It is critical to prepare appropriate responses and countermeasures against droughts caused by a complex hazard process as the range of its damage and duration are very large. In this study, 160 local governments in Korea evaluated drought resilience. A total of 18 qualitative and quantitative drought recovery indicators were selected to collect and analyze data from each region. Comparative analysis of indicators through regional drought assessment was conducted to derive results and present directions for enhancing resilience. Lastly, a resilience curve of drought that can utilize the results of the evaluation was suggested and applied to the actual region, and the results were analyzed. The proposed method can be expected to be used as a basic and essential resources to prepare various local government measures against drought.

The recent and still enduring global economic and financial crisis deeply impacted the institutional framework in Italy and Spain by prompting a series of reforms, which ultimately re-shaped the local government features. Based on a qualitative comparative analysis of recent reforms, the author shows that (directly and indirectly) crisis-driven provisions have significantly impacted the local levels and changed the central/local relations in both countries. During the years of crisis, a decrease in local discretion in its three main facets (fiscal, administrative, and political/functional) has taken place. This outcome could both allow for a better understanding of how central and local governments have interacted during the crisis and to contribute to the formulation of more general considerations on local discretion and central/local relations in Italy and Spain.

The study explored both the advantages of transparency and challenges facing finance departments of local government authorities in the course of preparing and presenting financial information. The study employed an explanatory case study,cross-sectional survey  and applied a triangulation of methods to collect both qualitative and quantitative data. The participants were all selected based on the opportunity to learn and the typicality of Dodoma municipality. A total of 80 respondents were involved. Data analysis was done through SPSS. Figures, tables, pattern matching, comparison and strong explanation building all aided in simplifying the analyses of findings.Key findings of the study unveiled that participation of the public in finance affairs of local governments heightened transparency in the preparation and presentation of financial statements. Furthermore, the finding reveal that International Finnancial Report Standards (IFRS) was rarely applicable during  the preparation of financial statement. It was also found out that tansparency in financial matters reduced fraudulent behaviours in the allocation and expenditure of local government funds.Key words: Financial statements, IFRS, IAS, Financial transperancy.

Many countries decentralize the administrative, fiscal, and political functions of the central government to lower-level governments. In many developing and developed countries, governments and their policymakers have used decentralization as a means of improving the delivery of local service. Accordingly, this study is based on the delivery of local services to the people by the local governments of Japan as a developed country. The overall objective of this article is to review the performance of decentralized local service delivery in developed countries and based on a case study of Japan. The study also aims to examine the correlation between the revenue and expenditure of local governments of Japan and its trends. Basically, this article has been written based on secondary data materials. This data consists of qualitative and quantitative characteristics. Hence, a qualitative and quantitative descriptive method has been applied to analyse the performance of local government decentralization in Japan, and descriptive statistical methods are used to analyse the data and the correlation between revenue and expenditure. The problem in this research is how the functional political institutions created for local service delivery at the sub-national governments in Japan affects the success of decentralization. This research revealed several findings. The local governments of Japan have a sound institutional system and several powers recognized by the constitution. Japanese local governments monitor over 70% of national works, but a majority of the standard public services are the responsibility of local governments. Karl Pearson’s correlation value of revenue and expenditure is 0.979, and there is a strong positive relationship between revenues and expenditure. In Japan, the highest value of local government spending is on public welfare. It is followed by education, civil engineering works, and general administration, second, third, and fourth, respectively. Also, its central and local administrative institutions are maintained in a mutually dependent and mutually complementary relationship. Most of the local governments are collaborating with the private sector in Japan. As a result, the efficiency of service delivery has improved at the local level. In this way, waste management, which is a major local problem in Japan, is being dealt with closely by the central government and the local governments.

The article explores the main stages and trends of reforming the local government of Ukraine and the Republic of Moldova, explores the functions and powers of local governments. In 1997, these countries ratified the European Charter of Local Self-Government, which affects the processes of reforming the local self-government system. However, decentralization in both countries is proceeding at a rather slow pace; at the same time as the new administrative entities, the previous system of administrative-territorial division of the country functions. There is a lack of political will of the countriesʼ elite to provide autonomy to local authorities. The development of audit opinion obtained by the government of regency/city at Lampung Province to date suggests a positive development, with unqualified opinion indicating the highest opinion from the BPK-RI.  This audit opinion results show significant increase for last few years. Further, there are some local governments that have been for more than three years in a row obtaining the opinion of unqualified opinion. However, the development of a positive audit opinion of the local government is not followed by the development of a positive level of welfare. In fact, the Government of Lampung Province is still ranked the fourth lowest in Sumatra as the poorest province. So the audit opinion which is attached to the local government, in particular the perceived unqualified opinion for this community is not prosperous. This research was conducted on the entire local government in Lampung Province for the period of 2011-2015 with the method of comparative analysis, with the data related to the Human Development Index (HDI) of each District/City Government were obtained from BPS Lampung Province and the data in the form of the audit opinion are sourced from the BPK-RI. The results showed that not all local government obtain unqualified opinion automatically related to the increase of the level of the welfare of the community becomes. For this reason, the local government obtaining the unqualified opinion in the financial management should also improve the welfare of the community through an increase in the budget for education, health and other sectors that directly touch on the improvement of the welfare of the community. Most recent analysts suggest that many local governments are facing serious fiscal difficulties. This article contains reviews of the experience of nine nations, between 1976 and 1982, in terms of the impact of slow economic growth on local expenditures, particularly in terms of changes in intergovernmental grants, and this is followed by an examination of the kinds of revenue and expenditure adjustments which local authorities have made in the light of these changes. Generally speaking, the results reveal that although national government expenditure patterns vary during the latter part of the review period, in all cases grants were singled out as a target for expenditure reductions, and that there were few distinctions between federal and unitary systems. In most countries, local authorities responded by increasing local tax receipts, and most did not suffer any decline in total revenues in real terms, though revenues increased less rapidly during the latter part of the review period when economic growth was generally slower. Revenues were maintained largely by increases in nontax revenues and then by increases in taxes. However, the most intriguing finding is the variability in the behaviour of local fiscal systems in the nine countries studied. The paper is concluded with some tentative suggestions of explanations for this variability.

Gaps in biodiversity conservation management within the Conservation Area that are the responsibility of the central government and outside the Conservation Areas or as the Essential Ecosystems Area (EEA) which are the authority of the Regional Government, have caused various spatial conflicts between wildlife /wild plants and land management activities. Several obstacles faced by the Local Government to conduct its authority to manage (EEA), caused the number and area of EEA determined by the Local Government to be still low. At present only 703,000 ha are determined from the 67 million ha indicated by EEA. This study aims to overview biodiversity conservation policies by local governments and company perceptions in implementing conservation policies and formulate strategies for optimizing the role of Local Governments. From the results of this study, there has not been found any legal umbrella for the implementation of Law number 23/ 2014 related to the conservation of important ecosystems in the regions. This regulatory vacuum leaves the local government in a dilemma for continuing various conservation programs. By using a SWOT to the internal strategic environment and external stratetegic environment of the Environment and Forestry Service, Bengkulu Province , as well as using an analysis of company perceptions of the conservation policies regulatary , this study has been formulated a “survival strategy” through collaboration between the Central Government, Local Governments and the Private Sector to optimize the role of Local Government’s to establish EEA in the regions.Keywords: Management gaps, Essential Ecosystems Area (EEA), Conservation Areas, SWOT analysis and perception analysis

This paper aims at describing the experience of the Cities for Entrepreneurs Program (Ciudades para Emprender or CPE) of the National Directorate of Community and Human Capital (which belongs to the SEPYME), National Ministry of Production. This paper starts from the premise that entrepreneurship takes place at the most micro level of the offer and, therefore, is a concept associated with the characteristics of the environment closest to that offer: the local territory. However, there is little history in the country of public policies relating the issue of entrepreneurship with the local management. That is why we take as a starting point the conceptualization of the chosen framework: local governments and the development issue, seen from the perspective of entrepreneurships. Moreover, an overview is given on the structural characteristics of municipalities in Argentina. In addition, some international experiences and attempts to promote entrepreneurship at a national level are analyzed. Finally, the Cities for Entrepreneurs Program (CPE) is outlined, based on a summary of the diagnoses of the Entrepreneurial Ecosystems of the selected cities and the tools used and their execution status at the time of publication of this paper.

AbstractThe purpose of the article is analysis of participatory budgets as a tool for shaping decisions of local communities on the use of public funds. The authors ask the question of whether the current practice of using the participatory budget is actually a growing trend in local government finances or, after the initial euphoria resulting from participation, society ceased to notice the real possibilities of influencing the directions of public expenditures as an opportunity to legislate public policies implemented. It is expected that the conducted research will allow us to evaluate the participatory budget and indicate whether this tool practically acts as a stimulus for changes in the scope of tasks under public policies. The authors analyzed and evaluated the announced competitions for projects as part of the procedure for elaborating participatory budgeting for selected LGUs. Then, they carried out an in-depth analysis of the data used to assess real social participation in the process of establishing social policies.
