Selection of a Higher Educational Institution by Foreign Students: Motives, Factors and Problems (Based on the Results of Sociological Studies)

The article presents the results of two sociological studies carried out for the purpose of research of motivation of obtaining a higher education and factors of selection of a higher educational institution by foreign students, revelation of problems and elaboration of recommendations for their solution. It was revealed that foreign students in general praise obtaining a higher education, and that motivational postulates of obtaining education include not only commercial goals but cultural as well. It was established that Russian education is praised by foreign students in terms of quality, and that foreign students seek Russian education purposefully. It was found that Russia is a financially attractive country for foreign students, including employment. The study demonstrated a great significance of the website and social media of a higher educational institute for making decision on obtaining education in this higher educational institute. The results of the study showed that the level of competence in higher educational institutes of the city conforms to the requirements of foreign students and satisfies their demands maximally. At the same time several problems were revealed relating to training of foreign students: language problems; problems in training; communicational problems; social and cultural problems and social and everyday problems. Several recommendations were made to solve those problems.

Today the state is focused on the innovative way of development, on the rapid development of the economy, and rapid creation and distribution of new digital technologies. The education system, as a vital area of socio-economic activity, must be reformed in accordance with the requirements of contemporary society. Numerous organizational innovations in the educational sphere of Rossiya have been made in recent years. Characteristic features of the up-to-date system of higher professional education are: liberalization; optimization of the state and non-state sector of education; the introduction of information and communication technologies as well as changes in demand and the degree of accessibility of higher education. For these purposes there should be no doubt that the basis of all are all the necessary conditions for the further reform of Russian education.The Object of Study. Evaluation of the consequences of the introduction of the Bologna System, identifying the causes of the slow progress of reforms.The Theoretical Aspect is based on the concept of Smart-education - education, aimed at obtaining a qualitatively new educational, scientific, social and commercial results in terms of the collective production of knowledge and their multiple sources.The Empirical Aspect of the subject is based on the results of research on the dynamics of spending on education, the number of state and non-state universities, the number of students and positions of Russian universities in international rankings.The Main Theoretical Provisions of the Article. The process of reforming the national system in accordance with the requirements of the Bologna process does not take into account the specifics and features that led to the loss of the accumulated progressive achievements that existed in Russian education. The transition to a new education model is stuck in an intermediate state. At the present stage of the reform of education, the main goal should be a radical update of the content of education and its resource provision. In the USSR, after graduating from higher educational institutions, graduates were sent to work at pre-determined jobs. At the stage of transition of the country to the market, this mechanism was canceled. The supplement to the Federal Law “On Education in the Russian Federation” Article 71 (August 2018), introducing quotas for the admission of citizens for targeted training, is designed to ensure competitive conditions for the selection of trained applicants who will enroll in competitive conditions, to train professionals who, after graduating from a higher educational institution, will go to work to the region where they are in demand as specialists. If the graduates did not get a job, they or the company that signs the contract with them will have to compensate for budget expenses.The implementation of these requirements of the Federal Law requires the elimination of contradictory management decisions in terms of graduate level training, adherence to the principle of social justice, provision of sufficient budget financing in accordance with institutional changes and higher flexibility of the entire educational system.The authors consider the organizational mechanism of the system of higher professional education as a system of external and internal relations arising in the course of its functioning and changing depending on the changing goals of the educational model (administrative, collegial and market) of the university and the needs of the labour market at the federal and regional levels.

Intensive competition in contemporary education market makes higher educational institutions choose market focused strategy in order to make their offer outstand their other competitors. Defining the factors of experience development, their impact on satisfaction and loyalty of foreign students would help higher educational institutions to create positive experience for foreign students that would later, thanks to this experience, can become loyal and spread positive information about the higher educational institution. Research of these factors is especially topical for Latvia because one of the main directions for development of the state educational system is integration in international educational system. The objective of research is to study the impact of experience developing factors on forming satisfaction and loyalty in higher education. Survey has been used as a research method, questionnaire covered foreign students in Latvia. Data analysis has been conducted with frequency analysis, calculations of central tendency indicators, correlation analysis and path analysis. As a result, it was found that satisfaction with higher educational institution was mainly formed with its capability to fulfil its obvious functions, that is provide qualitative education corresponding with expectations of foreign students. The analysis of impact of general satisfaction with higher educational institution on loyalty demonstrated very strong positive influence: the higher the satisfaction, the more likely foreign students would consider studies in particular higher educational institution to be useful for other foreign students and advise it.

The relevance of the chosen topic is determined by the importance of interaction between teachers and students in modern higher education, as well as the need to cover the psychological features of such interaction from the point of view of developing a qualitative assessment of their role and place in the educational process of a higher educational institution. The purpose of the study is to formulate psychological aspects of “teacher-student” communication within the educational space to identify methods of its regulation. The leading approach of the research is a combination of theoretical analysis of the main aspects of pedagogical interaction between teachers and students in an educational institution taking into account the main functions and tasks of each of the groups under consideration and structural synthesis of the features of this type of interaction based on psychological factors of communication on the scale of a higher educational institution. The research considers issues related to the psychological features of pedagogical interaction between teachers and students in modern higher education. Qualitative indicators of communicative relations of subjects of the educational process, in particular teachers and students, are determined. The key psychological features of pedagogical interaction in the “teacherstudent” system are highlighted, including the development of trust in the authority of the teacher, taking into account students' individual factors in the process of studying subjects within the programme, maintaining a positive psychological climate in subject-subject relations. The necessity of developing a qualitative assessment of the level of communication between teachers and students as an objective factor for further assessment of the overall level of their pedagogical interaction effectiveness and the psychological characteristics of each of the groups under consideration is emphasised. The results and conclusions of the research are of practical value both for modern applicants for higher education and for representatives of the teaching staff of modern higher educational institutions concerned with the problems of building high-quality communication among each other, taking into account the individual characteristics and qualities of each group

Problem setting. Leasing out property that is involved in educational, academic, training and production, scientific activities by the public institutions of higher education often leads to violation of the rights of other participants in educational activities. They are sure to be a result of violating the limits, established by the current legislation, of exercising the rights to leasing out property by the public institutions of higher educational. Analysis of recent researches and publications. The issues of state property lease have been studied by many scholars. Basic research in this area has been conducted by I. Spasibo-Fatieieva, O. Lipetsker, Ye.Kazarenko, V. Steshenko, M. Pronina, S. Puhinsky, T. Potapenkova, Yu.Basin, D. levenson, N. Khashchivska, N. Milovska and other scientists. Target of research. The aim of the paper is a comprehensive study and analysis of the limits of exercising the rights by the public institutions of higher education to leasing out their own property. To achieve this goal the following tasks should be solved: 1) to define the limits of exercising the rights by the public institutions of higher education to leasing out their own property; 2) to determine the legal consequences of concluding lease agreements by the public higher educational institutions in violation of current legislation. Article’s main body. The article conducts a general study and analysis of the right of the public institutions of higher education to lease property. The author emphasizes that public higher educational institutions have the right to lease out only real estate and other individually identified property. The legal consequences of concluding lease agreements by public higher educational institutions in violation of the current legislation have been studied. Conclusions and prospects for the development. Summarizing the results of the study we can formulate the following conclusions. The public institutions of higher education have the right to lease out real estate and other individually determined property in the manner prescribed by law and subject to statutory restrictions (without the right of redemption and sublease, when it does not worsen the social and living conditions of persons studying or working in the educational institution). While leasing the property, the public higher educational institution realizes primarily their own property interests, at the same time, indirectly realizing the property interests of the state. If the lease agreement of real estate and other individually determined property of higher educational institutions is recognized as invalid, it may be recognized as invalid only for the future.

This study examines the required information and its importance that used by visitors of an education expo to select Indonesian higher education (HE) institutions. The visitors were dominated by the final year students of high schools that are located in the city of Jakarta, Indonesia. The study also investigates preferred promotional tools considered effective by the visitors that influence their choice of Indonesian HE institutions. The results indicated that the top three (in order) of the required information that used by the visitors to select Indonesian HE institutions were scholarships offered, teaching quality and faculty accreditation. Teaching quality, faculty accreditation and scholarship were the top three factors (in order) to be perceived importance by the visitors in the choice of Indonesian HE institutions. Regarding, HE promotional tools considered the most effective that influenced the visitors in selecting Indonesian HE institutions were national television, university presentation and university website. The study results provide important insight for policy makers in Indonesian HE institutions to develop marketing strategy, particularly the strategy related to recruitment and advertising, due to the visitors are potential students of Indonesian HE institutions.

Behavioural economics have become hot topic in research and debate in last few decades. In the context of behavioural economics, it is possible to summarize resemblances and create a system based on predication and regularities of errors, by analysing consumer’s behaviour, which allows to solve issues of future process development. In paper “Applying behavioural economics in education: study of undergraduate practices of selecting educational institutions” the authors identify key factors which influence undergraduates to choose higher education institution. The purpose of this paper is therefore to identify key elements of the behavioural economics that can be used to influence undergraduate selection development in favour of higher education institution. Additionally, within the framework of the study are applied insights of behaviour economics, which help guidance general understanding of undergraduate decision making. Particularly focusing on heuristics, that undergraduates are using to ease the complexity of decision making, which can lead to systematic errors and bias. This study per se synopsizes the definite findings of developing behavioural economics, which allows to apply this knowledge to study undergraduate choice in selecting higher educational institution. In this study were used numerous methods, including literature review, interviews with representatives of higher education and behavioural economics experts and surveying undergraduates.

<p class="0abstract">The purpose of the study is to test the effectiveness of visualization of learning and memorization in the educational process in higher educational institutions. The research was carried out in higher educational institution in the Russian Federation among 1-4-year students as well as teachers. The sample included 200 students and 35 teachers. The experiment consisted of three stages - introductory, experimental, and final. The initial assessment of students’ professional knowledge was carried out at the introductory stage. The goal of the experimental stage was to introduce visualization of learning and memorization, mainly, the use of mind maps and charts in students’ professional training. Tasks were developed and used, providing for the creation of mini projects, construction layouts with charts, mental maps (reflecting the professional role of a specialist in construction and architecture fields), features and stages of design, priorities of architectural and construction activities. At the final stage, the final assessment of students’ progress in vocational training and a comparative analysis of the data were carried out, conclusions were drawn about the advisability of visualizing the processes of learning and memorizing in higher education. Teachers’ attitude towards the active implementation of visualization of learning and memorizing was also studied at the introductory and final stages. To determine teachers’ attitude towards the active implementation of visualization of learning and memorizing, the survey was conducted. The introduction of the above-mentioned tasks gave the following results in the experimental group. Namely, there were high growth rates of students with a high level of knowledge (11.5%), 16.4% - with a sufficient level of knowledge and 13.7% - with an average level of knowledge; there was also a decrease in the number of students with low grades (by 16.6%) compared to the control group at the final stage. The number of teachers with positive-promising and positive attitude towards visualization of learning and memorizing increased by 14.3%, the number of respondents with positive-neutral attitude decreased by the same percentage, and there was not a single teacher who retained a negative attitude. The practical value of the results lies in the possibility of using the questionnaire and tasks developed in the real educational process of modern higher education institutions.</p>

Today experience marketing is attracting greater attention of researchers and practitioners, considering it an innovative approach to be used by companies and brands for development and retainment of their competitive advantage. This experience can develop online or as a result of offline activities. It is widely thought that many marketing instruments can be used in experiential marketing as long as they guarantee high engagement of consumers. The main instruments for sales promotion include mobile content and exclusive online content. Under the following topic, these can be special groups in social networks, mobile applications, websites of higher educational institutions etc. Unfortunately, there is a lack of research on consumer experience and its management in higher education, especially about education obtained abroad, as well as the usage of experiential marketing for attracting foreign students to Latvian higher educational institutions. These factors explain the importance and rationale of the chosen topic. The aim of the research is to evaluate the contents, availability and usage of foreign students’ interactive communication websites for attracting foreign students in Latvia in experiential marketing context. Method of research: content analysis of foreign students’ groups in social networks, websites and social network profiles of higher education institutions. In general, it can be concluded that the number of interactive online groups for foreign students in Latvia was insignificant, mainly the groups were inactive, the members of these groups provided negative comments or reacted openly to different publications. However, it is important to admit that personal publications received more “likes” and comments indicating the necessity of building a personal dialogue with students on websites.
