This article is devoted to the study of the main features of the modern stage of development of compulsory social insurance in the Russian Federation. In addition, some problems are identified that prevent its more active implementation in the life of modern society. In the course of the study, the author proposed some measures to prevent the problems of the institution of compulsory social insurance in Russia and outlined the prospects for further development.

The presented study examines the current state of the digital transformation of management, economy, and social sphere. The authors analyze the fundamental features of the digitalization of management, economy, and social sphere, namely: the mechanism of transformation of a considerable part of social and business interactions within the information and telecommunications space; development of remote forms of employment and transmission of information; active commercialization and use of digital currency and smart contracts; development of digital management.Aim. The study aims to substantiate the theoretical and methodological provisions on the current state of management, economy, and social sphere, and to develop practical recommendations on the improvement of the digital transformation of management, economy, and social sphere.Tasks. As part of the realization of the set aim, the authors solve the problems of examining the legal and regulatory framework of formation and development of the digital transformation of management, economy, and social sphere; analyzing the content of the digital transformation of management, economy, and social sphere in modern Russia; identifying the problems of the digital transformation of management, economy, and social sphere, and prospects for its development.Methods. The methodological basis of the study comprises the fundamental provisions of the modern economic theory, theories of public and municipal administration and those describing the functioning of the social sphere. The information basis of this study includes the laws and regulations of the Russian Federation, statistics of public institutions and science centers on the implementation of newinformation technologies, materials of national programs for the digitalization of the economy and social sphere.Results. The authors substantiate that at the current stage of development of management, economy, and social sphere, information and computer technology has a decisive impact on the technological and institutional environment within the society.Conclusions. Examination of indicators associated with the transformation of digital technology in management, economy, and social sphere makes it possible to conclude that the Russian Federation as a whole is making good progress in the digitalization of the examined sphere. However, by independently integrating into a digital reference system, Russia faces a key problem in the field of management. Digital technologies will not work without establishing relations between economic actors and their management in general. Without this synchronization, they cannot develop properly.

The global economic shock associated with the consequences of COVID-19 has shown the need for further development of ways to predict changes in key performance indicators of organizations. The financial market is a particularly important segment, as the adaptation of the public sector in this area is much slower than necessary. This work reveals the theoretical aspects of the concept of efficiency of banking activity in the Russian Federation, and also gives an idea of various methods of its study. It is concluded that the use of the methods of the theoretical block in assessing the effectiveness of banking activities should be applied in the study of customer satisfaction with the activities of the organization, as well as in the study of the level of social efficiency in the structure of the organization. The article also reflects the current state of the banking sector and provides aforecast of its development for 2021. The positive and negative features of each method of assessing banking activity are presented. The final part of the article analyzes the problems faced by the banking sector and displays a list of government steps to overcome them. In the process of writing this work, its goal was achieved, namely, the methods of evaluating the effectiveness of banking activities were studied. In accordance with this goal, thefollowing tasks were solved: the concept of efficiency of banking activity was considered, the indicators of the banking sector in the Russian Federation were analyzed, the main problems for the development of the banking activity assessment system were studied, and the main methods of assessing banking activity were characterized.

The role of insurance in a person’s life is undoubtedly great because it serves as the most effective tool in case of loss of property, health problems, business protection, etc. The purpose of the article is to assess the current state of the insurance market in Russia and identify problems that arise during its functioning. The research methodology consists in summarizing and comparing data characterizing various components of the insurance market. The article analyzes the current state of the insurance market in Russia with a falling number of insurers by more than 20 % over the past 3 years, the share of top insurers continues to grow every year, over the past 3 years the growth has amounted to 12 %. Calculations that indicate a change in the level of concentration in the insurance market of the Russian Federation have been made. Based on the results of the analysis, it was concluded that there is monopolistic competition in the market. The main factors influencing the level of competition in the market under consideration, namely, barriers to entry into the industry and their impact, were studied Due to the relevance of the research, the analysis of the impact the pandemic has on the Russian insurance market was carried out and the prospects for the development of the market were considered. Identifying the weaknesses of insurers made it possible to determine the priority areas for further development: intensive digital transformation of business, marketing, advertising.

The authors attempt to consider the reflection of the issues of preserving the intangible cultural heritage in the normative legal acts of the Russian Federation in different historical periods. The paper traces the state position in relation to the manifestations of the intangible cultural heritage as to the unique products of the nation with its language and history. The Purpose (the object) of the paper is the following: on the basis of analysis of historical normative material, to consider the current state and forecast possible options for the formation of Russia’s socio-cultural policy with an emphasis on the importance of the intangible cultural heritage.

Over the past twenty years, various strategic development concepts and programs, as well as federal targeted programs, have been implemented in the Russian Federation. In this regard, it should be noted that this experience of long-term planning has created significant opportunities for using the project management method in the state and municipal sector. The article presents the results of a small retrospective analysis of the emergence of the project management method. It is noted that in our country, the application of the project management method began in the 60-ies first in construction and industry, and then in other sectors of the economy. The concept and essence of the project management method are considered. The project management process is defined as the solution of some tasks. Further, it should be noted that in Russia today, the application of an innovative method of project management in various fields and areas is developing, as well as the active implementation of various national projects. It is obvious that in the Russian Federation, the use of an innovative method of project management at the state level is directly related to the implementation of national projects. This study is devoted to the application of the project management method as an innovation in public administration at the regional and municipal levels in the process of implementing public policy, as well as attempts to find solutions for the development of the project management method in the state and municipal sector. To this end, the article assesses the current state of implementation of the project management method and determines the prospects for its development in the state and municipal sector.

The problem of suicide is a significant socio-economic problem for any modern society. At the present time, the situation in the Russian Federation is very complex and suicidal. Despite decline in recent years, suicide rates remain high. This phenomenon is predetermined by socio — economic factors. However, suicide should be examined as a result of such factors as direct mental and physical pressure put by the third parties on victims. Criminal Law of the Russian Federation treats the factors in question as signs characterizing the crime of deprivation of life. Therefore, criminal and legal measures play an important role in combating this extremely dangerous phenomenon. During different periods different approaches have been used to criminalize and construct the elements of the crime of bringing to suicide or attempt to commit suicide. The paper investigates the genesis, evolution and current state of criminal law regulation of responsibility for bringing to suicide or attempt to commit suicide in the criminal legislation of Russia. The author makes proposals for improving the regulation of the phenomenon in question.

The current state and development of the quality management of the industrial infrastructure and construction industry in Russia are investigated. The relevance of the study is due to the rapid changes in environmental conditions, which complicates the process of organizing the construction of industry infrastructure and construction activities in general. The theoretical foundations of the building complex and its practical role in the formation of the national economic system of the Russian Federation are presented. The statistical materials of Rosstat are analyzed in order to determine the current trends in the development of the country’s construction market, the main factors that negatively affect the current stage of development of the industry infrastructure and the construction complex in Russia. An assessment of the implementation of the “Strategy for the innovative development of the construction industry of the Russian Federation until 2030” is given, and urgent problems that require immediate solutions are identified.

Reorganization is one of the fundamental processes of development of modern society. The infographic model of the reorganization cycle, also known as the “development wheel”, allows us to divide development of this process into four stages: settlement, disorganization, reorganization and co-organization. These stages have been researched on by numerous Russian and foreign researchers. In the sphere of construction, the most interesting is the restructuring, which has a special relevance at the present stage of development of the Russian Federation and requires creative approaches, models and methods of scientific research of vision of this important branch of economy. In this article, the model of reorganization process is structured with use of the theory of multipoint logic and the practice of infographic modeling, possible impacts and interactions leading to well-defined and formalized results are considered. Models of loading the interactions of individual components of the model of reorganization by control actions and the results obtained therewith have been developed.
