Palabras clave: apertura de la economía mexicana; desigualdades; inversión extranjera; generación de empleo; especialización productivaAbstract:This article intends to analyse the impact of the opening-up of the Mexican economy on the structure and economic development of the different regions. Generally speaking, the present debate on the subject focuses on the neoclassical-inspired argument that the development of the regions, although uneven, will tend to converge and to make equal the subsequent development conditions in the long term. In this paper a contrary hypothesis is set forth, that is to say: far from leading to the so-called neoclassical regional "convergence", the opening-up of the economy has led to an increase in the inequalities. Then, at the most basic level of the events -GDP evolution, direct foreign investment, and creation of employment-, the fallacy of the neoclassical argument is verified. In order to carry out this task, the evolution of these indicators is analyzed from the study of the productive specialization by regions, as well as from changes and participation in the regional structure of production and employment. Finally, and according to the logic of gradually reducing inequality among regions, it is argued in favor of a state active economic policy.  Key words: opening-up of the Mexican economy; inequalities; foreign investment; creation of employment; productive specialization.

Introduction. Based on modern social trends, the demand becomes not only for professionally trained people, but also for the level of their general culture, value system and, ultimately, intelligence. At the same time, there is no place for intellectuals and educating intellectuals in program documents on educational activities, although this task is very logical for the pedagogical practice of a developed society. This work presents the experience of the author's analysis of the psychological nature of the intelligence of an officer. Consistently considering the essence and structure of such a complex phenomenon, the structure and the real functioning of the values that allow characterizing the subject as an intellectual are ascertained.Materials and methods. As the main research methodology, the authors use sociological (I.S. Kon), culturological adapted to solve the problems of this work (M.S. Kagan), historiographic (A.V. Popov), systemic (I.V. Blauberg, V.A. Lektersky, V.N. Sadovsky, S.L. Rubinstein, M.S. Kagan, N.V. Kuzmina) and functional approaches (P.K. Anokhin, M.S. Kagan, N. Wiener). The main research methods were: hypothetical-deductive method; analysis, synthesis, comparison, analogy and abstraction; systemic method and modeling.Results. The result of the study is that the authors identified and justified the structural psychological qualities of intelligence as the subjective characteristics of an officer and examined the basic mechanisms of formation of intellectual values.Discussion and Conclusions. The required criteria for being intelligent as a  subject characteristics of an officer is the level of education (self education)of an officer, his manners, the scope of his values , existential assessment –correlating every fact he faces with general life-span problems of objective reality, having respect for values of others and being ready for talk to employees and  superiors as well as the representatives of other social groups, other cultures, nationalities, confessions and professions which requires dialog in search of optimal forms and options of interaction. The cornerstone principle for intelligence of the officer are, therefore, his education and upbringing, ideological conviction in his own values and readiness for self-sacrifice for their sake.

Palabras clave: educación, valores, fuente de valores, integración, cultura EDUCATION AND VALUES ABSTRACT The article offers a reflection on education and values. After a reference to the different senses in which one can pose the problem in terms of how you can understand the relationship between the two nouns “education” and “values”, reflection focuses on some problems related to the values in the contents of education. First, it concerns the problem of the criterion against which to determine the values of education, concluding that the criterion could be neither a priori in nature, not empirical, but “synthetic”. Herein, the problem of principle is faced, the source of values, or the realization of the criterion of the values of education, understanding that these should be determined from the subject of education. It concludes with the reference of a requirement of the values in education, setting up a unitary and interactive whole. Key Words: education, values , power values , integration, culture

Until a little more than a century ago the land surface not only was the only part of the Earth accessible to humans but also was the only part for which geophysical and geochemical methods could then provide any details. Since then scientists have developed ways to study the ocean floors and some details of the interior of the Earth to ever greater depths. These discoveries have followed one another more and more rapidly, and now results have been obtained from all depths of the Earth.New methods have not contradicted or greatly disturbed either old methods or old results. Hence, it has been easy to overlook the great importance of these recent findings.Within about the last 5 years the new techniques have mapped the pattern of convection currents in the mantle and shown that these rise from great depths to the surface. Even though the results are still incomplete and are the subject of debate, enough is known to show that the convection currents take two quite different modes. One of these breaks the strong lithosphere; the other moves surface fragments and plates about. It is pointed out that if expanding mid-ocean ridges move continents and plates, geometrical considerations demand that the expanding ridges must themselves migrate. Hence, collisions between ridges and plates are likely to have occurred often during geological time.Twenty years ago it was shown that the effect of a "mid-ocean ridge in the mouth of the Gulf of Aden" was to enter and rift the continent. This paper points out some of the conditions under which such collisions occur and in particular shows that the angle of incidence between a ridge and a coastline has important consequences upon the result. Several past and present cases are used to illustrate that collisions at right angles tend to produce rifting; collisions at oblique angles appear to terminate in the lithosphere in coastal shears, creating displaced terrane, but in the mantle the upward flow may continue to uplift the lithosphere far inland and produce important surface effects; collisions between coasts and mid-ocean ridges parallel to them produce hot uplifts moving inland. For a time these upwellings push thrusts and folds ahead of them, but they appear to die down before reaching cratons.

Flow measurement has a long history extending over a period of about 3000 years, but it was only just over 200 years ago that the subject was first studied on a scientific basis and it was only 20 years ago that a surge of new techniques became available. Today there is a wide selection of methods and equipment to enable flow to be measured whether the medium is in the form of a liquid, gas, vapour or solid, or any combination thereof. According to the application, volumetric flow rate can be measured over a range exceeding 10−5m3/h to 106m3/h which in everday terms is equivalent to a cupful per day to the flow of a very large river. The price of a flowmeter can be as small as a few pounds or in excess of £1 million depending on the accuracy and capacity required. References are made to about 50 types of flow metering devices which can be classified into 11 groups.

Background. The matters of performing and composing art of the XIXth century are considered in this article. The way of formation and changes that have been brought into the violin literature for 100 years ‒ extension of performing techniques, breaking stereotypes that had been built for centuries ‒ were taken as a standard in the repertoire of the violinists of that time. The development of the concert genre by famous performers – composers and division of these two functions by the end of the century encouraged musicians to talk about «violin» and «non violin», limiting performer’s opportunities, by giving them anti violin tasks. It was encouraged by the presence of certain templates that were formed in the period of Italian violinists-composers, who defined a specific format of sound performances, formed definite formulas of technical phrases, and developed a full range of performing tools that built the violin-performing machine. In their turn, composers of the late XIX century had an opportunity to look at the performing structure from another perspective, bringing new acoustic author’s expressions into the violin literature. E. Lalo, A. Dvořák, К. Saint-Saens, J. Brahms, P. Tchaikovsky laid the foundation for new trends and performances that created a discussion about violin and non-violin. During 5 years (from 1874 until 1879), the mentioned authors were divided into two camps – followers of traditions E. Lalo, A. Dvořák, К. Saint-Saens and innovators in the concert genre J. Brahms and P. Tchaikovsky. The latter ones managed to avoid violin clichés and despite much resentment in the musical world showed those sides of performer’s characteristics that could not be positioned with related to violin performance. Objectives. This article is aimed at defining the range of techniques that allow to talk about «violin» and «non-violin» following the analysis of musical edition of the Concert for violin with orchestra by P. Thaikovsky. Results. Every era of violin art has brought its elements of expressive means that extended the violinists’ capabilities, thereby enriching the performing palette with new techniques and at the same time a range of complicated figurativesemantic objectives are given to performers. During a long period (from the seventeenth until the mid-nineteenth centuries), performers-composers, creating compositions for violin, did some methodical work as well, using specific technical tools for specific artistic objectives. In other words, musical value was intrinsically connected with the comfort while performing. Types of fingerings, dashes, chord techniques, timbres – what makes a performer’s toolbox ‒ was determined in the study and performance practice as a certain template. Over time teaching materials in form of «schools of violin performance», used for mastering performer’s technique, focused the composers on certain sound technical models, that particular «violin» structure that could be easily «read» not only the time of the composition creation but its style belonging and even its authorship. However, in the history of musical art the cases when the author’s imagination goes beyond templates, setting difficult objectives, including technical ones, for the performer are not so rare. Premier failures, musicians’ refusal to participate in the performance of a new composition ‒ all of it was the consequence of inertial processes of concert practice, its «delay» towards the composer’s practice. A clear example of such a situation is the Concert for violin with orchestra by P. Tchaikovsky, the composition that generated a discussion about «violin» and «non-violin» in musical art. It is evident that the modern performing toolbox allows mastering and overcoming those difficulties, which created an opinion about the composition as inconvenient and «non-violin» in days of the composer. So, what is the meaning of «violin» and «non violin»? Can «non violin» be outdated or is it a phenomenon at different stages of the evolution of musical stylistics? Conclusions. The end of the XIXth century was marked not only by the renewal of violin material, but also by extension of performer’s techniques, withdrawal of stereotypes that had been built for centuries and were taken as a standard in the repertoire of the performers of that time. The richness of the Concert for violin by P. Tchikovsky with technical discoveries, going ahead of the time, caused L. Auer’s refusal to take part in the premiere. A young soloist A. Brodsky needed more than a year to learn the musical language, dramaturgy and all those difficulties that were mentioned above. Nowadays the Concert for violin by P. Tchaikovsky is a mandatory composition in all prestigious violin contests. It is evident that modern violinist’s toolbox allows them to master and overcome all those difficulties that earlier were told to be «inconvenient» and «non-violin» in the composition. These days «non violin» can be considered a thing of the past. A range of authors of remarquable methodical works of the XX‒XXI centuries (К. Flesch, K. Mostras, I. Yampolsky, Yu. Yankelevich, L. Gurevich, M. Berlianchik) relied on their own experience while answering the questions that worried all the performers without any exception during the development of the whole complex of techniques. However, none of them studies the notion «non violin» as a methodological problem because the practice proves: the technical inconveniences are overcomed in case the performer can hear and understand the innovations, offered by a composer, that raise the performer above any stereotypes.
