users.

ABSTRACT The international debate on wealth taxation has been subject to renewed interest amid new proposals coming out of the US electoral cycle and the salience of wealth inequality. This article reviews the case for taxing wealth and its transfer across generations (wealth and inheritance taxes), analyzing their design from an international comparative perspective, and extracting lessons for Brazil. The long-debated “Tax on Large Fortunes” has never been implemented and the state-level “Tax on Inheritances” has been watered down over time. We propose a framework for the progressive implementation and reform of both taxes in the country. We argue, given the historical record and current research, that they are technically and administratively feasible propositions, notwithstanding important political economy considerations.

We utilize functional data analysis techniques to investigate patterns of COVID-19 positivity and mortality in the US and their associations with Google search trends for COVID-19-related symptoms. Specifically, we represent state-level time series data for COVID-19 and Google search trends for symptoms as smoothed functional curves. Given these functional data, we explore the modes of variation in the data using functional principal component analysis (FPCA). We also apply functional clustering analysis to identify patterns of COVID-19 confirmed case and death trajectories across the US. Moreover, we quantify the associations between Google COVID-19 search trends for symptoms and COVID-19 confirmed case and death trajectories using dynamic correlation. Finally, we examine the dynamics of correlations for the top nine Google search trends of symptoms commonly associated with COVID-19 confirmed case and death trajectories. Our results reveal and characterize distinct patterns for COVID-19 spread and mortality across the US. The dynamics of these correlations suggest the feasibility of using Google queries to forecast COVID-19 cases and mortality for up to three weeks in advance. Our results and analysis framework set the stage for the development of predictive models for forecasting COVID-19 confirmed cases and deaths using historical data and Google search trends for nine symptoms associated with both outcomes.

The aim of this study was to explore the effect of sowing methods and deficit irrigation on weed dynamics, yield and water-use efficiency (WUE) of the maize–cowpea system during the summer and monsoon seasons, respectively. The field experiment was carried out for two years (2015 and 2016) using a split design with three replicates under irrigated (maize) and rainfed (cowpea) conditions on vertisols of a semi-arid region. Treatments included three sowing methods [i.e., broad bed and furrow (BBF), corrugated furrow (CF) and ridges and furrow (RF)] and four irrigation levels [i.e., irrigation once in 10 days (I10D), irrigation at 40% (I40), at 50% (I50) and at 60% (I60) depletion]. The results indicated that, regardless of weed flora (monocots, dicots and sedges), the RF method produced higher weed density (2.09–2.98 No. m−2) compared to CF (2.00–2.80 No. m−2) and BBF (1.85–2.64 No. m−2) in maize at 30 and 60 days after sowing (DAS). The RF method with irrigation at I40 and I50 recorded significantly higher weed density, followed by the CF and BBF method. A similar trend was also observed with dry weight of weeds (monocot; 24.19%, dicot; 25.52%, and sedges; 29.80%) in maize at 30 and 60 DAS. Higher weed density and dry weight of weeds in the RF method with I40 was due to higher soil moisture availability and higher nutrient uptake due to larger lateral wetting of the soil and greater water use (29.27%). However, the BBF method favoured the growth of weeds (9.33–16.60%) in cowpea at 55 DAS and coped under rain-fed situation over CF and RF. The CF with moderate depletion (I50) method produced significantly higher maize equivalent yield (MEY) of cowpea (10,000 kg ha−1) with considerable reduction in the total water usage (19.33%). Therefore, under a water scarcity situation, growers can practice CF and I50 for higher yield and WUE of maize–cowpea sequence cropping.
