The dynamically developing construction of the Russian Federation makes it necessary to expand the range of alternative types of binders and materials based on them. Such binders include a composite gypsum binder used for the production of materials for various functional purposes. The manufacture and use of products based on composite gypsum binders is made possible by studying the Portland cement – gypsum – water system, the stability of which is ensured by introducing of an appropriate amount of active mineral additives. Such additives reduce the concentration of Са (ОН) 2 in the liquid phase of the hardening system and create the possibility of hardening under certain conditions without dangerous internal tensions. This article discusses the obtaining of effective cellular concrete on a composite gypsum binder. Cellular concrete surpasses some traditional materials in its structure, properties, methods of preparation, and they are universal in terms of operational properties. The possibility and expediency of using thin-ground concrete scrap as a mineral additive in the composition of composite gypsum binder for cellular concrete is established in the work. Thermal insulation and structural cellular concrete of D600 and D700 grades are obtained. It is revealed that the stepwise loading of the components of the concrete mixture with the initial introduction of a gypsum binder is rational.

Such a binder is a previously developed composite gypsum binder (CGB), used for the production of materials of various functional purposes. The manufacture and use of CGB-based composites was made possible by studying the Portland cement-gypsum-water system, the stability of which is ensured by introducing an appropriate amount of active mineral additives that reduce the concentration of Ca(OH) 2 in the liquid phase of the hardening system and create the possibility of hardening under certain conditions without dangerous internal stresses. In this paper, we consider the possibility of using composite gypsum binder for fine-milled quartzitic sandstone crushing dropout and concrete scrap crushing dropout as an active mineral additive. Rational compositions of composite gypsum binder are developed and their basic properties are studied. The reasonable choice of the amount of active mineral additive allows optimizing the properties of the composite gypsum binder.

The article presents the results of testing the use of Angren dry remote active ash and slag in Portland cement as an active mineral additive. It was found that Portland cement with the addition of Angren dry remote active ash and slag renders karrazastoy, ekanomet clinker and it is proved that hydro removed ash and slag (2011 year) does not recommend as an active mineral additive. Therefore, dry remote active ash and slag is recommended for use as an active mineral additive in the production of cement, improving its construction and technical properties. The possibility of using Angren dry remote active ash and slag as an active mineral component for producing cements with low corrosion resistance is shown. Angren dry remote active ash and slag contributes to the formation of the structure of the cement stone, increases its density and strength against aggressive ions, causing increased resistance in aggressive environments. And save up to 30% of cement. It has been established that Portland cement with the addition of Angren dry remote active ash and slag has an intensifying effect on the formation of clinker minerals. Therefore, the Angren dry remote active ash and slag is recommended for use as a mineralizing additive in the production of cement. Use of chemical industry waste with replacement of expensive natural production and consumption waste. At the same time, an environmental problem is being addressed.

Active mineral additives are one of the most common components of cement systems now. They are entered cements of increase in extent of hydration, the directed formation of structure of a cement stone from more stable hydrate phases of the lowered basicity, for the purpose of improvement of construction and technical properties of cements, by cutting of costs of fuel raw material resources for their production, giving to cements of some specific properties. In work the possibility of use as active mineral additives not only the granulated slags, but also local clays which industrially can give certain puzzolan properties are considered. It is proved that heat treatment of clay breeds significantly increases their puzzolan activity that does them suitable for use as active mineral additive instead of the domain granulated slag by production of the portland cement.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.

Subject. The article focuses on the dynamics of individual deposits in the Russian systemically important banks as a factor of the stability of available resources. Objectives. I assess the threat of individual deposits outflowing from the Russian too-big-to-fail banks within 2015–2019. I correspondingly outline recommendations for mitigating the threat in the future. Methods. The study is based on methods of logic, comparative and statistical analysis. I devised and applied our own algorithm for classifying too-big-to-fail banks by threat of individual deposit outflow and its level. Results. Systemically important banks were found to have not been exposed to the high threat of bank run within 2015–2019. Three fundamental credit institutions were constantly exposed to the threat of individual deposit outflow. One of eleven systemic banks continuously demonstrated the low threat of individual deposit outflow. The rest of the banks were migrating among the low-threat and high-threat classes. Conclusions and Relevance. The Russian systemically important banks can refer to our findings to articulate their deposit policy, set and use digital accounts of retail customers. The Bank of Russian can rely on the analysis of the threat of individual deposit outflow and other data on financial and business operations of the banks and its sustainability as part of bank oversight procedures.

The relations between the Russian Federation and Belarus in the 21st century are characterized by dynamics and volatility. The integration processes of both countries, initiated in the 1990s, are an element of the strategy of domination in the post-Soviet area, which is consistently implemented by Russia. The authors conclude that this strategy in the case of Belarus is a kind of mixture of soft power and hard power, and the choice of instruments depends on the stability of the authoritarian regime, which is embodied by Alyaksandr Lukashenka. The rigged presidential elections triggered a wave of protests, leading to the gradual loss of social legitimacy by the Belarusian president. Russia has a dilemma: whether to continue to support Lukashenka, who is losing support, or to look for a “new personal alternative”, a politician that would guarantee the implementation of a “pro-Russian vector” in Belarus’s domestic and foreign policy. Regardless of how the situation develops, Russia’s strategic goal remains to keep Belarus in its sphere of influence using the already existing mechanisms of cooperation between the two countries.

Согласно данным проекта Стратегии развития физической культуры и спорта в Российской Федерации до 2030 года, в 2008–2019 гг. численность систематически занимающегося физической культурой и спортом населения выросла в 2,5 раза. Это обусловливает необходимость создания инновационных продуктов для людей занимающихся спортом. Для определения перспектив создания продуктов специального назначения, в частности функциональных напитков для спортивного питания, проведен анализ патентов в этой области. Объектом анализа были 59 патентов, опубликованных с 1995 г. по май 2020 г. и занесенных в отечественную – ФИПС и международные – EAPATIS, USPTO, EPO, CISPATANT базы данных. Проанализированы следующие подклассы изобретений по актуализированной версии МПК: A23C, A23D, A23F, A23G, A23J, A23K, A23L, A61K, A61P, C12G. Результаты исследований представлены на рисунках в виде диаграмм. Установлено, что производство функциональных напитков для спортивного питания активно развивается. Российская Федерация имеет преимущество по количеству зарегистрированных патентов в этой области, но по объему производства продукции уступает зарубежным странам. Поскольку продукция агропромышленного комплекса России вполне удовлетворяет требованиям потребителей к натуральности сырьевого состава продукта, для обеспечения стабильности внутреннего рынка перспективно развитие отечественного производства функциональных напитков для спортивного питания. According to the draft strategy for the development of physical culture and sports in the Russian Federation until 2030, in 2008–2019, the number of people systematically engaged in physical culture and sports increased by 2,5 times. This makes it necessary to create innovative products for people involved in sports. To determine the prospects for creating special-purpose products, in particular functional beverages for sports nutrition, an analysis of patents in this area was conducted. 59 patents published from 1995 to may 2020 and included in the national – FIPS and international – EAPATIS, USPTO, EPO, CISPATANT databases were the object of analysis. Subclasses of inventions according to the updated version of the IPC A23C, A23D, A23F, A23G, A23J, A23K, A23L, A61K, A61P and C12G are analyzed. The results of the research are presented in figures in the form of diagrams. It is established that the production of functional beverages for sports nutrition is actively developing. The Russian Federation has an advantage in the number of registered patents in this area, but in terms of production volume it is inferior to foreign countries. Since the products of the Russian agro-industrial complex fully meet the requirements of consumers for the naturalness of the raw material composition of the product, the development of domestic production of functional beverages for sports nutrition is promising to ensure the stability of the domestic market.

Correlation coefficients between the results of political parties in the 2016 State Duma elections in the Russian Federation as a whole and in 26 regions, as well as in the elections of regional parliaments of 35 subjects of the Russian Federation in 2012–2015 were calculated. For the 2016 State Duma elections, data was used at all levels – regions, single-member electoral districts, TEC and PEC. It is noted that the “United Russia” correlations with all major parties are generally negative. A fairly high level of correlation is observed between the liberal parties. The main focus is on correlations between parliamentary opposition parties and parties with similar names. The correlation coefficients between the results of parties and candidates in the State Duma elections of 2011 and 2016 and the Presidential elections of 2012 and 2018 were also calculated, showing the stability of the geographical distribution of the electorate of the main parties. Regional differences in the nature of correlations between the main political parties are noted. It is assumed that correlations between parties reflect not so much their ideological closeness as the social closeness of their electorate. In this regard, it is noted that a positive correlation between the results of ideologically distant parties (“Yabloko” and the Communist party or “Yabloko” and “Rodina”) is associated with their reliance on the urban electorate and, perhaps, its most educated part. The reasons for voting for spoiler parties and the role of these parties in reducing the results of the main participants in the elections are discussed.

The article discusses the possibility of obtaining the effective thermal insulating and constructive foamed concrete on a composite gypsum binder. The composition was selected, the stepwise loading scheme of the foam concrete mixture components was proposed, the properties and microstructure of cellular concrete based on a composite gypsum binder with mineral addition of finely-dispersed concrete scrap were studied.
