The article is devoted to the questions of socio-cultural environment formation in the modern Russian higher educational institution. In the course of the study, the author analyses theoretical aspects of this social phenomenon, its forming elements and functional characteristics in the course of higher education system’s transformation. Based on the analysis results, the author comes to the conclusion about integration of functions, which allow managing innovations in the educational sphere effectively.

The proposed article considers the need to recognize the economic utility and social value of human resources, the development of which requires investment in comparison with other types of economic resources. The urgency of solving the problem of functioning of higher education system is dictated by the need to apply new approaches to the management of an educational institution. Successful companies focus their efforts on creating and developing a management system for educational institutions designed to work effectively with intellectual resources that are becoming less used today. All these circumstances explain the emergence of a special interest of scientists and practitioners in the management of intellectual capital and the effectiveness of the knowledge process. In this regard, there is a need for constant updating and change, which means that knowledge is always innovative. At the same time, the most interesting are the ways of transforming universities into a new type of organization focused on meeting the needs of the market, making a profit, developing innovative technologies, supporting high-tech research projects and managing them. Close interaction of business corporations with the University community, forms a diversified financial base, develops contacts with business, society and the state, and encourages the widespread use of initiative and support for innovation in the scientific and educational environment. The new conceptual approach has enriched the practice with progressive methods and technologies for managing people in a complex innovative environment. The priorities were flexible forms of labor use, continuous improvement of the quality of human resources, new approaches to organizing and stimulating labor, and addressing cultural and ethical factors of labor productivity and quality of life. The main components of scientific novelty are the regulation and mutual influence of the functioning infrastructure and the applied methodology of higher education.

The paper describes the results of the expert survey among the respondents of the Ulyanovsk region devoted to the problem of the impact of the Bologna system on the quality of higher education in Russia and the problem of employment of university graduates, which was held within the project "Investigation of the higher education system: harmonization of relations between the labor market and the market of educational services." The study involved representatives of government, higher education and business in the region. Different points of view on the reform of higher education in Russia are presented, an analytical conclusion, how the Bologna system is perceived by Russian society on an example of the region, is made. It should be noted, there was not the consensus among the government, business and higher education of the Ulyanovsk region whether the Bologna system carries the benefit of Russian society or not.

In the article we investigated the approaches to training managers of educational sphere in the system of higher education of independent Ukraine, analyzed the legal and regulatory framework that defines the branch of knowledge, speciality, subject area for any educational program Training of specialists in the higher education system. It was found out that in the provisions of normative documents of the Ministry of Education and Science of Ukraine (order from 06.11.2015 no 1151), in tables of the list of specialities on which was carried out training of specialists in higher educational establishments Educational qualification levels of specialist and Master (List 2), and the list of fields of knowledge and specialties, which are trained for applicants of higher education, approved by the Decree of the Cabinet of Ministers of Ukraine of 29 April 2015 no 266 ( List 2015), for the specialty "management of educational institution (by type)" 8.18010020 subject area defined in such a way that it is clearly referred to the field of knowledge 07 "Management and Administration" of the specialty 073 "Management". Changing the subject area has led to changing legal grounds for educational activities, which in turn resulted in the actual curtailment of managers ' training for the educational sphere. Based on the recommendations of the International Standard Classification of Education: Education and Training in 2013 (MSKO-G 2013), in the study, within the framework of this article, an examination of the content of the educational Scientific Program "management of a higher education institution" and proved, that according to substantive content, it should be attributed to the field of Knowledge 01 education/pedagogy in speciality. Only under these conditions can the educational program meet the criteria (2.3.) Of the quality assessment of the educational programs defined by the National Agency for Quality Assurance of Higher Education, in particular: "... the content of the educational program corresponds to the subject area defined for its specialty" and can be accredited.

The article discusses the integration processes in the system of higher education, which are currently the priority. The integration processes of education, science and production are the joint use of the capabilities of educational, scientific and industrial organizations in mutual interests. Integration processes cover a wide range of different activities and are manifested in a wide variety of forms. In addition, they are considered one of the most effective forms of transformation. We also set out the main aspects of integration processes in the higher education system of Kazakhstan on the example of the Eurasian national University, namely the Department of «Space technology». As an organizational model, the option of creating educational and industrial innovative complexes, which provide a continuous cycle of training of specialists, was chosen. The model allows to reach the most developed relations of higher educational institution and the enterprise. In conclusion, several key and most promising areas of integration development are listed.

Purpose of the study: The study is devoted to the analysis of the specifics of interaction between institutions of employment and development of higher education in modern Russian society. The current arrangement of socio-economic priorities in Russia contrasts with the true economic needs of the labor market and opportunities of the higher education system. In this regard, there is a need to create an integrated system of organizational and institutional mechanisms providing employment regulation and maintaining a balance of interests of the higher education system and the subjects of social and labor relations. Methodology: The study is conducted on the basis of the principle of interdisciplinarity to research the specifics of interaction of the subjects of social and labor relations in the sphere of higher education. The problem is considered in the context of institutionalism and neo-institutionalism methodology, both in foreign and domestic research traditions. The higher education institution is treated in the context of institutional methodology. Results: The work is based on the idea that the system of modern higher education is integrated into the subject space of social and labor relations. Thus, the state, the individual, the employer, and higher education institutions are both the concerned parties and the subjects of social and labor relations. But there is a certain disproportion in their interests. The sphere of higher education is characterized by some immanent features that distinguish it from other socio-economic systems that create public goods.  The provision and consumption of educational services involve benefits, both for the individuals and for the entire nation. The mission of higher education and the interests of social and labor relations subjects are closely linked. The interest boundaries of the subjects of social and labor relations necessitate their qualitative characteristics in order to summarize the specifics of satisfaction of their interests. Applications of this study: The results allow us to conduct a full and detailed study of social and labor relations phenomenon in close relationship with the system of higher education. Within the very framework of neo-institutional theory, it is possible to create a mechanism of management and control for development of employment, social and labor relations. Novelty/Originality of this study: The research problem of the study is the development of the higher education system in the context of subjective social and labor relations in order to find the solution to the employment problem.

The article is dedicated to the assessment of the correlation between the values of self-expression and survival among modern Russian students. The relevance of this topic is determined by the need to understand how to change the higher education system so that it correlates with the values of modern students and applicants, meets their expectations and needs. The article examines two aspects of the transformation of higher education: the institutional limitations of the modernisation of higher education and the value orientations of modern Russian students. Value orientations were operationalised using the approach of R. Inglehart and K. Welzel, based on the dichotomy of values of self-expression and survival, and institutional conditions - through the reproduction by the higher education system of the institutional trap “path-dependence”, to overcome which "critical mass" of subjects with dominant values of self-expression is required. The main research question was whether Russian bachelors have developed values of self-expression. The empirical basis of the study was the data of a mass survey of Russian students of 19 universities within the framework of the project "The Birth of a Russian Master's Degree" with the support of the Vladimir Potanin Charitable Foundation. The research toolkit included a number of categories reflecting the meanings that students use when analysing the reasons for choosing a university, the direction of training and learning outcomes. One of these categories is the category of choice (of the university and field of study). The data obtained indicate that when answering the question about the reasons for choosing a university and the direction of study, there are, on average, two and a half times more students who chose the values of self-expression than those who are clearly focused on the values of survival. This suggests that, firstly, the importance of the values of emancipation (freedom of choice and development) in higher education is growing. Secondly, the potential for changes at the value level is accumulated in groups of students with different cultural capital - that is, we can talk about universal tendencies among the entire studied group. Thirdly, the choice of the direction of study turned out to be a more significant factor in the distribution of values than the choice of a university, that is, the motives for choosing a student are biased towards the content of their professional education in the first place, and the prestige of the university in the second place. Based on their analysis of the collected data, the authors come to the conclusion that modern Russian students are ready for meaningful changes in higher education. The only question is what answer to expect from the system.

Also, the management of the higher education system in accordance with the needs of the students of the period is an integral part of socio-pedagogical management in society. It was noted that in order to create certain conditions for students, it is necessary to constantly develop the activities of the educational institution. It is noted that the state of education in the near future is planned on a scientific basis, and the professional training of future teachers is associated with the problem of preparation for socio-pedagogical activities.

The Omani higher education system has enlarged noticeably since 1970 both in the number of students and in the infrastructure.  As a result, there has been a big investment to provide quality higher educational institutes capable of providing suitable graduates to fulfill the requirements of the labor. The mean purpose of the higher education system is to provide the nation with the quality education that meets the requirements of the 21st century with graduates having readiness for employability skills and competencies. However, The skills gap between HEIs graduates and industrial requirements in Oman and other regional Gulf countries is seen as one of the most important factors that affect the employment of graduates in the private sector because the graduate readiness for employability did not consider the graduate attributes factors which influence graduate readiness for employability. Therefore, the main objective of the current study is to determine the effects of the graduates’ attributes on the readiness for employability and justified with existing theories in the higher educational institutes in Oman. Specifically, this study intends to determine the influencing factors that contribute to the readiness of Engineering Graduates for Employability in the Higher Education Institutes (HEIs) in Oman. The study reviews the current literature on the effects of graduates’ attributes on the readiness for employability especially for Omani engineering graduates as the main source of information. The study is designed to determine and analyze graduates’ attributes factors and elements. The literature utilized for this study covers the latest literature (from 2013 to 2019) extracted from Google Scholar, ProQuest, and Scopus. The four main keywords used were ‘higher education’, ‘graduate attributes ‘or ‘readiness for employability, and ‘skills gap and justify with most relevant theories in the particular area’. The study summarized the empirical review on the graduate attributes which analyses the effects of graduate attributes on the graduates’ readiness for employability that will be considered as an empirical study on the graduates of the engineering colleges in Oman. The study explored review findings on the graduate readiness for employability framework from different graduates’ attributes and provisions perspectives. The results of the study will fill the gap in understanding the main graduate attributes factors affecting the attainment of graduates’ readiness for employability skills which has justified with most relevant theories in the particular. The study also recommends a policy guideline for ensuring of readiness of engineering graduates for employability in the HEIs in Oman.
