The history of higher education in Russia and the near abroad is inseparably connected with the activity of higher education institutions administrators and their teaching and scholarly activity. They were the people who implemented the government policy in the sphere of higher education. In the 1920–40s, the academic and scholarly activity in the Soviet higher education institutions depended, to a large extent, on the change of the socio-political situation in the country. This was reflected in the fates of those who headed higher school administrations. The authors’ study of political and professional activity of higher school administrators can provide an objective assessment of their activity as managers, pedagogues and scholars. In this regard, the study the life of Solomon Zakharovich Katsenbogen – a sociologist, philosopher, pedagogue and higher school administrator becomes especially interesting and urgent. The 100th anniversary of the foundation of the Belarusian State University and the 90th anniversary of the foundation of Sverdlovsk State Pedagogical Institute (now Ural State Pedagogical University) can also serve as very good reasons for the publication of this material. The article deals with the work of S. Z. Katsenbogen under the conditions of the change in the socio-political life taking place in the USSR in the second half of the 1930s – 1940s. It is the first attempt to study his professional activity as a lecturer and administrator at the higher education institutions of the Urals, and first of all at Sverdlovsk State Pedagogical Institute. The article analyzes the political leanings and behavior of S. Z. Katsenbogen under the conditions of the Stalinist regime, which was responsible for false allegations against him: suspiciousness and distrust in relation to colleagues and slowdown in scholarly activity because of fear of criticism for political reasons. At the same time, the authors make a conclusion about a positive contribution of the professor to the improvement of the functioning of higher schools in the Urals: a new approach to the organization of planning of scientific activity of higher education institutions, the creation of the system of control of the conduct of lectures and tutorials by teachers on the part of the heads of departments and higher school administration. Under the conditions of mass repression, S. Z. Katsenbogen did not become a slanderer and careerist; he sincerely believed that due to his hard work and moral behavior, he would eventually have his party disciplinary penalties withdrawn. His colleagues – pedagogues of the higher education institutions of the Urals – also believed in this, but he never achieved rehabilitation from the party officials. The fate of professor Katsenbogen was to a great extent highly typical of the historical situation in the country during Joseph Stalin’s rule. In this perspective, the aim of the article is to reveal the consequences of the impact of political factors and peculiarities of the social life of the period of 1935–1946 on the activity of the higher school administrator, scholar and pedagogue. On the other hand, the authors tried to carry out their investigation within the framework of the historical-anthropological approach, in which a person functions as an active historical subject, as a historical factor, and as a bearer of a political culture and mentality. To achieve the aim and the tasks of the study, it is important to expand the investigation source base now as a result of publicizing a number of archival materials previously inaccessible for historians.

The article analyzes the paradigm space of higher education in Ukraine. It is proved that the modern education paradigm has a synthetic character, is based on the polyparadigmality principles and is a synthesis of personally oriented ideas, semantic and cognitive paradigms of education. Their nature and characteristics are considered. The units of analysis selected certain components of the paradigm, namely: mission, goals, objectives, guiding values, content of education, basic didactic tools, teacher-student relationships, criteria, functions. It is proved that the situation of confrontation and contradiction of personally oriented, semantic and cognitive paradigms of education is unacceptable, since each of them has its positives and limitations. It was found that cognitive education provides significant potential for intellectual development of the individual, it is its apparent positive. Proved that the cognitive limitations of education lies in its normative and purely social utility, which not related to the unique personality implementation, which is a passive “object” of teacher pedagogical influence; informative cognitive priority led to its content and disciplinary overload, is a serious problem of modern education in higher education institutions. Proved that priority is individually oriented paradigm associated with the formation of free, individual initiative as the “subject” of his life and this education paradigm is reflexive oriented because its values are leading self-awareness, self-development and personal fulfilment future specialist. However, objective knowledge is sometimes overlooked, and this is a certain difficulty of personally oriented education. It is found out that the benefits of the education semantic paradigm are related to the value-semantic attitude formation towards future professional activity, with updating of personal semantic experience; with semantic choice, with development of future specialist semantic potential. The reflexive nature of the personally oriented, semantic and cognitive paradigms of education is substantiated, and it is proved that the modern paradigm of higher education space will constitute a polyparadigmatic synthesis of their ideas accumulated in the education reflexive paradigm. The polyparadigmality essence is revealed as a research methodology, which is a conceptual synthesis of several existing educational paradigms.

Within the limits of the given article the concept of practical-oriented disciplines is considered in the course of education of future editors in higher education institutes. The main focus is on the subject “Page planning and layout” (the teacher - Vernigora N. M.) as one of the main areas of development of professional skills of future specialists in this publishing niche. A more profound analysis of the discipline can determine its contribution to formation of the competence of students, to consider in detail what competence is given to attention and to compare the preparatory program of different higher schools in order to derive the most correct formulation of the basic curriculum. It is disclosed in the general practical side of the editor's training with the help of new technologies and changing views in the educational environment on his/her role in publishing sector as training a competent editor capable to be effective outside the classroom and to solve typical and problem tasks in his/her own professional activities is a guarantee of a successful publishing process. Such an approach provides for formation of environment in which the students use the acquired theoretical knowledge to work on publishing a multifaceted product of different difficulty level. Updating the technical base of universities creates a platform for introduction of new disciplines using the modern technologies, although there are still the problems in higher education institutions on the way of this process. The practical-oriented disciplines make it possible to make education process of students more cognitive and creative in which their educational activities will be successful, and their knowledge will be in request. Thus, with increase of a share of practical subjects, the teamplay “student-teacher”, “student-team”, “student-professional activity” increases. On the basis of these interrelations an ideal model of a competitive personality of future specialist is formed.

The main reason for the inefficiency of the system of valeological training of specialists in higher education institutions is that a set of its components isn‟t defined today (structure, content, form, term of study, blocks of disciplines, etc.), mutual relations aren‟t built between them, which ensure integrity, consistency and development. One of the greatest achievements of humanities and natural sciences of the end of the ХХ century and the beginning of the ХХІ century is the adoption of a humanitarian paradigm that includes a multidimensional definition of health as physical, social, economic and creative well-being. At the same time, a key role in its creation is assigned, firstly, to the person himself, secondly, near medical fields: professional activity, recreation, education, etc. Teachers should recognize: although educational activity is the main one in childhood and early youth, nevertheless other areas of life should be under the control of parents, teachers and, most importantly, young people themselves, not forcibly, but consciously and naturally.
